AVENUE OF THE FOUNTAINS, FOUNTAIN HILLS, AZ Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the Town’s Council,  various Commission, Committee or Board members may be in attendance at the Commission meeting. Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory exceptions, parents have a right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the Commission are audio and/or video recorded and, as a result, proceedings in which children are present may be subject to such recording. Parents, in order to exercise their rights may either file written consent with the Town Clerk to such recording, or take personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the time a recording is made, the Town will assume that the rights afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.    REQUEST TO COMMENT   The public is welcome to participate in Commission meetings. TO SPEAK TO AN AGENDA ITEM, please complete a Request to Comment card, located in the back of the Council Chambers, and hand it to the Executive Assistant prior to discussion of that item, if possible. Include the agenda item on which you wish to comment. Speakers will be allowed three contiguous minutes to address the Commission. Verbal comments should be directed through the Presiding Officer and not to individual Commissioners. CALL TO ORDER Chairman Ruppert called the meeting of Monday, January 27, 2020 to order at 5:01 p.m. in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. 2. ROLL CALL COMMISSIONERS PRESENT: Chairman Ron Ruppert, Vice Chairperson Amy Arnold, Commissioners Jerry Gorrell, Sharron Grzybowski, Natalie Varela, and Youth Commissioner Hayden Arnold. COMMISSIONERS ABSENT: Don Doty. STAFF PRESENT: Community Services Director Rachael Goodwin, Parks Superintendent Kevin Snipes, Recreation Manager Linda Ayres, and Executive Assistant Jamie Salentine. 3. CALL TO THE PUBLIC Bradley Splittorff, a Fountain Hills resident, stated that Hernando Cifuentes holds soccer practice on Thursday’s and Sunday’s and has started this on his own. He asked the Commissioners to not increase the rates for the field rental as the increase would be significant to the group. He added that he is here to support Mr. Cifuentes. He requested the item be tabled to possibly reach out to the Boys and Girls Club and the Rotary Club involved to offset the extra costs. Hernando Cifuentes, a Fountain Hills resident, commented that the bottom line is that increase is too costly for the group. He mentioned that Parks and Recreation had temporarily held off the light cost and thanked staff for this. He emphasized that the issue of increasing the costs by $25 is too costly. He added he is doing this for free, promoting fun and exercise. He asked the Commission not to implement the additional fees. Community Services Director Rachael Goodwin clarified that the field rental cost is $15 per hour, the lights are an additional $10 per hour for a total of $25 per hour totaling $50 per session for use of the field (two-hours). She noted that currently only the lighting fees have been applied for Mr. Cifuentes. She added that Town Policy states that a field rental must accompany with a light rental. Yasmine Moller, a Goldfield Ranch resident, reported that she is part of a group of soccer enthusiasts that meet at the Desert Vista Park twice a week along with her three (3) siblings. She noted that they have become better soccer players because of Coach Cifuentes who generously gives his time to teach the group the rules and skills of the sport. She pointed out that her siblings and others within the group are homeschooled and the practices are an important social outlet for them and have made friends in addition to providing a healthy activity. She commented that there are no fees and that Coach Cifuentes has no financial gain in coaching the group, in addition, provides all necessary equipment such as soccer balls, cones, vests, etc. She stated that the families have taken turns in the paying the reasonable fees and asked the Commission to keep the fees reasonable. Ms. Goodwin stated that Commission can choose to hold a Special Meeting to discuss the fees with possible action or place on the February agenda. The consensus of the Commission was to hold a Special Meeting on Monday, February 3, 2020 at 5:00 p.m. 4. CONSIDERATION of Approving the November 25, 2019 Meeting Minutes Commissioner Varela moved to approve the November 25, 2019 meeting minutes, seconded by Commissioner Gorrell; passed unanimously by those present (6-0). 5. DISCUSSION AND CONSIDERATION of Appointing a Chairperson Executive Assistant Jamie Salentine explained that annually the Commission appoint a Chairperson and Vice-Chairperson whether through a nomination by a Commissioner or the Commissioner nominating themselves. Vice-Chairperson Arnold commented that if appointed in January and then the term ends at the end of April should the Commission nominate in May. Ms. Salentine stated that she will confirm with Town Clerk Elizabeth Burke on the correct appointment process. Commissioner Grzybowski moved to table until further information is gathered, seconded by Commissioner Gorrell; passed unanimously by those present (6-0). 