Prior to moving forward with the project, staff is seeking Council consensus on relocating the fire station to one of two Town - owned sites: Muskrat and Fountain Hills Blvd (staff preferred site) or on Shea Blvd. As part of the Council discussion on this project, staff will address the questions previously brought up by the Town Council about the relocation of Fire Station No. 2. Staff will present the proposed fire station sites, site plans, preliminary design, project budget, and projected response times for the new fire station vs. existing response times. Staff will also present options on the disposition of the existing fire station and property (sell, lease, or repurpose). The purpose of holding the work session is to seek Town Council consensus on key elements of relocating Fire Station No. 2 prior to moving forward with the project. Staff Recommendation SITE #2: Fountain Hills Blvd at Muskrat Dr. r ten, o x Z n '9I� fh�t-e...�r tioo Answers to Council Questions from September 5, 2013 Council Meeting At the September 5, 2013, Town Council meeting, the Town Council asked staff to evaluate nine separate questions regarding the Fire Station #2 relocation project. The following are answers to the questions raised at this meeting. What are the appraised values of the Fountain Hills Blvd. & Muskrat Lot vs. the Eagles Nest Lot? The appraisal report dated November 16, 2013 by Dennis Lopez assessed the value of the Eagles Nest site at $140,000. The appraisal report dated November 26, 2013 by Dennis Lopez assessed the value of the Fountain Hills Blvd. & Muskrat Lane site at $115,000. The "land swap" with MCO Properties was approved by Resolution 2014-08 as part of the Amended and Restated Final Settlement Agreement between the Town and MCO Properties. The transfer of properties has been completed. 2. What is the cost to adapt the Shea Blvd. architectural design to the Fountain Hills Blvd. and Muskrat site? Per the Hunt & Caraway Architect's letter dated September 8, 2010 the design cost to site adapt the Shea Blvd. plans to the Muskrat site is $82,205. The current plans are for a 5,974 square foot station which includes 1 full bay and one half bay. Due to site constraints the bays are not pull through. To redesign one pull through bay, relocate the fitness room and to remove the LEED required items the design cost is $136,875. These proposals did not take into consideration revising the plans to meet 2012 building codes, off-site improvements required or construction administration services. Revised proposals will be required if the Shea Blvd floorplan is used at the Muskrat site. If LEED certification is desired the design would need to be brought up to current LEED standards plus commissioning services which is estimated at $60,000. 3. What is the cost for the architectural design for a new fire station at the Muskrat site? The architectural cost for a new 7,980 square foot station (includes 3 pull through bays) is estimated at $240,128 and includes $169,575 for design plus $70,553 for construction administration and special inspections per the June 30, 2014 Fire Station #2 Relocation Study by Arrington Watkins Architects. The redesign cost for 5,974 square foot station (1.5 back in bays) on Shea Blvd. is estimated at $139,553 and includes $65,146 for redesign plus $77,407 for construction administration and special inspections per the June 30, 2014 Fire Station #2 Relocation Study by Arrington Watkins Architects. 4. What are the off-site infrastructure challenges and costs for the Shea Blvd. Site? The offsite requirements for the Shea Blvd. site include 3,400 feet of 8" gravity sewer within the pavement section, a right turn deceleration lane, median reconfiguration and a traffic signal. A traffic signal warrant study will need to be completed but staff anticipates warrants will be met due to the traffic volumes, speed and sight line for emergency vehicles pulling out of the Shea Blvd. location. The off-site costs were estimated at $1,053,350 per the June 30, 2014 Fire Station #2 Relocation Study by Arrington Watkins Architects. 5. What are the off-site infrastructure challenges and costs for the Muskrat Site? The offsite requirements for the Muskrat site include relocation of an existing water line due to grading requirements, median reconfiguration and warning flashers to alert motorists on Fountain Hills Blvd. when an emergency vehicle is leaving the site. A traffic signal warrant study was completed by Dibble Engineering and a signal was not warranted. The off-site costs were estimated at $276,500 per the June 30, 2014 Fire Station #2 Relocation Study by Arrington Watkins Architects. 6. Estimated Cost to construct Fire Station #2 on the Shea Blvd. site. The estimated cost for redesign due to code changes & off-site improvements, construction and construction administration is $3,125,000 per the Fire Station #2 Relocation Study by Arrington Watkins Architects. It is assumed that the existing emergency generator at Fire Station #2 on Saguaro Blvd. can be reused to power essential functions of the new station and that Rural metro will cover the costs associated with a new communications antenna or tower. Additional contingency funding should be added for budget purposes. 