Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the
Town’s Council, various Commission, Committee or Board members may be in attendance at the Commission meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory exceptions, parents have a
right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child.
Meetings of the Commission are audio and/or video recorded and, as a result, proceedings in which children are present
may be subject to such recording. Parents, in order to exercise their rights may either file written consent with the Town
Clerk to such recording, or take personal action to ensure that their child or children are not present when a recording may
be made. If a child is present at the time a recording is made, the Town will assume that the rights afforded parents
pursuant to A.R.S. §1-602.A.9 have been waived.

6. UPDATE: Fountain Hills 2022 Strategic Plan Implementation – Kevin Snipes, Community
Service Director
Kevin Snipes, Community Services Director for Fountain Hills, provided an update on the
town's strategic plan implementation.
Community Services Division Highlights:
• Led by Kevin Snipes, the Community Services Department is the second-largest division
in the town
• Hosts major events like Music Fest, Turkey Trot, Irish Fest, and Fourth at the Fountain
• Events range from 3,000 to 15,000 participants
• External events include Festival of Arts & Crafts and Concours in the Hills car show
Community Center:
• Serves multiple purposes: recreation center, senior center, event venue, performance
hall
• Receives approximately 70,000-75,000 visitors annually
• Underwent a gradual 6-8 year transformation to maximize usage
• Recently remodeled and highly praised by other municipal directors
• Currently operating at near-full capacity with events in every room
Youth and Senior Programs:
• Offers extensive youth sports activities and partnerships
• Developed a veteran support group based on community feedback
• Runs senior programs, including monthly Care Cards for home-delivered meal recipients
• Provides approximately 500 home-delivered meals per month, entirely volunteer-run
Park Facilities:
• Manages 135.2 acres of park space
• Maintained by 6 staff members
• Recent improvements include:
o Large shade structure at Fountain Park
o Playground lighting
o Amphitheater landscaping
Volunteers:
• Hosted Make a Difference Day with 400 participants across 40 projects

CHAIRMAN GARMAN: All right. I'm going to call to order the Fountain Hills Strategic
Planning Advisory Commission meeting for November 20th, 2024. Welcome, everyone.
We're going to start off -- I'm going to ask Angela if you can do the roll call, please.
PADGETT-ESPIRITU: Thank you. Chair Garman?

I don't see anybody as far as a Call to the Public. We're on agenda item 3. Is there

CHAIRMAN GARMAN: Okay. Thank you. And as we go to agenda item 4 on our agenda,
before we go to the Commissioners and Regional Town Manager, I did want to let
everybody know upfront that the Council needs this room, and we need to vacate by
1640 or 4:40. So feel free to bring up stuff, but we need to keep the -- keep the wheels
moving today so that we can get out of here on time. All right. Thank you.
So I'm going to start -- Rachael, do you have anything you wanted to relay?
GOODWIN: No, I don't have any specific updates for the group. And again, in the
essence of time, if there's questions or something I can answer, happy to, but no real
report today.

have anything to -- I was looking forward to hearing from the members of the Town,

CHAIRMAN GARMAN: Nothing to report? All right. And I'm going to save my
comments, hopefully, if we have a little bit of time, when we get down to the -- later on
in the meeting at the end.
So Angela, we wanted to go to agenda item 4, the Consideration and Possible Action for
the approval of the minutes all the way back to the --
Joe, better late than never. We were just finishing up on reports from the
Commissioners. Did you have anything you wanted to talk about or relay?
REYES: No. I'm good. Thank you.
CHAIRMAN GARMAN: You're good? All right. Thanks.
Okay. Back to the approval of the minutes in the regular meeting from way back in
September. All right. So hopefully, everybody got a chance to read the minutes. I know
I did. So first, I'm going to open up. Is there any discussion about the minutes in general
in September? No. I see a lot of head nods. Any motions -- entertaining of the motions
for the approval of minutes?

