Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the
Town’s Council, various Commission, Committee or Board members may be in attendance at the Commission meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory exceptions, parents have a
right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings
of the Commission are audio and/or video recorded and, as a result, proceedings in which children are present may be subject
to such recording. Parents, in order to exercise their rights may either file written consent with the Town Clerk to such
recording, or take personal action to ensure that their child or children are not present when a recording may be made. If a
child is present at the time a recording is made, the Town will assume that the rights afforded parents pursuant to A.R.S.
§1-602.A.9 have been waived.

The public is welcome to participate in Commission meetings.
TO SPEAK TO AN AGENDA ITEM, please complete a Request to Comment card, located in the back of
the Council Chambers, and hand it to the Executive Assistant prior to discussion of that item, if
possible. Include the agenda item on which you wish to comment. Speakers will be allowed three
contiguous minutes to address the Commission. Verbal comments should be directed through the
Presiding Officer and not to individual Commissioners.
TO COMMENT ON AN AGENDA ITEM IN WRITING ONLY, please complete a Request to Comment card,
indicating it is a written comment, and check the box on whether you are FOR or AGAINST and agenda
item, and hand it to the Executive Assistant prior to discussion, if possible.

AGENDA ITEM #1 – CALL TO ORDER
A public meeting of the Sister Cities Advisory Commission was convened and called to order by Chair Carol
Carroll at 4:07 p.m., Wednesday, September 18, 2019 in the Council Chambers at Town Hall, located at 16705
East Avenue of the Fountains, Fountain Hills, Arizona.
AGENDA ITEM #2 – ROLL CALL
Present at roll call were Chair Carol Carroll, Commissioners Vicky Derksen, Enrique Melendez, Lisa Ristuccia,
Nicholas Stumpf and Bev Tall. Staff members present were Town Manager Grady Miller and Executive Assistant
Angela Padgett-Espiritu.

Chair Carroll introduced Commissioner Nicholas Stumpf who then gave brief bio of himself.
AGENDA ITEM #5 – CONSIDERATION OF APPROVING THE MAY 15, 2019 MEETING MINUTES
Commissioner Tall MOVED to approve the May 15, 2019 meeting minutes; Commissioner Melendez
SECONDED the motion, which CARRIED UNANIMOUSLY by those present.
AGENDA ITEM #6 – CONSIDERATION OF APPOINTING THE COMMISSION VICE-CHAIR
Commissioner Melendez MOVED to appoint Nicholas Stumpf as the Commission Vice-Chair, Commissioner
Tall SECONDED the motion, which CARRIED UNANIMOUSLY by those present.
AGENDA ITEM #7 – DISCUSSION REGARDING POSSIBLE ADDITION OF NEW SISTER CITY IN
ITALY &/OR CANADA
Chair Caroll reported to the commission:
o Spoke with Marcos and Fernando, who are two people that we are working with to acquire a new city
sister in Italy. He will be meeting with the people of Verona and discussing with the Verona regional
council about the possibility of a having a sister city in either Lake Garda or in an area northwest of
Verona. Verona already has sister cities in their area. There are two possibilities for a sister city in Lake
Garda and one possible sister city that is a wine community in an area that is forty-five minutes northwest
of Verona.
o Mr. Williamson, Honorable Consul of Canada is assisting us with looking for opportunities for a sister
city in Canada. We started with Calgary and found that there were not many matches in the farmland
areas. So, we are starting to move over to the British Columbia Victoria area. This area has Beautiful
small communities like ours. The airfare is about the same. Looking for an opportunity and relationship
for adult trips, art trips and nature trips.
Commissioner Melendez commented that the Consul of Canada gave great compliments to Chair Carrol, Mayor
Dickey and the Town Council for their interest and support level to Fountain Hills for developing a sister city
with Canada.
AGENDA ITEM #8 – DISCUSSION regarding number of resignations this year on the FHSC Board.
Sharon Morgan, Estelle Mackey, & Scott Schlossberg. Opinion on size of FHSC Board. Reduction
requested. New Board Member Roxanne with AZ Trails Travel Agency to represent Ataco, El Salvador
and as our travel consultant to the Board.

Chair Carroll mentioned the agenda item to the commission.
AGENDA ITEM #9 – DISCUSSION regarding Adult travel trip to Ataco, El Salvador in spring of 2020.
Plus, a qualifying trip to Italy to meet Mayors and visit the next possible Sister City including a signing
ceremony in spring or summer of 2020.
Chair Carroll updated the commissioner that we had an adult trip planned to Ataco, El Salvador for December
2019 but did not get the response needed and moved to Spring 2020.
After we do evaluations of the new sister cities, we will have an opportunity to meet the Mayor of the prospective
town(s) and have an opportunity to evaluate them for being in our program and accepting their relationship. We
will be working on this in spring and summer of 2020.
AGENDA ITEM #10 – UPDATE FROM FH SISTER CITIES CORPORATION
Chair Carroll updated the commission:
2019 Oktoberfest Booth and need for Volunteers to sell Strudel.
o We need volunteers for the booth for September 27th and 28th, 2019
Sister Cities International Outreach to Russian Government in effort to develop Sister City
relationships with Russian cities. Delegation has been reduced for October 2019 trip. Will have a
final trip to sign documents in 2020.
o Organizing a delegate of 50-60 people. Russia has asked Sister Cities Corporation to help with
senior services and about how to provide these services.
Sept 18 Arrival of German Students Exchanges. Welcome Pizza lunch at Euro on Sept 19 at 11:30
am the FHSCAC and FHSC Board of Directors, The Mayor are all invited to join us. Travel and
learn with Departure on Oct 5th. Final Farewell Brunch will be on Oct 5th in the morning on the
Desert Belle all are welcome.
o We have 13 German exchange students with two chaperones and will have a welcome luncheon
at Euro Pizza. This is always very interesting to attend the pizza lunch with the students. We
invite you to attend the Farewell Brunch on October 5, 2019.
Spring 2020, Date to be determined Annual Fundraiser -FHSC Annual International Dinner at the
FH Community Center. Flags Presentation, music of our Sister Cities, Foods from our Sister
Cities, Program to include Honorable Consulates living in Fountain Hills. 50th year of Fountain
Anniversary in theme.
o We will talk about international opportunities, along with food and music from our Sister
Cities. We are going to make it a 30th /50th year of Fountain Hills in the fundraiser.
NEW program being tested for a Pen Pal Program for 7th graders. Assist with donating some Paint.
For the wall in the park. Lisa Risteau working with The Flying Flower Butterfly Garden Team.
More later
o Commissioner Ristuccia reported that the Pen Pal Program is still in the planning stages and
that a 7th grade teacher at the Middle School will be collaborating with a school in Poland
with this program. It was recommended that this program use handwritten letters instead of
online communication. We will try to continue with other grades, use this one as the pilot
and to take to other sister cities after this one is done.
o Commissioner Carroll commented that this innovated program is a way of getting more
students involved internationally and with Sister Cities.