7. Estimated Cost to construct Fire Station #2 on the Muskrat site. The estimated cost for design, construction and construction administration is $3,022,000 per the Fire Station #2 Relocation Study by Arrington Watkins Architects. It is assumed that the existing emergency generator at Fire Station #2 on Saguaro Blvd. can be reused to power essential functions of the new station and that Rural metro will cover the costs associated with a new communications antenna or tower. Additional contingency funding should be added for budget purposes. 8. Has there been any outreach to the residents in the area of the Muskrat Site? The Fire Department conducted two neighborhood meetings in the Town Council Chambers on 12-2-2013 and 12-5-2013. Approximately 200 invitations were sent to the residences surrounding the site. There were approximately 20 residents attending the public meetings. The Fire Department presented a slide show of the proposed project, and then took questions and comments from the audience. Comments and concerns received from those in attendance centered on the following issues: Property value effect to nearby homes Noise generated from emergency response Traffic concerns on FHB due to the curve and limited sight distance. It is anticipated that there will be additional neighborhood meetings if the project moves forward at the Muskrat site. 9. Are sirens required when emergency vehicles leaving the Fire Station? To legally request the right-of-way for emergency vehicles, State law requires the use of warning lights as well as audible devices (sirens). If there is no cross traffic, which occurs frequently in the nighttime or early morning hours, the driver may elect to not use the siren when exiting, knowing that the fire vehicle must yield to cross traffic. Site 1 budget $ 3,170,000 Site 2 budget $ 3,067,000 Arrington Watkins Architects, LLC Page 2 Fire Station 2 Relocation Study PROJECT DESCRIPTION: The new proposed fire station on Shea Boulevard (Site 1) would accommodate 6 fire fighters, and 1 full and one partial apparatus bay. The building footprint is 5,974 ft2. The site on Shea was chosen for a better response time than the existing fire station site. This station was designed and permitted in 2010. Since then, the building code has changed to 2012 codes and Shea Blvd. has been widened. Some redesign will be required to verify the facility is code compliant. The sewer line design in Shea Blvd. will need to be changed to match current conditions. The second site under consideration is on Fountain Hills Blvd. (Site 2). It would accommodate 6 fire fighters, 3 full apparatus bays, and 2 additional offices: one for the Fire staff and one for the Maricopa County Sheriff's Office. In addition, the plans indicate excess cut at the site that will need to be hauled off and disposed of as there is no longer any place to dispose of it on site. Fountain Hills Boulevard Site Site Grading There is a significant amount of site grading that will be required to construct the fire station and the grading will be complicated by the site terrain. Retaining walls will be required for this site, but will be included in the building construction costs. Neither site has apparent wild life issues. Site 2 will be designed to keep disturbance away from Walnut Wash. A complete survey of native vegetation has not been done. There do not appear to be an unusual amount of native planting that would require relocation on either site. Site 1 has not been significantly disturbed, however Site 2 has already been disturbed due to access requirements to the water tank site nearby. Therefore, Site 2 has less natural vegetation than Site 1 . Both sites are visible from neighboring houses. Neighbors will be informed of the proposed development and input will be requested. Both sites require the following utilities; water, sewer, power, telephone, cable television, and internet connectivity. Gas and cable utility locations have not been confirmed. Utility deficiencies are noted below. Shea Boulevard Site This site is not served by sewer and the proposed solution is to install a main line sewer in Shea Boulevard from the site east for approximately 3,400 feet to tie into an existing line just west of Fountain Hills Boulevard. The sewer line would need to be redesigned, as the current design was done prior to the addition of the climbing lane on westbound Shea Boulevard. The proposed new alignment for this line would be in Shea Boulevard approximately 3 feet south of the north gutter. There will be a sewer service from the building to the main line sewer in Shea Boulevard, but this will Arrington Watkins Architects, LLC Page 5 Fire Station 2 Relocation Study be similar to the Fountain Hills Boulevard site and is included in the building construction costs. There will be a water and fire service lines from the building to the 16" water line in Shea Boulevard, but these will