attendance at the Commission meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory
exceptions, parents have a right to consent before the State or any of its political subdivisions make a
video or audio recording of a minor child. Meetings of the Commission are audio and/or video recorded
and, as a result, proceedings in which children are present may be subject to such recording. Parents, in
order to exercise their rights may either file written consent with the Town Clerk to such recording, or
take personal action to ensure that their child or children are not present when a recording may be
made. If a child is present at the time a recording is made, the Town will assume that the rights
afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.

right to Item Number Five. I'm so sorry to Number six. We're going to look for the
Appointment of Chair for the Community Services Commission. Do I have a motion for
anybody?
WILSON: I would like to motion to nominate Vice Chair Reddick to be the new Chair
for CSAC.
VARELA: Okay, does anyone else want to nominate anyone? Okay, great, can I get a

LOPUSZANSKI: Motion passes 6-0 for Rory Wilson to be the new Vice Chair of the
Community Services Advisory Commission.
VARELA: Congratulations, you guys. I shall hand it over. All right. Do we have some
time then to do some discussion for you? Okay, so let me see. We're going to move to
Agenda Item 11, then we're going to switch back.
NATH: All right. So, this past month of October, we had, oh November actually we did a
lot of MYC meetings where we talked about this project that we're working on. It's a
town-wide survey where the objective is to find activities that'll best boost public
engagement within the town, and it focuses on certain amenities and activities where
people hang out. Stuff like that. It's like where do people spend their time within the
town, and what can we do to increase the ways that they spend their time within the town,
rather than leaving for Scottsdale or going elsewhere? This survey is mainly focused on
boosting teen engagement but applies to a broader extent to the rest of the town,
currently, we are in the middle of Turkey Trot and MYC is volunteering thereby being at
the packet handout, handing out shirts, and stuff like that.
VARELA: That's great. Thank you. Are you getting any feedback so far of what people
wanted and what teams wanted to be doing?
NATH: We spoke with Amanda Jacobs, Economic Director of the Town, and she talked
about how she conducted past surveys within the Town of I believe, the Avenue, and
what they wanted to see on the Avenue. So, we took some input from her and her team,
and ways that we could format questions, like certain questions that we're thinking of, or
I could pull up some of the questions right now. Some questions include, what would
make you feel more connected to your community? And like, where do you and your
friends usually hang out within town? So, it's more specifically focused on teens, where
it's like finding where they spend their time. And what can we do to boost it?
WILSON: How long are you guys going to keep the survey open?
NATH: We're planning on the survey being done sometime I believe January to February
and then after that is us analyzing the data. But I believe the survey itself shouldn’t be
open for a long time. It's just like we find a day or something that's available for a lot of
other people, and then they take the survey on that day.
REDDICK: How are you distributing the survey? So how are you measuring this data?
Is it just through you?

NATH: So, we're planning on distributing the survey by contacting the school. They're
normally cooperative with us, so distribute the survey to them, also trying to work with
emailing out, flyers and stuff like that. And we're also planning on doing this one thing,
where we're going to school and saying that, hey, we have this survey, please fill it out
and stuff like that. But there's also the thing where it's, we're planning on needing IRB
approval and stuff like that. So, it's allowed for us to question students who are minors, to
give this data, and we're going through that process of determining if we need that or not,
and then that could raise the question where it's potentially we have the parents fill out
the survey rather than children. Any other questions?
PUTMAN: Can I ask a question? Yes, okay, you mentioned amenities as part of the
survey. Are you going to be asking about the different recreational amenities that we
have in the parks? Can you elaborate on that a little?
NATH: Certainly, some recreational amenities that we're thinking of is like certain kinds
of events that we want to add to our Town's Calendar, like, one event that's been
proposed every now and then is some sort of carnival or stuff like that. So that's what
we're thinking recreationally, but it's more so like, what would you like to see within
towns? And if our town needs more events or stuff like that, that's an option for the
respondents to include in their survey.
PUTMAN: OK.
NATH: Any other questions?
VARELA: No, we would love to hear about it, though, as it's progressing.
NATH: Certainly.
VARELA: Thanks. All right, so now we're going to move on to Call to the Public.
LOPUSZANSKI: There is no Call to the Public.
VARELA: Okay, thank you. Reports by Commissioners. I'll start. I went to the Gilbert
Day Parade over the weekend. I mean, I thought it was okay. I feel like ours is a lot
better. They did have a great float for their Parks and Rec, and I took a little video, so I'll
share it with you guys for maybe next year. I've been walking Fountain Park lately, and I
haven't noticed any bird poop anywhere, duck poop all over, which is nice, because I feel
like it used to be very slippery, but I don't know what's going on. It's not there. So yeah,
does anybody else have anything to share they have done around town?
RUDOLPHY: My wife and I have joined the Hiking Challenge and we've been doing
that around town. Unfortunately, we've not seen anyone else wearing the Hiking
Challenge t-shirt. So hopefully they're doing it and they got hot and sweaty the first time

