attendance at the Commission meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory
exceptions, parents have a right to consent before the State or any of its political subdivisions make a
video or audio recording of a minor child. Meetings of the Commission are audio and/or video recorded
and, as a result, proceedings in which children are present may be subject to such recording. Parents, in
order to exercise their rights may either file written consent with the Town Clerk to such recording, or
take personal action to ensure that their child or children are not present when a recording may be
made. If a child is present at the time a recording is made, the Town will assume that the rights
afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.

REDDICK: I will move on to our next agenda item, a presentation, and I will give the
floor to Amanda Jacobs with the Economic Development Director. So, thank you for
joining us.
JACOBS: Good afternoon, everybody. I'm Amanda Jacobs, Economic Development
Director of the town. It's going to be almost three years since I relocated from Tucson to
Fountain Hills, and so I work here, and I'm also a resident if anybody asks, and they sure
did. I was asked for my first month. They were like, “So when are you going to move
here? I'm like, how about I already did move here. Moved right before I started. They're
like, whoa. They're like, okay, I heard that was a big deal with some of my predecessors.
So, the magic happened. So, Patti told me you wanted an update from economic
development, so I'll focus on business attractions, our downtown strategy. I know you
guys have a full agenda, and I did receive a few questions from the Commission, and so
I've placed that in the slides. All right. So as far as business attraction, so as I'm calling it
coming soon, Coffee Roasters has been coming soon for a little while. So, as you are
leaving the Bee Line and coming on to Saguaro, there's a former Mexican restaurant that
was burnt down before my time. But again, when I was going through the interviewing
process, I was like, not a good look for the town. So that is going to be, it's called Coffee
Roasters, and the gentleman will have that on the first floor, and then the second floor

will be his sign company. And so, there's nothing, as I always say, as residents,
commissioners, you are all ambassadors. So, if anybody's asking or thinks we're holding
up the process on the development services side, that is not true. He's just building at his
own pace. Good Living Greens, which is currently located on Park View, will be
relocating to the Avenue of the Fountains, and it will be across from Oka Sushi. And
there has been demand from the residents of Park Place that, oh, wouldn't it be nice to
have a grocery store nearby, or we can go downstairs if, after we've worked a long day,
oopsy daisy, we forgot the milk, or we forgot some eggs. Eggs, hopefully, are sort of
available, it would be nice to have that. So, happy to see that move. But what I like to
share with the council and the residents, when we are hopping from one street to another,
we're not generating new economic development or wealth if they do expand their
footprint and then add new employees, that's Business Retention and Expansion. And so,
we could be generating new wealth, but we've been seeing a lot of people move from one
side of the avenue to the other move from Park View to the Avenue. And that's, it's not
new. You know, they're just, they're just moving. So just a heads up on that Club Pilates
will go, be going into the Basha's shopping center. So, some health and wellness. And
then we've received, we're still trying to figure out what suite number. So, all I can tell
you is it's going to be off of Saguaro. They are requesting a liquor license, but what
you're seeing in blue is that All-natural Wine and Olive Oil will be new to the town. And
then I'll also share with you, and Council's not getting this update for a couple more
weeks. So don't rat on me, but we have been entertaining a couple of different healthy
food stores. That is all I can tell you. But people will be happy. It has been narrowed
down to one. It will be a new building. So that means one-time construction sales tax,
one-time permit fees, and then if you are not aware of the state capital, they are trying to
eliminate the food tax or cap that. And so, we are monitoring that very closely because
obviously, that will be a hit to the pocketbook. As my family from New York says, the
pocketbook, not a purse. So, we're examining that and what that could mean for the town,
and we're hoping to unveil that as we get closer and closer. So, we've been working on
this since September. They're anxious. Then they said, “Hold off a little bit.” But now
they've come to talk about a healthy grocery store. Hopefully, we'll be able to announce
that within the next 30 to 60 days, the former Vu Restaurant was acquired last year by a
real estate company. They were thinking of having a real estate office as well as a coffee
shop that fell through. Development Services and I have been working with them for