Anybody have any points that they wanted to talk about as far as the approval?
I do want to make sure that I thank Angela for the minutes. I read through them. And it
wasn't just a verbatim. There's parts in there that are -- the parts that you did are great,
so thank you very much for all the hard work you do for that.
PADGETT-ESPIRITU: You're welcome.
CHAIRMAN GARMAN: All right. So we have a motion on the table to approve the
meeting minutes from September 25th. Okay. So we're going to go on to a vote. All in
favor of approval say aye.
ALL: Aye.
CHAIRMAN GARMAN: All right. Any opposed? Sounds unanimous. They're approved.
All right. Thank you very much.
All right. I'm going to move on to agenda item 6 now, which is an update from our 2002
(sic) Fountain Hills Strategic Plan, and we're going to talk, from the Town, on
implementation. Mr. Snipes, Kevin, our Community Service Director, is here to give us a
presentation. Thanks very much for attending today. And the floor is yours.
SNIPES: Certainly. Thanks for having me. I don't know why you're only giving me forty
minutes. I do have a problem when I start talking about our Community Service
Department because I am very partial to our group and what we do.
So what I thought I would do is kind of go through a presentation here and talk about
we just became the second largest division within the town since fire came on, which
they steal all the thunder. This is our Community Services team.
So with our special events and what all we provide for the town, it brings in a lot of
people from outside the town to come up to see our major events that we host for the
Music Fest, Turkey Trot, Irish Fest, and Fourth at the Fountain. We range anywhere
from -- our smallest of those is probably 3,000 up to 15,000 people that are involved
with them, and they've been growing each year since I've been here, pretty much, so
they've done really well.
Our external events have also done really well with our Festival of Arts & Crafts.

Concours in the Hills has grown -- I think it was 200 when I started. Now, we're at
about 1,200 cars that are involved in that. And I don't want them to go any bigger
than that unless they want to start moving up the avenue. It's just too much for the
park to handle. And I -- it is my favorite event in case anyone is wondering. I'm a car
guy.
Our partnership events have also done really well, and each one of those have grown in
popularity, and we get plenty of publicity on those as well on the news and things like
that that really helps out getting our word out from the Town.

CHAIRMAN GARMAN: Do you mind if I ask questions during --
SNIPES: No, absolutely.
CHAIRMAN GARMAN: -- or do we save them all? Going back to the last slide, can you
explain the difference between internal, external, and partnership?
SNIPES: Absolutely. So the internal events are the ones that are run by Town staff. The
external events are run by outside promoters to run. And then the partnership events
are ones that we work with groups, so they're advertised by the Town. We take on
some of the responsibilities along with them. So it's more of a group.
CHAIRMAN GARMAN: So the external is, like, 100 percent external?
SNIPES: Yes.
CHAIRMAN GARMAN: Like the Chamber?
SNIPES: Yeah. Yeah.
CHAIRMAN GARMAN: Okay. All right. Thanks.
SNIPES: Certainly.
Here's a list of all of our -- well, a majority of our youth sports activities, youth and teen.
These have really taken off. Our Recreation Department over the years has really
started to figure out where we've struggled getting people to sign up for events and
classes and things like that. I can remember a time where we were more shocked if
something went than if it didn't go, and now, it's just the opposite. We have a really
good success rate as far as when we put on things, people know that they're of high

quality, and by them being high quality, we get a lot of return, and then they tell two
friends, and they tell two friends. The next thing you know, we got a legit event going
on, a class going on, activities going on.
CHAIRMAN GARMAN: So is the -- like, Little League and the soccer, that's run by the --
by the Town, by you?
SNIPES: So those are our youth sports organizations that we work with. We partner
with them on their -- and they run them. We just are a partner, and they have free field
use, and our Park Department helps with the maintenance and setting up of their
things.
CHAIRMAN GARMAN: Where does the baseball -- you know, the tournaments that go
on over in Golden Eagle Park, are those administered out of your division as well or
supported?
SNIPES: Yes, absolutely. Yeah. So we are the host for it. There's promoters that run
the events. And we're typically bringing in somewhere in the -- 75 to $100,000 a year in
revenue.
CHAIRMAN GARMAN: They turn a big profit on those.
SNIPES: Yeah.
CHAIRMAN GARMAN: Yeah, that's what I thought. Thanks.
SNIPES: Yeah. And we're just in the process, actually, of signing up to have concessions
run for all of those events as well. Our local Elks is partnering with us to set up to where
that we'll actually have the concession stand open, and then they'll be donating that
money to local sports youth team type activities and scholarships, which I think is really
cool. I'm excited about it. That's the first time we've been able to pull that off, and
we've tried lots of times.
So here's a bunch of our senior programs. I think it's really neat, some of the things that
have gone on. We had a speaker come in to talk to some veterans, and during that
discussion, it was learned that there was a calling for a veteran support group, and so
our staff got hold of that and have started running that, and we've had several meetings
of veterans helping veterans, and it's gone over really well, and I just think that's a --

