Pursuant to A.R.S. §38-431.01(H), public comment is permitted (not required) on matters NOT listed on the
agenda. Any such comment (i) must be within the jurisdiction of the Council, and (ii) is subject to reasonable
time, place, and manner restrictions. The Council will not discuss or take legal action on matters raised
during Call to the Public unless the matters are properly noticed for discussion and legal action. At the
conclusion of the Call to the Public, individual councilmembers may (i) respond to criticism, (ii) ask staff to
review a matter, or (iii) ask that the matter be placed on a future Council agenda.
4. STATEMENT OF PARTICIPATION
Anyone wishing to address the Commission regarding items listed on the agenda or under “Call to the
Public” should fill out a Request to Comment card located in the back of the Council Chambers and hand it to
the clerk prior to consideration of that agenda item. Once the agenda item has started, late requests to
speak cannot be accepted. When your name is called, please approach the podium, speak into the
microphone, and state your name and if you are a resident for the public record. Please limit your comments
to three minutes. It is the policy of the Commission to not comment on items brought forth under “Call to
the Public.” However, staff can be directed to report back to the Commission at a future date or to schedule
items raised for a future Commission agenda. It is also requested that applause be kept to a minimum to
avoid disruption of the meeting, to maintain decorum, and provide for an equal and uninterrupted
presentation.

VARELA: Well, we toured a couple of the parks recently, but I think we'll be talking
about that later, but yeah. Everything was great.

SNIPES: So I'm going to share our presentation that was given to council last Tuesday.
And figured it would be a good update for you all to see all the different things that the
community services department are involved in. This is one year's worth of activity.
And it's cut down quite a bit to get it to where it is. And it's 38 slides, so hang on.
SOLDINGER: It's almost as bad as my finance presentation.
SNIPES: I know. I know. It was fun competing with Paul. So here's our community
services department now. The orange are our full-time staff. And the purple or
maroon, whatever you want to call, that is our part-time staff. We are the second
largest department here in the town now since fire department took our largest away
from us. Now, we need to bring in some more people. Maybe some more parks, too.
SOLDINGER: Can you put names to those people?
SNIPES: Can I?
SOLDINGER: Will you?
SNIPES: When? To this people?
SOLDINGER: Yes.
SNIPES: How do you mean? Do you mean within this?
SOLDINGER: Identify the people so that instead of recreation manager, we know who
recreation manager is.
SNIPES: Sure. Yeah, we can absolutely do that. The reason I don't on things like this is
because of the amount of change that happens with a lot with our -- especially with our
part timers that come and go. It would be --
SOLDINGER: But if we just can focus on the full timers, that's really --
SNIPES: Yeah. Sure, we can do that. There's a -- I'm going to roll through these fairly
fast. We'll stop a few times along the way just to where that we can get through them.
But this is just a look at all of the events that we -- that the community services either
run or they are partnered in. Let me put that up to the full. There we go. Try that
again.
Our 4th of July this year was the largest that we've had since I've been here, at least in
the last ten years. We hit 23,000 people. And the park was completely packed, for sure.

We made a lot of changes this year to how we've run our events to handle larger
crowds. And we're really glad that we did, because each one of our events has grown
substantially over the last year.
Our Fountain Hills Music Fest was, again, bigger than it's ever been in the past. And we
had to cut it a full set short because it was raining, wind was howling, some people were
cold. I don't know who, but some people. But the vendors still reported that they had
doubled their revenue from the year before. So that's a really good indicator of how
good that event's going. We just got awarded the Arizona Parks and Recreation
Association award for the best special event for Irish Fountain Fest, which was really
exciting. It jumped from 7,000 people last year to 10,000 people this year.
We opened that event up. If you remember from the past, we cut it off just before the
ditch and had everything just tight into that great lawn area. This year, we moved it up
onto the street and closed down Saguaro to put the food trucks up there. And I'm
extremely glad that we did because we couldn't have fit 10,000 people in our old
footprint. So that was exciting.
It was a little nerve wracking making that choice, because we were a little nervous that
it would look hollow if we didn't get more people, and the day of the event was just
slam from start to finish. So it went over really well. Turkey Trot was the first time
we've ever capped it, and we hit the cap at 2,800 people. This year, we're going to try
and push it to 3,000. The line, as you can see in the picture there on the left, gets pretty
long and the people are up all the way down the avenue from the halfway point to the
roundabout and then some. So it was really big this year.
Our programs, events for our recreation staff, as you can see, there's a lot of different
choices. If you're trying to find something, there should be something in there for you.
Our skate park is proven to be a fun event space. We had our second annual skate
classic and had more participants and more in attendance. I was a little surprised that
we had 200 plus in attendance for an event like that, and it grew substantially from the
first one that we had as well. So we're excited about that.
Our pickleball programs, we ran 63 programs this year. Brought in a total revenue of