they did it, and they haven't had time to do the laundry so they're just out there hiking
without the challenge shirt on.
VARELA: Has anybody said anything to you when they see you wearing your shirt?
RUDOLPHY: We just did Andrew Kinsey, I think, Saturday, later in the day, and we
had three sets of people notice the shirt and ask us about it. And my wife has never found
somebody that she can't talk to. She loves the people noticing and asking, and then she
goes into her 10-minute spiel on what we've done and why we've done it, and how they
should sign up and all that good stuff.
VARELA: Well, that's awesome. We appreciate her doing that.
REDDICK: Our firm was able to donate food thanks to Patti to Helping Hands
Foodbank. We had two full containers that our team was able to donate, so we were able
to really help out some families. It was a good feeling to give back to our local
community. Thank you for helping with that.

VARELA: Okay. We're going to move on to the Tree Protection Ordinance Work
Group.
*NOTE: Youth Commission Nath left the meeting at 5:10 pm due to a sports
practice conflict.
WILSON: All right. Did everyone get a chance to review the changes? Yes, no, I didn't
want to, like, go over if you guys already did it, but essentially, Carey, Ron, and I kind of
butchered it in totality, knowing that you guys would pick and choose what you guys
thought was best. And in reviewing the most recent draft, I think you guys made some
good improvements that put the Town in a very good position in case someone violates it,
either repeatedly or regarding, like, the stump removal thing. But I don't know if there are
any other questions or comments from Carey.
REDDICK: No. I mean, for the most part, Rory, Ron, and I made small changes, but this
was well put together, so nothing major. I think I'm excited to see how this will unfold for
the town.

SNIPES: Yeah, so, first of all, thank you guys. We always appreciate having more eyes
on it. It's not an ego thing. We want to get it right the first time, and so we do that a lot
within our department in general, and having fresh eyes look at it was very helpful. I
know Brandon and I sat down for quite a while last Thursday. I think it was and figured
out how to mix in your guys' thoughts and what we thought would best be enforceable
and usable. Since that time in the packet, I know that the blended version is in there, and
we've also sent it over to the Public Works Department and the Development Services
Department because we wanted full buy-in from all the departments before moving it
forward. Am I missing anything Brandon, anything to say on that as well?
PUTMAN: Yeah, just again. Thank you, guys, for taking the time to do the research and
figure it out. So Public Works had no comments back. They were in favor of moving it
forward. Development and Engineering Services wanted us to reference some other
Town Codes within that, just to help connect the dots, as someone would read this and
demonstrate that it's in congruence with the rest of the Town Code, so the only changes
there will be under, more or less underneath the civil sanction aspect in which we'll
reference, where other civil sanctions are applied so that we're consistent there across the
Town Code, but otherwise they were also in favor with moving the ordinance forward. So
obviously, as I mentioned in the Staff Summary, we'll need to have our legal team review
this and make sure that it is in line from their viewpoint, and then I believe we will take
this to the Council at an upcoming date. So, with that, we hope that you agree with some
of the changes that we've made. We're here to talk about them some more, answer your
questions about anything that may have come up, and any other thoughts you may have
had since providing the comments back to us, and then seek your approval for
recommendation to the Town Council.
SNIPES: So, one other thing I just wanted to say thanks to Brandon. Brandon did the
heavy lifting on this, getting this off the ground and working towards us becoming a Tree
City, USA, which is something that I've been wanting to do since I got here and just
haven't been able to get all the ducks in a row. And so, I wanted to say thanks. I
appreciate all your hard work and getting that done for us. There is a hard copy Patti is
saying in front of everyone that is a stamped draft of our latest version. And again, thanks
to everyone for your input. It means a lot and we appreciate it.
VARELA: So, Patti, we're looking for a motion to approve this, or Brandon to approve

Ordinance forward to the Town Council?
PUTMAN: Did you have any discussion before that, for those that were not in the
working group?
VARELA: Any discussion? Did everyone read it?
PUTMAN: Okay, thank you.
WILSON: I'll move to approve.
REDDICK: I second the Motion to Approve the Tree Ordinance.
VARELA: All in favor?

