TOWN OF FOUNTAIN HILLS
SPECIAL SESSION OF
THE DISTRICT BOARD OF THE
COTTONWOODS MAINTENANCE DISTRICT (CMD)
May 1, 2014
CALL TO ORDER AND ROLL CALL
Chair Linda M. Kavanagh called the Special Session to order at 6:34 p.m. in the Fountain Hills Council
Chambers.
ROLL CALL – Present for roll call were the following members of the District Board of the Cottonwoods
Maintenance District: Chair Linda M. Kavanagh, Boardmember Tait D. Elkie, Boardmember Henry Leger,
Boardmember Cecil A. Yates, Boardmember Dennis Brown, Vice Chair Cassie Hansen, and Boardmember
Dickey. District Manager Ken Buchanan, District Board Attorney Andrew McGuire, and District Clerk
Bevelyn Bender were also present.
CALL TO THE PUBLIC
District Clerk Bevelyn Bender advised that there were no citizens wishing to speak at this time.
AGENDA ITEM #1 – CONSIDERATION OF APPROVING THE COTTONWOOD MAINTENANCE
DISTRICT BOARD MEETING MINUTES OF JUNE 20, 2013.
Boardmember Yates MOVED and Boardmember Brown SECONDED a motion to approve the meeting
minutes of the June 20, 2013, Cottonwood Maintenance District Board meeting.
Ms. Bender advised that there were no citizens wishing to speak at this time.
The motion CARRIED UNANIMOUSLY (7 - 0).
AGENDA ITEM #2 – PUBLIC HEARING REGARDING RESOLUTION CMD 2014-01, APPROVING
THE TENTATIVE BUDGET OF THE DISTRICT FOR THE FISCAL YEAR BEGINNING JULY 1,
2014, AND ENDING JUNE 30, 2015, AND SETTING A HEARING DATE FOR THE BUDGET AND
ANNUAL ASSESSMENTS.
Chair Kavanagh opened the public hearing at 6:35 p.m. noting that there was one staff report for
agenda items 2 and 3.
District Manager Ken Buchanan addressed the Board relating to this item stating that the Cottonwoods
Maintenance District was formed by the Town Council in 1999 for the purposes of improving common areas of
the Cottonwoods subdivision. He noted that the Town Council serves as the governing Board for the District
and that the Maintenance District provides for the maintenance of the common areas, which were forme d by the
Town of Fountain Hills. He stated that the annual cost was repaid through an annual property tax assessment of
$83.15 per property, which is the same amount as last year and that it is levied through the Town and collected
by Maricopa County. He pointed out that the estimated levy includes the annual landscaping contract cost as
well as establishes a reserved amount for future exterior wall maintenance.
Ms. Bender advised that there were no citizens wishing to speak at this time.
Chair Kavanagh closed the public hearing at 6:36 p.m.

AGENDA ITEM #3 - CONSIDERATION OF RESOLUTION CMD 2014-01, APPROVING THE

Boardmember Leger MOVED and Boardmember Brown SECONDED a motion to approve Resolution CMD
2014-01.
Ms. Bender advised that no citizens wished to speak.
The motion CARRIED UNANIMOUSLY (7 - 0).
AGENDA ITEM #3 - ADJOURNMENT
Vice Chair Hansen MOVED that the Board adjourn the meeting at 6:36 p.m. and Boardmember Elkie
SECONDED the motion, which CARRIED UNANIMOUSLY (7 - 0).