that's a tribute to the staff listening to what's going on and going, hey, why can't we do
that, you know, and then -- and then it actually becoming something that has a
continual help for our residents.
There's a -- and this is another area where we've grown dramatically is our -- is our
Community Center and the classes that we're running. We're now running day and
night classes, which we -- the Community Center years ago was this random hours -- it
was really strange the way it was run. And several years ago now, Rachael got with our
manager over there, and we set specific hours every day of the week so that you knew
when you came, it would either be open or not. We had the problem of people coming
up to the door and the door not opening. That's never the way you want your
Community Center to be. You want them to know when it's supposed to be open and
when it's supposed to be closed. And with that has opened up a lot of different uses for
the Community Center, and we're now struggling with having enough rooms in the
Community Center, both day and night, which is a lot of fun to see.
CHAIRMAN GARMAN: Where's the Community Center fit in our town government?
Like, it's not under Parks and Rec, right?
UNIDENTIFIED SPEAKER: (Indiscernible).
CHAIRMAN GARMAN: It is?
SNIPES: It's under Community Services.
CHAIRMAN GARMAN: It is?
SNIPES: Yeah.
CHAIRMAN GARMAN: So the orchestration -- the running of the Community Center is
under your division?
SNIPES: It is.
CHAIRMAN GARMAN: That's cool.
SNIPES: Yeah.
CHAIRMAN GARMAN: I learned something. Okay.
SNIPES: Yeah, it's -- we're a big division, and we like to say we're -- and Rach kind of
coined this phrase. We're all -- we're all things to all people, and it's what I love about it,

is that we touch everybody from the little littles all the way up to our seniors, and it just
makes it to where that we're involved with a little bit of everything from kids to
grandparents to everybody in between, so trying to hit that niche makes it interesting,
too, because we want to be all things to all people as well, so.
Here's some of our Community Center events that we've been hosting. They -- again,
they've been getting a lot more publicity, a lot more promoters wanting to come in and
work with us. We did a bump-up of our fees a few years ago now, and everybody was
up in arms, and we're proving that that wasn't the issue. There -- we're booked and --
couple years out on a lot of weekends of times when people want it.
The staff over there does a knockout job of setting up the rooms and making sure that
they're perfect. People don't understand what all goes into that. They're out there with
tape measurers measuring distance -- measuring distances between chairs and making
sure that they have proper ADA compliance and fire compliance and all that kind of stuff
everybody gets to overlook except for them, so -- and it's something that I keep learning
about every time I go over there. You know, you see something new of how they're
setting up what they can and can't do and why, and they just do a fantastic job of
making the place warm and welcoming to all people that come in.
It's a very interesting area as well just because we don't have a rec center, so
oftentimes, out Community Center becomes a rec center, and then it has to switch back
to being a community center, so it's a dance of what things you can and can't do.
GOODWIN: Yeah, I was going to piggyback on that, Kevin. You're absolutely right. The
Community Center is -- it's kind of Grand Central Station for our town. It's a rec center,
it's a community center, it's a senior center, it's an event venue, it's a performance hall.
You know, it's a -- it is so much to so many people to go in to -- you play Bridge in the
morning, and then you're back for a luncheon and -- you know, and then you may be
back for a meeting in the evening, and then that weekend, you may be there for a
wedding. So it serves so many purposes.
And he's right. The staff over there do a fantastic job of trying to balance all of those
different needs and the demands of that space, and a lot of that you've probably heard

