Members of the Eagle Mountain Facilities District will attend either in person or by telephone
conference call; a quorum of the Towns' various Commission, Committee, or Board members
may be in attendance at this meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory
exceptions, parents have a right to consent before the State or any of its political subdivisions
make a video or audio recording of a minor child. Meetings are audio and/or video recorded
and, as a result, proceedings in which children are present may be subject to such recording.
Parents, in order to exercise their rights, may either file written consent with the Town Clerk to
such recordings, or take personal action to ensure that their child or children are not present
when a recording may be made. If a child is present at the time a recording is made, the Town
will assume that the rights afforded to parents pursuant to A.R.S. §1-602.A.9 have been
waived.

POCK: All right. So this one's the final budget for Eagle Mountain. There's actually no
expected or scheduled expenditures for Eagle Mountain this year. There is a project that
we might get approval from legal counsel to be able to use some of this money to do a
project along with the HOA. If that doesn't happen then, yes, there won't be any
expenditures and we'll be back next year for another amount. But -- any questions?

Staff Summary (Background)
The Eagle Mountain Community Facilities District was formed by the Town Council in FY1996
for the purpose of constructing infrastructure in the Eagle Mountain subdivision. The Town
Council serves as the governing Board for the District. In the past, the annual expenditures for
the community facilities district were for repayment of the bonds that were issued to pay for the
subdivision infrastructure. The last bond payment was made on July 1, 2021. As such, there
will not be a property tax levied for the community facilities district in FY25, and only
administrative contingency expenses of $19,500 are included in the Tentative Budget.

A RESOLUTION OF THE BOARD OF THE EAGLE MOUNTAIN COMMUNITY
FACILITIES DISTRICT, MARICOPA COUNTY, ARIZONA, APPROVING THE
TENTATIVE BUDGET OF THE DISTRICT FOR THE FISCAL YEAR BEGINNING
JULY 1, 2024, AND ENDING JUNE 30, 2025, AND SETTING A HEARING DATE
FOR THE BUDGET.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE EAGLE MOUNTAIN
COMMUNITY FACILITIES DISTRICT, as follows:
SECTION 1. The statements and schedules attached hereto as Exhibit A and
incorporated herein by this reference are hereby approved for the purpose as hereinafter set forth
as the tentative budget for the Eagle Mountain Community Facilities District, Maricopa County,
Arizona (the “District”) for the fiscal year 2024-25. The statements and estimates of the operation
and maintenance expenses of the District (collectively, the “District Expenditures”) are hereby
filed with the District Clerk.
SECTION 2. The District Clerk is hereby authorized and directed to cause to be (i)
mailed to the governing body of the Town of Fountain Hills and (ii) published in the manner
prescribed by law, a notice in substantially the form attached hereto as Exhibit A, that the District
Board will meet for the purpose of conducting a final hearing for District taxpayers on the
statements and estimates of District Expenditures filed with the District Clerk and on the adoption
of the 2024-25 Annual Budget for the District; said hearing to be conducted on June 4, 2024, at
5:25 p.m. in the District offices (the Council Chambers at Fountain Hills Town Hall), 16705 E.
Avenue of the Fountains, Fountain Hills, Arizona, 85268. At the conclusion of the hearing, the
District Board shall pass upon any objections and shall adopt the Final Budget for the District.

EAGLE MOUNTAIN COMMUNITY FACILITIES DISTRICT
PROPERTY OWNERS
The taxpayers of the Eagle Mountain Community Facilities District (the “District”) are
hereby notified that the Board of Directors will hold a public meeting on June 4, 2024,
at 5:25 p.m. at the District offices located at 16705 E. Avenue of the Fountains, Fountain
Hills, Arizona (the Council Chambers at Fountain Hills Town Hall), when and where any
taxpayers of the District will be heard in favor of, or against, any of the proposed
expenditures for the District, after which the foregoing estimates as modified or as now
existing, will be adopted by the Board of Directors as the basis for the fiscal year 2024-
2025 budget. Taxpayers may file written objections at any time prior to the hearing, and
the Board of Directors shall hear and pass upon any objections at the hearing.
Copies of the tentative fiscal year 2024-2025 District budget may be viewed prior to the
June 4, 2024, meeting at the District Clerk’s office, 16705 E. Avenue of the Fountains,

Staff Summary (Background)
Town staff have been collaborating with the Eagle Mountain Homeowners Association to
address a long-standing issue of unsafe pedestrian crossing behavior on Eagle Mountain
Parkway. There are approximately 12,000 annual pedestrians and golfers crossing Eagle
Mountain Parkway between the parking lot and the driving range area.
Although there is a marked crosswalk at Summer Hill Boulevard, there is no connecting
sidewalk from the parking lot, or the Clubhouse to direct pedestrians to the crosswalk. It was
also discovered that the existing curb ramp on the north side of the crosswalk has an
excessive slope and is very difficult to traverse. As a result, many of the Eagle Mountain
resident walkers and golfers have been crossing Eagle Mountain Parkway at Summerhill
Boulevard and near the location of the Clubhouse driveway. There is a marked crosswalk at
Summerhill Boulevard; however, most of the pedestrians and golfers are either walking around
the raised landscaped center median or crossing over it. This practice of crossing at an
unmarked location or over the raised landscaped center median creates vehicle pedestrian
conflicts.
Traffic speeds and volumes were measured on Eagle Mountain Parkway, and it showed that
the 85th percentile speed coming down the hill from Shea Blvd was 42 mph, and slowed to 35
mph just west of the Clubhouse.
The Town, in collaboration with the Eagle Mountain Homeowners Association and the
Pedestrian and Traffic Safety Committee, has developed a plan to provide sidewalk along the
south side of Eagle Mountain Parkway to a new mid-block marked crosswalk through the
median on Eagle Mountain Parkway.
The proposed future sidewalk exhibit is attached to this staff report. The exhibit shows the
proposed connection between the proposed new Town sidewalk on the west side of Eagle
Mountain Parkway, connecting to the existing sidewalk on the east side of Eagle Mountain
Parkway.
The existing crosswalk and curb ramps at Summer Hill Boulevard will be removed, and all

pedestrians and golfers will be directed with signage to the new mid-block crosswalk. The
median will serve as a refuge area, so pedestrians will only need to cross one direction of
traffic at a time. To deter pedestrians from crossing at other locations along Eagle Mountain
Parkway, the project will also include the installation of a physical barrier in the median east
and west of the proposed crosswalk. The Town also plans to install enhanced pavement
marking that will include thermoplastic rumble dots on the approaches to the crosswalk, to
provide drivers with a tactile alert of the possible presence of pedestrians.
As part of the collaboration process, the Eagle Mountain Homeowners Association has agreed
to use the Eagle Mountain CFD unspent funds in the amount of $19,500 with the balance of
the project funding ($100,000) to be allocated from the Capital Project fund utilized for
sidewalk infill.
