TOWN OF FOUNTAIN HILLS
SPECIAL SESSION OF
THE DISTRICT BOARD OF THE
COTTONWOODS MAINTENANCE DISTRICT
June 19, 2014
CALL TO ORDER AND ROLL CALL
Chair Linda M. Kavanagh called the Special Session to order at 6:29 p.m. in the Fountain Hills Council
Chambers.
ROLL CALL – Present for roll call were the following members of the District Board of the Cottonwoods
Maintenance District: Chair Linda M. Kavanagh, Boardmember Ginny Dickey, Boardmember Dennis Brown,
Boardmember Cecil Yates, Vice Chair Cassie Hansen, Boardmember Elkie, and Boardmember Henry Leger.
District Manager Ken Buchanan, District Board Attorney Andrew McGuire, and District Clerk Bevelyn
Bender were also present.
CALL TO THE PUBLIC
District Clerk Bender advised that there were no citizens wishing to speak at this time.
AGENDA ITEM #1 – CONSIDERATION OF APPROVING THE COTTONWOOD MAINTENANCE
DISTRICT BOARD MEETING MINUTES OF JUNE 5, 2014.
Boardmember Yates MOVED and Boardmember Dickey SECONDED a motion to approve the Cottonwood
Maintenance District Board meeting minutes of the June 5, 2014.
Ms. Bender advised that there were no citizens wishing to speak at this time.
The motion CARRIED UNANIMOUSLY by those members present (7-0).
AGENDA ITEM #2 –CONSIDERATION OF RESOLUTION CMD 2014-03, ASSESSING UPON THE
INDIVIDUAL LOTS AND PARCELS WITHIN THE DISTRICT, A CERTAIN SUM SUFFICIENT TO
RAISE THE AMOUNT ESTIMATED TO BE REQUIRED IN THE ANNUAL BUDGET, TO PROVIDE
FUNDS FOR MAINTENANCE OF CERTAIN PEDESTRIAN AREAS, PARKING AND PARKWAYS,
ALL FOR FISCAL YEAR BEGINNING JULY 1, 2014 AND ENDING JUNE 30, 2015.
District Manager Ken Buchanan addressed the Board regarding this matter stating that the Cottonwood
Maintenance District was formed by the T own Council in 1999 for the purpose of improving common areas of
the Cottonwoods Subdivision, which is located off Grande and Saguaro Boulevards. He noted that the
maintenance of the common areas the annual cost was repaid through an annual property tax a ssessment of
approximately $83.15 per property this past fiscal year. Mr. Buchanan stated the rate was to be the same for this
next year in order to raise $4823, which would be $83.15 levied per property owner. He commented that the
funds are used for landscaping contract costs as well as to establish a reserve for future exterior wall
maintenance.
Ms. Bender advised that there were no citizens wishing to speak at this time.
Boardmember Brown MOVED to approve Resolution CMD 2014-03, levying upon the property owners of
Cottonwood Maintenance District of 83.15 each for the purpose of payment of the annual maintenance of the
common areas and Boardmember Yates SECONDED the motion, which CARRIED UNANIMOUSLY by
those members present (7-0)

AGENDA ITEM #3 - ADJOURNMENT
Boardmember Brown MOVED that the Board adjourn the meeting at 6:32 p.m. and Boardmember Dickey
SECONDED the motion, which CARRIED UNANIMOUSLY by those members present (7-0).
