TOWN OF FOUNTAIN HILLS STAFF REPORT    Meeting Date: 11/02/2023 Meeting Type: Town Council Work Session - Council Retreat Agenda Type: Regular Agenda                  Submitting Department: Community Services Prepared by: Kevin Snipes, Interim Community Services Director Staff Contact Information: Kevin Snipes, Interim Community Services Director Request to Town Council Work Session - Council Retreat (Agenda Language):  Four Peaks Pickleball Court Expansion Staff Summary (Background) Pickleball is the fastest growing sport in America.  It is also the fastest growing sport in Fountain Hills.  The first town owned pickleball courts were built in 2021 at Four Peaks Park as part of the five-year improvement project for the park.  The three courts were an instant success.  The recreation team has held many instructional clinics and leagues at the courts.  The last round of registration was fully booked within 40 minutes of opening.  So far this year there have been 344 registered which has brought in over $13,000 in revenue.  There were an additional 123 participants on the waitlist who could not participate.  The original design for the pickleball courts allows for three more courts to be built across the sidewalk from the existing courts.  The only other courts in town are the nine courts located at the high school which are operated by the Fountain Hills pickleball club with minimal, if any, availability for open play for residents. With the reorganization of the school district it is not known how long the high school courts will be available to the club.  Staff is recommending the construction of three more courts at Four Peaks Park which will have a revenue potential of over $35,000 per year and still leave three open courts for public use. The benefits of the software are that it will record the votes of each council member, take the motions, and display the information for the meeting audience and viewers. The votes are all private until all members have selected their votes; this will also equalize the voting process by eliminating biases resulting in our voice votes.  The staff is seeking council direction and feedback to determine if there is interest in pursuing the purchase of vote system software. TOWN OF FOUNTAIN HILLS STAFF REPORT    Meeting Date: 11/02/2023 Meeting Type: Town Council Work Session - Council Retreat Agenda Type: Regular Agenda                  Submitting Department: Administration Prepared by: Amanda Jacobs, Economic Development Director Staff Contact Information: Amanda Jacobs, Economic Development Director Request to Town Council Work Session - Council Retreat (Agenda Language):  Downtown Strategy Staff Summary (Background) The Downtown Area Specific Plan was adopted in 2009.  The recently adopted 2023 - 2026 Community Economic Development Strategy (CEDS) recommends creating a new Downtown Strategy consistent with current economic trends. Staff would like to begin the process of a new strategy beginning in January 2024. The year long process will include the following: key land use (housing, mix of uses, zoning, design guidelines, streetscape, property maintenance), infrastructure (streets, sidewalks, shade, connectivity, lighting), economic (infill, business mix, marketing, recruitment, retention, tourism, arts and culture), and public space (parks, sidewalks, events, Town campus, wayfinding, placemaking) needs for the area, forecasting, establishing priorities for implementation, and prepare cost estimates and timelines for implementation. This planning process will consider the area bounded by La Montana (east/south sides), Saguaro (east side), and El Logo (north side). The primary emphasis will be on Avenue of the Fountains, Verde River, and Parkview. Although a staff driven process, staff would like to request a budget transfer of $50,000 from the General Fund to the Downtown Fund at the December 5, 2023 Council meeting for a consultant to assist with conceptual drawings and forecasting.  Prior to beginning the process, staff is looking for Council feedback related to the scope and area of focus. TOWN OF FOUNTAIN HILLS STAFF REPORT    Meeting Date: 11/02/2023 Meeting Type: Town Council Work Session - Council Retreat Agenda Type: Regular Agenda                  Submitting Department: Administration Prepared by: Amanda Jacobs, Economic Development Director Staff Contact Information: Amanda Jacobs, Economic Development Director Request to Town Council Work Session - Council Retreat (Agenda Language):  Financial Request from River of Time Museum Staff Summary (Background) The River of Time as originally conceived by two of its founders, Alan Cruikshank and Dr. Clinton Pattea (former FMYN Tribal President) has functioned as the keeper of the Town's history since its inception in 1991. Mr. Cruikshank's son, Brent, and Dr. Pattea's daughter, Sandra, continue their father's legacy by serving on the current River of Time Board of Directors. The River of Time operates as 501C3, incorporated in 1991 as the Fountain Hills & Lower Verde River Valley Museum and Historical Society, and is currently doing business as River of Time. Since inception, the priority has been to operate a facility that would showcase how the presence of the Lower Verde River helped to sustain the populations who settled along its banks. These stories have become even more important as the populations grow and the reliance on water resources has become severely impacted. Two part-time professional staff and a cadre of committed volunteers continue to educate the residents of Fountain Hills, the Fort McDowell Yavapai Nation, the Verdes and thousands of visitors annually from throughout the country about the rich history of these unique regions. The River of Time offers the opportunity for visitors to “paddle” along the River of Time back to a time before human settlement and into the present through programs and services that celebrate, enlighten and interpret the past while generating a sense of community and appreciation for this area in the present. During the period that the River of Time was shut down for the pandemic, staff and volunteers entered an aggressive campaign to renovate the exhibits, rebrand, assess operations and create a three-year strategic plan. One major goal was to create an experience integrating history, natural