ROLL CALL — Chairman Grzybowski Present: Chairman Scott Grzybowski, Commissioner Bill Craig; Commissioner Janice Holden; Commissioner DJ Willard; Commissioner Steven Numey; Commissioner Sherry Irwin Absent: Commissioner Brian Jennings Staff Community Services Director Rachael Goodwin, Parks Superintendent Kevin Snipes; Present: Recreation Mananger Linda Ayres; Executive Assistant Patti Lopuszanski 3. PRESENTATION: Staying Out of Trouble. Help Me Help You! Presentation by Linda Mendenhall, Town Clerk Ms. Linda Mendenhall, Town Clerk presented information to MMPC Commissioners regarding the responsibilities of being on a commission, Open Meeting Law and the intent of the law to maximize public access to the government process. The following topics were covered: Meetings • In compliance with Open Meeting Law (OML) must be properly noticed • Posted agenda with items listed for discussion and action • Agenda specific: Meeting date, time and location • Quorem is present at the meeting • Minutes of meeting prepared and approved Pitfalls of OML • Not providing sufficient details on an agenda regarding the items • Discussing or taking action on items not listed on the agenda Order of Meeting • Chair calls meeting to order - "I call the regular meeting of (date) • Chair call for Roll Call • Presentations • Call to Public • Action Items (Consideration and Possible Action) • Discussion/Update Items • Calendar/Next Meeting Date • Adjournment McDowell Mountain Preservation Commission Meeting of September 27, 2022 2 of 4 Responsibilities • Chair - Opens the Meeting • Recognizes member who wishes to speak • Stating the question._moved by XXX and seconded by XXX is there any discussion? After the discussion ends, ask if there is any further discussion on the item. If no, then will take a vote. Those in favor say "yea" Those against say "nay." Then announcing the vote and motion passes either unanimously or by the vote count. • Next item of business on the agenda Chair • Leads the meeting and makes sure it runs smoothly • Discussion remains on topic • Try to encourage participation from all members on the commission Commission Members • Altend meetings • Read the agenda/packet prior to the meeting • Participate in the discussions 4. CALL TO THE PUBLIC Pursuant to A.R.S. §38-431.01(H), pubic comment is permitted (not required) on matters NOT listed on the agenda. Any such comment (l) must be within the jurisdiction of the Commission, and (ii) is subject to reasonable time, place, and manner restrictions. The Commission will not discuss or take legal action on matters raised during Call to the Public unless the matters am pmperly noticed for discussion and legal action. At the conclusion of the Call to the Public, individual commissioners may (i) respond to criticism, (ii) ask staff to review a matter, or (iii) ask that the matter be placed on a future Commission agenda NONE 5. CONSIDERATION & POSSIBLE ACTION approving the June 14, 2022 MMPC Meeting Minutes MOVED BY Commissioner Bill Craig, SECONDED BY Commissioner DJ Willard Vote: 6 - 0 - Unanimously 6. CONSIDERATION & POSSIBLE ACTION: Approving the 2023 MMPC Meeting Dates MOVED BY Commissioner Steven Nurney, SECONDED BY Commissioner Janice Holden Vote: 6 - 0 - Unanimously 7. REVIEW AND DISCUSSION: Orientation Manual for Commissioners Ms. Lopuszanski shared with the Commissioners that Linda Mendenhall, Town Clerk, was working on a handbook specific to commissioners and was hoping to have that completed by the October 25, 2022 meeting. It is the main portion of the digital orientation manual being put together for commissions. McDowell Mountain Preservation Commission Meeting of September 27, 2022 3 of 4 8. UPDATE: Trail Rating Workgroup - Brian Jennings, Steven Nurney, DJ Willard Commission Willard provided information related to the trail rating from one trail to another and the simplest metric is the length of the hike. The workgroup analyzed elevation and other organizations' rating platforms. 9. UPDATE: Trail Naming Workgroup— Bill Craig, Sherry Irwin, Brian Jennings Commissioner Craig was taking the final recommendation to the Sonoran Conservancy Fountain Hills for their approval to bring it back to the October 25, 2022 meeting as an Action Item. 10. UPDATE: Adero Canyon Parking - Scott Grzybowski, Janice Holden, DJ Willard The workgroup made up of Chair Grzybowski, Commissioner Holden and Commissioner Willard provided an update on the meeting they had with Ms. Goodwin. It was determined there was a need for hard data to define the problem and then present it to the Town Council. Mr. Snipes was asked if there are cameras at the trailhead and it was explained that they are on the building by the remade. Commissioner Willard asked how he can get that video to review the traffic patterns. Mr. Snipes acknowledged that the video is held for 60 days and can be pulled and put in a file to provide a snapshot of the weekend traffic. Chair Grzybowski stated that information would be helpful and Ms. Goodwin shared having it time -stamped would be of value. 11. UPDATE: Sonoran Conservancy Fountain Hills Liaison Commissioner Holden reported on the hikes for fall including the November Hiking challenge, monthly stargazing on Thursday, training sessions for stewards and First Aid class to be held in Scottsdale. 12. DISCUSSION AND POSSIBLE ACTION: Request for research to staff Chairman Grzybowski asked if any of the commissioners had requests for staff related to topics to be researched and it was determined there were none. 13. REVIEW AND DISCUSSION of Trail Counter Activity The August Trail Counter Activity had estimated numbers on trails that had counters that were not fully functioning. A discussion on the progress of the repairs of the current trail counters was presented by Commissioner Craig. 14. UPDATE: Next Meeting October 25, 2022 Chair Grzybowski updated the commissioners on the date of the next meeting, on October 25, 2022.
