Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference
call; a quorum of the Town’s Council, various Commission, Committee or Board members may be in
attendance at the Commission meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory
exceptions, parents have a right to consent before the State or any of its political subdivisions make a
video or audio recording of a minor child. Meetings of the Commission are audio and/or video recorded
and, as a result, proceedings in which children are present may be subject to such recording. Parents, in
order to exercise their rights may either file written consent with the Town Clerk to such recording, or
take personal action to ensure that their child or children are not present when a recording may be
made. If a child is present at the time a recording is made, the Town will assume that the rights
afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.

of the Council Chambers, and hand it to the Executive Assistant prior to discussion of that item, if

contiguous minutes to address the Commission. Verbal comments should be directed through the
Presiding Officer and not to individual Commissioners.

card, indicating it is a written comment, and check the box on whether you are FOR or AGAINST and
agenda item, and hand it to the Executive Assistant prior to discussion, if possible.

Staff Summary (Background)
The Community Services Department is pleased to present a summary of key accomplishments,
initiatives, and performance highlights for the past year. This presentation reflects our ongoing
commitment to providing exceptional recreational opportunities, senior programming, volunteerism,
promoting community wellness, and maintaining quality parks, facilities, and cultural programs for the
residents of Fountain Hills.
Key Highlights & Achievements:
Parks:
Fountain Park- Large shaded picnic area and 2 small Ramadas near splash pad, 2 Lakeside Swings,
Relandscaped Amphitheater area
Desert Vista Park-Fitness Park
Four Peaks Park- Grant funded restroom and storage building, 3 additional pickleball courts (total 6
courts)
Avenue Linear Park- Root Barrier installation, Picnic tables added, ½ of event receptacles replaced
Golden Eagle Park- 5-12 playground replacement coming soon
Adero Canyon Trailhead- Security Cameras
Community Center:
Updates to lobby including fans, shades and new walls for ballroom
Senior Services:
Expanded offerings at the Fountain Hills Community Center including Veterans to Veterans Discussion
Group, Memory Café, Ping Pong, Line Dancing, Mahjongg, Bridge and many more.
Sports Activies:
Softball/Baseball, Pickleball, Cornhole, Youth and Adult Return to Recess, Skateboard Classic
Community Engagement & Events:

Conclusion:The Community Services Department remains dedicated to enhancing the quality of life in
Fountain Hills through inclusive, innovative, and responsive programs and services. We appreciate the
continued support of the Town Council and look forward to next year.

Avenue of the Fountains in an open and public session.

REDDICK: All right, I would like to call this meeting to order at five o'clock. Roll Call, please.

REDDICK: Do we have any approval or updates from the last meeting that we need to change or
correct? All right, so I guess we'll move into the next item, Call to the Public.
LOPUSZANSKI: No Call to the Public.
REDDICK: Item number four, Reports by Commissioners.
RUPPERT: I guess I can start that off. Since our tour is not on the agenda, I guess we can all kind of
speak to that, since we had just about perfect attendance for the last one, which was, I think, the first
time we've ever had a perfect attendance, which is great. So, everybody chimes in on this. Kevin was
gracious enough to show us around, and it had been about two years since we had been there. The
skate park was under construction the last time we were there, and now it's just about done. I know
Kevin talked about some tweaks here and there, and some changes, and the whys and why nots. So
that helps, even though it seems insignificant to others, like the river rock on the bottom and that kind of
thing, liability and safety-wise. We talked about the field itself, the exercise equipment, and what they
have planned. Just to me, it's something I think that'll grow and grow, you know, and probably will need
our support here in the future. We talked about the future playground equipment getting changed out,
and some of the ideas that Kevin had, and we're bouncing that off. I talked about the dog park, you
know, past and present, you know what's going on there? Because that's always going to be an
ongoing thing. You know that Desert Vista Park has come a long way since I've sat on this commission,
or Parks and Rec commission, years ago, and it's just nice to see. Everybody asked wonderful
questions. What happens when you have a big group is that you get a lot of different perspectives and
thoughts on it. So, I thought it was one of the best tours we've ever had.
REDDICK: I just want to add, Kevin, you and the team are doing an amazing job. Parks are great.
Thank you for all that you do.
VARELA: I thought it was great as well. I mean, I think that Ron said everything that there's nothing
else to add to, there's nothing more for me, as you named, everything we went through, but yeah, I
thought the tour was great, and I love that park.
BARNES: I personally don't skate or have a pet, but I really like the fitness equipment. I thought that
was nice. Great tour.
REDDICK: All right. Item number five, Consideration and Possible Approval of the Community

RUDOLPHY: Second.
REDDICK: All those in favor?