history, geology, and the humanities. The result is an interactive exploration center that encourages visitors to engage with the exhibits and further explore the region through off-ground tours. One highly successful tour takes participants on a four-hour interpreted adventure to explore the history, culture and lifestyle of the Fort McDowell Yavapai Nation. Currently, ready to launch is a three-hour experience touring the historic sights and discovering the vibrant business community of Fountain Hills. New in 2023 is expanded outreach to Fountain Hills schools, including the coordination of a fourth grade social studies and science education program. River of Time is one of the partner organizations with the Fountain Hills Chamber of Commerce and FHUSD High School to launch a high school intern program. Beginning this fall, a student intern will be involved in creating a new exhibit to be launched in the new temporary exhibit program. These exhibits, to be changed bi-annually, will allow visitors to dive deeper into the stories and experiences currently on exhibit in the galleries. The organization went through and came out of the pandemic successfully, but post COVID it has experienced a significant decline in donor support and event attendance. Although successful at obtaining grant funding, most grants are project based and don’t allow for the support of operations.  Since operational hours and consequently staff hours are set based on balancing the annual budget, the River of Time has reduced operating hours.  This reduction in staff hours has seriously hindered further growth in the areas of outreach and programming. Programs currently put on hold include the launch of an exploration experience of the Upper Verde River, a living history community outreach program, the teacher education workshop project, implementation of the collections management plan, expanded outreach in community events, expansion of life-long learning programs including the speaker series, development of a Hall of Fame exhibit and development of additional temporary exhibits. Recently, the River of Time requested to enter into a one-year financial participation agreement (FPA) requesting $100,000 to assist with operations and tourism programming with an option to renew in year two. This support would allow the organization to increase its hours and staffing, which in turn would allow for implementing the programs currently on hold. The 2024-2025 plans would also include revising and extending the long-range plan for the next three years. The emphasis for the 2025-2028 plan would be on financial development, including launching a legacy program to ensure long term sustainability. Additionally, increased programming that includes support of Town tourism initiatives and events and increased community outreach will be implemented. TOWN OF FOUNTAIN HILLS STAFF REPORT    Meeting Date: 11/02/2023 Meeting Type: Town Council Work Session - Council Retreat Agenda Type: Regular Agenda                  Submitting Department: Public Works Prepared by: David Janover, Town Engineer Staff Contact Information: Justin Weldy, Public Works Director Request to Town Council Work Session - Council Retreat (Agenda Language):  Community Center - Next steps in addressing moisture intrusion Staff Summary (Background) During the initial phase of renovations to the Community Center in 2021, drainage issues were discovered at the exterior walls and doors of the building. Subsequently, during the Summer of 2022, the building experienced interior odors, carpet staining, ceiling leaks, and increased humidity. An Evaluation of the Community Center structure was performed, and moisture and air testing were completed throughout the building.  Staff has provided updates to Council on 11/15/22 and 2/28/23, providing a timeline and measures taken to address and remediate the moisture intrusion.  In March 2022, the Town secured the services of Allana, Buick and Bers, Inc. (ABB) to help evaluate and recommend solutions to the moisture intrusion issues.  The firm performed water testing of windows, doors and adjacent hardscape at the facility.  The firm presented the findings summarized in their Preliminary Observation Report to Council on September 20, 2022, and presented short term and long term solutions to Council at the Council Workshop on 11/15/22.  ABB's Report is attached. The Short-term measures have been implemented with very good results.  Most recently, construction plans were developed to address the improperly backpitched concrete slab on the northwest side of the building (adjacent to the O'Flynn Room).  The slab was removed and re-installed with a proper slope directed away from the building, eliminating standing water at the building and moisture intrusion in this area.  The next steps are to continue to implement long-term recommendations outlined in ABB's Evaluation Report.  The long-term recommendations necessitate design for exterior improvements adjacent to the facility (drainage/trenching). Executive Summary: Allana Buick & Bers, Inc. (ABB) is pleased to present our preliminary observation report to The Town of Fountain Hills Community Center in care of (Mr. Steve Bartlett) herein referred to as (FHCC). The Town of Fountain Hills has retained ABB to investigate and perform window, door and adjacent hardscape water testing at the Fountain Hills Community Center located in Fountain Hills, AZ. for existing and reported leaks, damages, and existing condition observations. The testing was performed on May 24-25, 2022. In addition to the testing ABB also performed a brief visual survey of the roofs as a courtesy to FHCC. The Fountain Hills Community Center is a 1-story 25,000 square foot recreational center located in central Fountain Hills Arizona. The foundation of the building is believed to be a concrete slab on grade that extends beyond the footprint of the building with adjacent concrete flatwork walkways. The exterior walls are constructed with CMU blocks with a cement board anchored over the walls, and a synthetic stucco installed over the exterior wall cement board. Two types of columns exist between the windows. The columns are constructed of solid cast concrete and furred steel framing. Old Castle Storefront windows and doors are installed hard on the slab at