and seen about the maintenance of the building and, you know, some of the upgrades
and the renovations we've done over there. When you recognize that that facility
sees -- I don't even remember how many people a year.
SNIPES: Oh --
GOODWIN: Like, 70,000 people a year or something --
SNIPES: Yeah. Even 75, yeah.
GOODWIN: -- through those doors, and you kind of go, oh, yeah, I guess it was time to
have new carpet, or oh, yeah, I guess it was time to repaint. It's phenomenal when you
really put it all together.
SNIPES: Yeah. And I'll say that I was fortunate enough -- here recently, I invited
directors from around the state to come and see some things in our parks, and we did
lunch at the Community Center, and when they walked in, the number of wows that
happened when they walked in the door was really impressive because we just think of
it as it's just our community center is what we do.
I mean, like, this looks amazing and very welcoming, and there was a lot of comments
of, we need to bring our community center people over to see yours, and I thought,
that's the utmost compliment is we want our stuff to be like your stuff, and so it was
just neat to get that feedback from -- we had 15 different communities that came out,
and it was an overwhelming shock and awe when we walked into that building, so says
that we did the right thing when we did remodel and that it does what it was supposed
to do: make you feel welcome.
CHAIRMAN GARMAN: Are there designs to build a rec center at some point? And if so,
do we have space for it?
SNIPES: That's a great -- I mean, yes. I, 100 percent, all the time have designs to build
one, but it all comes down to funding is really where it comes at. We would love to
have one. You know, we've talked tons of times about different locations that we think
we could pull it off at, and then it just turns into does the dollars make sense, and so far,
they haven't, so --
CHAIRMAN GARMAN: And how long has this growth phase occurred at the Community

Center? Because it seems like you guys have reached, like, peak capacity. I'm in there a
few times a week for meetings, and there's something going on in every room all the
time, morning, afternoon, evening. How long did it take to get to this point?
SNIPES: That's a great question. I would say when -- I started in '16, and it wasn't very
well used. It just -- the space wasn't maximized. Rach can speak to it more, probably.
She was here the year before I was.
GOODWIN: I mean, I think it's been sort of a slow uphill climb because of the way the
building is used and because of the different demands on it. We've taken sort of these
incremental changes over time to do a massive reorg, and a massive reset would have
been probably too shocking to the community, and we really do need the community to
buy into how that building is operated and run, so it's been a combination of feedback
from the staff that are over there day in and day out, feedback from the community of
what they like and what they'd like to see, and then recommendations through best
practices and small tweaks.
So you heard Kevin talk about the hours. We adjusted hours, then we adjusted some of
the staffing and responsibilities so that it wasn't -- you know, there wasn't too many
things on one person's shoulders, then we talked about, okay, how do we start
integrating more youth and multi-uses so that it's not so much a senior feel to the
facility, right? So we've taken them bit by bit. So I mean, I would tell you it probably has
been a six-to-eight-year, very slow upward trajectory to get to where we are today.
SNIPES: I think, you know, one of the things -- Rachael and I started close together
when we -- when we started here, and we wanted about four million changes, and
we realized that we should probably do one at a time. Change makes people nervous,
and so you got to build some trust and get things moving in the right direction, and
once they see what you're -- once they see your vision, a lot of times, they come
around.
And that's kind of been what we've noticed is the more we get those changes put into
place, the more people buy in, the more they go, oh, that is possible, we never thought
it was. And so that's been a lot of fun seeing that change in mentality of -- even when

we remodeled the Community Center, there was a lot of people that said, it doesn't
need it, it's fine, there's no reason to change it, and then when it got done, it was, well,
maybe it did need it, you know, and you have a little different feel once you see what
the vision was to do, so --
CHAIRMAN GARMAN: Sure. Thank you.
SNIPES: Certainly.
UNIDENTIFIED SPEAKER: One quick one, Kevin. Are there any plans to make the kitchen
area one that you can cook in instead of just keep things warm?
SNIPES: We've talked about that, I don't know, a couple hundred thousand times, and
the realistic answer to that is it doesn't make sense for the Community Center to have a
cooking kitchen in it with the staffing that we have and the ability and the cost to
convert it. It just doesn't. It won't bring the revenue the way that it -- to justify being
that way. It increases a lot of the inspections that have to be done. The level of care
that would have to be done in that kitchen would be a lot greater, and there just isn't
the staffing, the ability. And the people that are using it now wouldn't be able to use it
the same way that they're using it, either.
So I think there was -- there's been a lot of -- we looked into it and done the -- ran the
numbers on it multiple times over the last four or five years. It's been a really hot topic.
And each time we have, we haven't been able to make it make sense for the Community
Center.
So we are working on some things right now where we're working -- we just did some
contracts for preferred vendors, and it's a new thing that we're trying out to try and get
people to where that they have vendors that are recognized by the Community Center
as being good vendors to work with as well as that take care of the Community Center
and having it have a different rate. We're working through those right now to where
that we can kind of help people a little bit because that's always the thing -- when they
come in and they want to use it, they want to know who's good, who's not, and at least
if we have a list of preferred vendors that offer a wide-ranging scale, then we know that
we have people that are taking care of the place, and that's what makes them preferred,

