A Regular Meeting of the Fountain Hills Eagle Mountain Community Facilities District
Board was convened at 16705 E. Avenue of the Fountains in open and public session
at 5:25 p.m.
Members Present: Board Chairman Gerry M. Friedel; Board Vice Chairman Hannah
Larrabee; Board Member Gayle Earle; Board Member Brenda Kalivianakis; Board
Member Rick Watts; Board Member Peggy McMahon; Board Member Allen Skillicorn
Staff Present: District Manager Rachael Goodwin; District Attorney Robert Wingo;

MAYOR FRIEDEL: Thank you. And then I'd like to open a hearing for our second -- Eagle
Mountain Community Facilities District. Roll call, please.
BENDER: Chair Friedel?
MAYOR FRIEDEL: Present.
BENDER: Vice Chair Larrabee?
LARRABEE: Present.
BENDER: Board Member Earle?
EARLE: Present.
BENDER: Board Member Kalivianakis is not in the room yet.
Board Member Watts?
WATTS: Aye.
BENDER: Board Member McMahon?
MCMAHON: Here.
BENDER: Board Member Skillicorn?
SKILLICORN: Yeah, here.
MAYOR FRIEDEL: Okay. And then we need Consideration and Possible Action for the
approval of the minutes, so I need a motion and a second, please.
LARRABEE: Move to approve.
EARLE: Second.
MAYOR FRIEDEL: Roll call, please. I'm sorry. Any comment cards before we do the roll
call?
BENDER: No, Chairman.
MAYOR FRIEDEL: Okay. Thank you. Roll call, please.
BENDER: Board Member Watts?
WATTS: Aye.
BENDER: Board Member McMahon?
MCMAHON: Aye.
BENDER: Board Member Kalivianakis is not in the room yet.

BENDER: Board Member Skillicorn?
SKILLICORN: Yes.
BENDER: Vice Mayor Larrabee?
LARRABEE: Aye.
BENDER: And Chairman Friedel?
MAYOR FRIEDEL: Aye.
BENDER: Six-zero.
MAYOR FRIEDEL: Thank you. And I see Paul's back up again. So we're going to have
Consideration and Possible Action on the tentative budget.
Go ahead, Paul.
SOLDINGER: Great. Again, thank you, Chairman and Board. So this second meeting for
Eagle Mountain Community Facilities District is also considering the tentative fiscal year
2026 budget for this special taxing district. We have discussed this in prior council
meetings. We've actually expended most of the monies in this fund, and we made the
last debt payment back in 2021.
So with an existing special taxing district, you are required to adopt a budget, so that's
why we're here today. We're adopting a budget for$200 just to meet the public notice
requirements to send out public notice and publish in the newspaper. No tax levy will
be levied upon the Eagle Mountain residents. And the only other things to consider is
we will likely recommend closure of this facilities district beginning next year based on
bond counsel and special taxing district counsel advice.
So with that, I'm here for any questions that you have.
MAYOR FRIEDEL: Seeing no questions, I would need to have a motion to approve this
resolution and a second.
LARRABEE: Move to approve.
WATTS: Second.
MAYOR FRIEDEL: Any comment cards,Town Clerk?
BENDER: No, Chairman.

SKILLICORN: Yes.
BENDER: Board Member Watts?
WATTS: Aye.
BENDER: Vice Chair Larrabee?
LARRABEE: Aye.
BENDER: And Chair Friedel?
MAYOR FRIEDEL: Aye.
BENDER: Six-zero. I mean seven-zero.
MAYOR FRIEDEL: Thank you. And then that concludes our business with this, so I need
a motion and a second for adjournment.
KALIVIANAKIS: Motion to adjourn.
EARLE: Second.
