AVENUE OF THE FOUNTAINS, FOUNTAIN HILLS, AZ Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the Town’s Council,  various Commission, Committee or Board members may be in attendance at the Commission meeting. Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory exceptions, parents have a right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the Commission are audio and/or video recorded and, as a result, proceedings in which children are present may be subject to such recording. Parents, in order to exercise their rights may either file written consent with the Town Clerk to such recording, or take personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the time a recording is made, the Town will assume that the rights afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.    REQUEST TO COMMENT   The public is welcome to participate in Commission meetings. TO SPEAK TO AN AGENDA ITEM, please complete a Request to Comment card, located in the back of the Council Chambers, and hand it to the Executive Assistant prior to discussion of that item, if possible. Include the agenda item on which you wish to comment. Speakers will be allowed three contiguous minutes to address the Commission. Verbal comments should be directed through the Presiding Officer and not to individual Commissioners. NONE   4.CONSIDERATION AND POSSIBLE ACTION: Approval of the May 23, 2022 CSAC Meeting Minutes       MOVED BY Commissioner Craig Rudolphy, SECONDED BY Vice Chairman Carey Reddick, Jr.   Vote: 5 - 0 - Unanimously   5.DISCUSSION AND POSSIBLE DIRECTION: Future Tours and Park Awareness       The CSAC commissioners will be meeting with Kevin Snipes and Rachael Goodwin at Desert Vista Park on June 20th at 4:30 pm to tour the mini-pitch and new amenities added to the park.  There was a discussion on future tours and after reviewing their schedules, it was determined the next tour would be at the Community Center on September 12, 2022, at 4:30 pm.      6.UPDATE: Use Waivers       It was reported to the commissioners that the Town Council had approved the user agreements for FHCCA and the Chamber of Commerce.  Ms. Ayres provided an overview of what was included:   It waives the use fees for the identified partner programs, which include Dark Skies Fest, Leadership Academy, Bingo, Munch and Music, Encore Presentations, and Time 4 U technology service. It grants FHCCA 50 hours of classroom use annually. These hours can be distributed and used by any group within the FHCCA organization. The anticipation is that the FHCCA will divvy them up internally into whatever groups they fit. Once those 50 hours have been expended, the reduced fee rates would be in effect for any additional hours. Standard non-profit classroom rates are $25/hr. Therefore, the local non-profit rate is $12.50/hr. The waiver also includes the use of the Grand Ballroom (4 individual ballrooms) for the FHCCA for 2 full weekends annually (Fri-Sun). Like the classrooms, the FHCCA can use the weekends as they see fit and allocate them to whatever group they choose within their organization. Any additional ballroom use would be charged at the reduced fee rate for local nonprofits. . (Standard non-profit ballroom rates are $50/hr on weekdays and $75/hr on weekends. Therefore, the local non-profit rate is $25/37.50 respectively) It is assumed that the two weekends will be allocated to the choir and or band, however that is at the discretion of the FHCCA board. The discussion was focused on the choir and band as they are the largest users of the community center in terms of the number of rooms and hours. In light of this, the council deferred the fees for Choir and Band ballroom use for one year to allow them time to assess the new agreement and develop a plan of approach. The 2-weekend portion of the agreement will be suspended and take effect July 1, 2023. The rest of the terms and conditions will take effect as of July 1, 2022.   7.DISCUSSION AND POSSIBLE DIRECTION:  Summer work group projects       Workgroup: Vice-Chair Reddick and Commissioner Wilson Topic: Benchmarking other cities' fitness equipment and adaptive equipment for those with special needs.