and then the users can choose what type of food they would like.
CHAIRMAN GARMAN: So Kevin, I'm sorry to keep extending this. I'm looking over your
shoulder at the clock, but it's interesting. I have two questions. One is, is the Discovery
Center -- Discovery Center, right?
SNIPES: Um-hum.
CHAIRMAN GARMAN: Discovery Center. Is it going to affect access or anything to the
Community Center? Is it affecting the Community Center at all?
SNIPES: I hope it heightens the use of the Community Center. I mean, I think that
there's great possibilities of them being hand in hand where you bring a group to the
Discovery Center, and then you want to run out and have lunch at the -- our Community
Center. I think that could absolutely work out. I think that they'll probably have events
there where they want to use the Centennial Circle, and so that plays into it. You know,
I think we'll be learning as we go, but we see it as a positive.
CHAIRMAN GARMAN: And the infrastructure that is under your division, is the different
infrastructures within the Town separated in different divisions, or is all the
infrastructure put together? Does it depend on the infrastructure? And I'll give you an
example. So Parks and Rec, is the -- is the lake liner discussions under you?
SNIPES: Yeah.
CHAIRMAN GARMAN: Are you the one that has to make --
SNIPES: Yeah.
CHAIRMAN GARMAN: Okay. So that's what I was getting at. So all that infrastructure is
part of Parks and Rec that you have to juggle and plan for?
SNIPES: Absolutely.
CHAIRMAN GARMAN: All right.
SNIPES: Yeah, it's a high-wire juggling act.
CHAIRMAN GARMAN: Yeah. All right. That was my question. Thanks.
SNIPES: Um-hum. Our volunteers -- I don't think you'll see a better group of volunteers
anywhere. We're -- you know, we just got done doing our Make a Difference Day, and
we had 400 people that participated with 40 different projects, 37 residential and three

town and school projects. This is the first year that I got to be on the back -- on the -- on
the early stages of going out and figuring out what places needed and seeing that. I've
always been on the tail end where we're -- where the park guys and myself would go
out and clean up the piles at the end.
So we saw what all was done, but we didn't see how it was done or what it looked like
before, and so getting to see that this year and seeing how much time and effort's put
into planning out the day and, you know, the months of a committee getting everything
together and making sure everybody -- we have the right people at the right places that
can actually do the work that needs to be done as well as making sure that it's not too
much work on any individual group because we want you to come back next year, and
all those things play in, and I just think it's a really neat event.
Our Care Cards are one that I think is super cool. They do -- they do it on -- I think it's
the first Wednesday of every month. They come in and do some kind of a craft, and
then they do Care Cards as well, and then those go out to our home delivery meal
people to let them know that there are people thinking about them, and they get a little
something extra with their home delivery meals.
And our home delivery meals are doing about 500 meals a month, so -- and it's 100
percent volunteer-based. It -- that, to me, is a -- we haven't missed anyone in a very,
very, very long time, so -- and that's -- talk about a juggling act. That's a serious juggling
act, making sure that we have all the volunteers where we need them to be and getting
the meals and getting them out and getting delivered. A lot of times, that's the only
person that the people getting the meals will get to see, and so they're super excited to
see them, and everybody gets to know everybody, and it's just a -- it's a really neat
program as well. Any questions on our volunteer stuff?
Our commissions and partnerships. You know, we have our Community Services
Advisor Commission that works with all of our parks and Community Center and helps
us out there. We just completed the McDowell Mountain Preserve Commission, and so
now, that's kind of stepped into -- the Sonoran Conservancy has kind of taken on that
role, which just makes it to where it's a little bit cleaner and a little bit easier for them.