be similar to the Fountain Hills Boulevard site and are included in the building construction costs. There is a traffic signal/fiber optioc utility box that will need to be relocated to allow for the new driveway access to the site. Fountain Hills Boulevard Site There will be a sewer service from the building to the main line sewer located along the south edge of the site, but this will be similar to the Shea Boulevard site and is included in the building construction costs. There will be a water and fire service lines from the building to the 6" water line across the north side of the site, but these will be similar to the Shea Boulevard site and are included in the building construction costs. Approximately 250 feet of the 6" water line across the north side of the site will need to be lowered to accommodate the grading of the access drive for the site. There is a SRP electrical switch cabinet that will need to be relocated to allow the new access drive to align with Muskrat Lane on the east side of Fountain Hills Boulevard. Shea Boulevard Site Street Improvements This site will require the construction a left turn lane from eastbound Shea Boulevard into the site and completion of the paving of the median for left turn access to eastbound Shea Boulevard. The site will also require the construction of a right turn deceleration lane from westbound Shea Boulevard into the site and revisions to the sidewalk adjacent to the site. The traffic volume, speed limit and potential sight distance issues for the eastbound lanes of Shea Boulevard will most likely warrant an emergency signal on Shea Boulevard at the site. A signal warrant study will be required to document the need for the signal. Type of Road: Principal Arterial Traffic frequency, 9,264/10,395 (Westbound/Eastbound) vehicles per day, 2014 count Vehicle access: Inbound vehicles from the east will turn off of Shea via a deceleration lane and from the west, a new turning lane median. This site will require a traffic light to stop oncoming traffic when the apparatus exit the building. When returning the apparatus to the bays, the small site does not allow the ability to pull in forward, so the trucks will be required to back into the bays. Pedestrian access: Pedestrian walk & bike path along Shea Blvd. are existing but will need to be altered at station. Arrington Watkins Architects, LLC Page 6 Fire Station 2 Relocation Study Fountain Hills Boulevard Site Street Improvements This site will require the construction a left turn lane from northbound Fountain Hills Boulevard into the site. The lower traffic volumes and lower speed limit along with the fairly good site distance in both the north and south bound lanes of Fountain Hills Boulevard will most likely not warrant an emergency signal on Fountain Hills Boulevard at the site. However, there may be a need for an early warning flashers approaching the site from the north. A signal warrant study will be required to document the need for the warning lights. Type of road: Minor Arterial Traffic frequency, 4,704/4,338 (Northbound/Southbound) vehicles per day, 2014 count Vehicle access: Vehicles travelling from the south will enter the site via a new turning lane median, and from the north, will turn directly off of Fountain Hills Blvd. There will is a proposed paved access easement aligning with Muskrat Lane. EPCOR currently owns the property where the driveway will be developed. The drive will service the EPCOR water site also. Apparatus and other vehicles will drive around to the back of the building and enter the bays with a forward approach. During a call, the apparatus will exit via the new access easement on to Fountain Hills Blvd. Pedestrian access: There is no pedestrian sidewalk along Fountain Hills Blvd. anywhere in the vicinity. This station's design will not be updated to meet current LEED criteria, nor will certification be sought. The station on Fountain Hills Blvd will not be designed to be LEED certified, but will be designed with energy conservation, and sustainability in mind. Site 1 previously designed to IBC 2006 IMC 2006 IPC 2006 NEC NFPA 70 2005 IFC 2006 COST ESTIMATES: Current 2012 International Building Code (IBC) 2012 International Mechanical Code (IMC) 2012 International Plumbing Code (IPC) 2011 National Electrical Code (NEC) 2012 International Fire Code (IFC) 2006 International Energy Conservation Code Pricing for the buildings are based on the average construction costs of past projects in the area. There is a wide range in sq. ft. pricing due to project complexity, site size and difficulty of construction. Averaging the cost provides a reasonable baseline for budgeting this project at $270 per ft. These sites are a little more complex than most due to the rocky soil and terrain. An alternate method for sq. ft. cost development is to use RS Means Building Construction Cost Data. This method yields $185 per ft. ($209 national average X 0.88 city adjustment). Because it uses national data, it is less sensitive to local trends in labor, materials, and designs. See attached Cost Estimates.