LOPUSZANSKI: Motion passes 6-0.
REDDICK: All right. Item number six, Consideration and Possible Action to Establish Teams to
Update Park Assets Evaluation.
SNIPES: I can kind of start that one off. So, what we're looking for, you can kind of see in the packet,
the original asset list. And what we're looking to do is follow this up with an up-to-date version, and
have it, have your sets of eyes on it, along with staff, to get a different perspective. It'll be helpful to us
to see where our attention should be. It's a simple 1, 2, or 3 rating scale, one meaning that we're at a
point where we need to be looking at doing a replacement, and a three being that it's new or in new
condition, where they're ready to continue to be in use. The two are the average. It's been out there a
little bit, but still in good working order, still safe, and a lot of the things that are in here since the time
that we did this have been updated. And so, it'll be important to look when you go to see if this is still
accurate? Is it not accurate? Don't be afraid to rate it differently. That's fine. Just make sure that you're
staying consistent with how you rate as you're going through it's easy when you're doing it, for anyone
to get complacent and just make a mark. So, we need these to be accurate. If you can't find something,
that's okay, you can put a mark next to it. Couldn't locate, didn't know where this was. And then we can
look at it further from there. Most of the stuff, I think, is self-explanatory. If you have any questions
about it, you can always reach out to me. But what we'd like to do is have you pair up so that there are
two of you going out, looking at, parks that you want to go to, where we make sure we get all the parks
covered. I don't need all of you to go to every single park. I'm fine with the two of you going to a park,
and that being what we get for that park, to be going to another park, and getting that for that park,
because there are a lot of things in it. It's an extensive list of things that we have. So, with that, what
we're looking for is some people to volunteer, to pair up, and then choose the parks that you would like
to go to, so that we can make sure that all of them get covered.
RUDOLPHY: So, from my accounting background, you're essentially wanting us to do an inventory. So,
there could be there that aren't, and likewise, new things that haven't been there.
SNIPES: There absolutely could be, they should be, pretty much all on here. There might be one or two
things here and there that are new and or if they aren't on there and you see them, by all means, let's
put them on there so that we get them on ours.
RUDOLPHY: So, how current is what you gave us?
SNIPES: This is the original, three years ago, two years ago, mark. So, some things are new that are
on there, but a lot of the new things are replacing old. And so, you'll still see them on here. They'll just
have a grade that's not accurate to how new the equipment is.
RUDOLPHY: So, this is not what the staff has done. You're going to take ours and compared to what
staff, what staff have done, correct?
SNIPES: Yeah, this was the third party that did this rating.
VARELA: Are you going to give us Blank, blank of these, or are we going to look at that?
SNIPES: We’ll send out all of that after today's meeting. Once we know who's getting who's doing
what, we'll send out that information to each of you.