months, pitching ideas to retain this as a restaurant. They put it up for an auction in the
wintertime, and fortunately, unfortunately, someone did bid on the former Vu Restaurant.
It sold for $1.6 million. But what we're told is they want to convert it to an office. So the
good news, the bad news is, the good news is we're taking up a vacancy. The bad news,
depending on the office, you know, if it's a major employer, it's good to have that level of
employment in town. But again, it's not generating sales tax, and I think it's a big old
bummer that's not staying as a restaurant being near the Inn at Eagle Mountain, the
residents being close to the Scottsdale border, Adero Scottsdale. But this is an example of
the town pitch and trying to educate our developers and our brokers but at the end of the
day, it's, it's a private development, and if they're within the zoning, they basically can do
what they want, the former Walgreens. And so, it's displayed by the brokers as the dark
Walgreens off Shea there is still so it's very fascinating. I've never seen anything like it,
but Walgreens still has a lease on it for two to three years. However, a new developer has
purchased it. It was under escrow. Everything went through John Wesley, our
development services director, and I found out about a week or two ago, and what he is
trying to do is try to, even though there's that lease in place, is to try to revitalize that
building as well as put something in there. And so, we did tell them, I'm like, I've heard
since I've started, you know, a Trader Joe's or the kiddos the Youth Advisory Council,
they're like Amanda. It would be great to have a Chipotle or some type of theme of Oka
sushi. So that's what we're pushing on our side. What comes of it? We shall see so. But
we are in contact with that new developer.
RUDOLPHY: What about the former KFC in the shopping center across from
Walgreens?
JACOBS: So, we are working with Sandor. So last year, Sandor, the property owner, the
council did approve a rezoning to allow apartments on the half side, and then they're
hoping to revitalize the commercial side. So, we haven't heard anything yet, Craig, but
we're trying. All right, so the former Appian Way, Italian cuisine. So again, that closed
before my time, but also just to educate you because, of course, I heard when I started
about all the empty spaces. What am I going to do? It was, of course, a big topic during
election season. What I want to point out with this building too is, yes, it was vacant, but
it was purchased in 2021 by the current owners of Oka Sushi. So, my point in this is, you
may see that it's empty, but it doesn't mean one that it's available, and two, just the point

new Korean barbecue restaurant. And so, they are working with Development Services
on the permitting process. So of course, tenant improvements inside, and then you'll see
they are doing an exterior facade and making it a bit more modern. And what we love
about that, and economic development is sometimes that inspires other people to say, oh,
I need to look at the outside of my building. And am I up to, up to par? Or, you know,
should I approach the town and do a little bit of a facelift? So, these are some of the
business attraction items that we can share. So next to our downtown strategy, when I
started, it had been 15 years since the town had updated our downtown strategy, and it
just kept coming up over and over again with Economic Development, with staff as we
were looking at updating our economic development strategy, and so we've made this a
priority. And luckily, we brought forth a strategy last year to the mayor and council, and
they unanimously approved the strategy. So super excited about that. So, some of the big
things that are coming down the pipeline is in December. We presented a path to sort of
redevelop, and revitalize the Avenue of the Fountains, Verde River, and Park View and
the goal is to expand our sidewalks so it's easier for walking. We like to use the example
over by Sofrito’s. It gets a bit tight, and if you're someone who is walking, or if you're
someone too who is possibly in a wheelchair or has mobility issues, it's a bit of a
challenge. But also from an economic development standpoint, how can we attract new
businesses? Restaurants have that outdoor seating, and again, that type of business brings
sales tax revenues to the town. So, we presented to the council a five-year and an eight-
year budget process, and we were all super excited that they said, “if we can do it, let's do
it in five years” which is fabulous, and so we'll be presenting that to the council
tomorrow. We have a Council Retreat, and what we want to do is a bit aggressive, but
next year, start working on the design on one half of the Avenue, and then the following
year do the design of the next half as well as start construction. So sometimes you'll see
with municipalities that one year is design, only the next year is construction. So that's
where you know, you can see a project go on and on forever. And sometimes the
government can get a bad name. And so, we're trying to expedite that process. At the
same time, development services are working on an overlay district downtown, so there's
one that exists today. I don't usually like to pick on people, but if you look at the Avenue
and you see all the real estate offices when you see the Kitty Shelter. That's not typical
for a vibrant downtown. So, we will be presenting an overlay district in March to the
Planning and Zoning Commission, and if they don't have too many changes, we'll be

