Request to Comment Cards
To speak or submit written comments, a Request to Comment card is required. Cards must be completed and
submitted to the Clerk before the meeting begins. Late or incomplete cards will not be accepted. A separate
card is required for each agenda item.
Agenda Items (Consent or Regular)
Request to Comment cards must include the agenda item number, whether the speaker is FOR or AGAINST the
item, and whether the individual wishes to speak or submit written comments.
Call to the Public requests are accepted in person only. Request to Comment cards must be submitted prior to
the meeting commencing.
Speaking Rules
Speakers may speak only when recognized by the Presiding Officer and are limited to three (3) minutes. All
comments must be directed through the Presiding Officer, not to individual commission members or staff.

Anyone wishing to address the Commission regarding items listed on the agenda or during Call to the Public
must completely fill out a Request to Comment card located in the back of the Council Chambers and hand it
to the Clerk prior to the start of the meeting. Once the meeting has started, late requests to speak cannot be
accepted. When your name is called, please approach the podium, speak into the microphone, and state
your name and if you are a resident for the public record. Comments may not exceed three minutes. It is the
policy of the Commission not to comment on items brought forth under "Call to the Public." However, staff
can be directed to report back to the Commission at a future date or to schedule items raised for a future
Commission agenda. To avoid disruption of the meeting, to maintain decorum, and provide for an equal and
uninterrupted presentation, applause is not permitted, except during Proclamations, Awards, and
Recognitions. All meeting participants must maintain proper decorum as specified in Section 6 of the Council
Rules of Procedure.

All items listed are considered to be routine, non-controversial matters and will be enacted by one motion
and vote of the Commission. All motions and subsequent approvals of consent items will include all
recommended staff stipulations unless otherwise stated. There will be no separate discussion of these items
unless a Commission Member or member of the public so requests. If a Commission Member or member of
the public wishes to discuss an item on the Consent Agenda, he/she may request so prior to the motion to
accept the Consent Agenda or with notification to the Director or Chairperson prior to the date of the
meeting for which the item was scheduled. The item will be removed from the Consent Agenda and
considered as the first item on the Regular Agenda. The remaining items on the Consent Agenda will be
enacted by one motion and vote of the Commission.

A Regular Meeting of the Fountain Hills Community Services Advisory Commission was
convened at 16705 E. Avenue of the Fountains in open and public session at 5:00 p.m.

Vice Chair Wilson: I’m going to go ahead and start the meeting. Number 1, we'll do a
call to order, please, Stormy?

VICE CHAIR WILSON: Thank you. And then I'll do a statement of participation. All right.
And then doesn't look like we have any presentations tonight; correct? All right.
So we'll go on to the regular agenda. And Number A is consideration and possible
action, approval of the Community Services Advisory Commission November 24th
2020 -- 20 -- sorry -- 2025 verbatim meeting minutes.
Did everyone have a chance to review the minutes from last meeting?
COMMISSIONER RUDOLPHY: Yes, and I moved to approve the minutes.
VICE CHAIR WILSON: Can I get a second?
BARNES: Second.
VICE CHAIR WILSON: All those in favor say aye.
ALL: Aye.
VICE CHAIR WILSON: Any opposed? Great. That is an approval.
Next up, we have an update on the name change from Pleasantville Park to Skyview
Park.
SNIPES: Yeah. So the long-awaited name change has occurred. We have our final

round of review off to J2 as our designer on this project. And we are hoping to get that
back, hopefully this week or next week from them. There's minimal changes that
needed to be done. The -- you know, Pleasant View's been out there for a long time. It
was a name that we tagged on the park for -- for future consideration. So that's where
that started, that we decided if we named it, that it was ours.
That's a pretty good tactic to have. As long as you got a name for something, it's pretty
much yours. So we stuck with that all the way through until we were getting ready to
finalize the plans. And then we came up with the one that we actually think work well --
works well for the park and its intended purposes. And the next agenda, we'll be
looking for support from this body to move forward with the design coming to fruition if
you guys are willing to support that project from our final push and we can get that
information off to counsel as well. If you have any questions or concerns, we can
absolutely discuss that during the process.
VICE CHAIR WILSON: Thank you, Kevin. I just had a quick question on the approval for
Skyview Park. What's the timeline that you're looking to support with that?
SNIPES: As far as getting action from -- from this body, I would like to get it tonight
because we will be pushing this out fairly quickly. And so we've discussed it several
times over the last year and a half we've been working on it. So this is to where we
think it's going to be over what the budget was stated as being, just over (indiscernible).
COMMISSIONER VARELA: Gosh, you guys, I definitely can't hear anything.
SNIPES: I will try to speak up more into the mic.
COMMISSIONER VARELA: Oh, I can definitely -- I can definitely hear you now. Thank
you.
SNIPES: Okay. Sorry about that.
COMMISSIONER RUDOLPHY: So Kevin, the original budget approval was 800,000. And
now you might be going back to ask for 1.4 million?
SNIPES: Up to. Yeah.
COMMISSIONER RUDOLPHY: Can you provide a brief explanation of almost doubling of
the cost?

SNIPES: Yeah. So basically, we started this conversation several years ago, and there's
definitely been a change in the cost of things since then, as well as the building of the
structure. As we were building, as we were working with Dark Skies for the main center
structure, with the challenges that Golden Eagle presented with the hill coming down --
cars coming down the hill and lights shining into the center area, we really had to fortify
the area so that we could prevent light intrusion.
And that took quite a bit more metal on the -- on the structure than what was originally
planned. And like I said, I'm pretty confident in seeing the engineering estimates. I
know there's some things on there that we can work with to -- to help reduce that
number. But I've always had the mindset of going in with a number and coming in
under that. And I feel like this is another spot where that would probably be the case.
But I don't like having to go back and ask for more once we've -- once we've got this far
into it. I'd rather ask high and come in.
COMMISSIONER RUDOLPHY: Based on current policy, I'm thinking that's a pretty big
jump that had been spoken before in the past many years when we were getting a feel
for how big it was going to be. I mean I can see that there's lots of possible action. But
my estimate is it's a point of (indiscernible).
SNIPES: Certainly.
VICE CHAIR WILSON: Natalie, do you have any comments or questions?
COMMISSIONER VARELA: (Indiscernible).
VICE CHAIR WILSON: Thank you. We can move on to discussing the Arizona State Puzzle
Donor Program Centennial Pavilion.
SNIPES: A bunch of stuff happening again and not just approaching this weekend, and
getting some pretty good numbers and you know, (indiscernible).
VICE CHAIR WILSON: Awesome. Thank you. We discussed the topic of taking on
(indiscernible).
SNIPES: Not that I've heard any significant push to -- push it to there. I think it was --
when staffing says during the week, and I know that it's going to be a different
(indiscernible).