RUDOLPHY: Well, it might be helpful to, like, send out something to have us mark which ones we
want to do, instead of trying to tonight, figure out who's going to do what, and then forgetting tomorrow
morning that, oh yeah, we agreed to do that park, or was it the other park that we agreed to do?
SNIPES: If we get an agreement on which parks you're going to go to, then Patti will send out an email
to you with the parks that you're agreeing to and the list that coincides with that.
LOPUSZANSKI: I do have hard copies for anyone who wants to take it tonight, but I will follow up with
an email. But you'll be able to see what it looks like then as well.
REDDICK: So, can I get a motion to move the established teams to update the Park Assets
Evaluation?
LOPUSZANSKI: I believe that we just, if we're just establishing a work group of two, we don't have to
have a motion or a vote. It's a review you can discuss.
VARELA: Well, I'll go to a park. So, if somebody wants to jump on with me, same
WILSON: I'm also open to doing any parts.
REDDICK: Yeah, I am as well.
RUDOLPHY: It sounds like maybe you should just assign us parks, because I think we're all willing. To
do whatever.
VARELA: I mean, I guess maybe, like, I work Monday through Friday, so I would have to either do an
early morning walk around a park, or a weekend, or evening. I don't know if that helps.
WILSON: I'm also in the same boat as you are, or will be, Natalie, so I mean…
VARELA: Okay, do you want to partner?
WILSON: Okay, yeah.
SNIPES: This is something that we're looking to get back in September. So, we're not putting a rush, a
dead sprint on you to get it done. So, we just would like to get it back for the first meeting in September,
where we can move forward from there.
REDDICK: So, we will just wait for Patti to update us?
VARELA: Can we pick our groups right now, or can we discuss it after?
SNIPES: I’m fine with either way. If you guys would like to choose your groups that I was trying to
make it to where that you could just choose who you would go with to make it so where the you guys
can make it easier on you. And you can reach out in an email and say, “This is our this is the group that
I'm working with”. That would be fine. And then Patti can take you over to the parks to look at, and then
we can go there. Does that work? Can we get that in the next couple of days? If you could get that sent
over to her, what the teams are going to be, then whatever team that you're working with, that would be
great, and then we can send that over.
RUDOLPHY: How many parks are there in total?
SNIPES: So, we're looking to do all five parks, the two trailheads, there are fewer things at so I'm okay
with us not doing those. But if we do four peaks, Desert Vista Park, the Avenue Linear Park, Fountain
Park, and Golden Eagle Park. So, if you're willing to do two parks, if you could add that to your list, that
would be great. And then we'll get them all passed out.
VARELA: Can we do it? Oh, sorry, can we also do this? Like, if we have, if you give, like, an extra
form, like, I have one friend that I walk like, we rotate all the parks and walk around, can I do this with
her? I mean, not that she's going to fill it out, but,
SNIPES: Can she be alone while you're doing it?

VARELA: I mean, so it wouldn't be like, as a partner, then it would be like, I would just be filling it out as
a single person out of this group.
SNIPES: I don't have a problem with that. I just figured if we, if we paired up that way, you guys would
be having conversations with each other, looking at the parks and seeing through our Commission's
eyes what status we're at, from where we were then to where we are now.
VARELA: Okay,
REDDICK: We all agree that we'll have an email back over to you within the next day or so with the
parks and who our group team members are.
SNIPES: Yeah, if we get just the team members, and if you're willing to do one or two parks, then we
can send out and make sure all of them get covered. We'll send out the parks that we would like you to
go to. Does that work? Okay, thank you.
REDDICK: All right. Action Item number seven, can we get an Update on Benches and Swings?
SNIPES: So, I finally heard back that they're expecting to ship this Friday. Still holding my breath. It's
been an extremely long and painful process of getting them shipped out, but they said they do finally
have the parts in, so they just got to get it and put on this week, and then they're going to ship on the
first so if all that holds true, we should be four or five days out from seeing them here, and then I know
we're ready and anxious to get them mounted and installed as soon as they get here, so we'll be able
to do that with the swings. We have Panorama Park; we did a final walk-through with them today. They
have a few punch list items to complete, but that park is coming a long way, and that one's going to
have four benches put in as well, so we'll be ready to get those mounted as well.
REDDICK: All right, move on to action item eight, the Update on the Arizona State Puzzle Donor
Program in Centennial Pavilion.
SNIPES: We’ve had six puzzle pieces that have been ordered, and most of those have been sitting for
a little while. So, we are going to go ahead and place an order. I just did it a few minutes ago to get that
going, and then we'll shoot another video and look to push that out to try and get some more people
interested again. That seems to function well. As far as they start seeing more spots getting filled, they
realize that they are running out of time. And so, we'll be doing that again. As soon as we get those
puzzle pieces in, it usually takes them a couple of weeks max to get those in. So, we’ll get those put up
here shortly.
WILSON: Kevin, how many do we have like in there, and how many spots do we have left?
SNIPS: That’s a great question. We have probably 25 or 30 spaces, I would say, filled somewhere in
that range. So, we're somewhere in the 70 spots left.
REDDICK: Have we been able to connect with other organizations within the community, just from the
Rotary Club, or just as an example, to help, as far as pushing for sales or individuals wanting to
purchase or donate?
SNIPES: We’ve certainly talked to the different clubs and sent information out to them. And, you know,
we're pushing all our social media sites, and we've done videos on it, and we've done newspaper
articles on it, and all sorts of things like that. So, it's just a matter of sometimes people will get
interested, and then they forget that they're interested, and then they forget about it until they see it
again. So, we keep hitting them a little bit of the time as we go. We have three or four people right now
who are interested in potential. So, it'll just be another push for them to let another run out of time to
make those selections.