bringing that forth to the Mayor and Council in April. I'll say, thus far as we've been
talking to the community, the current property owners, and the tenants, they're excited
with the vision. And this doesn't mean we're going to go out and kick people out. It's just
If there's a change in use that then the town is working with the owner of the property to
make sure that we're trying to get entertainment-like uses. So again, think bars,
restaurants. I like to joke and get judged for acts, throwing more artists galleries, but just
to liven up the downtown and to make sure we're not shutting things down at six or eight
o'clock at night. So those are exciting things coming forward. And are there any
questions on any of those two things?
RUDOLPHY: What about Fearless Kitty? I don't see them as an entertainment venue,
although people love to go in there and look at the cats.
JACOBS: They do. So, they'll stay unless they decide to sell their building, because they
do now own their building, if no one knows that it'll stay there. It's only if there's a
change of use that we would then work with the property owners.
VARELA: Okay, so current people can all stay.
JACOBS: Correct, correct.
VARELA: I know at first because I've been hearing different.
JACOBS: So, people think, oh, it's the big old government. They probably think it's
Kevin. They're afraid of Kevin. But no, everybody stays unless there's a change of use, so
by the property owner, or if a tenant leaves, then the town works with the property owner,
here are the allowable uses, so you could tell them to come talk to me or John Wesley,
yes.
RUPPERT: Amanda is yes. In these strategies and budgets for the next X number of
years, include a public restroom.
JACOBS: So good, good question. No. So for about a year, we've talked a lot with the
council about restrooms and I'll share with you that we've talked about a public-private
partnership. We've talked about opening our doors, but everyone says we're far away,
even the farmers market and are on the avenue. So, to do something Central, it costs
about $500,000. Am I correct, Kevin? Because Kevin was my partner in crime on that.
And so, to see that, and then these other things that we're wanting to do, Council and staff
have decided, okay, we're going to put that on the back burner. But what I asked them
with as part of the downtown strategy is to keep restrooms in there so that we're thinking
about it if, if you don't place it in there, and then it is shelved, none of us are thinking

about it, but that there could be opportunities through a public, private partnership. So, if
there is another big development that a developer would pay for, build it, and then we
takeover, we maintain there's so many different things that we can do, but I'll say right
now, in the immediate the direction is like Park Place.
REDDICK: Pertaining to the budget, do we have anything outlined for a future pool for
a lot of our residents here in the community, we have lots of people who are swim
masters who must head over to Scottsdale. So, has that been discussed for a future
budget?
JACOBS: Mr. Chair, it has not. And I'll defer that to Mr. Snipes if he wants to address
that because he does this to me because, in Oro Valley, we have an aquatic center. And
he'll probably come after me after this meeting, but I'll defer it to Kevin, what he thinks
about pools.
SNIPES: The costs with pools are the funding that it takes to run one, and the youth it
takes to support one, getting lifeguards on duty is no small task, and in a small town,
that's a difficult task to get it fully taken care of. And in general, pools are heavy hits on
municipalities as far as financially, and so it's tough to do that with a town this size and
demographic-wise.
RUDOLPHY: How much money is in the downtown fund?
JACOBS: Of course, Craig's going to ask me this. I'm going to have to get back to you.
RUDOLPHY: Because I know you've been spending some of it.
JACOBS: We have been spending some time we have requests that we're going to talk to
the council tomorrow. So, we wanted to add $150,000 ongoing funds, but the budget will
not support that. So I believe it's what's in there right now is less than $200,000 but I will
get back to all of you, because the capital projects I'm discussing is we have talked with
the council, and we're going to have that come from the capital fund, and then over the
five years, it'll be a little over ten million in the Capital Fund. Yes. And as I tell Council, I
used to tell them 20 million, so I'm like, I came in under any other questions related to
that, and then, because then I'll dive into these questions I received.
RUPPERT: Yes, one question that's not on there. But have the new owners of the Adero
Canyon Hotel contacted the town?
JACOBS: We have not met officially yet with the owners, but in December, we met with
the general manager who is staying as part of the property management company, and so
we've started conversations with them. The owners were on site while I. Was there, but
they're like, “We still haven't signed everything on the dotted line.” So, he's like, I can't

