AVENUE OF THE FOUNTAINS, FOUNTAIN HILLS, AZ Councilmembers of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the Town’s various Commission, Committee or Board members may be in attendance at the Council meeting. Staff Summary (Background) The Downtown Area Specific Plan was adopted in 2009.  The recently adopted 2023 - 2026 Community Economic Development Strategy (CEDS) recommends creating a new Downtown Strategy consistent with current economic trends. Staff began the process of a creating a new strategy in January 2024. The focus of the strategy will include the following: key land use (housing, mix of uses, zoning, design guidelines, streetscape, property maintenance), infrastructure (streets, sidewalks, shade, connectivity, lighting), economic (infill, business mix, marketing, recruitment, retention, tourism, arts and culture), and public space (parks, sidewalks, events, Town campus, wayfinding, placemaking) needs for the area, forecasting, establishing priorities for implementation, and prepare cost estimates and timelines for implementation.  The purpose of this item is to provide an update on the strategy, timeline and provide an update on restrooms, previously approved by Council.
