Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference
call; a quorum of the Town’s Council, various Commission, Committee or Board members may be in
attendance at the Commission meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory
exceptions, parents have a right to consent before the State or any of its political subdivisions make a
video or audio recording of a minor child. Meetings of the Commission are audio and/or video recorded
and, as a result, proceedings in which children are present may be subject to such recording. Parents, in
order to exercise their rights may either file written consent with the Town Clerk to such recording, or
take personal action to ensure that their child or children are not present when a recording may be
made. If a child is present at the time a recording is made, the Town will assume that the rights
afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.

Presiding Officer and not to individual Commissioners.

card, indicating it is a written comment, and check the box on whether you are FOR or AGAINST and

The Community Services Advisory Commission convened a regular meeting at 5:00 p.m. at
16705 E. Avenue of the Fountains in an open and public session.

REDDICK: All right. Well, good afternoon. I'd like to Call to Order our January 27, 2025,
meeting of the Community Services Advisory Commission at 5:00 pm. Can I please note the
time and get a Roll Call, please?
LOPUSZANSKI: If we could just observe the people that are here? Thank you.
REDDICK: So, we'll go ahead and get started. We'll welcome Sarah Lind, the new Recreation
Program Coordinator, the Mayor's Youth Council, and Skylar Thomas.
PRESTON: I was just going to introduce Sarah really quick. So, my name is Ryan Preston and
I'm the Recreation Manager here, and I want to introduce you to Sarah, our newest Recreation
Program Coordinator. Sarah comes to us by way of Minnesota by way of Wisconsin. Is that
close enough? Yeah, so, there we go. She’s been on a recreation team for about 10 years
already. She's got a degree in Recreation Management as well as Public Administration. We are
happy to have her on board. She's been here for almost a month now. She has already been a
great asset to the team.
REDDICK: Welcome! Okay, would one of our Mayor's Youth Council like to share or speak
up? Oh, and we'd like to welcome you as well. All right, so we'll get started with a Roll Call.

REDDICK: Thank you, Patti. The next item on the agenda is Reports by Commissioners. So,
does anyone have anything that they've attended that they would like to share?

WILSON: I do want to say, Kevin and team, since you're all here, great job on the Avenue
lights this year. I also, once again, did the Light Up the Town Tour, which was fun. I
Always have fun with that no matter how long it takes. There was a good mix of new lights and
old lights. So that was good to see, especially spread across town. And then I've also kind of
enjoyed just watching the progress of the sidewalk improvement. So that's been cool. They've
been doing a very fast job on that. So yeah, awesome to see all the different stuff going on in
town.
REDDICK: I guess I'd just like to add that at the Health Expo, I got a lot of great feedback. I
heard that it was one of the largest groups or crowds that we've had, so that was good to hear. So
good job. All right, so I guess we'll move forward to the next item on the agenda,
Consideration and Possible Action Approval of the Community Services Advisory
Commission November 25, 2024 Verbatim Meeting Minutes. All right, may I get a motion
to approve the minutes, please?
WILSON: Move to approve.
REDDICK: Can I get a second?

LOPUSZANSKI: Motion passes 6-0. Thank you.
REDDICK: All right. Thank you. The next item on the agenda Update for the Tree
Protection Ordinance.
SNIPES: I'll go ahead and take that one. We're moving along with that right now. It is to our
Development Services side of the house to make sure it matches up with all of their information
and so that it gets distributed evenly. We were scheduled to have a meeting late last week with
them, and we had an emergency here in the building that kicked us all out of the building during
the time we were having that meeting. So hopefully by next month, we'll have some better
updates for you and get that closer to being ready to push.
REDDICK: Thank you for that. The next item on the agenda is the Update for the Four Peaks
Park Restroom Grant.
SNIPES: I'll tackle that one as well. It is open and ready for business, all kinds of business. But
yeah, it was well received. For those that don't know, it was a prefabbed restroom that came in
in two halves to be put in place. It took them about a week to put it in. It took us a little bit of
time to get the landscaping ready around it and get everything back open. But it's a really nice
facility and it was a grant-funded facility. We had $500,000 from the grant and the town paid
$11,000. Our grant providers were there at our ribbon cutting, and they were impressed with the
quality. And they're like, you don't know how many restrooms we see. This is by far the best