$42,000, and our projected revenue for the entire recreation department this year was
just a little over 42,000. Just to give you an idea of how well that single program has
been performing, so. And this we couldn't have done without the council approving
extra staff members. We have two part-time staff that that have helped us immensely
on pickleball, cornhole, yoga, tai chi, running those types of events where in the past,
we were having to pay instructors to come in and having that be a part of it. So it takes
away from the revenue. With our staff running them it's much cheaper and has been
very successful based on how many people are on our waiting list.
We had our second annual cornhole tournament at Four Peaks as well. The leagues
have been maxed out for both sessions this year, and Ryan and I played in the
tournament this year. No one -- there was two people there that knew us, and that was
it. And no one else knew that we were with the Parks Department and Rec department,
but they were so complimentary of staff and how great our tournaments are run and
begging us to join their Tuesday night league, which was rather entertaining to sit there
and kind of be a fly on the wall in one of your own events. And it was just neat to see
how much they truly appreciated having the cornhole league and the tournaments
there.
We had 17 trips this year, four of which were maxed out, and that has not been our
norm in the past. So we're finally starting to hit a stride with some of our teens to get
these trips to where they're more desired to go on. They're getting ready to do one
tomorrow, I believe it is. Right. And it's maxed out too. They're taking two vans to a
surf place. I can't remember. It's a new one.
Do you remember what it's called?
VARELA: That was the surf place.
SNIPES: Yeah.
VARELA: Surfing --
SNIPES: Something. We're going surfing somewhere. But it again shows that
continuing to hunt. This is -- we've been doing these trips for as long as I've been here,
and there's tons of times when we couldn't even run them because we didn't have

enough people sign up. Now, we're actually having waitlists on them. So that's a really
good sign that we're finding the right things.
And our mayor's youth council, which, as one of us knows, is fantastic. And the
amounts of things that they've been involved in this year and setting up the takeover of
the community center, which went really well this year, it's just a great group to be a
part of.
What is wrong with this guy? Well, Washington, D.C. is calling. I got to take this. Sorry.
We started a few years back. We started a return to recess for kids, and it did really
well. It actually won an Arizona Parks and Recreation award. And it's been so successful
that we decided to try it with adults. And that was hit and missed a few times. We're
trying to find ways to get that to take off a little better. But it has proven that that it
does work. It's a matter of finding the timing and the correct activities to be involved in
it. But it's a great way for the youth to get a chance to try out six or seven different
activities through one signing up.
Our local events are summer kickoff, back to school bash, spooky blast. All were bigger
than they were a year ago, and Spooky Blast was substantially more. It was really busy
over there. They've all done really well. Our community center itself, the membership
is up 4,500 over last year. Our staff does a really good job of increasing the options for
people to go to. And they're also really good at catching you if you try and walk through
the door and not have a membership. So we've done a lot to both -- get people to pay
for actually what they're using, as well as offering lots of new classes and presentations
for them to go to.
One of the presentations was there are Holocaust survivor presentation, had 200 plus in
attendance. That was free to our members. Another one that they've done that's --
that we put in to try and get an award for this year, came a little short as our Sip and
Socialize, which I think is a great event. They do mocktails in the lobby of the
community center. Gives people a good chance to go. It doesn't matter if you have
people with you or not. While you're there, you're going to run into people and
hopefully find some people with like-minded characteristics that you can have a friend

