A Regular Meeting of the Community Services Advisory Commission was convened at
16705 E. Avenue of the Fountains in open and public session at 5:00 p.m.
Members Present: Commissioner Stephen Barnes, Commissioner Craig Rudolphy;

WILSON: I'm going to call this Meeting to Order at 5:00 p.m. Patti, can I get a Roll
Call?
LOPUSZANSKI: You may, Chair Varella is absent. Vice Chair Reddick is absent.
Commissioner Barnes?

WILSON: Thank you. Moving on to Reports by Commissioners.
RUDOLPHY: I have nothing.
BARNES: I have nothing.
WILSON: All right. Well, I'll just share that, I attended the State of the Town, and
Craig, I know you were there as we sat next to each other. But that was very well
attended. It was nice to see the review of all the accomplishments that the Town and the
staff have done over the past year and the ongoing goals. So, thank you to the town staff,
the Mayor, and the Town Council. That was great. Anyone else?
WILLIAMS: I seem to be just giving updates about MYC for most of us, but I'll do it
again. At our last meeting, we went to the new firehouse on Fountain Hills Boulevard.
And then we kind of just did our meeting there and then we took a tour of the place,
which was pretty cool.
WILSON: Awesome. So, I guess we will move on to the approval of the Community
Services Advisory Commission on November 27, 2023, Verbatim Meeting Minutes.
So, did everyone get some time to review that? Right, can I get it unless there are any
changes? Can I get a motion?
RUDOLPHY: Move to approve verbatim meeting minutes for November 27, 2023, and
January 22, 2024.
WILSON: Can we do those at the same time? Second?
BARNES: Second.

WILSON: Next, we have the Arizona State Puzzle Donor Program Centennial
Pavilion.

SNIPES: So, we opened this up for donors. We're building the State of Arizona with
puzzle pieces. There's a picture in here somewhere. That is our flyer for what we're
selling each puzzle piece made of stainless steel. I have one on my desk, I should have
brought it down. But we'll be building the State of Arizona puzzle pieces in honor of it
being a Centennial Pavilion. We'll be selling 99 pieces out of it to help fundraise for the
shade structure that's going to be 80 feet across, covering the entire inside of the area, the
pavilion. We opened it two weeks ago, I guess we probably open it now. And so, it is
open to the public. There is an online form that you can fill out to do it. And the piece is
going to be eight feet tall. So, it's going to be a big structure eight feet wide. Our same
company that has done all the metal work on the Avenue is doing it. Steel Crest. They're
fantastic to work with. This is the biggest piece that they've ever made. They're excited
about it as well, the puzzle pieces came out and they started doing some puzzle pieces.
And I saw him and kind of came up with building the State of Arizona out of it. Once
they grasped hold up what I was looking for, I think it came out cool. I'm excited to see it
go up. So, I think this is going to be not only a good way to fundraise, but I think it's
going to be a cool piece of art when it's over there. It'll be right at the main entrance when
you walk into it. From the Community Center front door. If you walk around the corner
there, it'll be out in front of you there behind the musician statues.
RUDOLPHY: Do you have any people that have contributed already?
SNIPES: Honestly, I haven't looked so I don't know.
RUDOLPHY: Is it a tax-deductible contribution?
SNIPES: No, it would not be.
RUDOLPHY: Why not?
SNIPES: Because it's not through a 501c3 it's a direct donor to the town. I don't know if
that's possible.
RUDOLPHY: But the town is essentially nonprofit.
SNIPES: I don't know you tell me; can we do that?
RUDOLPHY: I think you can.
SNIPES: I go to you for that. Okay, I'll check for Pock on it and see if we can announce
it as that would be helpful.
RUDOLPHY: Yes. Or ask Aaron's view on it.
SNIPES: Okay, thank you.
WILSON: Urn, Kevin, where are you guys advertising this other than like the Times in
the social media town?

