Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory exceptions, parents have a right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the Commission are audio and/or video recorded and, as a result, proceedings in which children are present may be subject to such recording. Parents, in order to exercise their rights may either file written consent with the Town Clerk to such recording, or take personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the time a recording is made, the Town will assume that the rights afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.    REQUEST TO COMMENT   The public is welcome to participate in Commission meetings. TO SPEAK TO AN AGENDA ITEM, please complete a Request to Comment card, located in the back of the Council Chambers, and hand it to the Executive Assistant prior to discussion of that item, if possible. Include the agenda item on which you wish to comment. Speakers will be allowed three contiguous minutes to address the Commission. Verbal comments should be directed through the Presiding Officer and not to individual Commissioners. TOWN OF FOUNTAIN HILLS STAFF REPORT    Meeting Date: 06/22/2020 Meeting Type: Community Services Advisory Commission Agenda Type: Submitting Department: Community Services Prepared by: Jamie Salentine, Executive Assistant Staff Contact Information: Request to Community Services Advisory Commission (Agenda Language):  CONSIDERATION OF Approving the February 3 and 24, 2020 Meeting Minutes Staff Summary (Background) Attachments 2-3-20 Draft Minutes  2-24-20 Draft Minutes  Form Review Form Started By: Jamie Salentine Started On: 04/21/2020 07:14 AM Final Approval Date: 04/21/2020  TOWN OF FOUNTAIN HILLS MINUTES OF THE SPECIAL MEETING OF THE COMMUNITY SERVICES ADVISORY COMMISSION February 3, 2020 1.CALL TO ORDER Chairman Ruppert called the meeting of Monday, February 3, 2020, to order at 5:00 p.m. in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. 2.ROLL CALL Present: Chairman Ron Ruppert; Vice Chairperson Amy Arnold; Commissioner Sharron Grzybowski; Commissioner Natalie Varela; Youth Commissioner Hayden Arnold  Absent: Commissioner Don Doty; Commissioner Jerry Gorrell  Staff Present: Community Services Director Rachael Goodwin; Executive Assistant Jamie Salentine; Parks Superintendent Kevin Snipes; Recreation Manager Linda Ayres  3.CALL TO THE PUBLIC Hernando Cifuentes, a Fountain Hills resident, stated that the group was started by him by playing some soccer at the park and has evolved over time, where he now represents 12-13 children and teaches them basic soccer skills.  He added that the parents are grateful for what he does and clarified that he is doing this all for free.  He commented that the reason they are here is due to the $15 charge for field usage in addition to light fees that costs $50 each time. He expressed the opinion that the cost to use the field is not feasible for residents that want to play at the park.  He pointed out that Community Services Director Rachael Goodwin did for a short time only charge them $10 per hour (2-hour minimum) which he felt was reasonable and added that by March they will no longer need lights.  He requested that the Commission understand that they are trying to do a positive thing for the children and our community and to vote against the fee charges. In response to a question posed by Commissioner Grzybowski, Ms. Goodwin clarified that the fee policy needed to be reviewed by staff and until the review was complete and policy brought to the Commission for a decision, the department honored the current charge that Mr. Cifuentes was paying which was $10 per hour with a 2-hour minimum. 4.DISCUSSION AND CONSIDERATION of Field Rental Policy Community Services Director Rachael Goodwin explained that staff worked for six weeks DRAFT  Community Services Director Rachael Goodwin explained that staff worked for six weeks on research to determine where the Town fees are in terms of standards with other communities that are similar in size and demand and if prices and policies are consistent.  She noted that all five communities have a similar policy where lights are associated with field rental and that lights are not allowed unless the field is rented.    Discussion ensued relative to field rentals, with and without lights, waiving of fees, and costs of lights.   Ms. Goodwin clarified that lights are set to turn on by a timer and turn off at the 2-hour limit there is no way to turn off sooner.    