the building perimeters. The elevated windows consist of punched fixed windows also believed to be manufactured by Old Castle. The roof is a low-sloped roof with roof drains and secondary scupper drainage provisions with a polyurethane foam roof covering. The community center has several rooms accommodating the general local public. The rooms consist of Ballrooms, Meeting Rooms, Patios, a common area Lobby and common area exterior benches and walking trails. The Fountain Hills Community Center has several amenities within the boundaries of the development that include, but are not limited to: Amenities and Recreational Activities Include: • Public Outdoor Seating Areas and Covered Patios • Ample Parking • Guest Services and Scheduled Activities Summary of Findings: Based upon our extensive testing and observed replicated leakage the window and door assemblies have failed as a result of improper integration and installation of the sill cans. The vertical mullions of the window assembly do not nest inside of a sill can and thus water easily leaks into the interior at the vertical mullions. Extensive water related damage to the gypsum sheathing was observed and the metal tracks are rusting as well due to the ongoing leakage. This problem is widespread throughout the building perimeter. Additionally, the door assemblies lack pan flashings and weatherstripping assemblies are deficient allowing water into the interior as well. Additional issues are as follows: 1) Existing hardscape slopes towards the windows and walls which contributes to the storefront window leakage. 2) Misc. sealant failures at building columns and windows 3) Roof assemblies are in need of a new roof coating system and targeted repairs, including proper flashing of existing electrical penetrations Item Requiring Further investigation: 1) Non-window/door related moisture intrusion issue through the slab. Possibly due to plumbing leak related issues. Recommendations: (See Pages 48-49 for detailed Repair Descriptions) Nothing short of complete removal and replacement of the window and door assemblies will resolve the ongoing leakage. Any type of sealant or coating repair would be short-term at best and would require extensive maintenance and no guarantee that these repairs would be successful. Additionally, any water related damage would remain in an unrepaired condition. Included in the scope of work would be demolition and replacement of reverse sloped hardscaping, sealants, and repair of interior drywall finishes and framing. Preliminary General Repair Recommendations: *Note Repair Recommendations are subject to change during the design phase of the project. Protect interior window rough openings during the window/door removal process. b. Remove adjacent claddings, WRB, etc. to access the window/door fastening anchors. c. Remove and dispose of the existing window/door assemblies in their entirety. d. Scan the existing concrete slab at the window rough openings for structural steel reinforcing bars. Mark the slab where structural slab steel members are identified. e. Install new concrete curbing at the rough opening windowsill conditions. New curbing shall be a minimum of 4-inches on height and doweled into the existing slab at appropriate intervals. f. Once the concrete has cured and is found acceptable install new window perimeter flashings (including shop fabricated pan-flashings) and new Storefront window assemblies into the rough openings per the manufacturer’s published specifications and installation guidelines. g. Install new sloping compound at the door rough openings to the foundation edges to achieve proper drainage away from the doors. Note: new sloping compound is to be compliant with ADA requirements. h. Once the sloping compound has cured install new fully soldered shop fabricated pan-flashings with proper slope and proper back leg and end dam dimensions. Note: new pan-flashings are also to be ADA compliant. Install the new thresholds as required with proper slope towards the exterior of the building. i. Re-install/Install new surrounding exterior claddings at windows and doors as required per the manufacturer’s published specifications and installation guidelines. j. Install new fluid applied waterproofing membrane at the new concrete curb cold joints at the window rough openings, allow the waterproofing membrane to cure. k. Once the waterproofing membrane has cured, install new modified cement with polymer sloping compound abutting the new curb, sloping out to the slab edge, to achieve positive drainage away from the building’s footprint. Where damaged coatings are observed cut out and dispose of the damaged coatings. b. Install new roof coating system. c. Inspect 100% of the electrical feeds for lack of flashing jacks and/or damaged conduit. Where flashing jacks have been omitted cut out and dispose of the existing coatings at the electrical feed perimeters. d. Install new electrical feed flashing jacks and fasten to the roof deck as required to achieve a stable flashing jack mechanical connection to the existing roof deck. e. Install new polyurethane roof coatings at the electrical feed perimeters per the manufacturer’s published specifications and installation guidelines. f. Inspect 100% of the line set insulation for damaged, deteriorated and UV exposed line set insulation. Where damaged insulation is observed remove and dispose of the insulation. g. The facility may be of interest to the Town, as it is directly adjacent to Four Peaks Park, and can be repurposed for park-related uses, including programs, storage and/or special interest classes offered by the Community Services Department.  The parcel is zoned R1-8 residential, and if the building is limited to use as an extension of the park, it will conform to the existing zoning regulations. Failed duct insulation on all rooftop units. While some units were running, undetermined how many still operate. Will represent a considerable investment to keep operational. With much roof mounted equipment, I can imagine full time investment of mechanical personnel would need to be present. • IT room was not viewed at this time. Was difficult to determine location. Once on roof, a roof access hatch was discovered (not locked), on West side of building. Perhaps point of entry for IT is in that vicinity.