SNIPES: We have some flyers available that are in the Community Center as well. And
yeah, all our social media outlets. Those are our main, our main sources that we have it
out on, it's on the Town's website as well.
WILSON: Have you considered like, you know how you guys have bulletins all around
kind of like at the parks and stuff, like maybe just hanging one up in there? I don't know
if you have done that.
SNIPES: We haven't put it in any of our kiosks, yet. They are full of stuff right now. But
once we get to our slower season, I think that's a great way to do it. It's just right now we
have so many different events going on.
WILSON: Understandable. And then when do you guys expect when you will have this
completed?
SNIPES: So, the structure is already ordered, it's being built, and it'll probably be right
up against the wire in June getting it done. As far as collecting donor funds for the plaque
until we fill the state that's not time -sensitive, it's just a matter of a way to help bring
money back in towards the cause.
RUDOLPHY: I have a question. Have you thought about, you know, most people when
they look at a map, they're looking for something? So, have you thought about one of the
pieces being Fountain Hills, the Town of Fountain Hills?
SNIPES: So, if you look, there's a black dot on the screen there in the middle, that's our
logo when it comes up when it's full size, you'll be able to see it, but that's what that is.
Yeah, we thought it would be cool to have it be ours. That's why there's 99 and not 100
that we're putting out there.
WILSON: That's awesome. Are there any other questions or comments regarding the
puzzle piece from anyone? Thank you, Kevin. I appreciate that. Seems like a great
project. The next item is Environmental Plan Workgroups Updates. I don't think
Craig, Natalie, and I have an update. Steven?
BARNES: You know, Carey was supposed to give me a call, but we never did get a
chance to link up since the last meeting.
WILSON: So, I guess we'll just try to have more updates for the next meeting. Both
groups. Are there any comments or questions from anyone before we move on? Alright,
cool. So, the next item is the CIP Budget Fiscal Year 2025.
SNIPES: For this one, tomorrow we have well, it's kind of what you're seeing set up in
here will be a little bit of that. We are looking at the potential of adding a park and a

major walking area that may end up being a park as well. This meeting is going to have a
couple of teasers in it for CIP projects, just because there are things that haven't been on
the list. The new park is what I've always called Pleasantville. And it is at Bainbridge and
Golden Eagle Boulevard. So, we'll have a little display tomorrow for that.
RUDOLPHY: Is that the area where we're currently storing our rocks?
SNIPES: It is one of our many storage locations for rocks. Yes. So, we met up with
Dark Skies and they approved of the site as being a stargazing location as well. It kind of
morphed into a day and night type of a place where we're planning on having yoga, and
Tai Chi -type classes as well as a nature walk, and trail that'll have some cool plants and
stuff on it and then lots of trees and shade and hedgerows to block the sound in aesthetics
of being on the corner of two busy streets. So, I think it'd be a cool project. It is
development fee funded only. And since we didn't do Sunridge Park, that development
fee money is getting closer to its expiration. We're probably a couple of years out on that.
But we need to use it or lose it type of fund. So, we're hoping that this one gets some
traction. We know that neighbors are in support of it, two of them came up to me and
asked about the piles, and talked to him about it being a park and they were much
happier. So, we'll see how that goes. Dark Skies are in as well as our classes. So, I think it
should be a good one. We're also looking at CIPS for the Avenue, and going to start a
three-year, $200,000 a year improvement for the Linear Park. It's kind of the next one of
our phases. We'll be finishing up Desert Vista this year.
RUDOLPHY: I forgot what you said but one time you were planning on exercise
equipment.
SNIPES: That's on this year for Desert Vista and that is on its way it is being shipped
right now. So, I think that one's mid -March is when they're supposed to be here to start
installing that, as well as our shade canopy in front of Euro at Plaza Fountainside in
between the splash pad and there. They're going to come on Wednesday, this week,
drilling the footers for the big structure over there. We're going to hydro vac everything
because it's a scary area to drill in a lot of risk over there. There's sewer lines and force
main lines and fiber optic lines and culverts and you name it, we can find it. So, the
whole idea of this that I was trying to accomplish his straddling everything. And so that's
why everything's the size that it is so it fits. That will be starting to see some more
activity, they have it all cutout and graded. If you haven't been over there, you can get a
really good feel for how big the structure is going to be. As well as what's going in
around the splash pad, we have two more structures that will be coming in down there.