introduce you, but we have followed up and said, you know, whenever they're back in
town, we would love to meet with them. So, I'll share it with you, because the general
The manager shared it with me, and he did share it in public because they do have plans
to improve their landscaping. They want to expand their convention rooms, and they
want to update all their rooms, looking at potentially adding another restaurant, and then
really capitalizing on the Marriott Autograph Collection, which is based off our dark
skies, of maybe having a small observatory on-site at the resort. So, they have lots of fun
plans. It's just getting them in a room.
VARELA: I have one more question, if that's fine, is your whole downtown area like
plant like? Does it include all of plant 208? Yes. Okay, so all those businesses like the
vet, yes.
JACOBS: So Correct, correct. It includes all of that. It includes Plaza Fountainside, just
the front of Fountain Park. So back in the day, 15 years ago, the entire Fountain Park was
included, and some thoughts were that it could possibly be mixed-use. As we all know,
our Fountain Park is used for recreation. It has become an event venue, so we've removed
that from any conversations. And then Natalie also goes up to Palisades in LaMontana,
and then with that, for the overlay district, we're looking to add some light, very light
industrial to that area. We have a lot of healthcare options, but it would be wonderful to
be able to say to a bioscience company or an optics company, you can be here downtown
right now. We've had a few opportunities, but when they talk with John Wesley,
Development Services Director, and Zoning Administrator if they start to say that a lot of
what they do is more industrial and there's less office, then it steers them towards
industrial zoning, which is not zoned properly. And so, we have to say, No.
RUDOLPHY: Would any of the overlay impact Park Place three and four?
JACOBS: No.
REDDICK: So, the question that Natalie asked was a great segue to my question that I
don't think is on here. Have we done any outreach to partners with outside tech
companies in different states, to bring in their local businesses, incentivize them, from a
tax perspective, to help drive families to move in, and to that case, bring in some people
that can work at the pool?
JACOBS: So, Chair, I'll say we don't have any formal incentive policy. The beauty is
that it doesn't box us in and so we can be creative with a partner we have not been driving
hard in actually going outside, because one, it's going to be three years, I've been telling
the council, we need to fix our zoning, and so we're in the process of doing it, but it takes

time, and then it's just having those conversations that from the dais, if they start adding
projects, And this is public, you know, every year talking about this, the sign code, or
Adding these other things from the dais, then guess what? Where's the staff? Time to
work on some of these things. And so, they have been receptive to that. I have also shared
with all the council members, even the new ones, that I've been burned, not here, but in
my career of okay, yes, we want this company. We're going to give you this. And then
when the rubber meets the road, there's a rezoning, then it's like, no, no, you've killed that
deal, and you've killed that relationship forever, so until we get the zoning in place, then
we've positioned our ourselves. You're welcome. All right, so I'll move on to some of the
questions. So, businesses being impacted by town programs and events, I would say for
the most part, it's positive. So, if you go into the next one, we'll hear from some of you.
Our businesses about the fare of just because you're shutting down the road, and then the
way the booths are faced, which, again, is partially a staff requirement for safety, some of
the businesses feel a bit blocked. And then that's when the town and then the Chamber of
Commerce work with the businesses to be a little bit creative. So, one of our businesses,
the first year, really struggled. I won't provide their name, but more restaurant type, and
so now they do exceptionally well during the fair because what they're doing is making
connections with the folks that are in the booth. And so sometimes they can't leave the
booth, and so they're running smoothies or hamburgers or sandwiches. And so, it's just
trying to understand, okay, what the problem is, and trying to come up with a solution.
And some folks don't want to meet halfway and compromise. So, then I say, all right,
there's 365 days in a year. It's closed for the fair six days. So, but I would say, most of the
businesses, when we do the concerts on the Avenue, just love it. So Sofrita is our real
estate group. They think it's fabulous, and then we are in talks. It won't now start until the
next fiscal year, which is July one, but doing a concert at Plaza Fountainside, so in the
back, where there are their Arrivederci, Grapeables, Euro Pizza,
making sure they are not conflicting with their programming that they're offering, but
again, to show that proximity to Fountain Park and then the commercial Plaza, because
some people don't understand.
And then let's see.
JACOBS: So for a development tool, I may need the person who shared this to provide
more information, but I'll say, as a key point to try to attract businesses, the parks are
very attractive because, again, the quality of life, and then to the chair's point, you know,
for trying to go to tech companies and families, And that's what I'm used to working with,

