Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the
Town’s Council, various Commission, Committee or Board members may be in attendance at the Commission meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory exceptions, parents have a
right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child.
Meetings of the Commission are audio and/or video recorded and, as a result, proceedings in which children are present
may be subject to such recording. Parents, in order to exercise their rights may either file written consent with the Town
Clerk to such recording, or take personal action to ensure that their child or children are not present when a recording may
be made. If a child is present at the time a recording is made, the Town will assume that the rights afforded parents
pursuant to A.R.S. §1-602.A.9 have been waived.

The public is welcome to participate in Commission meetings.
TO SPEAK TO AN AGENDA ITEM, please complete a Request to Comment card, located in the back
of the Council Chambers, and hand it to the Executive Assistant prior to discussion of that item, if
possible. Include the agenda item on which you wish to comment. Speakers will be allowed three
contiguous minutes to address the Commission. Verbal comments should be directed through the
Presiding Officer and not to individual Commissioners.

card, indicating it is a written comment, and check the box on whether you are FOR or AGAINST and
agenda item, and hand it to the Executive Assistant prior to discussion, if possible.

Pursuant to A.R.S. §38-431.01(H), public comment is permitted (not required) on matters NOT listed on the

matters raised during Call to the Public unless the matters are properly noticed for discussion and legal action.
At the conclusion of the Call to the Public, individual commissioners may (i) respond to criticism, (ii) ask staff
to review a matter, or (iii) ask that the matter be placed on a future Commission agenda.

Invasive non-native plants in the Preserve
WHAT WE WANT TO DO
We want to identify and map the presence of specific invasive, non-native plants by the
Trailhead and along the trails in the Preserve and assess the need for follow-up actions
such as, removal, identifying adjacent areas of possible contamination, and
management.
HOW WE’RE GOING TO DO IT
In collaboration with the SCFH, other organizations and Conservancies, and under the
aegis of the Town, we plan to educate trailblazers and stewards and reengage our
volunteers. Trained volunteers will identify and map target assessment areas and
develop a plan from the findings to present to the MMPC and the Town.
WHY WE RECOMMEND IT
There is a regional initiative underway in Maricopa County to evaluate critical issues that
threaten our open spaces. The presence of invasive, non-native plants has a high
priority. The McDowell Sonoran Conservancy, City of Scottsdale, Tonto National Forest
and the MMRP are engaged in this effort.
Once an assessment is completed, stakeholders will have the information needed to
determine next steps.
Kevin Snipes and Fire Chief Ott are both interested in this assessment
TIMELINE
Educate and train: Desert Defenders and the McDowell Sonoran Conservancy will offer
in-person and virtual training of volunteers in November/December 2020
Identify and map: January – April 2021
Recommendation: May 2021

MMPC Operations work group recommendation for
preventing bikes from entering the Ridgeline trail:
We believe that bikes should be prevented from entering
the Ridgeline trail. To this end, we believe that they
should be prevented from entering the Overlook trail also.
Options:
1) Install a NO BIKES ALLOWED 12" x 12" sign at the
beginning of the Overlook trail and at the beginning of the
Ridgeline trail.
Pros: The Ridgeline trail is not safe for bikes.
Most of the Overlook trail is not meant for bikes
Cons: Bikes would not be able to make use of the
Easy Access trail which is usable at present
2) Build a kissing gate (picture below) at the entrance to
the Overlook trail to prevent bikes from entering the
trail. This would be in addition to a NO BIKES ALLOWED
sign.
Pros: This would be more of a deterrent.
Cons: Unless built higher than in the picture, bikes
could be lifted over the gate.
This would prevent wheelchair access
Who would build the gate?
A barrier would have to be extended on both
sides to prevent bikes from going around.
The workgroup’s recommendation is to implement option 1