6. DISCUSSION AND CONSIDERATION of Appointing a Vice-Chairperson Commissioner Grzybowski moved to table until further information is gathered, seconded by Commissioner Varela; passed unanimously by those present (6-0). 7. DISCUSSION AND CONSIDERATION to Appoint One (1) Commission Member to Term Ending April 30, 2021 Executive Assistant Jamie Salentine explained the process to appoint the Commissioner to the vacant spot and suggested to appoint one (1) of the three (3) Commissioner’s expiring April 30, 2020. Commissioner Grzybowski volunteered for the vacant spot. Commissioner Gorrell moved to appoint Sharron Grzybowski to term ending April 30, 2021, seconded by Commissioner Varela; passed unanimously by those present (6-0). 8. DISCUSSION AND CONSIDERATION to Unlock Ball Fields at Golden Eagle Park Community Services Director Rachael Goodwin reviewed the history on how the Golden Eagle Park (GEP) Ball Fields became locked and opened by reservation only. She pointed out that the main issue was dogs being out on the ballfield on and off leash and dog waste which added to employee workload to rehab the fields in order to bring back the fields to tournament condition. Ms. Goodwin commented that Mayor Ginny Dickey had requested MMPC to review this item and provide an answer if this option of locking the ball field is still what they recommend. She noted that she spoke with Parks Superintendent Kevin Snipes and that the other open field parks still deal with the same issue that GEP had. She pointed out that she reached out to some of the regular GEP ball field users and requested their opinion on if the fields should remain locked or unlocked. She read an email from a GEP ball filed user who complimented the great condition of the ball field and stated that other ball fields they play on are worn, torn up by kids on bikes, as well as having to pick up dog waste prior to playing. She added that the local Little League is in support of keeping the fields locked too. Mr. Snipes highlighted the increase in field use at GEP over the last four (4) years where there was only two (2) tournaments on the field, to nine (9) tournament, and in 2019 there were 19 tournaments scheduled. He added that a new group will be utilizing a field over the summer for college prep students to train three (3) times a week. Discussion ensued relative to types of destruction of the fields and pros/cons of keeping the fields locked. Commissioner Varela moved to maintain the current status and keep the GEP ball fields locked, seconded by Vice Chairperson Arnold; passed unanimously by those present (6- 0). 9. DISCUSSION AND CONSIDERATION of Modifying 2020 CSAC Meeting Dates Executive Assistant Jamie Salentine requested that the original October date move to October 19 due a conflict with Community Services Director Rachael Goodwin schedule where she is attending a conference. Vice Chairperson Arnold moved to modify the 2020 CSAC Meeting Date of October 26 to October 19, 2020, seconded by Commissioner Grzybowski; passed unanimously by those present (6-0). 10. DISCUSSION on Open Meetings Law Executive Assistant Jamie Salentine stated that the Town Clerk is requesting that all Commission members attend the Open Meeting Law/Public Records Training on February 18, 2020 at 4:00 p.m., if possible. She highlighted some the common quorum examples which include emails and “replying all”. 11. UPDATE from Work Group on the Community Swimming Pool Vice Chairperson Arnold reviewed a meeting with Fred Bedell, Chairman Ruppert, and herself regarding the details on building a community swimming pool where he was to build an olympic size pool. She noted that the meeting was unable to proceed since their funding will not be coming through so, no information was gathered. She stated they are back to beginning, however, looking to meet with Brian Hughes, Director of Community Services at the Town of Florence and tour their pool which is similar to what the work group is envisioning. She added that they will report back in February on the tour. In response to a question posed by Commissioner Varela, Chairman Ruppert replied that the locations the work group is looking at within the Town is by the High School and a site behind Four Peaks Park. 12. UPDATE on Volunteer Opportunities with Town Events Commissioner Grzybowski stated that volunteers are needed for home delivered meals, Give a Lift, and Save our Sculptures (SOS). She added that volunteers are needed for February 7 for the Community Center’s takeover and March 14 for Irish Fountain Fest. 13. UPDATE on Special Events Recreation Manager Linda Ayres reported on the upcoming special events:  Community Center Take Over, February 7, 2020 at 6:00 p.m. – Community Center  Great Hikes in the Phoenix Area other than Camelback Mountain presented by Just Roughin It, February 8, 2020 at 10:00 a.m. – Community Center  Spring Break Cooking Camp, March 9-12, 2020 at 11:30 a.m. – Community Center  Irish Fountain Fest, March 14, 2020 at 11:00 a.m. – Fountain Park  Movie in the Park: Lion King, March 21, 2020 at 7:00 p.m. – Four Peaks Park  Eggstravaganza, March 28, 2020 at 8:00 a.m. – Golden Eagle Park Community Services Director Rachael Goodwin added that the Mayor’s State of the Town is tomorrow, January 28, 2020. 14. ADJOURNMENT Youth Commissioner Arnold moved to adjourn, seconded by Commissioner Gorrell; passed unanimously by those present (6-0).