when you leave. And it's been steadily growing, each one of them that we've had.
Our community center has -- had tons of improvements. A bunch of new shows and
promoters have been using it. Since we've done the renovations we've seen every year,
we've had growth since the renovation. This year, one of our bigger ones was Billy
Graham, the lookup event, they brought 900 people for three different events, as well
as a rental of the Fountain Park Great Lawn, where they had, I think it was 5- or 6,000
people they had down there for that as well.
We had Pokémon for the first time, and they've also signed up for a second round. It
went so well. I certainly didn't expect 3,000 people to be there for Pokémon when they
came to us about a month and a half or two months before the event to sign up for it.
I'm like, (a), it's too late; (b), is Pokémon still around. Yes, it is. Clearly. So it was a
really well-run event. We're glad that we can do it again with them and hoping to
continue that for next year.
With our fire department coming in, we're often having fire department training in our
classrooms. And every single thing that happens in there, it requires community center
staff to set up the rooms, tear down the rooms, flip them. And we're now doing that on
a regular basis where we have to be quick about it as well.
Our medical equipment loaner program, we handed out 213 pieces of equipment last
year. This is one that we kind of took over from a church, if I remember correctly, about
five or six years ago, seven years ago. And it's just a great way to be able to get free
equipment if you're injured or you just need some help. It's an easy way to come in.
Sign it out and it's yours.
Our community center improvements. We added the room information panels that
Mike Ciccarone found. Our IT specialist and -- did a lot of work on them to get them to
cooperate with our software programs to where that they mark each room at. They
start at 15 minutes and give you a yellow sign like you see there. It turns to red at the
time that your room's rented and it's green if there's no one in them. So it's just an
easy, quick way to look and see if the room is busy or not. We use them here in Town
Hall upstairs as well. They've been a big help.

Our new fans there in the middle. Those should be running. Hopefully tomorrow,
they're coming to do the actual programing on those. And then in the Hopi/Pima room,
over in the community center, we have a lot of line dancing and table tennis, and
apparently, it gets hot in there. So we added those little fans in the corner, and we did
put one and two of the corners to help move some air around, to help keep those
people cool.
The wall room dividers are going up right now in the ballrooms and in the Hopi/Pima
room, and it's going fairly well. We're hoping to be done mid-week this week with all of
those. And that should make a huge difference in the sound and echoing that occurs in
the ballrooms, especially. That's my hope. Anyway, they're all carpeted versus the old
ones being nylon covered, and so this should help a lot.
We also just got our new light fixtures approved during the last council meeting. These
we were trying to get done by the end of the year but ran a little short on time trying to
pull everything off. Two out of three is not bad. Got the walls, got the fans. We'll get
the lights this year.
Our volunteers. Of course, we have some of the best volunteers anywhere in the State.
I'm convinced of that. I've been all over the valley working, and I know that ours are
better than all of them, so I'm just going to go ahead and carry it on over to the State.
Our crisis response team received over 50 calls last year and there's always someone on
call, which having a volunteer program that's 24/7. There's nothing quite as tough as
that. And how great our volunteers are that that make that happen. The average calls
over three hours. We had an incident where one of our park attendants found someone
that was contemplating suicide in one of our parks. They were able to talk to the -- this
person and bring them to town hall.
Our crisis response came and helped them out. Helped them get to somewhere where
they could be safe. If a house burns down, they're the ones that come and help you out,
finding a place to stay, helping you get through it. They do so much for so many people
at the worst times. It's really a remarkable program.
Home delivered meals. If you guys haven't ever done the home delivered meals, I highly

