VARELA: Tank you. ❑kay, so lJpdate vn CIP antf Park Projets, please. GDOWIN: All right. There's a bunch going or right nvw. Dne of the highest-visibility projects right now is the ska#e park. Has anybody been over there ta see it recently? They are going to town and it Ioaks really gvod, you can get a good idea of the faotprint of the new space, and how much bigger it is, they are really cracked getting to work. Sv, it's really impressive. I actually went vver #here the ather day, kind f expecting nat a Ivt and it was really, really coal. Sa that is a good one. Sa even if you just do a drive-hy to get an itea that is underway. As sov as we hae a prajected timeline and competion date, we'll make sure to hae that out there and we'll prahably do some svrt of riEban cutting ar samething like that, that everyody will e invited to. Dnce again, once we get a little clvser tv that date. W also hae the Galden Eag1e shade structures gving up. Those are really big, shaded areas going up around ield 1, which is the far narth field, the hig haseball fie(d. ft's the ❑nly field that doesn't hae same shaded seating. An then we're adding two additional shades dawn around the other three ball fields and that'll camplete vur shade effarts far alf af the speciators over there at Galden Eagle. r an aside, w have been na#icing we hae Pastgrad 5ports, which is vur basehall program that uses Gviden Eagles as their hame feld. Basball season right now, if anybody is a baseball fan, tey play collegiate-level baseball vt there at leas# twice a week. They played GCLI and ASIJ, and are gaing to be playing Coiarado State. It's really coof, and it's totally free. 50, if yvu are a baseball fan, or mayhe yvu cauldn't get Cubs tikets, it's a really gaad way to see same really high-calier baseball ir yaur backyard. So we're going ta proably da a fittle pramatian of that here locally in the next cvuple af weeks. Pretty coa(. We're also daing some renovations that are nat CIP, but it is a park project over at Fountain Park the main restraam tuilding, rot the twa new ones, but the old ane was due for standard - 2 - httvs:llatter,ai CQMMUIVITY SERVICES AUVISRY COMMISSIN - February 27, 2Q23, Meeting Minutes renaation and maintenance and updating and we gt in there and there's a lot mvre deterivratian thar we were anticipating. There are some sewage issues. 5o w're still working #hrough thase right naw. But they were nat anticipated as part af the renavatian. So you may see some work ovEr there, they've been out of cammissian. off and on far the last cauple af weeks, they were suppvsed ta be done and ready for Conaurs, but we ran into same big unexpected snags. S❑ we're still working an what thaf means and haw big of a repair that's going ta be. Thy are open right naw we were ahle to get them tempararily open. But there's a bigger issue at hand here. And then lastly, we hae our dog park renoatians that should be startirg prabably in April. There's a budget CIP prject ta d❑ some leeling, and drainage work over in the dog park. If you're familiar with the dog park at all, there's one particular area that always floads and gets muddy and the dags tear it up and it's a mess. It's a mess far the dvgs. !t's a mess for the owners and it means that the more the dogs tear it up, the mare the grass daesn't grow. Therefre the mare mud there is, and sv it's ust a sart vf perpetual cycle. 5o we're gaing to go in tere and do some grading and then let the grass came back naturally this spring as it transitions tak into the Bermuda grass. Kevin's group will get in there and do some a# that. We're gving ta fence it vff far a cauple of weeks while the grass rees#ablishes. Sa, you may s some chatter prvhably be an incanenience for a number of users. It will not close the dag park, it'll just lose a portion of the park. 5o if yau do see something about that, that's why. Again, it's for the betterment Qf the spae and hapefufly, it liminates a lot of that mud and that deterioratian on the north side. Thse are my park projects uniess yau hae any questions about anything. REDDICK: I don't have questions, but ! did witness samethirg at Golden Eagle in regards to the pillars that are heing installed. There's apen vncrete that's pretty wide. Someane almvst fel in that sa k don't know if we're capable of like, roping it off or putting cones because they're pretty wide and it's a huge liatility far the Town. GODWIN: Yeah, usually it is. I'm surpriserf i# wasn't. But I'll have Kevin take a loak. VARELA: For the dag park, did yvu see the pvst abvut somebay asking abvut what ail those little holes were? GDWIN: I did, and I have no idea. Kevin and I atually saw that and were kind of speculating on that one aurseles. ❑id svmebody wear high heels? Aliens? I dan't know. Yeah, there's any number of things but no, that's nathing we did. It wasn't an aerating praject. RLlPPERT: 5omebody hitting gvlf balls in there. GDWIN: It's possible. Anything5 ?45517IE. VARELA: Dkay. h, Gvlden Eagle Park Tour Repvrt, because I was nat there. Is #hat right Ron? Rl1PPERT: Yeah, an the 16th. We, that was the 15th, we alf inet most vf us dawn ta Galden Eagle Park. Yau know, shaut out ta the staff who shwed up, which was Rachel and Kevin and Daid fram engineering and we had a nice tim, it was a nie day. We talked abaut, you know, what the uses f the park were oerall, as far as you knvw, eing a retention area for flood control. We talked a lat about past history of the park, the stvrms that have happened in the past things that have gone vr. But mostly, we talked about improvements and the catastrophic storm that happened a few years back that prmpted the tawn to wake up and reaily realize, you knvw, what's gving on there and what neds to he dane. To me, it was almost a blessing in disguise that that lcind af happened because as a resident and a user, it gat nat only the Town, but all the residents to realize what this is here for and that the mvney that the town puts inta this now will you know, it has been inested, they will, yau know, in the future, just take make sure they take care af the nuisane water that omes down thare. And at that time, they weren't cavered. But I know what yau mean. And I'm sure Rachel will take care of that tomorraw. 