and wanted to know if we'd be willing to share the information about who did it for us, who we
worked with, and how our experience was, which, of course, I'm always willing to do, because
when you find something good, you want everybody to have that same experience. But from
start to finish it was fantastic. Patti did all the legwork to get all of our invoices paid and taken
care of. Thank you for that. Grants are no small task and for those that haven't ever participated
in one, they require a lot of bookkeeping, a lot of making sure your i’s are dotted, t's are crossed
to make sure you get your funding back. And so Patti always does a great job with that, and
Brandon did a great job keeping all the contractors running in the right direction, which is no
small task as well. But overall, it went really smoothly. There were no major hiccups in it at all
and the only issue that we've had is figuring out the auto locks which we failed at once or twice
because the restroom has auto locks in it, which is nice. The problem is if someone goes and key
locks it because they're so used to key locking it, the auto locks now are being bypassed by the
key lock. So, we just need our nighttime staff, to the janitors to not lock it up when they're done
cleaning it. So, but yeah, they've it's been it's gotten a lot of compliments from our Pickleball
users and our playground users, and it just really changes that whole atmosphere over there, as
far as making it a usable side of the park. So, we're excited about it.
REDDICK: I will say the park keeps getting better and better. So, thank you for all that you
do. The next item on the agenda, it's the Update for the Arizona State Puzzle Donor Program
Centennial Pavilion.
SNIPES: So we're currently into another round, I think our third or fourth round so far, and
we're at three more puzzle pieces that have been ordered, so we're seven away from making our
next round. We'll be pushing that information out again here shortly with Mike to try and keep
people interested in it. It's coming along and if you haven't looked at the puzzle lately, it's grown
in size. I'm happy with it. I think it's a cool piece of it'll be neat to have that sticking around for
years to come.
REDDICK: All right. Thank you for that. The next item on the agenda, it's the Update from
the Mayor's Youth Council.
NATH: So, I could speak to that a little bit. So the past few months have been pretty eventful in
the Mayor's Youth Council, where we've finished the survey that we were planning on making,
which is the Community Volunteerism Survey, which has flyers for and I believe is also in this
it should be towards the end, but it's the survey is asking a bunch of questions, both poised
towards Scottsdale and Fountain Hills residents, where it's saying, where do they draw their
events from? Like, what makes them interested in their community? And what really can we
bring to Fountain Hills that brings more people in? So we just have, like, a few questions here
and there, and we've started receiving a few responses. Everyone here, I'm pretty sure, has
already participated in that survey, hopefully, but, yeah, we started receiving some responses