And those projects are now up and running a little bit better than they were a couple of
weeks ago. We're working with Plaza Fountainside to get their sidewalks replaced along
with me taking out all the trees. And so, we're still working on getting all the details of
that figured out with them.
RUDOLPHY: And you expect to be done this fiscal year?
SNIPES: Well, yeah. It'll be easy. I'm expecting that project to be almost done. Other
than the big structure going in by the second week, April when the splash pad opens.
That's my goal. July is way too easy, Craig, I got to make this more difficult on myself. I
think those are the main things that we have going in for the next fiscal year as well as
finishing up this one.
WILSON: Thank you, Kevin. I do have a quick question. And it's not urgent if you
don't have a good answer. I know it's early in the process. So, in the past, the commission
has, you know, supported certain projects through, you know, to help support the
Council, and there's decision making. I don't know if you have any projects right now that
you think might need that support, or maybe as individual Commissioners we do that. But
maybe down along the process. Do you foresee that happening or do you want us to do
that?
SNIPES: Yeah, as I get a little bit more information out there, I'll kind of get a feel of
where people are at and see which ones if any, need extra support as we get further along.
I think it'd be good to get the support of the Commission on the package deal as well.
And or pieces that you guys really like as individuals as well. So yeah, I think that would
be great. Thank you.
WILSON: Awesome. Thank you, Ian. Just to be clear, would we do that by a vote or
just discussion?
SNIPES: That can be done, what we'll do is we'll vote on it as a group for giving,
basically approval for the ones that we have. And then if any one of them is exciting to
one of you more than the other, it would be great to have you reach out and share that
information as well.
WILSON: Yeah. I think that would be great. If we could just keep that in mind for like,
down the line meetings. But yeah, thank you, Kevin. Any more questions on this item?
Great. Our next item is Grants. And I know Carey isn't here. But I also know that Craig
did some research. I don't know if you want to talk about your points.
RUDOLPHY: I can't remember them. I sent them to Patti. Oh, do you have them?
LOPUSZANSKI: I do it is on page 35.

RUDOLPHY: Don't have any real comments, I just went through the links that were
provided and found two that seemed relevant. That I thought we could explore or suggest
to the Community Services Director. And if that is of interest, then we could do some
more homework and see what's needed, what kind of application is required, and whether
you think it would be something that the council would support. So, I'm just kind of
waiting for feedback from someone to tell me "Yeah, good idea".
SNIPES: And where does it fit? Yes, sort of. Cool. We'll look at this.
WILSON: I do have a comment. I don't know if it's accurate. Since I'm just the one
doing it. I briefly looked at them. One of them. One of the grants. I have which one it
was, but it's the HHS 2420 20 for ACF. But this one is used specifically for research
purposes. So, I'm not sure how the town can use that. But I mean, that's something we
could look into further. And then I know we've also kind of postponed kind of acting on
this in the past, like what we want to do with this grant. So, if we want to create a
workgroup, I don't know if that's an option we can do. And maybe just one or two of us
volunteer right now and then Carey or someone else can jump on later. So, we just have
like two or three people working on this specifically with staff who give updates to the
commission if that's an option.
RUDOLPHY: I like that idea. And I must have missed the research only because I'm
not sure that would be appropriate. If it is research only.
BARNES: I went through it myself on the dashboard. And I didn't see anything that
jumped out at me that applied to our town. Other than the research one that you just
brought up, that's probably the best one I saw.
WILSON: Yeah, but I do appreciate the research you did Craig, I looked at it, and I
couldn't find too much. But I also didn't spend too much time on it. But I think if Steven,
Carey, Craig if you guys are willing to kind of move forward with the idea of a
workgroup, you know, two to three of us. I know it was a curious, original idea to put
forward the grant. So maybe we just leave one spot open for him if he wants to jump in.
But Patti, Kevin, that Kevin? I don't know if you guys have any comments on this.
SNIPES: No, I think that it's fine to do some more looking into and seeing the ins and
outs of the grants and seeing what it takes. Not only do we qualify for but what's the
actual application look like? Just so we have an idea is this a three-week application or a
three-day application or a three-hour application. Sometimes that can play into is it worth
it for 5% for three weeks' worth of work. Probably not. But if it's a substantial one, then it
makes it to where it helps funnel that information down for us to know what's worth
diving into.

