TOWN OF FOUNTAIN HILLS
SPECIAL SESSION OF THE
DISTRICT BOARD OF
THE EAGLE MOUNTAIN COMMUNITY FACILITIES DISTRICT (EMCFD)
June 19, 2014
CALL TO ORDER AND ROLL CALL
District Chair Linda M. Kavanagh called the Special Session to order at 6:26 p.m. in the Fountain Hills Town
Hall Council Chambers.
ROLL CALL – Present for roll call were the following members of the District Board of the Eagle Mountain
Community Facilities District: Chair Linda M. Kavanagh, Boardmember Ginny Dickey, Boardmember Dennis
Brown, Boardmember Cecil Yates, Vice Chair Cassie Hansen, Boardmember Elkie, and Boardmember Henry
Leger. District Manager Ken Buchanan, District Board Attorney Andrew McGuire, and District Clerk
Bevelyn Bender were also present.
CALL TO THE PUBLIC
District Clerk Bender advised that there were no citizens wishing to speak at this time.
AGENDA ITEM #1 – CONSIDERATION OF APPROVING THE EAGLE MOUNTAIN COMMUNITY
FACILITIES DISTRICT BOARD MEETING MINUTES OF JUNE 5, 2014.
Boardmember Yates MOVED and Boardmember Dickey SECONDED a motion to approve the meeting
minutes of the June 5, 2014 Eagle Mountain Community Facilities District Board meeting.
Ms. Bender advised that there were no citizens wishing to speak at this time.
The motion CARRIED UNANIMOUSLY by those members present (7-0).
AGENDA ITEM #2 – CONSIDERATION OF RESOLUTION EMCFD 2014-03, LEVYING UPON THE
ASSESSED VALUATION OF THE PROPERTY WITHIN THE DISTRICT SUBJECT TO AD
VALOREM TAXATION A CERTAIN SUM UPON EACH ONE HUNDRED DOLLARS ($100.00) OF
VALUATION SUFFICIENT TO RAISE THE AMOUNTS ESTIMATED TO BE REQUIRED IN THE
ANNUAL BUDGET, SPECIFICALLY FOR THE PURPOSE OF PAYING PRINCIPAL AND INTEREST
UPON BONDED INDEBTEDNESS; ALL FOR FISCAL YEAR ENDING ON JUNE 30, 2015.
District Manager Ken Buchanan addressed the Board regarding this item stating that the Eagles Mountain
Communities Facilities District was formed by the Town Council in 1996 for the purpose of constructing
infrastructure for the Eagle Mountain Subdivision and that the Town Council serves as its governing board for
approval of annual expenditures for the District for the repayment of those bonds for that infrastructure. He stated
that this year’s levy, in accordance with the fiscal year budget that was approved at the previous meeting, is
estimated to be $1.60 per $100 assessed valuation for those properties that are within that specific Eagle Mountain
Community Facilities District. He pointed out that the amount was $1.84 last year so the rate has gone down.
Boardmember Yates MOVED and Boardmember Brown SECONDED a motion to approve Resolution
EMCFD 2014-03, levying upon the property owners of Eagle Mountain Community Facilities District of $1.60
per $100 of assessed valuation for the purpose of payment of principle and interest on bonded indebtedness .
Ms. Bender advised that there were no citizens wishing to speak at this time.
The motion CARRIED UNANIMOUSLY by those members present (7-0).

AGENDA ITEM #3 – ADJOURNMENT.
Boardmember Yates MOVED that the Board adjourn the meeting at 6:29 p.m. and Boardmember Dickey
SECONDED the motion, which CARRIED UNANIMOUSLY by those members present (7-0).