here and there for that, and now with these flyers, we're going to distribute them at some
schools. I know for a fact that I'm going to go to Basis Scottsdale, to speak to a few teachers,
and get them the links and all that so they can have our students fill out the survey and get more
responses for it.
REDDICK: So, I guess I just wanted to ask are you utilizing social media to get the responses
that you need from the students?
NATH: Oh yeah, I'm pretty sure we have. Facebook page and Instagram. Yeah, we have
Facebook and Instagram. So, I mean, Skylar is the most informed here. So, if she wants to add
anything she can.
REDDICK: I was just going to add, could you maybe do something to draw the students in like,
maybe, a raffle, or just something to incentivize the individuals?
NATH: The only issue with incentives that we ran into when trying to make the survey is that
you would have to collect some sort of data of like or like identifying information on that
individual, and that would lead to, like, a whole bunch of like you would need an IRB and all
these other steps that could lead to, like, a gray area where we don't want to enter that. So it's
just like we're just having, like the broad survey.
REDDICK: Okay, so I was just going to suggest that if you just maybe did the fourth or fifth
person that would send a survey just to help if you're still missing.
THOMAS: I would like to add I am one of the advisors for the Mayor's Youth Council. So we
are going to do, they don't know this yet, we are going to do an Instagram reel. So that's kind of
one of the things that we're going to target, that covers our Teen Survey, our Teen Takeover
Event, and also recruiting future members. So that's at our meeting next time. So be prepared. In
addition to that at our Teen Takeover, we're thinking that's probably going to be the biggest hub
for the most responses we're going to get. And we always have raffles at that event, so that will
just be an extra incentive. If you take this survey, you get an extra raffle ticket. So that will help
kind of incentivize, at least at the event. So that will help at least at Teen Takeover we just don't
have, financially, the ability to raffle multiple items off. But thank you. Thank you.
WILSON: I just want to say quickly. Shreyaan, thank you for the update. That's really
awesome. Everything that you guys are doing. It's really good to hear the different progress.
And again, I mean, I've said this a billion times I was a former MYC member, and it was totally
different in my day. So it's really good to see the different progress that staff and also the
students are making. And I'm excited to see what you guys do.
SNIPES: And you mean for the better.
REDDICK: Very nice. Thanks, Rory. The next item on the agenda, is the Consideration and
Possible Action for Park Tours and Rory, would you like to interject?
WILSON: I believe Ron's taken this.

REDDICK: Sorry.
RUPPERT: Patti contacted me a week ago and wanted me to throw out some ideas to the
Commission here of possible ones that we can do in the future months, and I wrote down Four
Peaks Park because we haven't been there for a while, and of course, with the new restroom and
the pickleball courts and sidewalks and playground equipment. Then Adero Canyon to see, you
know, when it's busy, you know, to see how the parking lot operates and how that whole area up
there is working out. And, you know, talk of future expansion possibly up there. Then the new
parks maybe we can stand on the corner there and take a look at Pleasantville. Then, back to
Golden Eagle Park after more work should be done by the time we get there. So my thoughts
were, maybe do one a month here, right? You know, going from February through June, and
then at the bottom of that one after Golden Eagle Park, you know, Rory brought up. And maybe
we can even sneak in the Dark Sky at the end. And that probably would be a little further along
than we would get to it. What I would like to do is email everybody tomorrow. What I normally
do is, you know, throw out a few dates and times. I know it's hard for everybody, but usually,
we try to do it in the afternoons, you know, during the week, if we can. And then, you know, I
kind of take a majority of the votes, and if we have, you know, three of us, or, you know, four
there, and somebody from staff, that's what we kind of do with these. So think about it, and I'll
send out an email, a group email, to everyone involved.
WILSON: Thank you, Ron. I think this is very helpful. Also, I was thinking that maybe we
could try to do the tours a week before our next meeting if that makes sense. So, it's still fresh in
our minds, and we can still talk about it. So, if that would be possible for everyone, I think that
would be very helpful.
RUPPERT: We'll try. But, you know, everybody has different schedules, so that's the tough
part.
REDDICK: We were wondering if we could throw out some dates on Wednesday and
Thursday as options. But does that work for you with your schooling? So if that helps. Thank
you for organizing this, Ron. The next item on the agenda is the Consideration and Possible
Action for Future Agenda Items and Speakers.
SNIPES: I wasn't sure if you guys were going to discuss what else you wanted to bring in.
Amanda is coming next month to talk. Are there any specific areas that you want her to
highlight as far as Economic development goes?
RUPPERT: I think just probably a broad stroke and future thoughts and how she's doing and
go from there.
REDDICK: All right, the next item on the agenda, it's the Review and Discussion for
Upcoming Events and Volunteer Opportunities.