recommend it. I do it once a month, and I think it's fantastic. The response from the
people that are getting the meals, they're super excited to see you. Maybe the only
meal they get that day. And just goes a long way to helping people stay in their houses
instead of having to go to a home by offering a hot meal.
And oftentimes, those hot meals come with a care card and/or a craft that gets done in
our care cards and craft. We have about 19 people, on average, that are doing those
now, and that's turned into its own little monster of people that are just constantly
coming in and eager to do the next project, and they're a really fun group as well.
Oftentimes our volunteers go out to help feed the needy. There's lots of different ways
to do that. I've gotten to be involved with feeding homeless in a serving line, as well as
packing meals for different agencies. It's another one of those things. When you walk
away, it makes you feel better, and you know that you're helping out many people in
what you, what you did. So I highly recommend that as well.
I think Kim's doing one per month through the summer just to try and -- every time that
we were doing one, they were maxed out with the amount of people we were bringing,
and so, we decided to do more. So if you're interested in that, reach out to her and see
if you can get in the next ones available. Make a Difference Day is a massive
undertaking that Kim pretty much takes on with all volunteers working with her to go
out and look at all these residents. The amount of behind the scenes work I hadn't got
to see before last year, but I got to sit in with the committee last year in several
different days and see just what they look at and where the project starts to where it
ends. I'd always been on the back side of everything and handling the hauling away of
the material but didn't really see how much work went in on the front side. And that
was fascinating to see as well. And again, a thing where most of these people that are
getting this help wouldn't touch a single thing that we touch because they're not
capable of doing it. So it's a really good way to give back to your community.
Our community holiday displays, we had 20 -- 24 trees, 17 wreaths and 16 quilts. It's
one of my favorites. I like where do you go when you get to see 24 decorated trees in
the same environment and just kind of walk through it like it's a pine forest? I think

that's just a really cool idea that was brought about a few years ago. And each year, it's
just a lot of fun.
We had our volunteer expo. The fact that there's 400 people that come to the expo to
see where they can volunteer says a lot about the people that live in this town. And
with 67 groups offering volunteer opportunities for people is also outstanding. And our
commissions and partners, this year at Fountain Park, we added -- we finished up the
large shade structure by the splash pad. We just added the two new lake swings,
relandscaped the amphitheater area, and also added two small ramadas around the
splash pad that was badly needed with the amount of use that is in that area.
We got our grant-funded restroom that we've talked about, our new pickleball courts
again, all the funding and money that was made on the pickleball was prior to these
courts going in. So this year, we're hoping -- we don't expect to double, but we are
expecting to be about three quarters or a quarter more than what we were.
Our linear park, we're in the process of putting up the shade structure. Wednesday, the
poles are going to start going vertical and then we're about three weeks out. Once
those get put in to get the shade sails put up, you can see the before and after of our
event receptacles. Probably one of my favorite things to see go away. I mean, I love
that the cones say Fountain Hills Parks, but I hate seeing them. So it's going to be so
much cleaner out there during all of our events and the chamber events and things that
are going on lighting of the avenue for the holiday season as well.
And then off to the right there, that top picture is the root barrier going in. That's going
to be a huge savings for us to not have to replace the bricks as often as we had been
doing because of the (indiscernible) trees and their invasive nature of their roots. And
finally, up at Adero Canyon, we just got our security cameras up there. We put two, 360
degree or 270-degree cameras. We had one incident of someone starting a fire in the
little rock piece that's there in the back next to the picnic tables. Last year, we did some
countermeasures to try and prevent that, but we also want to know who's up there
setting fires. So that's where we're at with that.

SNIPES: Yes. Absolutely. Just -- if you -- you mean as far as having something that you
want to bring in?

SNIPES: Uh-huh.
BARNES: Congratulations on a couple of these recent awards and obviously the one
from last year, but are they on display somewhere?
SNIPES: The awards, we haven't gotten them yet. We'll get those --
BARNES: And is there plans on having them in the community center and some trophy
case or?
SNIPES: We have them in our office. They sit on the shelf and/or like our gold medal
and stuff are hung behind the community services counter there. But for the most part,
they're --

BARNES: And one more question. If you hired, obviously, a new park superintendent, if
you could speak on who it is and --
SNIPES: Certainly. Yeah. We're three weeks now starting into our fourth week with
Kyle Harris. He came from the private sector. He's done a lot of construction
installation-type of landscaping. Did some stuff downtown where he was bringing 30-
foot-tall palm trees and putting them on top of a 10-story building down there. And so,
he's had some unique experiences. I think he's going to bring a lot to our group.
Certainly, different than what Brandon was, but bringing equal amounts of different
viewpoints and ways of looking at things. I'm really excited to have him come on and
have been impressed with his mentality. And you can just tell that he's well-seasoned in
being in the landscape business. He owned his own landscape business for many years