We ran into all kinds of problems with four people being in the same spot causing a
quorum, and so with them being in the Sonoran Conservancy, it makes it to where that's
no longer a thing. And some of our most important people in that were also on our
McDowell Mountain Preserve, so a lot of times, they would find themselves in the same
spot. So that's worked out really good. They do so much work for the town. Talk about
a volunteer group. That's Sonoran Conservancy. It's very impressive in all they do for
us. Any questions on any of this? No?
Then there's our park facilities. Our total acreage is 135.2 acres. We currently have six
staff that are taking care of all of this. We do contract out our mowing and our large
tree trimming. Other than that, everything that needs to be is done in-house. This is a
powerhouse team. I am partial to them because I was over them for seven, eight years,
and still now.
But I just -- I can't say enough about this group. These guys, they -- I always say they
treat it like it's their backyard, which is fantastic, except for every once in a while
because they do treat it like it's their backyard, but they care so much. There's -- you
know, they'll be here on the weekends picking up trash while they're walking around the
park that they work at throughout the week just because it's in their nature. You know,
it's just the way they are. They truly care about it. I haven't ever had the privilege of
working with a group that cares as much about what they do as the group that's out
there doing that on a daily basis.
Here are some things that we've done here recently. Fountain Park. We put in the
large shade structure up by -- near Euro Pizza with 17 picnic tables around it, which I
think is just going to be an awesome area. We've gotten tons of compliments on it since
it went in. People are just starting to try and figure out how they can use it, what they
can do. We did make it so it was reservable as the entire unit only, so you either reserve
it all or nothing, because I wanted it to be able to be used by different groups
throughout the day, and I didn't want someone to just take it unless they take the whole
thing.
And so I have a feeling that the businesses that are up there will start to figure out that

they can do an extension of premises with it, extend their liquor license out and be able
to rope it off easy enough. Makes it super easy to do outdoor concerts and things like
that. And our department's still figuring out exactly what all we can do. We've used it
for several things, but it's what else can we do with it, you know. And the parents that
are around that splash pad absolutely love it. We think it'll really help the businesses up
there, like Froyo (sic). They have such a small interior that it just gives them a huge
extension of take your food and go outside and sit outside. 90 percent of the year,
that's fantastic, you know. So I think it was a real asset to that area.
We just relandscaped the amphitheater area. We've lighted the playgrounds now,
which is something that had been called for since I started here, and we just hadn't
been able to pull it off, and we finally got that done. It's a -- Fountain Park is a unique
beast. It just is. There are so many people that come there on a daily basis. It's not like
most of your other parks that you'll find anywhere. It just is always busy.
CHAIRMAN GARMAN: So I'm sorry. We got, like, a few more minutes, but I --
SNIPES: Yeah.
CHAIRMAN GARMAN: -- I want to get this question on the record.
GOODWIN: So we --
SNIPES: Just so you know, if we run out of time, I am happy to come back.
GOODWIN: I was going to say, we may want to just reschedule as a part two and have
you resume.
SNIPES: I don't have any problem with that at all.
CHAIRMAN GARMAN: That's -- but I got to ask this question first --
SNIPES: Absolutely.
CHAIRMAN GARMAN: -- while we're here because I'll forget it. It is, is the amphitheater
reserved and a go for graduation this year for the high school again?
SNIPES: I haven't heard anything on if they've reserved that yet or not.

