AVENUE OF THE FOUNTAINS, FOUNTAIN HILLS, AZ Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the Town’s Council,  various Commission, Committee or Board members may be in attendance at the Commission meeting. Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory exceptions, parents have a right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the Commission are audio and/or video recorded and, as a result, proceedings in which children are present may be subject to such recording. Parents, in order to exercise their rights may either file written consent with the Town Clerk to such recording, or take personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the time a recording is made, the Town will assume that the rights afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.    REQUEST TO COMMENT   The public is welcome to participate in Commission meetings. Any such comment (i) must be within the jurisdiction of the Commission, and (ii) is subject to reasonable time, place, and manner restrictions. The Commission will not discuss or take legal action on matters raised during Call to the Public unless the matters are properly noticed for discussion and legal action. At the conclusion of the Call to the Public, individual commissioners may (i) respond to criticism, (ii) ask staff to review a matter, or (iii) ask that the matter be placed on a future Commission agenda.      No one spoke at the Call to the Public.   4.CONSIDERATION OF approving the September 18, 2019 Meeting Minutes.       MOVED BY Commissioner Bev Tall, SECONDED BY Commissioner Lisa Ristuccia to approve the minutes of meeting September 18, 2019.  VOTE: 5-0   5.CONSIDERATION OF electing a Chair and Vice Chair for the Sister Cities Commission.       Town Manager Grady Miller updated the Commission on the role of Chair and Vice Chair, as it pertains to Boards and Commissions:   In order to operate an advisory board or commission in an orderly manner, it is essential to have a member of the body selected to serve as the Chair. The Chair assists in identifying items to place on future commission meeting agendas, presides over the meeting, signs meeting minutes, and represents the commission before the Town Council and other organizations. In addition to the need for a Chair, it is necessary to have a Vice Chair selected to be able to serve as Chair in the event that the Chair is unable to attend a meeting or fulfill his or her obligations as Chair.   Electing of Chair: Commissioner Bev Tall nominated current Chair Carol Carroll for appointment to Chair.    McDowell Mountain Preservation Commission Meeting of January 15, 2020 2 of 5     Chair Carroll nominated Commissioner Vicky Derksen and Commissioner Bev Tall for appointment to Chair.  Commissioner Derksen and Commissioner Tall declined nomination due to other commitments.    Commissioner Bev Tall MOVED to appoint Chair Carol Carroll and Commissioner Lisa Ristuccia seconded the motion, and motion passed unanimously 5-0.   Electing of Vice Chair: Commissioner Bev Tall nominated current Vice Chair Nicholas Stumpf for appointment to Vice Chair.   Commissioner Bev Tall MOVED to appoint Vice Chair Nicholas Stumpf and Commissioner Lisa Ristuccia seconded the motion, and motion passed 5-0.     6.DISCUSSION OF Fountain Hills Town Code Chapter 2A - Boards and Commissions        Town Manager Grady Miller reviewed and discussed the New Town Code Chapter 2A (see attached) as it pertains to Boards and Commissions: In order to help standardize and streamline the operations of all the Council-appointed boards and commissions, the Town Council adopted new language in Chapter 2A, Boards and Commissions. Essentially, Town Code Chapter 2A repealed the previous bylaws that were in effect and replaced it with new language. From an operational standpoint, this change will have little to no impact on the Sister Cities Commission. However, it is important for commissioners to know this change in status. Staff will discuss the Town's Council repeal of the resolution for Boards and Commissions and the adoption of the new Town Code Chapter 2A for Boards and Commissions at the meeting on January 15, 2020.   Commissioner Vicky Derksen asked for clarification on section 2A-6-3 regarding a quorum.   Town Manager Grady Miller responded that a gathering of four or more commissioners constitutes as a quorum and requested that this be communicated to the Town, so a notice of possible quorum be posted for the public.     7.DISCUSSION OF New Sister City selection in Canada or Italy.       Chair Carol Carroll reported that there has been nothing done in Italy.  We are talking to local people, one is Vanessa Davidson and the other is the Consular from Canada. Meeting with the Consul of Canada next week on possibilities in Canada and he has some good suggestions.  Consul of Canada has been talking to the Mayor and has suggested two towns near Calgary, which can be easily accessed from Fountain Hills and one town near    McDowell Mountain Preservation Commission Meeting of January 15, 2020 3 of 5   Victoria.  We will start over again with Vanessa Davidson assisting us with Italy.    8.DISCUSSION OF Marketing ideas and items, such as thank you cards, brochures, post cards, t-shirts, new banners and nametags for obtaining name recognition to build membership.          Chair Carol Carroll updated the commission on items used for marketing and promotional purpose to gain membership.     9.UPDATE FROM Fountain Hills Sister Cities Corporation on Events in 2019 and New Programs Started for 2020.  Fountain Hills Sister Cities events in 2019:  Pen Pal Program  International Dinner Farewell Cruise 2019 High School Scholarship with Golden Eagle. New programs started for 2020:  Annual Meeting Jan 21, 2020, Desert Canyon meeting room Sponsor: TAKE DOWN OF CONVENTION CENTER FEB 7, 2020 International Dinner April 18, 2020 in the Conference Center w/ Flag Presentation, Diplomats in Fountain Hills  Adult - Fall trip to Ataco El Salvador  Social meeting dates at different locations around town with specialty Countries & Festivals etc.        Chair Carol Carroll updated the commission on the Fountain Hills Sister Cities Corporation events.  October Fest will not be handled by Christine Connolly and may be picked up by someone else.  Fountain Hills Sister Cities events in 2019: Pen Pal Program- Commissioner Ristuccia gave an update on the 7th grade pen pal program.  Students will be writing emails instead of physical letters due to confusion on postal addresses. Email is a little more reliable and quicker.  Fun to see the kids pictures coming back from Poland. International Dinner Farewell Cruise 2019 on the Desert Belle. High School Scholarship with Golden Eagle. Adult - Fall trip to Ataco El Salvador Social meeting dates at different locations around town with specialty Countries & Festivals etc.      McDowell Mountain Preservation Commission Meeting of January 15, 2020 4 of 5     Commissioner Lisa Ristuccia reported on a wall mural at Fountain Park. We had a meeting on Monday with Mayor Dickey, the thought is to make it from sunrise to daytime, to sunset to dusk to evening and incorporate the dark skies.  We are doing the Mayor’s Monarch Pledge and including about 30 different butterflies.   Chair Carol Carroll reported that Fountain Hills Sister Cities Corporation and the Public Art Committee has been working with Mayor Dickey regarding the wall mural.    The Town’s Parks Department is doing the repairs to the wall and putting a protective coat of paint with UV protection to ensure that the wall will continue to live.  The artists will paint butterflies in Arizona, along with the names of the butterflies on the wall.   10.ADJOURNMENT Commissioner Vicky Derksen MOVED to adjourn at 4:47 p.m. and Commissioner Bev Tall SECONDED the Motion.   The motion passed unanimously 5-0.       CERTIFICATE OF POSTING OF NOTICE The undersigned hereby certifies that a copy of the foregoing notice was duly posted in accordance with the statement filed by the Sister Cities Advisory Commission with the Town Clerk.