is bio science companies, aerospace companies, and again, you're working with people,
CEOs. The CEOs are employing people, and we're trying to attract families. So being
able to promote that. We have parks, we've received the gold medal, we have all these
very attractive events, especially for a tech company, and then just the outdoor recreation
that is huge. So hopefully I answered that. Did you answer that? Perfect. Okay.
Thanks, Rory. And then the main challenges I've heard this last week with the Strategic
Planning Advisory Commission, Kiwanis, okay, so some of the challenges is, one, the
zoning, and so we've talked a bit about that, that we need to be a bit more flexible. And
again, as I've been here three years when I first brought up an industrial to like the real
estate Rotary, they're like, what big cars? I'm like, no, no. You know, think of
pharmaceutical companies, optics, bioscience, a very clean industry. And so, like, okay,
Amanda, we can support you. That is one of our challenges, too. We are close to building
out. We can't annex any more land. So, having some of those conversations in the near or
next, you know, a few years of you know, what does that mean for the town of Fountain
Hills? Is it revitalizing? Is it being redeveloped? Again? Because we don't have primary
property tax and rely heavily on local sales tax. I will also say so I think only a couple of
you know me, and so I keep it real, but our brand, we've been having to try to improve
our brand. So, what I mean by that is, some folks think we are very difficult to work with.
We are far away from our business, and so those are some of the things we're having to
deal with. Last year, there were a couple of what we call hit pieces in the town. So again,
just being very difficult, not business friendly. I don’t want to rezone. And so, some
people think, oh, you know, only a few people saw that. Well, I'll tell you. So, each year
at the community center, we host all the town clerks in the state of Arizona. Yeah, and so
did one of my friends we met up for dinner while she was here at the conference. And so,
again, they're located in Oro Valley, Tucson. Her husband works for an engineering firm
of over 400 people. He saw the hit piece so I'm thinking, Oh my gosh. Like, I don't want
to know How widespread this is, like, you know, it's statewide, but is it? Is it national? So
those are some of the things we're working on, and then just doing a better job with
through tourism grants and print advertising, to talk about our restaurants, the outdoor
recreation, being specific, the hiking, what we're trying to do with the downtown and
showing that, hey, you know, Council has unanimously approved the downtown strategy,
our economic development strategy. But sometimes it takes a while. They say, right? It
takes seven, seven seconds, you know, to create that brand for yourself. And so
sometimes people then are like, we're done, like, we don't want to deal with you. So those

are some of the big challenges. And I would say they're big, but we're trying to work on
it. I like challenges. It's a great presentation. Thank you. Any other questions?

know, ever since you've started in the town, I've really seen the improvement in

VARELA: Yes, I went on the tour, but two weeks ago, was it? Yeah, it was great
because I had toured the park myself the month prior that I was going to talk about, but I
missed the last meeting. And so, it was great because Kevin answered all my questions
that I was going to ask, just like the bathrooms weren't open when I toured and the water
fountain wasn't working, but it was just I was there too soon. So yeah, but I think the park
looks great with all the pickleball fields or courts, I guess, for getting used and so, thank
you.
WILSON: I want to second that, yeah, the park is amazing. The restrooms are amazing.
The whole thing just came out perfectly.
RUPPERT: Yeah. I want to, just want to stress, you know, the importance of these tours.
And you can hear it just from your comments that you know we have an opportunity
here, even more than say, the leadership group does get hands-on tours from people who
care about it and spend the time showing us these things. And I just think it's an
advantage, and I think it's something that we should, you know, keep doing in the future.
And, you know, our last tour was great, and I'm hoping we do another one here. Just
other notes on a little tour I did when I walked the other day. I walk Golden Eagle Park a
lot, and some changes are going on that I just wanted to, you know, bring up