he's been down here working with Genesis since then.
BARNES: Well, maybe you can try him in here in the fall or something.
SNIPES: Certainly. Yep.
RUPPERT: And Kevin, I just wanted to say kudos. Amazing work. I've been here for five
years now. I haven't been here as long as these folks, but I've seen a huge difference.
And I think it needs to get called out that you and your team do an amazing job. I'm in
the parks, and Natalie and I and Rory really gave you great compliments. My other
point I wanted to bring up, I think it would be phenomenal if our citizens were able to
see this in our Fountain Hills booklet that we print out every year. I don't know how you
all feel about that, but I'm proud to see this. And I think, like my neighbors and
everyone else that I live close by. Would love to see what you all have done.
SNIPES: Certainly. We're actually in the process, July's park and recreation month. And
we did a proclamation last week declaring that for the Town of Fountain Hills as well. So
you're going to be seeing Mike Pelton, our PIO, putting out a whole lot of different
information on a whole lot of different things throughout the month of July. So make
sure you're signed up to receive those and get notifications on them, and we're excited
to show a lot of this type of stuff through his eye, so.

of what we saw visually.

SNIPES: -- in here, I don't think we need to go through a line-by-line assessment. If
there was something that stood out, good or bad, or that just caught your eye, I think
that would be good to hear. We're going to be taking all of this and putting it into a

LOPUSZANSKI: And if you look Craig and Ron had done theirs and below that, then it
does have Four Peaks notes, and that's what Rory had sent me. So we're going to keep
everything --
VARELA: Okay.
LOPUSZANSKI: -- so that we can kind of blend whatever you might have also seen too.
SNIPES: Yeah. I don't have --

SNIPES: I don't mind having a ton of different viewpoints on it. That's kind of the main
reason I wanted you guys to go out and look at them is I know what I see and how I
critique. It's nice to get somebody else's eyes on it to have a fresh set of eyes review.
VARELA: Okay. And so what happened, guys, is we thought we had Four Peaks also in
addition to Golden Eagle. So we did it after you guys, so.
CHAIR REDDICK: Good.
VARELA: Yeah. So if you guys want to start because you're --
RUDOLPHY: Yeah. Ron and I did Four peaks. And overall, we were quite impressed.
Very, very, very new. Very well maintained. A one big note was potential fire hazard in
the wash area. Subsequently, I've talked to Justin Weldy, and he has assured me that as
soon as the funding for the new year starts, that that's high on his list of things to take
care of. I don't know that you knew that, Ron.
RUPPERT: I'll piggyback what Craig said, and it actually was fun. You know, just actually
having to pay attention to every nook and cranny of a facility. And you know, we were
very objective, both, you know, pro and con, and it's a great idea to do -- I almost yearly
or at least bi-annually and then mix them up with different people. And to me, it was a
great experience, and we got one more to go unless Natalie wants to do it, of course.
RUDOLPHY: She likes to do it after.
VARELA: I know, right? Yeah. I mean --
RUDOLPHY: I wonder why she asked for your guys's notes. I thought that was really

VARELA: I know. We were kind of all over. Yeah. But no, we thought same thing. We
thought it was great. We thought -- I mean, when we were there, there was a sprinkler
head that was broke, but I -- yeah.
RUPPERT: Yep.
VARELA: And it had just happened. Somebody walking around pointed it out and we
saw it. And then I think we saw it like on the one side of the bridge, it just seemed a
little bit uneven, and I'm terrible with my directional, but.
RUPPERT: On the old restroom side or on the new restroom side?
VARELA: On the new --
RUPPERT: How's that? The new restroom side.
VARELA: The new side.
RUPPERT: Okay.
VARELA: Uh-huh.
BARNES: You mean like a whip on the sidewalk?
RUPPERT: Correct.
VARELA: Yeah.
BARNES: You mentioned that, yeah.
VARELA: And then I think the other thing that we thought was just the all the garbage
cans are all different around, and some are outdated with that text-a-tip.
RUPPERT: I think that would be my only point I would piggyback off of as well, that
inconsistency with the trash bins, the erosion at certain parts within the light post
fixtures. But I think that has a lot to do with the urine from our dogs. So I think there's
much you can do, but for the most part, just to end on your note, the parks are in great
shape. They're clean, very well maintained. So those are my only points. So kudos
again.
RUDOLPHY: Thank you. Yeah, the -- I won't lie and say that trash cans are the hardest
thing to spend your money on. But we've slowly been going through and replacing.
They -- I think they were all 55 gallon drums when I started. I don't know that we had

