MINUTES OF THE REGULAR MEETING
OF THE COMMUNITY SERVICES ADVISORY COMMISSION
JANUARY 23, 2023
1. CALL TO ORDER at 5:00 PM

3. CALL TO THE PUBLIC - No Public Comment
Pursuant to A.R.S. §38-431.01(H), public comment is permitted (not required) on matters
NOT listed on the agenda. Any such comment (i) must be within the jurisdiction of the
Commission, and (ii) is subject to reasonable time, place, and manner restrictions. The
Commission will not discuss or take legal action on matters raised during Call to the
Public unless the matters are properly noticed for discussion and legal action. At the
conclusion of the Call to the Public, individual commissioners may (i)respond to criticism,
(ii) ask staff to review a matter, or (iii) ask that the matter be placed on a future
Commission agenda.
4. CONSIDERATION & POSSIBLE ACTION: Approval of October 24, 2022 Meeting Minutes

5. CONSIDERATION & POSSIBLE ACTION: Approval of December 12, 2022 CSAC

UPDATE: Dark Skies Observatory/Community Garden New Location
Mr. Snipes informed the commissioners that the Community Garden was in the process
of moving to its new location to make room for the future Dark Skies Observatory. He
and Ms. Goodwin had met up with the community garden group to discuss some of the
items that they were leaving behind, which included some of the trees. There was
discussion with them as to how the trees would be maintained until the observatory gets
brought in. Commissioner Rudolphy asked if the town was paying for any part of the
cost of the move and Mr. Snipes shared that the community garden was using funds that
they had to use.
7. UPDATE: Mayor's Youth Council Teen Takeover
Youth Commissioner Sruti Peddi was absent from the meeting. The Mayors Youth
Council report will be moved to the February meeting agenda.
8. UPDATE: Community Center Mold Issue
Mr. Snipes updated the commissioners on the remediation work that had been
completed at the Community Center and how everything has been put back together and
operational. Recent rains have not shown any areas of leakage that had been a problem
in the past, confirming the window sealing was completed in a fashion that has been
successful.
Commissioner Rudolphy asked if this meant all issues were resolved as there was
significant work that needed to be done. Mr. Snipes confirmed as far as the remediation
of the mold issue in the identified areas that work was completed.
9. UPDATE: Sidewalk Infll Project
The sidewalk infill project has been moving forward and work is currently being
completed around Desert Vista. Mr. Snipes informed the commissioners that he had
also had an area of the sidewalk replaced at the park going up from the amphitheater in
an area that had been slippery and replaced with a coarser coated cement.
10. UPDATE: Golden Eagle Park Tour - February 16, 2023
Commissioner Rupport confirmed that the Golden Eagle Park tour would take place on
February 16th of February at 3:45 PM. He asked Mr. Snipes if Ms. Goodwin was going
to have either the town engineer or Justin Weldy join the tour to show the multi -uses of
the park and how it serves the community as far as flood control and recreation.
Commissioner Rupport also requested information be shared with the commissioners
related to improvements that had been made at Golden Eagle and to learn about any
future improvements.
11. DISCUSSION AND POSSIBLE ACTION: Future Agenda Items
Vice Chair Reddick asked for the workgroup item on Outdoor Playground equipment to
be revisited at the February 27, 2023 Meeting.
12. UPDATE: Upcoming Events
Mr. Snipes shared the current list of upcoming events with the CSAC Commission.
Upcoming events in March include the Irish Fountain Fest where the fountain will be
dyed green and again on March 17th. This year Eggstravaganza will be held at Four
Peaks park due to the increase in attendance. In April, Concerts on the Avenue will start
up again on Thursdays from 6:00 PM - 8:00 PM on the Avenue of the Fountains and
Music Fest will be held at Fountain Park. The month of April ends with the Recycle
Recreate Earth Day Celebration at the Community Center. In May, Movie in the Park
will be held at Four Peaks Park.
13. UPDATE: Volunteer Opportunities
Volunteer opportunities will be taking place at the EXPO to be held on January 26th at
the Community Center. The Art Fair at the end of February is also in need of volunteers
to work over the three days at the town tent.
14. UPDATE: Next CSAC Meeting February 27, 2023 - Presentation by David Pock, Chief
Financial Officer
Commissioner Rudolphy will not be available to attend the February 27, 2023 meeting
and requested to have the presentation by David Pock, Chief Financial Officer at the
March 27, 2023 meeting.