a couple of comments about. And, you know, this place on weekends is absolutely
jammed, which is a great thing. Part of that is, you know, we have a lot of people coming
in from out of town and with the new parking lanes on both sides of the
street and the street itself, Golden Eagle, which is kind of a speedway. I have just noticed
that I live in an area where, you know, we have people that are cutting across the street,
you know, it is right between cars, and you know, a lot of them are kids. And I
don't know if the future Kevin, that the town has any plans on a crosswalk or some kind
of signage or speed bump, but it I just, you know, I hear tires screeching, and I just pray
to God every time I hear a siren that I hope it's something that you know we're not
causing ourselves, because the people coming down, Golden Eagle are going up. The
Golden Eagle aren't. Are you paying too much attention, other than there's a bunch of
cars there, but they're zipping across 40 different spots.
SNIPES: So, I just wanted to bring that up, you know, I just because it bothers me,
And I can add to that a little bit, I do believe that there is a crosswalk that's being
considered to go across there. But don't hold me to that, but I feel like I heard in a
meeting a couple of weeks ago that that was one of the spots that they're looking at for
next year.
VARELA: So, I'm thinking of a crosswalk on Saguaro. And I think it's LaMontana,
because I see people cross there all the time, and same thing, like they're running, getting
to the middle, and then, because there really isn't, I mean, you must walk far either way.
So, I don't know if that one's on the list also.
SNIPES: I don't know, but I can check into that. I you know, that's, that's a spot that we
looked at two years ago, maybe putting a, a light or something, in that location, to change
that entire intersection around, and it was voted down by the council. So, I do know that
that happened, but I don't know if there's any new plans for that particular area.

LOPUSZANSKI: Motion passes, 6-0. Thank you.
REDDICK: All right, the Consideration and Possible Action for the T Mobile
Hometown Grant.
SNIPES: Yeah, so here recently, we located a couple of grants that we're going to be
going for. So, this particular one is a hometown grant, and there isn't a match to it. It's for
municipalities that are under 50,000 people, and it is up to $50,000 request. So, what we
decided that we were going to go after making the Centennial Pavilion a more enjoyable
space by adding lights, as you can see there, and ordering for the Oktoberfest that we just
had. They had to hang a whole bunch of lights from the structure, which makes it less
desirable for both the structure itself and for the participants and the users of to have to
do that kind of extra work. And so, we're looking at some I meant to bring it down, and I
forgot to have a sample in my office, but I'll try and bring that down next meeting. But
it's a track lighting that's narrow. It's maybe an inch wide in total. And we're looking into
hanging them from the actual framework. The red lines there on the picture that's on the
hand the packet kind of show how they will go out from the center of the structure. We
worked with our dark sky group, as well as the lighting company that we're working with
has several state and federal dark sky advisors on their team as well. I think this is going
to be a cool way to do this and not impact on the Dark Sky Discovery Center that's next
to it, but still get the job done of adding adequate lighting to that space for nighttime and
evenings. We're also looking into adding some banquet type four top tables and chairs
around underneath it, just to make it a daily attraction as well. Yeah, that's our main goal
for this. And this is also a capital improvement project that I'll be putting in for tomorrow
as well. So, trying to get it covered one way, the other, both ways, whatever it takes. And
so, we can get this done in the next fiscal year.
RUDOLPHY: Will the council approve the grant application?
SNIPES: I don't know. We'll find that out on March 18th so we'll take this one and the
next one to the council to see if they will approve it.
WILSON: How many tables and chairs are you guys thinking?
SNIPES: I'm thinking of the eight to 10 range of tables, and then four tops for each one
of those. So, kind of thinking about having some around each one of the legs of the
structure to where that it's just kind of all the way around it and yet keep some open space
in the middle.