5o that should make a real rlifference. It needed to ba dane. 5o that was a reaiy gvod thirtg t❑ hear abvut. 5vrne vf the leveling that's gving ❑ver there. The irrigativn changes, the irrigatian improvements, some af the new playground equipment that's gvne ir, k'sds were bvuncing all oer the plae an that s❑ that was nice to see. To me it was nice to hear Kein and Rachel talk about, what they want ta da as far as you know, diverting water in the future and, yvu know, making sure it's maintained and of course with the tawn engineer being there, and Justin Weliy whv's a big instigator in this whole pracess as well as Grady Miller, ❑ur outgoing Town Manager. It's really enlightening far me to see as a#most a 3a-year resident, this is the first time I've really felt comfortable with that, you knaw, what's gaing on there and so that was just really nice to see. We were told about the flood control district, and you know what the holdups are for that drainage that's gaing ta e dane in the future upstream. But it's really transfarmed inta a usage increase. I mean, if you drie by there an weekends, it's like a party eery weekend. I'm sure that translates into a little bit of revenue and yau know, not only at the fiefds but in town when people I mean because they're there from seven o'lock in the morning till nine o'clock at night. Sa, you know, they gat ta ge# their gas and their faod and that kind af thing. So, I'm, it's a domino efFect with that. But mst{y it's keeping everybody happy. And you knaw, that's the battom line there. 5a i thought it was a wonderFul deal. I'd like to suggest doing another taur in a few weeks, I'll send an email hlast ❑ut to eerybody, and let eerybady add what they want to do, maybe doing #he Cammunity Cen#er and the plaza slash the garden area over there and how that's going ta transpire, that's a gaod ane to do for the day, vr, yau know, we can d the ather Desert Vista ar the Four Peaks Park. So I'll send another hlast out to everybody and get an informal survey, and then we'll figure out another time. But I want tfl keep these things going because it's just a good way for this commission to funtion. It's a good learning exprience, toa. 50, thanks, Rachel and yaur staff, yau guys are dairg a great job atd let's keep gaing. VARELA: Thanks, Ran. REDDICK: In regards to the park tour that yau had, did they discuss anything in rgards to the engineers maybe possibly daing a presentatian of how the water would be streaming because I know as someone that is always walking thraugh the park... RUPPERT: The flvod contrvl istrict of Arizvna has zero empfayees as we speak. S the twn is in limba right now waiting for engineering to keep moving to have the flood controf adapted. There's another ageny in the stata the Departmnt of Water Resources, which has gat a little bit ta do with this flaod contral. You knaw, we're cfealing with gvernmental agencies, and yvu knaw haw #hey work. GDWIN: What I'll say Carey is, we are warking with same outside engineers ta help deise the plan and then the plan to run it has to ga thraugh ta get reiewed. But ance the lan is sort of completed, and I want #v say they're pushing like 9D°Io right now, they're pratty close. We can certainEy came in and have a Reader's Digest versian of that. Sa that if yu want to get an idea, the real big questivn is cQst. And how much is i# going ta cast? How long will it take? Will it happen in phases? It will disable the park ta da a Ivt of these things. 5v, there are a lot af questions still to be answered that we dan't have the answers to yet. But ta Ron's paint, there are bigger issues as tv what we do when the water hits the park. Then there's the questian af what are we doing upstream tefvre it gets here. And this specific part is really just about the park, the upstream and what are we doing with vur washes and dams trvughout the town is a much bigger question that's going to take a!ot longer. But regarding the fac that they have done some temparary measures, you'e prabably seen it as a park wa[ker, where they'e expanded drop basins where they've created these bigger cvrridors #o allow wider and deeper flaws. And a lot af the things that thy have done are helping and they're wvrking in the shart terrn. These are hopefully more long-term measures, but they're nat cheap, and they're not fast. 5o yeah, to answer yaur questivn, ance we have samething that's shareable and a litile mare approed and vetted, we can say kay, kring that before this graup. I think that's a gaad idea when we get there. WIL50N: Um, I have a question regardir►g paric tours, the park that's supposed t be near like Sunris ❑r whateer. It doesn't have diret impacts ❑n us, but it does have a lot oerlaps with what we da. It talks a lat about conseratin. It #alks a lat about bikeways, pathways, and non- matarized ehicles. !t talks abaut conservation, it talks ta it has a fat vf averlap with what we da in this area.