LOPUSZANSKI: The Recommendation to Approve the Tree Ordinance to move
forward to the Town Council passed 5-0.
PUTMAN: Awesome. Thank you, guys, so much, I appreciate your time and attention in
this matter.
VARELA: Okay, Update on the Four Peaks Restroom Grant Project.
PUTMAN: Okay, yeah, we'll just bounce off each other. So, if you haven’t had a chance,
we did get the restroom set at Four Peaks, it was quite the day, quite a chilly morning. It
got a little windy as we were pulling the crane up, but fortunately, everything went
smoothly. The building is operational in terms of water, sewer, and electricity has all
been hooked up to it. We are currently pouring the concrete sidewalk apron that's been
poured. We're now doing the sidewalk attachments into the existing pathways and other
playground sidewalks that already existed for accessibility, and then that should wrap up
this week with the final concrete pours of the sidewalk connections. And then we will be
doing the landscape restoration around it with rock and trees and plants and mulch and all
that stuff. So be on the lookout for a grand opening, maybe sometime around December.
We're going to try to get it open before the holidays, knowing how busy things are and
so, yeah, we’re getting close to the finish line.
SNIPES: Yeah. So, if you guys haven't been out there, I highly recommend that you go it
changed the entire look over there. I think it came out better than what I was anticipating,
which, luckily, a lot of our projects do. It's fun to see the final pieces come together and
see the concrete come up to it. And we made a lot of changes, a lot of subtle little
changes in the field as we were doing it, which is part of the fun of designing on the fly
and part of the stress of designing on the fly, but I think our final product is awesome
over there. I know that our staff is looking forward to having another storage place as
well as having the restrooms right there. The building looks amazing. The Public

Restroom Company did a fantastic job on it. There's definitely a reason that they're one of
the best, if not the best, at doing this out there, and it's just going to open up a whole lot
more doors for parents and families to be there, and our pickleball players to have a spot
that's on the same side of the park and not have to go several 100 yards to get to a
restroom, makes a huge difference, and we were just lucky to get this grant and have it be
for an amount of money that covered $500,000 and the Town only had to pay $11,000. I
think it is just a huge lift of the load. So, we were extremely fortunate. It has been a long
run getting the grant. Patti, I don't know it was three years that we worked on this
together. It was a little frustrating at times, but the final result was everything came in
good and easy and smooth at the end. On Page 31, Patti has a picture of the actual crane
dropping in the building, it's slick, I mean, ease to work on it, and everything else is
thought of when they do these pre-manufactured buildings, where you can get into them
and do a lot. With them. This is the second one that I've been a part of, and, and I think it
was the right choice for the manpower that we had to work on the building, as well as
having a top-quality product. I mean, so like I said, if you haven't seen it, I highly
recommend you go over and check out the area. It's worth looking at.
VARELA: Thank you for all of that hard work put in on it, because I know it's going to
benefit everyone. It would have benefited me when I would bring the kids there, you
know for sure. Thank you. Okay, Update on the Arizona State Puzzle Donor Program.
SNIPES: So, the donor program, I think we're at our next round. We have six purchased
right now and shooting for 10 before we make that purchase. And so we're getting closer
to that number. Hopefully, with the holiday events and stuff that we have over there, we'll
get more eyes on the existing puzzle and push us over that purchase limit so that we can
get those done. Hate sitting on them, but there's a minimum purchase fee of $250 to cut
one piece, or up to the cost of 250 so that's where we came up with the 10 pieces, making
it a viable option. So that's what we're looking for right now.
RUDOLPHY: So how many of the total have been sold so far?
SNIPES: We're at 15 right now that are on there and six more have been purchased. So
we're at 21 total pieces that have been purchased.
RUDOLPHY: Out of how many?
SNIPES: 99