Commissioner Grzybowski commented that the Town needs the revenue to cover the expenses. Ms. Goodwin acknowledged that drop in play is free and only available when the field is not rented and that the lights are typically applicable during winter months.   Additional discussion ensued relating to policy error, correction by staff, and addressing in an appropriate manner.    In response to a question posed by Youth Commissioner Arnold, Ms. Goodwin replied that the Commission is deciding what the policy is from this point forward.  She clarified that if changes are made to the current policy the Commission would recommend the change and then brought to Council for decision.   Commissioner Grzybowski stated that the Town should adhere to the current fees and policies as written and approved by Council.    Commissioner Varela cautioned the Commissioners on approving for one group and not others.    Youth Commissioner Arnold recognized the volunteers and/or groups that provide lessons for free is something to be commended.   Chairman Ruppert stated that consistency is needed. Bradley Splittorff, a Fountain Hills resident, commented that he has two children that play on Mr. Cifuentes team.  He thanked Youth Commissioner Arnold for standing up for an organization that is doing things for free for the children.  He asked the Commission who pays for the Dog Park lights which is inclusive with the park lights.  He stated the opinion that the Dog Park users are getting a free ride for those lights.  He added that as a taxpayer he is paying for those lights too.  He asked the Commission to recommend a separate set of rules for non-profit or people doing this for free with no monetary value. He added that his family does not participate with clubs that infringe on the Sabbath and this is their alternative where they are able to participate.  He requested for leeway.       Ms. Goodwin clarified that the Town pays for the Dog Park lights.  She pointed out that a    Community Services Advisory Commission Meeting of February 3, 2020 2 of 4  DRAFT separate set of rules do apply for non-profit, however, documentation is required. Moved by Commissioner Don Doty, seconded by Commissioner Jerry Gorrell to approve the January 27, 2020 meeting minutes as amended.  Vote: 5 - 0 - Unanimously 5.DISCUSSION AND CONSIDERATION of Appointing a Chairperson Executive Assistant Jamie Salentine asked the Commission to vote to appoint a DRAFT  Executive Assistant Jamie Salentine asked the Commission to vote to appoint a Chairperson and Vice Chairperson each January for consistency.  She clarified that CSAC appointments expire at the end of April and MMPC appointments expire at the end of October.  She noted that MMPC has already voted on a new Chairperson and Vice Chairperson at their January meeting.   Discussion ensued relative to term end dates and when to appoint.    Vice Chairperson Arnold pointed out that only five of the seven Commissioners are in attendance tonight.   Ms. Salentine stated that the Commission may decide to table and the appointments for Chair and Vice Chairperson would stay status quo.     Moved by Commissioner Don Doty, seconded by Vice Chairperson Amy Arnold to table the appointment for Chairperson.   Vote: 5 - 0 - Unanimously   6.DISCUSSION AND CONSIDERATION of Appointing a Vice Chairperson      Moved by Vice Chairperson Amy Arnold, seconded by Commissioner Don Doty to table the appointment for Vice Chairperson.   Vote: 5 - 0 - Unanimously   7.UPDATE on the Community Services Parks, Trails, and Recreation Master Plan      Community Services Director Rachael Goodwin stated that the Community Services Department sent out a Request for Proposals (RFP) in early January and that three vendors submitted proposals.  She noted that consideration of approval for a vendor is currently on the March 17, 2020 Council agenda.  She pointed out that the Commission may become involved in the future once this is approved and in process.  She explained to the Commission on what a Master Plan is, which is essentially a road map for the parks over 10-years and directs what would be best for the Town Parks, Trails, and Recreation.    Discussion ensued relative to the process of the RFP and design of the Community Services Parks, Trails, and Recreation Master Plan.    In response to a question posed by Commissioner Doty, Ms. Goodwin clarified that a survey will be available online and mailed which will be specific to what the community is looking for. In response to a question from Commissioner Gorrell, Ms. Goodwin responded that the timeframe to conclude is within a 4-6 month process.  