anything other than that at any of our parks. And we're slowly been going through and
they're just expensive and when you have as many as we do, it's a huge chunk to do
them all at once. So we've been slowly each year at the end of the year, making our
purchases with leftover money to keep improving that each year. And it's something
that definitely bothers me, but I still would rather have a cool playground than a cool
trash can.
VARELA: Definitely. No, definitely. And I think Rory and I, for sure, commented when
we were at Golden Eagle like that there are adequate trash cans and recycle, which is
awesome. And the playground. I mean, we were on the playground and --
RUPPERT: We may have to send that photo to you.
VARELA: Oh, yeah.
RUPPERT: There's nothing out there that I haven't ridden, so I fully appreciate the need
to ride.
VARELA: Yeah. And then are we talking about Golden Eagle or waiting until we get our
notes from Rory for you guys?
RUPPERT: I'm fine with you going ahead and sharing.
VARELA: Okay. I think the only thing that we really saw there was the horseshoe area.
It just -- well, I didn't even know it was there. And then when we found it, it's, you
know, it -- if we're going to use it, it could need a little updating or uplifting. And I think
we noticed a couple when we were walking there, some unevenness, more there at
Four Peaks, not at all. It was great, but at Golden Eagle we noticed a couple tripping
hazards.
RUPPERT: Yep. And there were working on -- and I, a hundred percent agree. We've
had -- for the last few years, we've had spots over there, but knowing that we were
doing all this construction, we put all of that on hold for that reason and hopefully we'll
be getting done with that shortly, where we can go in and replace large chunks of the
leftover old sidewalks.
VARELA: Okay. Yeah, great. But again, same thing. The equipment. I mean, now that I
have the granddaughter, I was compare -- like thinking of every single thing of which

CHAIR REDDICK: I'm a foodie. Sorry.
Any other commissioners would like to highlight?
All right. We will move on to action item number 8, update on Pleasantville Park.
RUPPERT: Right on. So where do we add anything in here or no?
LOPUSZANSKI: (Indiscernible).
RUPPERT: Okay. So we did -- we have our first round of review back from J2, who's
working on the design of the park. We can share that with you during our next meeting.
We haven't -- hasn't really gone out yet. And they're working on the second round of
renderings. Hopefully, we'll get those back by then. And then we should be in a pretty
good spot to start, having those conversations about the design and where we're
planning on going from there. It's been an interesting project, with it being completely
different than any other park that I've been involved with. So it's been fun; A) learning
and B) knowing what I know to where that we can kind of blend the two of those
together and come up with something really unique and cool for such a small space is a
challenge. And I think we're on the right path. I think it's going to be really cool. So I'm
excited to get that out in the public and show it.
CHAIR REDDICK: Thank you. All right. We'll move on to the next action item number 9,
update on benches and swings.

SNIPES: I guess that's me again. We're getting -- we got all our benches and swings in.
The swings have been down in Fountain Park for the last couple weeks now. Gotten a
lot of really positive comments, a couple of negative comments, but nothing that I'm not
surprised by. Some people don't like the wind turbines, and so they take it out on the
swings, and I get that. One person even said the location is horrible for a swing, which I
thought was interesting. It's like you're staring at the fountain. Okay. But overall, the --