WILSON: I know we've already talked about this, or at least Ron has of getting the
Economic Director, Amanda Jacobs, here to do a presentation. But also, I don't know if
he's been working on the parks, like the next visit, or if you guys had any updates on that.
SNIPES: What is it that we're looking for from the Economic Director that relates to the
Community Services Advisory Commission so that we know?
WILSON: I think it's more like an understanding of what the Economic Director does
for the Town, kind of how we've had those previous presentations, so that, you know, we
all get a little bit of exposure to that.
SNIPES: Was that the only one? Okay?
VARELA: But then also you were asking if Ron has said anything about….
LOPUSZANSKI: I haven't heard from him. He was going to get back to me about what
his ideas were about setting this up and giving me a date and a location.
VARELA: Okay, all right, we can follow up with him then. The next item is Upcoming
Events and Volunteer Opportunities.
SNIPES: Alrighty. So, this week, as many of you know, we are doing our packet
pickups over at the Community Center, and so we can always use some help for that.
Then the morning of the Turkey Trot, we have a lot of volunteers that help make that
happen. As of right now, we broke the record for the most we've ever signed up, and we
put a cap on it at 2,800 and we think by the end of the day or early tomorrow, we'll
probably hit that number as well. Anything over that turns into a pretty long line up the
Avenue, and if we have runners in the roundabout and cars in the roundabout, that
probably is a bad thing. So, we've determined that 2,800 is the max that we're going to
allow for the event. So, we're excited that it's gone as smoothly as it has, and hitting the
mark that is the most we've ever had by today is pretty exciting. Breakfast with Santa is
coming up. We've already hit our number for that as well and maxed out at 225 people,
and then after the Breakfast with Santa, we do a Sensitive Santa event that's designed
more for our special needs clientele that doesn't like the loud and rowdy version. It's a
neat event. I got to see it last year for the first time. And it's very relaxed, and, you know,
it gives the kids a chance to quietly walk over one at a time and sit with Santa and they
appreciate it, and they have some crafts and stuff to do while they're waiting their turn or
getting up the nerve to do it. And it's just a fun, way to set that up, and something that I
don't think is regularly thought of for people who need that kind of service. So that's
worked out well. Then Stroll in the Glow is December 7, that's put on by the Chamber,

and we do the lighting of the lights there, so we don't have any volunteer opportunities
for that one, but the Chamber may if you're interested. And then our final December
event is our Season Celebration, which is so far out, a couple of weeks that we haven't
even thought you know that we're working on all the other events to get to that one so,
but that's going to be a cool one this year too. We've added a lot of lights and a new tree
for over in the Centennial Pavilion area under the new shade structure. So, it's going to be
a lot of different displays over there than it has been in the past. One other thing I forgot
to bring up is during Stroll in the Glow, we are going to have the Community Center
open during that time, so you can go in and see the trees that have been decorated over
there and the wreaths and the quilts that are hanging on the wall. If you haven't gone in
and seen that, especially if you've never seen it, you should absolutely go through that.
It's one of my favorite things. I think we've built that into something really cool over the
last several years. I think there are 25 or 26 trees that got decorated and probably
somewhere around 100 quilts and wreaths that are in the hallways. I think there are 30 or
40 of each, and it just looks neat. This year's theme was the Five C’s of Arizona, kind of
capitalizing on the improvements that were done to the Centennial Pavilion and so some
people came up with some clever and unique ways to highlight the Five C's. I think it's a
lot of fun and worth checking out as well. So hopefully during the stroll, we'll get some
people to stroll into the Community Center, and the Centennial Circle will also be lit up
that night at the same time as well. So, we're looking forward to seeing how that
enhances and widens that footprint a little bit over the years past. Last year, I think we
had the biggest role that we've ever had. At least since I've been here, it has been way
bigger than any other years that we've had, and hopefully, we'll get good weather and
Mother Nature will play nice again this year, instead of like she did two years ago when
she was extremely upset with us for some reason and cried the whole time that we were
here. So, no rain, and beautiful weather makes a big difference. So that's what we'll shoot
for.
RUDOLPHY: The 4:30 news today had an article on the Stroll in the Glow, and that
they're doing the Balloon Glow also, which, I think, really adds a nice touch. Was it last
year that you had bicycles?
SNIPES: Yeah, we stopped the Roll in the Glow. This year it was so crowded last year
that it turned into more of a hazard than we were willing to try again, because I think we
hit 50 bikes and 50 bikes and people wandering through the streets, not looking for bikes
was a bad thing, and which is sad because we grew that from about, I think we had 10 or
15 bikes the first year, and it just grew each year, and it was a cool thing, but we couldn't