She pointed out that it will be important to send out the surveys timely and that there may be a need to update the other Park Master Plans, however funding is limited.       Community Services Advisory Commission Meeting of February 24, 2020 2 of 4  DRAFT Ms. Goodwin asked the Commissioners to attend the March 17, 2020 Council meeting to show support of the Master Plan.    In response to a question posed by Commissioner Grzybowski, Ms. Goodwin clarified that funding for the Master Plan is coming out of two sources; $25,000 from the operating budget and $40,000 from development fees.    In response to question from Commissioner Doty, Ms. Goodwin responded that there are no grants available at this time but once projects are identified that is when the grant funding would be looked into.    In response a question posed by Youth Commissioner Hayden, Ms. Goodwin reported that there will be data driven information such as percentages on residents who want more parks, etc. from the community survey.  She noted that once the contract is approved kickoff could start a couple of weeks later, which includes community outreach meetings.   8.UPDATE from Work Group on the Community Swimming Pool      Vice Chairperson Arnold reviewed the visit at the Town of Florence that herself and Chairman Ruppert went where they met with Brian Hughes, Community Services Director to discuss and gather information on their community pool.  (See Attachment 1)   Vice Chairperson Arnold commented that the visit inspired them to continue looking into a community pool for the Town, however, costs comes into place and is expensive to run.  She pointed out that the two main issues for the Town of Florence is the annual fees of approximately $350,000 and keeping regular staff on for the pool positions as there are lots of turnover.   Vice Chairperson Arnold stated that they are meeting with the Fountain Hills School Superintendent to discuss; however, funding is the main issue.   9.UPDATE on Volunteer Opportunities with Town Events      Commissioner Grzybowski stated that volunteers are needed for home delivered meals, Give a Lift, and Save our Sculptures (SOS).  She added that volunteers are needed for the Irish Fountain Fest on March 14, 2020.   10.UPDATE on Special Events      Community Services Director Rachael Goodwin reviewed the upcoming events within the Town.  (See Attachment 2)   11.ADJOURNMENT      Community Services Advisory Commission Meeting of February 24, 2020 3 of 4  DRAFT      The Community Services Advisory Commission adjourned at 5:26 p.m.    Moved by Commissioner Don Doty, seconded by Youth Commissioner Hayden Arnold to adjourn.   Vote: 5 - 0 - Unanimously     COMMUNITY SERVICES ADVISORY COMMISSION     _________________________ Ron Ruppert, Chairman             ATTEST AND PREPARED BY:     ______________________________  Jamie Salentine, Executive Assistant   CERTIFICATION   I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the Regular Meeting held by the Fountain Hills Community Services Advisory Commission in the Town Hall Council Chambers on the 3rd day of February, 2020. I further certify that the meeting was duly called and that a quorum was present.     DATED this 22nd day of June, 2020.                                                                                          _____________________________                                                                                          Jamie Salentine, Executive Assistant    Community Services Advisory Commission Meeting of February 24, 2020 4 of 4  DRAFT Highlights on the Florence swimming pool visit: -5 million construction costs 2014 including bringing all infrastructure to sight. -Paid by Anthem (Toll Bros.), as a development requirement. -350 to 400 annual budget. -Open April thru October. -40 + employees -300 plus usage daily. -450 capacity. -Entire envelope of facility would fit into our proposed site. -Simply stunning visually. -2 slides at construction. -no cool decking, stained grooved concrete for longevity. -LED lighting. -2 Grass areas (small) -All ADA compliant. -Own all chairs/chez lounges (200) -Piped Music only. -Vending machines only, but they bring in Food Trucks, Saved Ice, Good Humor etc... to avoid expense and Health Dept. -Need more Storage -Swamp coolers in building. No HVAC -Insurance carried on Municipal policy. no extra expense -Rental for all sorts of events for revenue. -Hiring Lifeguards always an issue. Age 15 and up. -Heating Poll expensive. -surrounding areas use it. has been a huge hit for staff and residents.