it's had really warm reception. I've had it out. I put it on my LinkedIn page as well, and I
got a response today from Abilene, Texas, asking about our benches and how we -- what
we thought of them, what the plan was down the road with them. And generally, when
I put something out, I get responses like that from odd places, like when we did our
playground. I got a response from it was North Carolina. There was somebody that was
interested in our cliff rider. And again, it was one of the things that no one else had, and
so it catches attention. But they seem like they were getting ready to build a park, and
they're trying -- their theme is recycling. And so, they were planning on doing a whole
bunch of them.
BARNES: On a side note, I just drove through Abilene, Texas last week. And there -- on
the freeways, there's a signage that says you're in Abilene are actual wind turbine wings
that they've painted. Welcome to Abilene. So I guess they got a bunch of them --
SNIPES: They do.
BARNES: -- that they want to get rid of.
SNIPES: Yep. That's exactly what it is for them. Yep. Yeah. That was something they
brought up to like we have them, wonder if we can work with the company. And so, I
was connecting the two of them to see if they could come up with a way to make it
work for both parties.
CHAIR REDDICK: All right. Thank you, Kevin, for that. And we'll move on to agenda
item number 10, update for the Arizona State puzzle donor program.
Kevin, I'll let you take that on again.
SNIPES: Thanks. For that one, we're at 30 total that we have on there now, of the 99
that we're looking to have done. It's starting to look more like a puzzle, which I think is
cool. And I think we have one right now in the next order or two, two on the next order.
So we're on our way to the next round of orders as well.
RUDOLPHY: And why did the finish on the puzzle pieces change?
SNIPES: It is a good question, but the finish did not change. What did change is how the
direction of the brushstrokes. It took me forever to figure out because I was like,
there's -- they're just totally different. But it's if they're brushed vertically, they look one

way, and if they're brushed horizontally, they look the other. And so, as you look on
there, if you look at them close, you can see which way the brush marks went. And so,
it's kind of -- and it would be really hard for them to twist and turn everything when
they brush everything together, and so that's going to happen a little bit on it. But even
they couldn't -- they're like there's no reason. It's the exact same process. We have no
idea what you're talking about. And I'm like, well, come out and look. But I think if
enough of them are back and forth, I'm okay with it. But people think that one looks
old, and one looks new, and that's not the case at all. Just a hundred percent has to do
with which way the brushstrokes are at on it because it's a brushed stainless.
RUDOLPHY: Could they, like, lay like over all of it, like once it's all done, could they just
like take a tiny layer off of it to like make it uniform?
SNIPES: It possibly could. It depends on -- and again, it depends on what it looks like
when it's done to see if that's worth it or not. It might look just as cool having it have
some character to it. So we'll see.
CHAIR REDDICK: And thank you for that, Kevin. Our family came out and took a look at
the puzzle piece, and everyone loves it. So we have a really great town that people
really rave about. So very proud to say that I'm a part of it. And we'll move on to
agenda item number 11, review and discussion for upcoming events and volunteer
opportunities.
LOPUSZANSKI: Carey, if I could also add, this is Shreyaan's last meeting as youth
commissioner. And so, if we can also add, I apologize. I did not get anything from
Shreyaan, but I would like him to have a little moment to be able to say about talk about
experience. Thank you.
CHAIR REDDICK: Sure. Not to put you on the spot or anything, but go ahead and speak
off the top of your head. It better feel heartfelt.
NATH: Well, this was an interesting experience. I mean, I've never really worked in a
place like this where normally, if I'm in an organization, it's with a bunch of people my
age, just not people who've been in this town for maybe years and years, people who've
known the parks inside and out and just know everything about the town. So getting to

puzzle program, these grants that you guys are getting and it's more like behind the
scenes. That's opened up a lot of -- that's giving me a different perspective on the way I
view the town and how other towns are also probably run, where probably this town is
better at doing it, but.
CHAIR REDDICK: Sure.
NATH: But it's giving me a different perspective and what I'm going to different places
where I'm going to Texas now. I'll see something similar, like, hey, that's a park, and I'll
see someone tending the park and be like, hey, this is what we used to do. I think our
way is better. You should do this. But I've learned a lot from this. And I mean, whoever
comes next, they'll be learning a lot more from you guys, and I think this is a good
program to have. And if you could open up more spots, I feel like it would be more
beneficial. So thank you all.
CHAIR REDDICK: Thank you. Well, congratulations on your new journey. I have to say, I
feel like every year gets better and better. You were really amazing this year, so kudos
and best of luck.