BARNES: The due dates are coming up in April, I mean it's right around the corner. On
page one, at least.
WILSON: So, does anyone here want to consider joining that workgroup? I would be
happy to be a member of that. Anyone else though, is more than welcome. All right. So,
Steven and I will reach out to Carey to see if he wants to join that initiative. And then by
the next meeting, we'll try to get together and see what grant potential opportunities we
can hone in on and see what's out there. The next item is an Update from the Mayor's
Youth Council. I know you've kind of already done it. But if there's anything else you
have to add.
WILLIAMS: So that was what we did at our last meeting, we went to the new fire
station. I think our plans, at this point, are just some of the events coming up. So, we have
Irish Fest and extravaganza, we're going to volunteer at that. I think that's pretty much it.
That's it for the near future. I'll check the schedule again and see if we have anything.
And I think we have a meeting next Wednesday; I'm setting an update for you guys' next
time as well.
WILSON: That'll be great. Thank you, Kevin. The next item is Future Agenda Items
and Presentations. So, on April 22, we have our presentation by John Wesley, the
Development Services Director. If you look at the page, I don't know what page I'm on
sorry. But if you go down to the item on Future Agenda items and presentations, there is
a list of possible topics to be discussed at his presentation. But if there's anything specific
that you want him to touch on, reach out to Patti so that she can reach out to Mr. Wesley
and then he can make sure to include that in his presentation. Correct. Are there any
questions or recommended agenda items to put for future meetings?
RUDOLPHY: I suggested that we have Amanda come and talk to us about Economic
Development.
SNIPES: So, a couple of things. What we can do is we can have Amanda come down to
speak within the purview of this committee and hit on topics of grants and how they're
used within the Community Services Department. And that's our main link with them as
well as we were working together on the downtown strategy to do some work down
there. And so that side of things we can have her do and I think we were talking in the
fall doing that, just because of all the stuff that's going on right now it's having the time to
come in and do it. She said fall would be better. So, we're kind of looking a little bit
down the road for that.
RUDOLPHY: And then what input does Community Services have that they'd like us to
be looking at as opposed to us coming back with oh, let's do this, let's do that? I'd like

your feedback as to how we can help or not get in the way of things that you want or
need.
SNIPES: Sure, we can certainly plan that as being part of what we do for the next one.
WILSON: Anything else from anyone? Great. Our next item is Review and Discussion
of Upcoming Events and Volunteer Opportunities.
SNIPES: I know coming up here, obviously we always need hands at the St. Patrick's
Day Irish Fest even when we have enough people, we can always use more. That's a very
busy event. And if anyone's available right at the end of the event, it would be even more
helpful, I think, because I think we do have most of our during -the -day stuff filled to help
pick up trash and clean up the mess. That's always the time when the people that have
been there the longest are the ones doing that work because we've all been there since six
or 7 am so by 5 or 6 pm, it's good to have extra help. So, if anyone's available and can
come by for that, that would be fantastic. And then we'll be moving into Extravaganza
which I heard Kevin talking about having the Mayor's Youth Council helping with that,
which will be great. And then the next big event will be the Music Fest which we're
going Country this time for that. So, it's going to be a different scene than what we've had
in the past. So, we'll see how that gets accepted. I think we have got some good bands
coming in. And, again, helping with trash and cleaning up and stuff like that if that event
would be helpful as well.
WILSON: Thank you, Kevin. And just to clarify for anyone who has a question, if they

next item is Consideration and Possible Action Amending the 2023/2024 CSAC
Calendar May meeting date to the 28th, which is a Tuesday.
LOPUSZANSKI: This came up because I missed that Memorial Day was on the 27th.
So, the next day is available, and we do have access to council chambers. So, if that
works, if you all want to look at your calendars and get back in touch with me
individually, please feel free to do so if you don't want to vote on this tonight.
WILSON: We have time since we have a few members absent maybe we should wait
until our next meeting.
LOPUSZANSKI: I agree. I thought that as well. So, we can do that. We'll Table this
item for tonight if that's okay.