SNIPES: According to Ryan, we're getting ready to be busy again. We took our week off, and
we're ready to roll. So there's a lot of things coming up. We have the Skateboard Classic, I guess
we got it since we got done with our Volunteer Expo, which was well received. I think 79 tables
were used during it. So hopefully, our groups found the people that they needed to help them
with their volunteering. The Skate Classic I think we're on pace for where we've been in the
past. The Teen Takeover that was just mentioned is coming up here on March 1. Irish Fountain
Fest is where we could use some definite help, because we determined our commissioners can
handle money, correct? I'm going to sell that story. We know Craig does, but we could certainly
use help for Irish Fest, we're looking at trying to have some additional areas where people can
get the food and drinks that they're looking for, so we need some extra cash handlers the latest
that I've heard or we, that's the main thing that we're looking for right now, right? So if
anybody's interested in taking a shift on that, we could use your help there. Then our Concerts
on the Avenue are getting ready to kick back up here in a couple of months Music Fest. If Ryan
was here, I would give him a hard time, because the logo is not ready yet, and we've only seen
about 7000 different versions of it, and we're narrowing it down slowly, and I'll leave this all up
to Skyler to get it narrowed down. But yeah, we're excited about this year's Music Fest is going
to be rolling through the ages of rock and roll, and we're going to try a little bit different than
what we've done in the past, and doing a lot more cover bands. We seem to lose some energy
when we have up-and-coming groups. And so our last band ends up being the one that has the
least crowd, and they're the ones we're paying the most for. That math didn't add up. So we're
trying something a little bit different. We're starting like 50s, 60s, 70s, and then 80s, 90s, to kind
of roll up through the through the ages. So, we're excited about that. And then I heard that we
just got in a ton of eggs for Extravaganza, 300 pounds worth of eggs. So we're serious about our
Extravaganza. So yeah, those are the main things that we have coming up. We have our
monthly. This is all part of this too the Care Cards. We have a lot of them, I know they're getting
ready to make some hearts for Valentine's Day right now. It's a it's a group that keeps growing
too I think now we're typically up to 18 to 19, people that are coming for that each month, which
is great because those Care Cards and the gifts go to our home delivery meals recipients. So a lot
of times it is people that don't get to see people very often, and so we want them to feel welcome
and brighten up their day a little bit with it, with a gift that goes along with the meals that they
get every day, and a lot of times that's the only meal they get, so they split it into three meals for
their day and so it helps our people be able to stay in their houses longer, and it goes a long way
to help brighten up their day. So outside of that, that's about it for us for now.
REDDICK: It’s a lot of good stuff. I have to say, the Concerts on the Avenue, I absolutely love.
They're amazing. So absolutely the next item on the agenda is the next community service
advisor.

T-Mobile Hometown Grants is a $25 million, five-year initiative to support the people and
organizations who help small towns across America thrive and grow. Hometown Grants are given
every quarter to up to 25 small towns. Apply for funding to support a community project of your
choice, like revitalizing or repurposing a historic structure, creating a downtown asset or destination,
or improving a space where friends and neighbors gather. Projects that add to a sense of place or
could lead to further investment are of particular interest. We look forward to learning more about
your town and your project.
The Town will be asking for $50,000 for Centennial Pavilion lighting and outdoor seating.

Description
This multi-year program addresses the resurfacing of tennis, basketball, and pickleball courts at Four Peaks and Golden Eagle Parks to
maintain safety, functionality, and longevity. The acrylic surfacing on courts has an eight-year lifespan before chipping begins, exposing
the subbase to deterioration that can lead to costly repairs.
The tennis courts at both parks were last resurfaced in 2016, while the basketball courts were resurfaced in 2017 at Golden Eagle and 2018
at Four Peaks. The new pickleball courts at Four Peaks, rst set constructed in 2023 were resurfaced in 2024 under warranty, so both sets
will also require future resurfacing.
This program forecasts resurfacing needs based on the end-of-life expectancy for each court, but prioritization will be evaluated annually.
Regular resurfacing ensures safe playing surfaces, reduces liability, and preserves these highly used amenities, supporting the Town’s
commitment to providing high-quality recreational facilities for the community.