find another weekend or another time when we could have things closed so that we could
do it. Doing it during the Stroll in the Glow, we just couldn't run the risk anymore. So,
unfortunately, we won't have that. We will have them close Saguaro during the Stroll this
year so that we won't have the street crossing issues that we had last year. That'll make
that a lot smoother and a lot less deadly, which I felt like last year we were just playing
Frogger going across the street and waiting on someone to get splatted. So that
was a hard, hard decision, because it is a big expense that goes along with it, and we're
just like, there's no way that we can have the Balloon Glow and Stroll and have cars
driving by when everybody's looking at everything but the cars driving by, and none of
the car driving by, we're looking for the people they were looking at the balloons as well.
So, we made that decision last year during the event that needed to happen, and so this
year, everything will be closed.
VARELA: Would you ever consider doing the Roll in the Glow, just in a different area,
like how you said now you're expanding over to the Centennial Circle this year, so
somewhere you know, in the vicinity, but that you can do all of them?
SNIPES: Yeah, we certainly have tried to find any aspect that we could pull off. We
talked about the parking lot. We talked about just going around Centennial Circle, and
then we're like, that's not big enough this. It’s the same hazard riding through the parking
lot because you have got all the cars that are pulling in and out, and so, yeah, we talked
about riding around Fountain Park. We've played with a lot of different ideas. It wasn't
one that we wanted. One that we wanted to let go of. And up till now, at least, that's kind
of where we're at. And we were like, well, we can do another weekend and do it at a park.
And we're like, well, what weekend would that be with Stroll, Sensitive Santa, and
Breakfast with Santa you start running out of four weeks in your month, unless we do a
Roll in July. So, that's kind of where we're at right now, but if we can come up with
another way, then we'll certainly relook at that.
VARELA: Okay, thank you. All right, let's see the Next Community Services
Commission meeting is January 27, 2025. We are off for December everybody. I guess
I'm going to ask for a Motion to Adjourn.

We're at 2,724 right now for our Turkey Trot, so 76 more, and we're done. So pretty
impressive. The Volunteer Expo is something that our volunteers put on every year to

highlight different groups and possibilities for volunteering throughout the town. There
are also lots of treats there. It turns into Candy Fest and Cookie Fest and all sorts of other
things. It's a really neat event that puts all of our volunteers in one place, which I think is
cool. And actually, I know Kim just got back from doing a tour of another town. We've
started doing that with our Arizona Parks and Rec group, where we're touring other
municipalities and seeing what they do for specific parts of our parks or with our
volunteers or events, and that way we can learn from each other, on what we do, which I
think is fantastic. We did the first one here for the parks and took them through tours of
our playgrounds and stuff and I think it just highlights and shows off a lot. Well, when
Kim was out on hers, she started talking about the Expo, and so she's hosting an off-site
here on the day of the Expo, so that they can see the Expo after they get done, doing their
tour, which I think is a good tribute to our volunteer group and what they do. So that'll be
neat to have people from around the state coming to check out the Expo as well. But
yeah, it's a great opportunity for people to come and find out what people they get along
with and what groups they're interested in and see what their opportunities are for
volunteering throughout the year. And it gives you a one-stop shop to get to find out
everything that you could ever want to be a volunteer for the town. So hopefully you can
all make it in. As I said, there are snacks, which I think are the most important. Kim says
that the most important thing about volunteering is the snacks. So, she's a heavy hitter
when it comes to snacks.
VARELA: Do you know if they're going to have boxes for food donations there? I see, it
looks like this is Extended Hands.
SNIPES: So, actually, this was the picture from a volunteering option that you can do
through the Town where we actually go and work with different groups now, with
Extended Hands, becoming more solid hours that they're needing help, we'll probably go
back there, but in the past, that wasn't the case. We went down to Mesa and did food
packing which was filling boxes and then being sent out. We also served the homeless
and went and worked at a shelter to feed them lunch and she does all sorts of different
things like that with volunteer groups.
VARELA: Great. Thank you. I'm going to follow up with that, though. So, I'm
wondering if Extended Hands will be there as a volunteer opportunity.
SNIPES: I would guess. I won't say for sure, but I would be surprised if they weren't.
VARELA: I think it would be a good idea for them to bring out their things, because a

lot of times, you know if you don't want to go all the way there sometimes, they'll have it
at Goodwill, and so I'll go, you know, we have to drop off there.
SNIPES: Right now, we have it here at Town Hall. I think the food barrel is here for the
holidays, isn't it? Is it out there yet? We typically do have it here through November,
December, and then till the first of the year. So, I'm not sure if it's out there right now, but
typically it has been okay.
