and I'm a victim -- or a person who was in�alved in that as well sa I'!I try and make sure
that I'm up to the mic as well. But it makes it a lat easier an Starmy to get the minutes.
And as yau coukd see in last month's, there's several spats where it wasn't sure what
was happening s❑ if we �ould try and make sure that the mics are an and that we're up
clase to the mic when we're talking, it would �e greatly appreciated.

All right. Regular agenda item 7A. We'll mo�e to item 7A, whi�h is the update an the
Arirona State puxzle donor program Centennial Pavilivn.
SNIPES: Thank you. So we just placed ❑ur next raund of vrders. We ardered nine more
puxzle pieces. I'm pretty sure that something happened when Stormy came on that
created a mad dash far puzzle pieces because within the first couple af months, we'�e
had nine mare, so that'!I put us up -- do you know what the total was? I think it's right
around half of them are now out, if not a little o�er half, so that's good. We'll be -- we
should get those I think hy the end af this week we'll ha�e those and hopefully get them
installed. 5a it's really starting to -- to take shape o�er there if you ha�en't seen it
recently. And when we add nine more, it's really gaing to start ta -- ia came tagether.
And then we'I! be doing a push kind of get some urgencies for people that want to be
in�ol�ed in it if they`re �n the fence about it. 6ecause we are running out of orders that
we'll be placir�g on those. Dnce it gets filled up it's dane. 5o we'll be doing that after we
get this next round put up.

MAZEIKf5: Carey or Chair, sarry. If you go to page 15, you can see all the Qnes tha# are
marked in green are the ones that are sold. And then currently we don't ha�e any that
we're holding for proofs. And so that will gi�e you a really gaod idea on where we stand
with almost the pavilion wall is almost completely filled up.

REobICK: All right. Well, we will mo�e ta item 7B discussian, passible action regarding
the 5ky�iew Park suppart and apprv�al plans. Ke�in, I wi11 let yau proceed.
SNIPES: Afrighty. So I belie�e the plans were sent aut with the packet. We also have
some renderings to shaw, I�ut I just figured I would ga through a few of the pages on
here that I think are critical t❑ understanding what we're trying to da with the park as
well as how we're going to a�complish that. It alsa helps to cover the increase in price
from the original guesstimation to actual fruition and where we're at taday. As you can
see, we'll have se�eral trai4s going through the park. These will all he natural. They
wan't be -- they'll be done with 5tay La�k a lot like we did at the entrance to Odera
trailhead whi�h has worked aut really well. We als❑ used that o�er at Panarama Park.
5a that'll -- that'll help. �ne, it's cheaper than doing con�rete. And B, I wanted it to be
more af a natural setting a�er there. And so we'�e worked hard ta kind �f maintain that
as we ga.
Let's see. Here yau can kind of see the entry sign. And then we did some constellations
on them as wekl. And then on the a�tual shade structure an the bottam picture there,
you can see where we actually named the canstellations as well, s� that it'll he more
informative when you are out there loaking at it, yau'll ha�e a point af reference to
what it -- to what it is as well as where yau can find it.
Here you can kind af see the center activity area and because af the r�ad that's going by
with Golden Eagle going by as well as Bainbridge, we really needed to block out all
headlights that are coming down the hill, which was -- proved to be extremely difficult.
Because of that, such a height compared to the -- the space we're trying to protect. 50
we hac! to go ta�ler with the structure as well as angle in some -- some shade blocking.
Not from the sun, but from the headlights. 5o that was a major contributing factor.
The -- t❑ help reduce some of the �ast we're �nly doing the -- the first few panels next
t❑ eac#� ❑f the entryways with the star patterns, and the rest of them will be more af a
plain look so that we could help ta try and keep the �ast down. But as you can see,
there's a few different images. Let's see. L�t's go to this one. 5o you can kind ❑f see
yau're Iooking through the top with this ane where you �an see there's three entryways