REDDICK: If for that report, and I think we'll move on to our next agenda item, Kevin,

I'm so sorry I skipped the agenda item eight.
SNIPES: Yeah. First, can we get you guys to vote on this so that we can have your
recommendation for the council for this grant application as well as for the next one. So,
if in favor of it, we'd appreciate your support so that we can share that with the Council.
REDDICK: All right, can I get a motion?
RUDOLPHY: I will move that we approve the application for the grant for the T-Mobile
Hometown as well as the Arizona Sports and Tourism Authority.
BARNES: I'll second that.
REDDICK: All right, all those in favor?

LOPUSZANSKI: The vote passes 6-0 on both grant motions. We will have to speak to
the second one as well.
REDDICK: Kevin, I'll have you take over for the Consideration and Possible Action
for Arizona Sports and Tourism.
SNIPS: The Arizona Sports and Tourism grant is one that we have done. I think we've
gone after it three times since I've been here. It is offered every other year. We've been
awarded it twice. We built the tennis courts at Golden Eagle, as well as the tennis courts
at Four Peaks Park. My first year here. That was kind of the keys they handed me was,
here, go build this. We got the grant. Now you're in charge. Go. So that was one of my
first projects, and now we're into it far enough that the surfaces themselves are starting to
fail and need recording. And so, this one, we are looking at doing out of probably out of
Fred and our facility replacement fund, if we can't get this grant, I Yeah, and so it'll be a
multi-year project if we are between the basketball court at Golden Eagle and these two
tennis courts, or these two sets of tennis courts, I should say so they do a two-thirds, 1/3
match. So, we will have to match a third of the prize. I'm hopeful that this one gets
support from Arizona Sports and Tourism because they've already helped by building
them, and this will be a lesser ask than what that was. So hopefully we can, we can work
with them to help cover it, and if not, then we'll be looking at our facility replacement
fund to do this, also starting next year, and then we scheduled it out to be a three year
process between tennis courts, basketball court at Golden Eagle, and then we'll probably,
at that time, we'll be getting close to doing the basketball court at four peaks as well. So
that's what we're looking at. Any questions about that? All right, thank you.

REDDICK: perfect. So, we'll move on to Agenda Item number nine, Update for the
Arizona State Puzzle Donor Program.
SNIPES: So, we should have counted how many we got. I don't know. We're probably
around wanting something better up there, something like that. I think we're at six the last
I heard for our next round of orders, which is great, right after we hung the last set of
puzzle pieces. Mike Pelton and I went out and shot another little quick video that we
posted. And I think we got three that weekend and then got three the following week. So,
it's starting to fill up, and starting to look like something. If you haven't seen it lately, it’s
certainly been added to it, and hopefully, we'll get a few more orders and get this one
placed here shortly.
REDDICK: Thanks for that, Kevin and I did see you on LinkedIn by the way. You're
popular. The video is floating around. We'll move on to Agenda Item number 10, the
update on the Tree Protection Ordinance.
SNIPES: So, this one has kind of run all over the town hall. Now we wanted to make
sure that we had support from everybody else as well as what we thought was right. And
so, then it made a weird turn the other day down code enforcement road. And so, we're
like, well, that's not exactly where we were planning on taking this. So, we're getting
close to having our final version together, and then we'll be sending that out to you. I
think we've got the blessing of all the people that we're looking to get so that we can
make it a public document and get it shared back with you, so you can see where we
came to our final conclusions on our biggest thing was more protecting the town owned
trees from contractors and not making it to where that if they come in and they do
something to a tree that harms it or kills it, that they don't go, okay, we'll plant you a 15-
gallon tree. Well, that tree's worth 30 grand. That 15-gallon tree is worth 100 bucks. I
don't think we're talking about apples and apples and so this way it'll help put monetary
value into trees based on size and the damage that you've done to them and just makes it
a little bit tougher for someone to come in and take advantage of and do damage that will
affect the town for years to come. So that's the main goal that we have.
REDDICK: Sounds good? We'll move on to Agenda Item 12, the consideration possible

