A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
TOWN OF FOUNTAIN HILLS,ARIZONA AUTHORIZING THE
CONTINUANCE OF THE MCDOWELL MOUNTAIN PRESERVATION
COMMISSION,DECLARING THE TOWN'S INTENTION TO PURSUE
AND IMPLEMENT MANY OF THE RECOMMENDATIONS MADE BY
THE COMMISSION AND DIRECTING THE COMMISSION TO
CONTINUE WITH PUBLIC EDUACTION AND RESEARCH
REGARDING THE ESTABLISHMENT OFA LAND TRUST,PRESERVE
AND/OR AN ENDOWMENT FUND TO FACILITATE THE
PERMANENT PRESERVATION OF MCDOWELL MOUNTAIN LANDS
WITHIN THE TOWN OF FOUNTAIN HILLS.
WHEREAS,the Town Council hereby extends its thanks and commendations tothe
McDowell Mountain Preservation Commission,its Chair and each of its members for an
outstanding jobin researching and preparing reports,conducting public education effortsandother
actionsthatarenecessarytopreserveportionsoftheMcDowellMountainslyingwithintheTown
of Fountain Hills;and,
WHEREAS,the Town Councilherebyacceptswith gratitude thesereportsandactions
anddeclaresitsgoaltoimplementasmanyoftherecommendationscontainedwithinthesereports
asthe Council determines as economically feasible;and,
NOW,THEREFORE BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE TOWN OF FOUNTAIN HILS,ARIZONA,AS FOLLOWS:
Section 1.ThattheTownCouncilherebyauthorizesthecontinuanceandformalrecognition
of the McDowell Mountain Preservation Commission as an active commission of the Town
Council and encourages the Commission to make recommendations tothe Town Council
regardingissuesandprogramsrelatingtothe preservation oftheMcDowellMountainlandslying
within the Town of Fountain Hills.
Section 2.That the McDowell Mountain Preservation Commission is hereby directed to
educate thepublic regarding the need to preserve the McDowell Mountains by scheduling aseries
of community meetings and presentations to service clubs,schools and other community
organizations using educational videos,mountain models and other graphics and reports prepared
bythe Commission andothersin order to illustrate theareasof potential future development
within the mountains and the need and opportunity to preserve portions of this land.
Section 3.That the McDowell Mountain Preservation Commission is hereby directed to
prepare and distribute brochures and other information thatwill identify the Town's preservation
goalsandthatwillalso provide opportunities for individual tax exempt contributions and/or gifts
toward thisgoal.

Section4.ThattheMcDowellMountainPreservationCommissionisherebydirectedtoplan
and conduct the third annual McDowell Mountain Month in October,1998 and annual McDowell
Mountain Months in October of every successive year.
Section 5.ThattheMcDowellMountainPreservationCommissionisherebydirectedto
facilitate consideration ofthe establishment ofalandtrustor other entity toholdtitletoland
acquired bythe Town of Fountain Hills within the McDowell Mountains.
Section 6.Thatthe McDowell Mountain Preservation Commission isherebydirectedto
recommend tothe Town Council those steps necessary to establish an endowment fundforthe
receipt of solicited funds thatwillbe used to acquire and maintain land within the McDowell
Mountains.
Section 7.Thatthe McDowell Mountain Preservation Commission ishereby directed to
coordinate mutual goals and actions between the Town of Fountain Hills,theCity of Scottsdale,
Maricopa County andthe State of Arizona in order to establish mutual guidelines forthe
management and operation of McDowell Mountain land inand around Fountain Hills and
Scottsdale.
PASSED AND ADOPTED bythe Mayor and Common Council of the Town of Fountain
Hills,Arizona this 17*day of September,1998.
