HomeMy WebLinkAboutCSAC.2023.0227.MinutesTOWN OF FOUNTAIN HILLS MINUTES OF THE REGULAR MEETING OF THE COMMUNITY SERVICES ADVISORY COMMISSION FEBRUARY 27, 2023 1. CALL TO ORDER 2. ROLL CALL Present: Chairman Natalie Varela; Commissioner Stephen Barnes; Vice Chairman Carey Reddick, Jr.; Commissioner Ron Ruppert; Commissioner Rory Wilson; Youth Commissioner Sruti Peddi. Absent: Commissioner Craig Rudolphy Staff Present: Rachael Goodwin, Deputy Town Manager/Community Services Director; Patti Lopuszanski, Executive Assistant 3. CALL TO THE PUBLIC - NONE Pursuant to A.R.S. §38-431.01(H), public comment is permitted (not required) on matters NOT listed on the agenda. Any such comment (i) must be within the jurisdiction of the Commission, and (ii) is subject to reasonable time, place, and manner restrictions. The Commission will not discuss or take legal action on matters raised during Call to the Public unless the matters are properly noticed for discussion and legal action. At the conclusion of the Call to the Public, individual commissioners may CO respond to criticism, (ii) ask staff to review a matter, or (iii) ask that the matter be placed on a future Commission agenda. 4. CONSIDERATION AND POSSIBLE ACTION: Approval of January 23, 2023, CSAC Meeting Minutes The Motion to Approve the CSAC Meeting Minutes of January 23, 2023, was made by Commissioner Wilson and seconded by Commissioner Reddick. Vote passed 6-0 Unanimously. 5. UPDATE: CIP and Park Projects - Ms. Goodwin updated the Commissioners on the status of the construction going on at the skate park and the progress being made. A new shade structure was being installed at Field 1 at Golden Eagle Park and two additional shades are being planned around the other three fields. The main restroom at Fountain Park is going through renovations after deterioration was found. The leveling and drainage project will begin in April at the dog park. This will help to alleviate the flooding that occurs and allow for grass to come back naturally as it transitions into Be nuda grass. 6. UPDATE: Golden Eagle Park Tour Report — Commissioner Rupport reported on the park's purpose as a retention area for flood control. It was noted that there have been new backstops on several of the fields, fencing, irrigation improvements, and new playground equipment that has gone in. 7. UPDATE: Fountain Hills Environmental Plan 2022 - Ms. Goodwin informed the Commissioners that Town Council had newly adopted the Environmental Plan 2022 at their last Council meeting. Topics covered in the plan included conservation and non -motorized bikeway pathways. It was further discussed for CSAC to review the plan and come back to see what role they would play in moving the initiatives forward. 8. UPDATE: Sidewalk Infill Project - Ms. Goodwin provided an update on the status of the areas that would be addressed in the future. It was further discussed that Mr. David Janover, Town Engineer would be invited as a presenter to a future CSAC meeting to give an overview of the project. 9. UPDATE: Mayors Youth Council Teen Takeover and Upcoming Events - Youth Commissioner Peddi reported on the event that took place at the Community Center and provided teens a place to enjoy time with friends. Activities included nerf games, inflatables, tie dye, board games, video games, and raffles. The Mayor's Youth Council will be volunteering at the Music Fest event on April I ". 10. UPDATE: Future Agenda Items - The March 27`11 next meeting will include a presentation by David Pock, Chief Financial Officer who discuss the Town's budget and the distribution of funds. The April meeting will include a presentation from the Dark Sky Observatory and in May the Town Engineer will report on the sidewalk infill projects. The Community Services Strategic Plan expires at the end of 2023 and will be a summer project worked on by staff to present to CSAC in the fall after the summer break for input before bringing it to Town Council for final approval. 1 I. UPDATE: Upcoming Spring Events - Ms. Goodwin reviewed the dates of the upcoming spring events with the Commissioners which included Irish Fest, Music Fest, Eggstravaganza, and Concerts on the Avenue. 12. UPDATE: Volunteer Opportunities - It was shared that a group of volunteers packed meals at the Midwest Food Pantry in Mesa in February. Ms. Goodwin also invited the Commissioners to attend the Volunteer Recognition dinner for their service to take place on March 30, 2023. 13. UPDATE: Next CSAC Meeting March 27, 2023 - Presentation by David Pock, Chief Financial Officer 14. ADJOURNMENT - Chair Varela asked for a Motion to Adjourn. Commissioner Wilson motioned to adjourn, and Commissioner Barnes seconded the motion. Vote passed 6-0 Unanimously. The meeting Adjourned at 5:39 pm.
