HomeMy WebLinkAboutMINUTESpacket_CSAC_11-09-20_0649_88TOWN OF FOUNTAIN HILLS MINUTES OF THE JOINT MEETING OF THE COMMUNITY SERVICES ADVISORY COMMISSION AND PLANNING AND ZONING COMMISSION NOVEMBER 9, 2020            1.CALL TO ORDER     Chairman Erik Hansen called the Joint meeting with Community Services Advisory Commission and Planning and Zoning Commission to order at 5:30 p.m.   2.ROLL CALL Present: Chairperson Amy Arnold; Vice Chairperson Natalie Varela; Commissioner Jerry Gorrell; Commissioner Sharron Grzybowski; Commissioner Ron Ruppert; Commissioner Rory Wilson; Youth Commissioner Jacelle Nicole Bautista  Staff Present: Community Services Director Rachael Goodwin; Development Services Director John Wesley*; Executive Assistant Jamie Salentine; Executive Assistant Paula Woodward  Attendees:P&Z Commission: Chairman Erik Hansen, Vice Chairman Peter Gray*, Commissioner Jessie Brunswig, Commissioner Clayton Corey, Commissioner Susan Dempster, Commissioner Scott Schlossberg   Absent:  P&Z Commissioner Dan Kovacevic Presenter:  Jeff Engelmann, Vice President/Principal Landscape Architect of J2 Engineering & Environmental Design *P&Z Vice Chairman Peter Gray and Development Services Director John Wesley participated in the meeting via telephone.   3.CALL TO THE PUBLIC There was no comments from the citizens present.   4.PRESENTATION AND DISCUSSION on the Fountain Hills Active Transportation Plan 2021       Jeff Engelmann, Vice President/Principal Landscape Architect of J2 Engineering & Environmental Design, displayed and highlighted on the Fountain Hills Active Transportation Plan (ATP) 2021. (See Attachment 1) He pointed out that they will have a booth at the Fall Fountain Festival of Fine Arts & Crafts, November 13-15, 2020 to gather more public involvement/input.  He confirmed that the ATP is currently at the Preliminary part of the schedule.  (See Page 2 of Attachment 1) He emphasized that the focus is on walkers and bicyclists.   Mr. Engelmann clarified that the Public Involvement Input Summary pages are some results from the survey. (See Pages 4-10 of Attachment 1) He noted that the study will assist the Town on future Grants and funding opportunities through sources such as Arizona Department of Transportation (ADOT) and Maricopa Association of Governments (MAG).  He added that the most notable bicycle safety issue is distracted drivers or lack of signage on the streets and that the Town is striving to have more adequate signed/striped bike lanes. (See Page streets and that the Town is striving to have more adequate signed/striped bike lanes. (See Page 10 of Attachment 1)  Mr. Engelmann reviewed the upcoming schedules and noted that the next joint meeting with CSAC and P&Z Commission will be in Spring/Summer of 2021. (See Page 11 of Attachment 1) He reviewed the background research that was gathered for the ATP such as the Fountain Hills General Plan Update (2020), Transit Feasibility Study (2014), Schools, and Parks. (See Pages 12 and 13 of Attachment 1) In response to questions posed by P&Z Commissioner Dempster, Mr. Engelmann clarified that the majority of responses that made up the summaries came from the survey, in addition to some emails received by Development Services Director John Wesley.  He explained that the engagement with the public at the Festival includes input on sidewalk gaps, sidewalks to be improved, etc. CSAC Commissioner Gorrell suggested that risk assessments be completed in specific areas. Community Services Director Rachael Goodwin explained that the ATP which is being completed by the Development Services Department, that the plan will coincide with the Community Services Department's Master Plan to include items such as the accessibility and route plans to the parks from the ATP.   In response to a question from CSAC Commissioner Grzybowski, Mr. Engelmann responded that the amount of residents that attended the Zoom Public meeting is considered well attended and applauded the Town for the attendance.   In response to a question posed by CSAC Vice Chairperson Varela, Mr. Engelmann clarified that the public input at the fair will be providing more of an interactive response where they will place post-it notes on large maps (broken into quadrants) where they believe improved active transportation is needed, etc. no survey will be provided. In response to a question from P&Z Commissioner Schlossberg, Mr. Engelmann stated that the need for sidewalks throughout the town is an important need.  He pointed out that the town has wide streets which provides the town the area for adding sidewalks and at a more affordable cost.   In response to questions posed by P&Z Commissioner Corey, Mr. Engelmann reported that the plan includes mapping out where the sidewalks end and potentially need to be connected.  He noted that a sidewalk map would be updated with the most needed sidewalks first.  He confirmed that the study does not include photo metrics or lighting.   In response to a question from P&Z Commissioner Brunswig, Mr. Engelmann stated that providing education on rules/regulations specific to bicyclists and walkers is not included in the plan but potentially the Commission can look into.   In response to a question posed by P&Z Chairman Hansen, Mr. Engelmann confirmed that the study includes a 5, 10, and 15 year Capital Improvement Plan (CIP) cost estimates for each stage.  He noted that each stage would be determined based upon feedback. In response to a question from P&Z Vice Chairman Grey, Mr. Wesley explained that items not specifically involved in the study such as subdivisions developments that effect the connectivity may need to be included after and would be addressed separately and updated within the Town's ordinances and/or polices.   Discussion ensued relative to specific types of crossings, signage, multi-use lanes, handouts such as reflective patches through Arizona Department of Transportation (ADOT), and colored bike lanes (ex: bright green).
