Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the
Town’s Council, various Commission, Committee or Board members may be in attendance at the Commission meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory exceptions, parents have a
right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child.
Meetings of the Commission are audio and/or video recorded and, as a result, proceedings in which children are present
may be subject to such recording. Parents, in order to exercise their rights may either file written consent with the Town
Clerk to such recording, or take personal action to ensure that their child or children are not present when a recording may
be made. If a child is present at the time a recording is made, the Town will assume that the rights afforded parents
pursuant to A.R.S. §1-602.A.9 have been waived.

5.PRESENTATION: Jeny Davis - Biophilic Fountain Hills Information/Survey Results
Jeny Davis, Biophilic Fountain Hills presented information explaining what it would
Jeny Davis, Biophilic Fountain Hills presented information explaining what it would
require for the Town of Fountain Hills to pursue a partnership with Biophilic Cities
Network. The network provides the opportunity to coordinate with others that are
leading the efforts toward a greener and healthier future for urban areas. Proposed
indicators would include greening town infrastructure, urban forestry initiative,
sustainable Fountain Hills, Sonoran Desert festival, Wildfire awareness program,
connective trails and bicycle friendly community.
Requirements for partnership would include: 1) Official resolution of adoption by the
Town of Fountain Hills; 2) A narrative statement of the town's biophilic intentions; 3)
Selecting a minimum of five indicators to monitor progress; 4) Designation of a town
contact or coordinator; 5) Assist fellow partners and participate in partner events,
workshops and conferences; 6) One time fee of $250.
Discussion included creating a timeline to go to council with a recommendation in
January. It was determined this item would be included on the October CSAC agenda to
discuss additional research.
6.CONSIDERATION AND POSSIBLE ACTION: Rosie the Riveter Memorial Rose Garden
MOVED BY Commissioner Rory Wilson, SECONDED BY Commissioner Ron
Ruppert Judy Winzel presented the idea to have a Rosie the Riverter Memorial Rose
Garden created at the Northeast corner of the library to include 3 Knock Out roses on a
one year trial basis. This would be done with the support of Sami Fine Jewelry as the
sponsor. Mrs. Winzel has secured support from the Mesa Rose Society and their master
gardeners and congressional district support.
Commissioner Reddick asked what resources are needed and he was informed that
property and irrigation for the pourous soil.
Vice Chairman asked for a motion to move for Town Council approval. Commissioner
Wilson moved to support the concept and moving it forward for Town Council approval,
Commissioner Rupport seconded the motion.
Vote: 5 - 0 - Unanimously
7.CONSIDERATION AND POSSIBLE ACTION: Lighting of the Fountain Guidelines - Work
Group Review
The work group had created guidelines that were shared with the commission. It was
determined that specific times and no more than 4 colors be allowed in one month.
Request s would not roll over from year to year and would have to be applied for every
year. Commissioner Barnes asked Ms. Goodwin who changes the colors for each
request. It was shared that someone must go down to the pump house to set it and then
go back to undo it. This requires staff to be available. No park staff work on the
weekends creating the need to create the lighting schedule that would include
Monday-Thursday and Friday - Sunday.
It was suggested to post the fountain color changes and why in a permanent location for
residents. Commissioner Ruppert asked about remote access and at this time that is not
an option available. Commissioner Wilson asked about fees and Ms. Goodwin was open
for discussion on staff rates to cover costs for the fountain color change requests. It was
agreed to review further and bring it back to the October meeting for possible adoption.
8.UPDATE on Community Center Renovation
The Community Center is scheduled to have its ribbon cutting ceremony on October 4,
2021 after being closed since June for renovations.

9.UPDATE on Capital Improvement Projects
Ms. Goodwin reported on the addition of the mini pitch that is a hard playing surface that
is being done with the help of MUSCO Lighting and being installed at Desert Vista Park
with a completion date of November 1, 2021. This project will also include the addition of
lighting for the skate park.
The splash pad and playground renovations will completed in the next 6 months. Work
continues on the and the new crosswalk on Saguaro abd pickleball courts are due to
open in 2 week.
10.UPDATE on Volunteer Opportunities for Make a Difference Day
Ms Goodwin shared that there were currently 38 yard projects identified from residents
in need for Make A Difference Day to be held on October 23, 2021. There will also be
projects at the Middle School, Town Hall, and Community Garden.
In addition, Spooky Blast will be taking place at Four Peaks Park on October 30th and
Turkey Trot on Thanksgiving morning.

Standard Hours
Monday – Thursday 8am-8pm
Fridays 8am – 4pm
Classroom space:
Rec/Seniors have primary use of classroom space Monday – Fridays from 8am-
2pm. Private rentals are subject to availability.
After 2pm Monday – Friday classroom space is available to Town Programs, Town
Partners and private rentals.
Saturdays – classroom space is reserved for Town programs, unless combined
with ballroom rentals.
Ballroom space
Ballrooms are primarily used for rentals and Town programs. After 4pm on
Fridays and Saturdays ballroom rentals can only be reserved for half of the grand
ballroom (2 ballrooms or the grand ballroom (4 ballrooms). No Sunday rentals
unless part of a multi-day rental or a Town Program.
Chairs and tables are included as part of the rental. AV equipment, dance floors,
etc. are available for additional charges. Customers can choose from a variety of
standard room set-ups: (classroom, theater, banquet and conference) Rooms will
be set in the chosen set-up format when the rental period begins. Set up
(decorating) and clean up time are included as part of the rental period.
Programs and rentals requesting to operate outside standard hours will be
subject to additional labor costs. Vendors such as caterers, bartenders,
entertainment, etc. are also subject to operate (set up/clean up) inside the rental
period of the event.
Kitchen is only to be used in conjunction with a ballroom rental.