that will be �oming in s❑ we can get people in from different angles. And we were -- we
were picky a�out tf�e exteriar of those entryways making it so you ha�e ta walk araund
something to walk in so that there isn't a dire�t line of sight ir�ta the �iewing area. And
then one ❑f the -- the things that we did late that I think is really cool is we -- we icind of
treated the center of the shade -- the structure area the concrete as being our saiar
system sa you can see where the sun's at and each of our planets as it -- as they ga away
from the sun, and they did thase proportionately to make it have a similar effe�t to
what that would be. And I think that's going to came out really cool when you -- when
yau first walk into the area.
Nere at the bottom, you can kind af see the -- the lighting that will be being used. They
all come from under -- under benches and away from eye �eight which will help. Let's
see down here you can see the -- the types of lighting that's being used. So we'll be
using off ta the right there we'll be using t�e red band lighting. And then at the very
battom will be a seat wall, and it cuts back in and the light will just shine dawn to the
ground. And so that'll really help ta whether it's just lighting up what you need to see
and that's where yau're walking, but it won't be lighting up the entire spa�e where
yau're trying to view from.
And here's showing how much light will be in there when thase lights are an. And as
you can see, it's -- it's very nominal. Foot candles out in the center af it, whi��+ was the
goal as we were doing it. And it'll be red light so that it wan't be hard on your eyes
when you're trying to do sky -- sky gazing.
And then some renderings that we also just got in. Yau guys are getting a super sneak --
sneak peek. 5❑ here as yau can see -- so this is one of the entrances. So we had these
walls put up t❑ where that yau ha�e to walk around them to -- it'll totaliy prevent light
from being a�le t❑ �ome in fram ea�h af the different angles af where cars wauld
typically be driving.
Here's another angle where you can kind of see in from the edges, but yau wan`t be
a4�le to see #rom where the cars will be dri�ing. Here you can kind of see the star
patterns that are gaing to be put an with their names listed o�er them as well. And yau

can see the benches inside ti�e seat walls that I was discussir�g earlier.
This is ar�e of the other educational areas that will ha�e a shade structure aver it. It's a
little bit smaller space but �ou{d be gaod for the right size classes depending on, you
knaw, this is going ta be a day and night acti�ity space. And sa we'If ha�e two spaces
that are similar to this for -- for �lasses and -- and events like that. As yau can see, it's --
it's a substantial structure. I think it`s -- I'm trying to remember off the top of my head,
but I belie�e it's 12-faot entry point and up to 14 on the inside. 5o it is a-- a big
structure to make sure that we're blacking aut all the fight that we need to. That's all
the renderings I ha�e. With t�at, I'll take any questians that you all might ha�e. And we
are laoking for a �ote of support from the committee as aur next step in our agenda. So
if yau ha�e any questions �eforehand, naw's your chance.
RUPPERT: Just a cauple of infrastru�ture questians. Are there going ta be �ameras
there?
5NIPE5: We -- we don't have it scheduled at this time #ar it, but we are doing that within
all of our parks.
RUPPERT: How about electricity for, like, events if somebady wants to rent this pla�e
aut?
SNIPES: Yeah. There will be electrical in several paints within -- within the area just in
�ase we dv need svmething like that.
RLIPPERT: The benches on the inside and the one in that educational area, the concrete
benches, are they going to be skateboard proaf.
SNIPES: We haven't had issues with that lately. It doesn't mean that we won't. but if we
da, it daesn't take much to -- to add that inta it afterwards. YeaF�, that's mare important
right naw. That's true.
RUPPERT: And ane -- one last questian is that the site plan, does it ga all the way back
to that, like, ro�k cliff that's along t�e edge?
SNIPES: Yes.
RLIPPERT: So the trees that are on the ane side are, like up against the rock cliff there. I
forget is there are hames on tap of that?

SNIPES: There are, yes.
RUPPERT: Is t�ere any, like, street drainage that comes into that carner?
SNIPE5: No. No, it's not allowed to drain -- none af thase lots were allowed to drain
that way.
BARNE5: nkay. That's all I had.

RUPPERT: 5pec#acular, by the way.
SNIPES: Thank you. Appreciate it.
VARELA: Veah, I tttink it's great. Will it -- will it be able to be ren#ed aut if somebody
wants to like, I mean, I cauld actually see somebody wanting ta do like a wedding there
because they're really into --
SNIPES: Yeah, yeah. It'll be like the rest of our parks where we'll ha�e the ability t� rent
it out, yes.
VARfLA: Great. I think it laaks amazing.
SNIPES: Thank you.
REDDICK: Yeah. And Ke�in, just to add, you know, { think these individuals ha�e stated
it's very detailed. �he team has done a great job. It's very creati�e. And I think it's
gaing ta laok great nQt anly for our cammunity but fflr the astrfllogy cammunity as well.

