Councilmembers of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the Town’s various
Commission, Committee or Board members may be in attendance at the Council meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory exceptions, parents have a right to consent
before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the Town Council are audio
and/or video recorded and, as a result, proceedings in which children are present may be subject to such recording. Parents, in order to
exercise their rights may either file written consent with the Town Clerk to such recording, or take personal action to ensure that their child
or children are not present when a recording may be made. If a child is present at the time a recording is made, the Town will assume that
the rights afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.

6.PAVEMENT MANAGEMENT: Discussion related to future Pavement Management planning and funding.
7.REVENUE ALLOCATION: Staff will present key information about Town revenue allocations for the local
sales taxes, vehicle license taxes, and transfers for other purposes.

Staff Summary (Background)
Staff will present a preview of several Capital Improvement Projects that will have high community visibility and
address areas of public concern. This will not be an all-inclusive discussion of proposed FY25 Capital projects; a
full discussion is scheduled for the CIP Workshop on March 26.
Proposed projects for the Community Services and Public Works Departments will be presented, and will include
the following.
Community Services Project: Installation of a new park, located at Golden Eagle Blvd and Bainbridge
Public Works Project: Panorama Drive Nature Walk, Shea Boulevard Widening.

Request to Town Council Retreat (Agenda Language): DOWNTOWN STRATEGY UPDATE: Staff will provide an
update on the Downtown Strategy.
Staff Summary (Background)
The Downtown Area Specific Plan was adopted in 2009.
The recently adopted 2023 - 2026 Community Economic Development Strategy (CEDS) recommends creating a
new Downtown Strategy consistent with current economic trends. Staff began the process of a creating a new
strategy in January 2024. The focus of the strategy will include the following: key land use (housing, mix of uses,
zoning, design guidelines, streetscape, property maintenance), infrastructure (streets, sidewalks, shade,
connectivity, lighting), economic (infill, business mix, marketing, recruitment, retention, tourism, arts and culture),
and public space (parks, sidewalks, events, Town campus, wayfinding, placemaking) needs for the area,
forecasting, establishing priorities for implementation, and prepare cost estimates and timelines for
implementation.
The purpose of this item is to provide an update on the strategy, timeline and provide an update on restrooms,
previously approved by Council.

Request to Town Council Retreat (Agenda Language): PAVEMENT MANAGEMENT: Discussion related to future
Pavement Management planning and funding.
Staff Summary (Background)
This item is centered on the future funding needs for street repairs and paving. The town has worked with an
industry consultant, Roadway Asset Services (RAS), and the council appointed Citizen Advisory Street Committee
(CASC) to understand the current condition of our roadway system and forecast the financial needs to repair and
maintain it. Both groups have worked to offer options and insight on best practices, as presented to the Council
throughout the last 12 months. Council discussion and direction is needed in order for staff to take next steps.
Items for possible discussion include:
- Funding scenarios, allocations, and options including budgetary impacts, timelines, etc.
- Street repair standards including reduced repair scope, approach to priority repairs, etc
- Pavement marking and application options to create cost reductions, including pedestrian and bike lanes.

information.