Fountain Hills Community Center
Code of Conduct
The Town of Fountain Hills Community Center provides educational, recreational,
and social activities for individuals of all ages (some restriction may apply) through
classes, special events, and ongoing Center activities.
The following Code of Conduct is applicable to all who visit or participate in Center
programs, services, entertainment, special events, and activities. As an active
member, visitor, participant, or volunteer you must agree:
1. To behave in a courteous and respectful manner at all times.
2. To be respectful of the individual and cultural differences of others.
3. To refrain from behavior that is abusive, threatening, offensive, or disruptive
to others.
4. To use proper language at all times; no profanity or name calling.
5. To respect the personal belongings of others and the Center’s property.
6. To act honestly in relationships with others.
7. To be responsible for your actions while using the facility or on the premises.
8. To follow all written rules and guidelines as well as verbal direction by staff
or coordinators.
Note: Staff has authority to ask an individual to immediately leave the Center
for the entire day if they are displaying any of the above mentioned disruptive
behavior.
The Community Services Director or designee is authorized to take all necessary
steps to enforce this Code of Conduct. Failure to comply with the Code of Conduct
may result in the suspension and/or revocation of your Center privileges and
forfeiture of paid fees.

FOUNTAIN COLOR AND OPERATIONAL GUIDELINES
Policy: Establish an internal operating procedure for the colors of the light displays at the Fountain
at Fountain Park.
Procedure: The light displays shall be programmed as follows:
1. The Fountain controller has the capability of playing in basic mode:
2. Static Display Mode - The Town may program the fountain to display a solid or static mix of
colors to highlight additional selected holidays, city events and national days/months of
recognition or as a result of an approved Special Static Color Display.
3. Special Static Color Display Application Process. Programming of the fountain is normally
controlled by the Parks and Recreation Department. Requests for Special Static Color Displays
shall be reviewed and approved in accordance with the following process and guidelines:
b) Other requests:
i) Requests for Special Static Color Displays must be submitted in writing to the
Fountain Hills Parks Superintendent no less than four weeks and no more than
one year in advance. All applicants will acknowledge the Special Static Color
Display Operational Information listed in #4 below. Any requests that are
inconsistent with the Special Static Color Display Operational Information will
not be considered or approved. The Fountain Hills Parks Superintendent will
inform such requestors that they have made requests that are inconsistent with
the Special Static Color Display Operational Information.
ii) The Fountain Hills Parks Superintendent will promptly forward any written
requests which are consistent with the Special Static Color Display Operational
Information to the Families, Parks & Recreation Department Director, Director
of the Office of Communications and the Mayor and Town Council) who will
determine eligibility of the Special Static Color Display request. A request will
only be approved if it:
a) is intended to educate or enlighten the public about a significant health
or safety issue;
b) is intended to draw public attention to an activity or event sponsored
by the Town of Fountain Hills;
c) promotes an event scheduled at a Fountain Hills Venues Department
facility;
d) promotes a state or national holiday or day of remembrance.
e) NO PERSONAL USE i.e. BIRTHDAYS, GENDER REVEAL
Organizations or promoters that have rented the entire park or the amphitheater
for an event during the requested Special Static Color Display time will be
given priority. (I think this is ok if they meet the above requirements)
ii) The Committee will notify the Fountain Hills Parks Superintendent of its
decision and the Fountain Hills Parks Superintendent will notify the requestor
whether its application has been approved.
4. Special Static Color Display Operational Information.
a) No more than four (4), Special Static Color Displays will be allowed within any
calendar month. Each of these special color events will be permitted to last a single
night, with the exception of national holidays and national health observations, which
may be extended for several nights at the discretion of the Community Services
Director.
b) Approvals will not be granted for multiple years at a time nor will they be
automatically approved for successive years.
c) Under no circumstances should an event promoter advertise the color of the fountain
unless written approval has been received for the Special Static Color Display. This
approval may be in the form of a written notification from the Fountain Hills Parks
Superintendent.
d) The color selections may be combinations of colors for Special Static Color Display,
but must remain static for the duration of that request. Colors cannot be altered or
changed after approval and the fountain has been programmed.
e) The Fountain Hills Parks Superintendent or his designee is the only person(s) that
may log on to the computer that controls the fountain shows.
f) The fountain will operate daily from 7:00 am to 9:00 pm
g) All display approvals are contingent on equipment operation and maintenance and
no approval guarantees any rights with respect to the fountain’s operations nor to any
damages should the fountain fail, for any reason whatsoever, to operate as planned.
h) The nine colors available are:
i. Red
ii. Blue
iii. Teal
iv. Yellow
v. White
vi. Green
vii. Orange
viii. Pink
ix. Purple