REDDICK: We're going to skip that one.
SNIPES: Actually, Shreyaan sent us something. He wanted to share that the Mayor’s
Youth Council had a meeting with the newly elected mayor, and got to kind of give him a
rundown of things that they were interested in, as well as finding out what kind of
accomplishments and impacts he's looking to have on the community and sharing with
them the events that they've planned and are getting ready to run the volunteer work that
They do the Teen Takeover that's coming up here on March 1st, and that's from 6:30 to
9:30 p.m. over at the Community Center. Then at the next meeting Paul Soldinger, Chief
Finance Officer came in to explain the financial management side of things for the town
and spoke to their group about the town buckets that we often refer to the council to kind
of explain how the funding is allocated, and that all money that's allocated is not
available for all things. And so, they have got a good way to see how the town saves
money, and how they get money in the reserves, and how they're able to do things. And
then the final thing is that they've been working a lot towards this Teen Takeover that's
happening, and so he was asking if everybody here could help share that with anyone
that's in their teens to come and celebrate with them at the teen takeover event. It is a cool
event, and we continue to push to try and get more things that our teens will appreciate
and like, and sometimes that's our toughest crowd to grab and win. So, events
like this goes a long way. There's, you know, it's all free. There's free food. They have all
kinds of different events that are coming in. There'll be an escape room if they show up.
We haven't got confirmation, so we've been waiting until the last minute, hoping that they
will come through. So, that's kind of where we're at for our Mayor's Youth Council.
VARELA: I have one thing to add to that I saw their videos also on, I think maybe
Instagram. It was great. I was impressed. Did he happen to say how the mayor received
his information, or like, was he receptive?
SNIPES: Nothing specific. I was up there, well for both of those meetings for a little bit,
and it's certainly something that the mayor holds in high regard with the teens and trying
to help them anyway, again. Great. Thank you.
REDDICK: Yeah, thank you for that report, and I apologize. I guess I was excited to get
this next agenda item. Ron, so we'll go to Agenda Item 12, the Consideration Possible

LOPUSZANSKI: Are you interested in a joint meeting to attend one of their meetings if
you have questions for them to get some kind of context of what you are looking for?
RUDOLPHY: I don't know if I would have any questions for them, more just
information and find out what they're doing, how they're doing it, because I'm not sure
many of us know.
VARELA: How about Rachel coming back and talking to us about what's happening
now?
REDDICK: I think that's a great idea. Do you have any other future agenda items, no,
okay. Agenda item 14, Review and Discuss Upcoming Events and Volunteer
Opportunities. I will turn that over to you.
SNIPES: We're getting closer to our Eggstravaganza, and we do need volunteers for that.
It looks like we need 10 more volunteers as of the time this was printed. It's an event
that's grown rather large over the last several years. When we moved it over to Four
Peaks Park, I think it made a big difference in the amount of space that we had. So, we
could certainly use some help with volunteers for that. And it's a relatively short event,
which makes it an easy one to get in and get out of. Upcoming events, include Teen
Takeover, which we just talked about, and there is Irish Fountain Fest right around the
corner as well that'll be on Saturday, March 15, from 11:00 a.m. to 5:00 p.m. The
Fountain will go green at noon and 4:00 p.m. if I do my job right. I guess Brandon, I'll
blame Brandon. Brandon does his job right. We'll go that way. The Concerts on the
Avenue are getting ready to start here in April. We just got our full booking of musicians
that are going to be playing, that's turned into a good every-week event during April and
look forward to seeing how that goes this year. This is our third or fourth year in a row.
Now that we've done something on the avenue, we started onesie-twosie here or there and

saw that there was a niche for it, and so we continue to add to that. Then our Music Fest
is on April 5. I'm excited about this one. It's going to run from rock music from the '60s
to the '90s, and I think that it’s going to be fun all covers this year. We've tried in the past
to always bring in a headliner that was a small, upcoming headliner, and we kind of
concluded that everybody left before the headliner got on. So why are we paying that
much money for the headliner to come on? So, we decided to try this out, and I think
starting with the '60s and working our way through, I think it's going to hopefully
keep more people around for a longer period. And I think it's a good list of bands that are
going to play in it, so I think that one's going to be good as well.
REDDICK: Rory and I are looking forward to Irish Fest.
SNIPES: It’s a fun one, that's for sure.
