Councilmembers of the Town of Fountain Hills will attend either in person or by telephone conference call; a
quorum of the Town’s various Commission, Committee or Board members may be in attendance at the
Council meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9, subject to certain specified statutory exceptions,
parents have a right to consent before the State or any of its political subdivisions make a video or audio
recording of a minor child. If a child is present at the time a recording is made, the Town will assume that the
rights afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.

CONSIDERATION AND POSSIBLE ACTION: Relating to Resolution 2026-19,
declaring and adopting the results of the Primary Election held on July 21, 2026.
Staff Summary (background)
Pursuant to A.R.S. §§ 16-642, the Town Council is required to canvass the results of the July
21, 2026, Town of Fountain Hills Primary Election within 20 days of the Election and enter
the canvass into the official record.
Maricopa County Elections conducted the election on behalf of the Town and has completed
the official canvass of the election returns. The Maricopa County Elections Canvass Report is
attached for the Town Council's review and is incorporated by reference into Resolution
2026-19 and this staff report.
According to the certified election results provided by Maricopa County Elections, the
following candidates were elected:
Mayor: Gerry Friedel
Councilmember: Mathew Corrigan
Councilmember: Dan Kovacevic
Councilmember: Ben Larrabee
Approval of the attached resolution will officially canvass the results of the July 21, 2026,
Town of Fountain Hills Primary Election in accordance with Arizona law and the Fountain
Hills Town Code; accept the certified election results as provided by Maricopa County
Elections; and authorize the Town Clerk to issue Certificates of Election to the successful
candidates. Upon approval, each successful candidate will be declared duly elected, effective
as of the date of the General Election, and will assume the duties of the respective office as
provided by Arizona law and the Fountain Hills Town Code.

CERTIFICATE OF OFFICIAL ELECTION RETURNS FOR
THE JULY 21, 2026, PRIMARY ELECTION HELD IN THE
TOWN OF FOUNTAIN HILLS, ARIZONA
WHEREAS, a Primary Election was held in and for the Town of Fountain Hills, Arizona
(the “Town”), on July 21, 2026 (the “Election”), and the Town Clerk, as the officer in charge of
elections, authorized the execution of an agreement with Maricopa County Elections under
which Maricopa County's electronic voting system was used to tabulate the votes cast by
qualified electors of the Town at the Election; and
WHEREAS, pursuant to this agreement and under the authority of the Town Clerk, the
electronic voting system, computer election tabulation programs, specifications, and voting
equipment were tested prior to the Election and found to be in compliance with A.R.S. §§ 16-441
through 16-452; and
WHEREAS, pursuant to the agreement and under the authority of the Town Clerk,
election and tabulation boards performed the duties required by Title 16 of the Arizona Revised
Statutes and prepared and delivered an abstract of the vote in accordance with A.R.S. §§ 16-616
through 16-623; and
WHEREAS, the undersigned Town Clerk, as the officer in charge of the Election, has
caused the attached Official Returns to be prepared, reflecting all votes cast at the Election; and
NOW, THEREFORE, pursuant to A.R.S. § 16-646, the undersigned Town Clerk
certifies that the attached Official Returns constitute a true and correct canvass of all valid ballots
cast at the July 21, 2026, Primary Election.

RESOLUTION 2026-19
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE TOWN OF
FOUNTAIN HILLS, ARIZONA, DECLARING AND ADOPTING THE
RESULTS OF THE PRIMARY ELECTION HELD ON JULY 21, 2026.
WHEREAS, the Town of Fountain Hills (the “Town”) held a Primary Election on the
consolidated election ballot of July 21, 2026 (the “Primary Election”), for the purpose of
nominating or electing a Mayor and three Councilmembers; and
WHEREAS, pursuant to A.R.S. § 16-642, the Town Council is required to canvass the
returns of the Primary Election no later than twenty (20) days following the election; and
WHEREAS, the Town Council has canvassed the election returns and finds the results to be
as set forth in this Resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
THE TOWN OF FOUNTAIN HILLS as follows:
SECTION 1. That the recitals above are hereby incorporated as if fully set forth herein.
SECTION 2. That the total number of registered voters was 18,383; the total number of
votes cast was 9,979; the number of ballots rejected and returned late was 65; and the voter
turnout was 54.28%;
SECTION 3. That the number of votes cast and the names of the persons voted for,
including the number of votes received in each precinct by each candidate for Mayor and
Councilmember, together with all write-in, provisional, and rejected ballots in each precinct, are
set forth in Exhibit A, attached hereto and incorporated herein by reference;
SECTION 4. Pursuant to A.R.S. Title 16, including A.R.S. §§ 16-645, 16-647, and A.R.S. §
9-821.01, and Chapter 2 of the Fountain Hills Town Code, the Town Council hereby finds,
determines, and declares that the following candidates for Mayor and Councilmember received a
majority of all votes cast by the qualified electors of the Town at the Primary Election, as
reflected in the official election returns approved by the Town Council on August 4, 2026.
Accordingly, each candidate is hereby declared duly elected, effective as of the date of the
General Election, and shall assume the duties of the respective office in accordance with
applicable Arizona law and the Fountain Hills Town Code. The Town Clerk is authorized and
directed to issue Certificates of Election to the following candidates:

SECTION 5. This Resolution shall be in full force and effect immediately upon its adoption.
SECTION 6. The Mayor, Town Manager, Town Clerk, and Town Attorney are hereby
authorized and directed to take all steps necessary to carry out the purpose and intent of this
Resolution.
PASSED AND ADOPTED by the Mayor and Council of the Town of Fountain Hills,
Arizona, this 4th day of August 2026.
