Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the
Town’s Council, various Commission, Committee or Board members may be in attendance at the Commission meeting.
Notice is hereby given under A.R.S. §1-602.A.9, subject to certain specified statutory exceptions, parents have a right to
consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the
Commission are audio and/or video recorded and, as a result, proceedings in which children are present may be subject to
such recording. Parents, to exercise their rights may either file written consent with the Town Clerk to such recording, or take
personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the
time a recording is made, the Town will assume that the rights afforded parents under A.R.S. §1-602.A.9 have been waived.
REQUEST TO COMMENT
The public is welcome to participate in Commission meetings.
TO SPEAK TO AN AGENDA ITEM, please complete a Request to Comment card, located in the back of
the Council Chambers, and hand it to the Executive Assistant before discussion of that item, if possible.
Include the agenda item on which you wish to comment. Speakers will be allowed three contiguous
minutes to address the Commission. Verbal comments should be directed through the Presiding
Officer and not to individual Commissioners.
TO COMMENT ON AN AGENDA ITEM IN WRITING ONLY, please complete a Request to Comment card,
indicating it is a written comment, and check the box on whether you are FOR or AGAINST an agenda
item, and hand it to the Executive Assistant before discussion, if possible.

of the Call to the Public, individual commissioners may (i) respond to criticism, (ii) ask staff to review a matter, or
(iii) ask that the matter be placed on a future Commission agenda.

5.CONSIDERATION OF AND POSSIBLE ACTION: Appointment of a Chairperson
MOVED BY Vice Chairman Natalie Varela, SECONDED BY Commissioner Carey
Reddick, Jr.
Vote: 6 - 0 - Unanimously
Vice-Chairman Varela voiced her interest to be considered for the Chairman position
that she has been filling in for the last few meetings. Vice-Chairman Varela has been a
longstanding member of the Community Services Advisory Commission, and before that
a member of the Park and Recreation Commission. Commissioner Reddick shared his
interest to be considered and upon further discussion determined he would be interested
in serving as the Vice-Chair as he becomes more familiar with the commission.
6.CONSIDERATION AND POSSIBLE ACTION: Appointment of a Vice Chairperson
MOVED BY Vice Chairman Natalie Varela, SECONDED BY Commissioner Rory Wilson
Vote: 6 - 0 - Unanimously
Commissioner Reddick voiced his interest to be considered for the Vice-Chair position
and newly appointed Chair Varela asked if there was anyone else interested in being
considered. Hearing from no other commissioners, Commissioner Reddick's nomination
was put to a vote.
7.CONSIDERATION AND POSSIBLE ACTION: Community Center Code of Conduct
The Community Center Code of Conduct was tabled until the January 2022 meeting for
a second draft review.
8.UPDATE: Fountain Park Fountain Lighting Policy
Ms. Goodwin discussed the need to add more concise language to the Fountain Lighting
Policy that will be going before Town Council on December 7, 2021 for approval.
9.UPDATE: Volunteer Opportunities
Ms. Goodwin shared that the Turkey Trot packets were available for pick-up at the
Community Center.
10.UPDATE: Town Events
Ms. Goodwin shared information regarding the Roll in the Glow, lighted bike parade that
will be taking place up and down the Avenue on December 4th during the Chamber of
Commerce Stroll in the Glow.

Code of Conduct
The Fountain Hills Community Center provides educational, recreational and social activities for
individuals of all ages through classes, special events and ongoing Center activities. The following Code
of Conduct is applicable to all who visit or participate in Center programs, services, entertainment,
special events and activities.
While the Community Center is open to all, no one has the right to interfere with another guest’s use
and enjoyment of the Center. Behavior, including those activities listed below, is unacceptable when it
violates the law, interferes with the rights of others, endangers or injures oneself or others or when it
results in damage to property, buildings or equipment. Kindness and respect towards Center guests and
staff members is appreciated and expected at all times.
The following is not permitted:
• Behavior that is abusive, threatening, offensive or disruptive to others.
• Using, possessing, abusing or selling illegal drugs or possessing drug paraphernalia.
• Possessing or consuming alcohol without proper approval.
• Possessing weapons inside Center.
• Aggressive intimidation or harassment of patrons or staff members including physical, sexual or
verbal abuse.
• Bathing, sleeping, or doing laundry in restroom or facility.
• Use of vaping and/or tobacco products in Center.
• Animals inside Center except for service animals.
• Entering Center without be fully clothed.
Community Center staff is here to assist our patrons, but please be mindful that they do have duties to
attend to during the day. Adults/caregivers must supervise and be responsible for the children and
individuals with cognitive issues that they bring to the Community Center.
Staff has authority to ask an individual to immediately leave the Center for the entire day if they are
displaying any of the above mentioned behavior. The Community Services Director or designee is
authorized to take all necessary steps to enforce this Code of Conduct. Failure to comply with the Code
of Conduct may result in the suspension and/or revocation of your Center privileges and forfeiture of
paid fees.