NATH: Hello, everyone. Sorry, I'm late. So recently, the Mayor's Youth Council finished our survey that
we were doing throughout the entire year, and we were going over all the data, we had about 100
responses, so it was a lot more than we initially had expected, but 100, is a 100 and as we were looking
through the data, most of our data came from younger people, specifically like middle schoolers,
because most of our responses came from our Teen Takeover event, which had a higher amount of
middle schoolers than we expected but what we saw was that majority of people, they spend their time
within the town, they're going to small little events, whether that's meeting at the parks or each other's
houses. But if it's any other event other than that, they're going outside of town, outside of town, maybe
to Scottsdale or wherever else. So, what we looked at was, okay, what can we get? What is in
Scottsdale that's not here? So the two things that we mainly took away is that the first thing we need is
a combined Community Center for children, kind of like a, kind of, like Boys and Girls Club or whatever,
but more along the lines of, like the Community Center, where it's like a public space, kind of like,
imagine, like in the movies, you see like an arcade or whatever, and there's like a bunch of kids
hanging out. What we noticed was the trend that a lot of people wanted. And I know there are plenty of
buildings in town where we once had a bowling alley as well. So, it's like we have a bunch of empty
spaces in town that we could be using, or maybe even building a space, if that's an option, but it was
just like a collective space for teens that we needed. That was the first thing.
The second one was a town social media, or specifically, a Mayor's Youth Council social media post.
And I know there are some issues and limitations on how much we can do, because I'm pretty sure the
town can't target people under the age of 18 because of some social media regulations. But what we
were thinking of was having social media run by people in the Mayor's Youth Council or whatever youth
organizations, and just advocating to members in the town, and trying to kind of do like a Mayor's Youth
Council, but for social media. Any questions?
WILSON: I just want to say thank you for telling us, and I'm updating us on the survey. That's cool. I'm
glad to hear that you guys got a good response from that. It's awesome. Thanks.
REDDICK: All right, move on to Agenda Item 10 Update for Future Agenda Items and Speakers.
Patti, will that be you or…?
SNIPES: Yeah, I think as far as going on another park tour, we could shoot to do another one next
month. We're starting to get to where it's hot to be doing them. So, we could wait till fall. It's entirely up
to you guys to know how you want to do those. We could go down to Panorama Park. I don't have any
problem doing that. If you guys want to come out and do a quickie, that would be a quick spot to go
through. It's not a big part, but I do think it'll have it. It already plays a significant role in what it was
designed to do. And I know that the HOA behind the park is excited about it being there.
VARELA: I'd like to add that on. I'd like to see it with you giving us the tour.
REDDICK: Maybe we could get some dates, as we did last time.
RUPPERT: Also, you know, we've done a pretty good job of getting the speakers that we requested
earlier in the year, except for Rachel. So, I think we need, you know, we'd love to have Rachel come in,
so I'm going to keep bothering until she does.
SNIPES: I'll talk to her about that and see if she's got a window where she could come down and talk to
us.

system was used:
(0) Poor – The asset or facility is not functional or able to function regarding program intended and
should be prioritized for immediate improvement.
(1) Below Expectations – The asset or facility does not meet the expectation in terms of intended
function or existing condition. This can be influenced by the equipment’s age and intensity of use.
Items that score a 1 may be a priority for improvement programs.
(2) Meeting expectations – The asset is functional and in average condition. Elements scoring a “2”
may either need no renovation or improvement, or were deemed sufficient, but could benefit from
small improvement as part of ongoing maintenance.
(3) Exceeding expectations – The asset is of a high level of quality, function, and well above the
baseline program requirements.