VARELA: I guess I wvuid ha�e ane more question. And I more s❑ when I �ould think I
would hear peaple saying this is what they're spending money on, why would -- why
wauld they da this instead af, you know, fixing the roads ❑r doing so what's our -- what
are we saying?
SNIPES: Why to Lhat? 5❑ --
VARELA: Yeah.
SNIPES: 5o this -- this park is actually all being built with de�elapment funcis that are
anly allawed to be used far parks. They couldn'# be used for raads even if we wanted

ta. So that's -- that's aur -- that was the whole idea of this fram -- from start ta finish
was that we had development funds that do expire after ten years. We ha�e enough in
that budget right nflw ta build this �ark e�en with the inGrease in cast, which we think
cauld be upwards af what we're asking for 1.4, we're haping to come in under one. 6ut
with s�me of the unknowns that we have aut there, that's where we felt camfQrtable.
RUPPERT: It's been a bane yard --
SNIPES: Yea�.
RUPPERT: -- for 3S years, so --
SNIP�S: Exactly. Wha knows wnat's under the sail?

ma�e to 7C, which is the update on the upcoming e�ents and volunteer opportunities.
5NlPE5: We ha�e the -- we ha�e a list of thase on page 15 of the agenda, and you know,
we're coming up on same af our bigger e�ents. We'll ha�e Irish Fest coming up. We
have Teen Takeaver this 5aturday which has always been a fun e�ent, and it's grQwn
steadily a�er the last se�eral years sa that'il be gving on in the cammunity center
Saturday night. And then arish Fountain Festi�al is �oming up. That's a big one that
we're always laoking for as5istance fr�m especially for money handlers. f think we filled

up vur -- vur -- our list this year already, sa that'S a gaod thing. But if anybady was
interesied in caming aut ta �alunteer, that would be great. We would certainEq use yau.
And then we'�e changed things a little bit this year where we'�e added Extra�aganza
and Touch a Truck to the same date at the same park whi�h is at a new locatian. That
one's gaing to t�e at ❑esert Vista this year. It`s the first time we'�e done it o�er there.
But we were s❑ busy in the spring that we felt like each of thase e�ents were smaller by
themsel�es and so if we could combine them, that would make it so we c�uld do both
still and not �ave our staff F�a�ing ta came in extra days to run them. 5a that's aur plan
for this year. We're laaking forward. We think that that is gaing t❑ really help out bath
af those become larger e�ents. Those are our main anes that are just araund the
corner. Then, you knaw, of �ourse, we'�e gat Music Fest coming up in April, and so
that's anather one that we`II be loaking far �olunteers to come and help us aut at that
one as well. That`s it.

2�25 list, is there somewhere to laok up these e�ents? Like, I--
SNIPES: These are all found on our -- on aur web page. And so that's prababiy the
easiest spot to find it is on the Fauntain Hills website.
VARELA: Well, I guess like, more like a little blip of, like, I hecause I wanted I was
specifically looking what that hecause af be fundraising. I didn't see it. I mean, I-- I
found it an the just you know, by Goagle af that, k�ut is there anywhere like where
there's a blip, a description of all ❑f these events ar just them listed aut?

we're getting claser ta the e�ents through our sacial media posts.

of �ideos with Mike Peltan and our -- aur staff themselves to post bath an the Faceboak
page far community ser�ices and or the Town's page.

RUPPEftT: Back to 5kyview, is there -- there's not going t� he a, like, a public hearing
paster put up for that, for a hearing for that? lust --
SNIPES: Na, we're gning to present it t� coun�il and -- and ma�e forward with what it is.
With it being such a speciali2ed park we felt like ha�ing the specialist he�p us with the
design was -- and we worked with -- we did work with t#�e Dark 5ky community a Iot
thrnughout the pro�ess. They'�e �een in�ol�ed every step ❑f the way.
RLIPPERT: Back to e�ents. And I may ha�e missed this in the mailbox, but you know, the
town used to put aut a nice little, like, pamphlet in the mail ❑r a little magazine type
thing, which was wonder#ul with all the e�ents in it in color. ❑id we get one this year or
did I miss it?
SNIPES: We quit doing Fhe Laop se�eral years ago that -- it 6ecame cost prohibiti��, and
we'�e gane to an all digital farmat on that.
RLIPPERT: Qkay. It was nice though.
SNIPES: LJh-huh.