SNIPES: Yeah, they always have, but I know why you're asking. You ask because there's
been talk that they're not going to. I don't -- I haven't seen anything come through yet,

Town and the school district would be able to work together to make that the reality,
right? I know the school looks forward -- well, the kids and the parents look forward to
that --
SNIPES: Um-hum.
CHAIRMAN GARMAN: -- so hopefully, the adults can come together.
SNIPES: Yeah, I haven't heard anything -- I mean --
GOODWIN: My neighbor.
SNIPES: I don't know. I just -- I just heard through the grapevine that they were talking
about not doing it here next year and doing it over at the stadium, but I haven't heard
that from --
GOODWIN: Just --
SNIPES: -- reliable sources, just through the grapevine at some point once that --
GOODWIN: I'll just throw it out there that there isn't a fee.
SNIPES: Yeah, we don't charge --
GOODWIN: We don't charge the school.
CHAIRMAN GARMAN: That is not what I've heard.
GOODWIN: We charge a deposit --
CHAIRMAN GARMAN: Yeah.
GOODWIN: -- so when it's not cleaned up afterwards, but for usage, we have an IGA.
We have an Intergovernmental Agreement that allows them to use the space.
SNIPES: So it's not these adults.
CHAIRMAN GARMAN: Well, that's not --
UNIDENTIFIED SPEAKER: I can check on it later.
SNIPES: Yeah. Yeah. No, we work with the school on shared usage of us using theirs
and them using ours, and we don't always charge each other to use it.

Just remember, for those of you that might be new, we do -- we can change -- you
know, we can have different meeting months during the year. Sometimes we've done
all 12 months, sometimes we've only taken December off, sometimes we've taken a
couple months off in the summer, so there's precedent for everything if anybody
wanted to bring something up.
So I'll open it real quick to see if there's any discussion on meeting dates for next year.

PADGETT-ESPIRITU: Yeah. Thank you.
CHAIRMAN GARMAN: Okay. So I wanted to mix, now, agenda item 7 and 9, which is
Commission Workgroups with Geoff and I, and then -- excuse me, and number 10 on the
agenda, which is Comments From the Chairman, and this is Geoff and I talking about our
outlook for next year, but specifically for the first six months, you know, we -- and then
we take July off and we start again. So I'm going to talk a little bit, then I'll ask if you
guys have comments and you want to ask me about anything.
But if you remember last June, we identified the pillars -- we have five pillars in the
strategic plan, so infrastructure, finance, economic development, quality of life, safety,
and land use and development. So we want to go to the next level, which is the
signature strategies underneath those kind of big strategic pillars in the plan, so we
need to get busy on thinking of those, talking about those, and working on those
specifically in the next six months because the goal, then, is in June, we have another
workshop-type meeting like we had last June, and we come up with a draft of the
signature strategies to go forward. All right? And then the next year, then we would
finalize the plan by adding in the -- kind of the tasks underneath the signature strategies
and the timelines that go into it. So that's the goal between now and June.
We have -- this is a thought I had. We have two ways that Geoff and I talked about.
One is we have five -- excuse me, six meeting dates, so January through June. I was
going to dedicate each meeting to a specific pillar. So we maybe come back in January
and we talk about infrastructure; and in February, we talk about finance; March,
economic development; April, quality of life and safety; May, land use development;

June, we wrap it all together.
UNIDENTIFIED SPEAKER: That's a good plan.
CHAIRMAN GARMAN: That is a -- yeah, that is -- and then -- and that's one track. The
other track that happens simultaneously is Geoff -- we had success last year in Open
House. Open House. We had one. And Geoff had talked to me about the potential that
he thought he could pull off having two open houses in the winter-spring time frame
that would add data to what we were talking about during that time. So those two
tracks would be, one, dedicating a meeting to each one of these big topics, and then
also supporting and planning and implementing a couple open houses during the next
winter and the spring.
Geoff, did you have anything to add to that part? You thought I covered it well, huh?
YAZZETTA: You covered it well.
CHAIRMAN GARMAN: All right. Any discussions on that? We're not taking a vote or
anything on this. I just wanted to see if you guys had any comments.
UNIDENTIFIED SPEAKER: I think it's a good plan.
CHAIRMAN GARMAN: So perfect, nobody has any comments?

mean the commission.
HOENLE: Yeah. I mean, the big thing is getting community involvement along the way,
so that's perfect as far as the concepts and what we're doing, so got my vote.
CHAIRMAN GARMAN: Okay. So you all -- I will be communicating with everyone
through Angela to be prepared for each one of those meetings on the big topic. I'll try
to bring, you know, maybe speakers and data to the meeting, and then we can hash it
out.
SMITH: I think it's a wonderful plan, actually.