VARELA: That's what I would say, too. Yeah, you spoke up, and you always took
initiative, and, yeah, I really appreciate it.
SNIPES: Yeah. I've been around long enough to have our youth commissioners speak
up and some that don't speak up as much, and having someone that comes in with an
open mind and is willing to share your thoughts and feelings on what we're trying to do
to make the community better, makes it a lot better. So thank you so much for that.

CHAIR REDDICK: And thank you, Patti, for that interjection. I'm glad that we were able
to highlight that. And we'll move on back to the review and discussion for upcoming
events and volunteer opportunities. And we have a calendar, Kevin.
SNIPES: We are in need of Fourth at the Fountain help. Primarily, we're lacking some
cash handlers, so -- and our commissioners can't help with that. So if any of you are

followed by our next day where we clean up the park, I know it's hard to believe, but
people throw things on the ground at night. I know. I know. It's something I wasn't
used to either, but apparently when the lights go out, that's when you immediately
throw everything you have directly onto the ground.
And the last thing we want to see is our community come to the park on the 6th or on
the 5th and have the park be not in the same shape it was the day before. And we do
get a fair amount of volunteers that help out for that early in the morning. The shell
casings alone make a huge mess in the park. I never had the privilege of cleaning up
after a 4th of July until I came here. And it puts a different perspective, as you were
saying, on what the 4th of July means. Apparently, it means a lot of round pieces of
cardboard flying all over the park from these beautiful fireworks that we get to see that
night.
The fireworks also throw everything on the ground as soon as it gets dark apparently.
So any help with that, we'd be happy to have you. I mean, we have our family fun night
coming up at the community center trying to give some people a chance to be out, out
of the heat. And then our final summer event is our Back-to-School bash, which has
grown substantially each of the last several years. And we're looking forward to that
growing again this year. If you'd like to be a part of that one, we'd love to have you for
that as well. So just reach out and let us know.
CHAIR REDDICK: For the Back-to-School bash, are we needing any items for the kids?
Do we typically have donation like a donation drive?
SNIPES: We don't do -- we haven't done a donation drive for this event. It's more of a
last gasp of summer kind of a deal. And I don't know that they've done any of the back-
to-school kind of fundraising.

RUPPERT: I have a question about the 4th of July. Are we going to work on the traffic
situation? I mean --
SNIPES: So as far as the traffic situation goes, I'll speak to that, and the amount of hours
that we put in each year to improve it. Having 45 minutes of departure time for an
event where everyone leaves at the same time is about as good as we're ever going to
get it with three ways out of here. We've added officers. We've added splitting lanes to
try and increase the spots where you can get out. We've closed roads. We've opened
roads. We've funneled roads. It's something that we -- every single year, we talk about
what areas were the worst and what areas were the best. And if it was the best, then
we need to funnel some of the worst to the best and figuring out all of those types of
things.
The reality is, when you got 23,000 people trying to go down three roads, it takes a
minute. And there's just not a major thoroughfare to get you out of here. And so, what
we try and do is open up all avenues to get you the main traffic that's going the right
direction through as quickly as possible. Last year, we had an issue where we didn't
have enough people protecting the barriers. And so, we had some people help by
moving barriers out of the roads to let people drive down roads that we were trying to
prevent them from getting into a bottleneck. And instead, they flooded it with people
and made a bottleneck. And so, this year, we're having more people come to just man
the barriers in certain locations to try and prevent that. And we think we have a good
plan. And last year, it got foiled by not having enough bodies. And so, this year we're
trying to correct that proactively.
CHAIR REDDICK: Okay. And it looks like we're moving on to agenda item number 12,
next community service advisory commission meeting, will take place September 22nd

Members of each board and commission shall elect a Chair and Vice Chair from among its
own members. Each Chair and Vice Chair shall serve for one year and until such time as a
successor is elected. The Chair shall preside at all meetings and exercise all the usual rights,
duties and prerogatives of the head of any similar organization. The Vice-Chair shall perform
the duties of the Chair in the Chair’s absence or disability. Vacancies created by any cause
shall be filled for the unexpired term by a new election. (19-15, Added, 09/03/2019)