o Commissioner Dickerson commented that her neighbor kid graduated from High School and
went to Poland and was initially hesitant about going and now saves his money to return.

a Chair and Vice Chair for the Sister Cities Commission.
Staff Summary (Background)
In order to operate an advisory board or commission in an orderly manner, it is essential to have a
member of the body selected to serve as the Chair. The Chair assists in identifying items to place on
future commission meeting agendas, presides over the meeting, signs meeting minutes, and represents
the commission before the Town Council and other organizations. In addition to the need for a Chair, it
is necessary to have a Vice Chair selected to be able to serve as Chair in the event that the Chair is
unable to attend a meeting or fulfill his or her obligations as Chair.
At the Sister Cities Commission meeting on January 15, 2020, commissioners will be asked to nominate
and elect two members of the body to serve as Chair and Vice Chair for 2020.

Hills Town Code Chapter 2A - Boards and Commissions
Staff Summary (Background)
In order to help standardize and streamline the operations of all the Council-appointed boards and
commissions, the Town Council adopted new language in Chapter 2A, Boards and Commissions.
Essentially, Town Code Chapter 2A repealed the previous bylaws that were in effect and replaced it with
new language. From an operational standpoint, this change will have little to no impact on the Sister
Cities Commission. However, it is important for commissioners to know this change in status. Staff will
discuss the Town's Council repeal of the resolution for Boards and Commissions and the adoption of the
new Town Code Chapter 2A for Boards and Commissions at the meeting on January 15, 2020.

General

Section 2A-1-1 Membership
A. Each board or commission member shall serve for a term as set forth in this Code, provided, however, that a
member’s term shall automatically extend until such time as the member’s successor is appointed.
B. Members shall serve at the will and pleasure of the Council and may be removed upon notice and opportunity
for a hearing, and the decision of the Council shall be final. Three successive unexcused or unexplained absences
from any regular or special meeting of the board or commission shall result in automatic removal without the
necessity of a hearing or notice and such action shall be final.
C. All board and commission members shall serve without pay. However, members may be reimbursed for
actual expenses incurred in connection with their duties upon authorization or ratification by the board or
commission and approval of such expenditures by the Council.
D. All board and commission members shall be residents of the Town. (19-15, Added, 09/03/2019)
Section 2A-1-2 Officers
Members of each board and commission shall elect a chair and vice chair from among its own members. Each
chair and vice chair shall serve for one year and until such time as a successor is elected. The chair shall preside at
all meetings and exercise all the usual rights, duties and prerogatives of the head of any similar organization. The
vice chair shall perform the duties of the chair in the chair’s absence or disability. Vacancies created by any cause
shall be filled for the unexpired term by a new election. (19-15, Added, 09/03/2019)

Section 2A-1-4 Conduct of Business
The affirmative vote of a majority of members present shall be required for passage of any matter before the
board or commission. The minutes of each meeting shall reflect the “ayes” and “nays” cast on a particular measure
and shall reflect the vote of each member present. A member may abstain from voting only upon a declaration
that he or she has a conflict of interest, in which case such member shall take no part in the deliberations on the

Section 2A-6-1 Creation
The Sister Cities Advisory Commission is hereby established. (19-15, Added, 09/03/2019)
Section 2A-6-2 Membership
The Sister Cities Advisory Commission shall be composed of a total of seven members appointed by the Mayor,
subject to the approval of the Council, with three of these members being officers or board members from the
Fountain Hills Sister Cities Corporation. These appointments shall be for a period of three years each, with the
terms of members staggered such that the terms of no more than three members shall expire in any one year.

Section 2A-6-3 Quorum
Four members shall constitute a quorum of the Sister Cities Advisory Commission. (19-15, Added, 09/03/2019)
Section 2A-6-4 Duties
The Commission shall have the following duties:
A. Recommend the selection of cities to the Town Council for the development of municipal partnerships.
B. Assist the Fountain Hills Sister Cities Corporation in hosting receptions and events for visiting delegations and
officials from current or prospective sister cities.
C. Recommend to the Town Council events, opportunities, programs and projects to develop a community
partnership with designated sister cities and to provide a forum for citizens to experience such community
partnerships.

D. Recommend to the Town Council guidelines for reciprocal cultural, educational, municipal, business,
professional and technical exchanges and projects with designated sister cities.
E. Recommend to the Town Council agreements with other governmental and nongovernmental organizations
to collaborate on promoting cultural understanding and stimulating economic development.
F. Such other powers and duties not inconsistent with these as may be directed by the Town Council. (19-15,
