TOWN OF FOUNTAIN HILLS
SPECIAL SESSION OF
THE DISTRICT BOARD OF
THE EAGLE MOUNTAIN COMMUNITY FACILITIES DISTRICT (EMCFD)
June 5, 2014
CALL TO ORDER AND ROLL CALL
District Chair Linda M. Kavanagh called the Special Session to order at 6:25 p.m. in the Fountain Hills Town
Hall Council Chambers.
ROLL CALL – Present for roll call were the following members of the District Board of the Eagle Mountain
Community Facilities District: Chair Linda M. Kavanagh, **Boardmember Ginny Dickey, Boardmember Henry
Leger, Boardmember Cecil Yates, Boardmember Dennis Brown, and Vice Chair Cassie Hansen. District
Manager Ken Buchanan, District Board Attorney Andrew McGuire, and District Clerk Bevelyn Bender were
also present.
**Boardmember Dickey participated in the entire meeting through the use of teleconferencing equipment.
Boardmember Elkie was absent from the meeting.
CALL TO THE PUBLIC
District Clerk Bender advised that there were no citizens wishing to speak at this time.
AGENDA ITEM #1 – CONSIDERATION OF APPROVING THE EAGLE MOUNTAIN COMMUNITY
FACILITIES DISTRICT BOARD MEETING MINUTES OF MAY 1, 2014.
Boardmember Yates MOVED and Boardmember Brown SECONDED a motion to approve the meeting
minutes of the May 1, 2014 Eagle Mountain Community Facilities District Board meeting.
Ms. Bender advised that there were no citizens wishing to speak at this time.
The motion CARRIED UNANIMOUSLY by those members present (6-0).
AGENDA ITEM #2 – PUBLIC HEARING REGARDING RESOLUTION EMCFD 2014-02, APPROVING
THE FINAL BUDGET OF THE DISTRICT FOR THE FISCAL YEAR BEGINNING JULY 1, 2014, AND
ENDING JUNE 30, 2015.
Chair Kavanagh opened the public hearing at 6:26 p.m. noting that there was one staff report for agenda items 2
and 3.
District Manager Ken Buchanan addressed the Board relative to this item. He stated that the Eagle Mountain
Community Facilities District was formed by the Town Council in 1996 for the purp ose of constructing
infrastructure of the Eagle Mountain subdivision. He stated that the Town Council services as the governing
Board of the District and that the annual expenditures for the District are for repayment of those bonds for that
infrastructure that were issued to pay for the subdivision. He noted that the annual cost is repaid through an ad
valorem tax and was collected from the property owners within that District; the levy was estimated to be $1.60
per $100 of assessed valuation.
There were no questions from the Boardmembers and Ms. Bender advised that there were no citizens wishing to
speak at this time.
Chair Kavanagh closed the public hearing at 6:27 p.m.

AGENDA ITEM #3 – CONSIDERATION OF RESOLUTION EMCFD 2014-02, APPROVING THE
FINAL BUDGET OF THE DISTRICT FOR THE FISCAL YEAR BEGINNING JULY 1, 2014, AND
ENDING JUNE 30, 2015.
Vice Chair Hansen MOVED to approve Resolution EMCFD 2014-02, and Boardmember Yates SECONDED
the motion. The motion CARRIED UNANIMOUSLY by those members present (6-0).
AGENDA ITEM #3 – ADJOURNMENT.
Boardmember Yates MOVED that the Board adjourn the meeting at 6:27 p.m. and Boardmember Brown
SECONDED the motion, which CARRIED UNANIMOUSLY by those members present (6-0).
