Councilmembers of the Town of Fountain Hills will attend either in person or by telephone conference call; a
quorum of the Town's various Commission, Committee or Board members may be in attendance at the Council
meeting.
Notice is hereby given that pursuant to A.R.S. § 1-602.A.9, subject to certain specified statutory exceptions, parents
have a right to consent before the State or any of its political subdivisions make a video or audio recording of a
minor child. Meetings of the Town Council are audio and/or video recorded and, as a result, proceedings in which
children are present may be subject to such recording. Parents, in order to exercise their rights may either file
written consent with the Town Clerk to such recording, or take personal action to ensure that their child or children
are not present when a recording may be made. If a child is present at the time a recording is made, the Town will
assume that the rights afforded parents pursuant to A.R.S. § 1-602.A.9 have been waived.

ASR Well Vault Replacement Project
Background
The Sanitary District has three (3) Aquifer Storage and Recovery (ASR) wells constructed within the
boundaries of Fountain Park. Currently, the well control equipment is housed in three separate, buried
metal vaults on top of each well location. Due to the age of the vaults and surrounding soil conditions, the
vaults have severely corroded, creating hazardous working conditions for District staff.
District Goals:
1. Move the below ground well equipment up to an at -grade, walled and roofed structure.
2. Improve District access to the well control equipment.
3. Eliminate District having to drive on the grass or shut -down public walkways to perform its
required maintenance.
District's Project Approach:
1. Donate facilities to the Town (within reason and justifiable budgets) to accomplish the objectives.
2. Be respectful of the Town's events and uses for the Park's spaces.
3. Where practical, improve Park facilities and provide a benefit to the Town and/or residents.
Park Considerations:
1. Disc golf course.
The number and type of events in the "Great Lawn" area.
Existing irrigation system.
Well control building is needed within 50-100 feet of the actual well location.
Flood channel and flooding potential.
Maintain walking paths in the impacted areas.
Construction to occur May through September over multiple years (two or three). Construction
during peak season would not be allowed.
Activities To Date
1. District Manager met with Town Manager Miller, Community Services Director Goodwin, and
Parks Superintendent Snipes on February 1, 2018 to discuss the project.
2. Agreed to move forward with project at location of ASR Well No. 2 (east side of lake) and ASR
Well No. No. 4 (north tip of lake).
a. Restrooms to be similar to existing restrooms.
3. ASR Well No. 1 will need more Town planning and thought on what would be acceptable in this
location.
a. Possible facilities include ticket kiosk(s), concession stand, visitor info, other public
amenity such as bridge, terraced wall or stairs from Saguaro Blvd., etc.??
b. Need to wait for results from flood channel study to move forward.
4. District has engaged a surveyor to obtain utility and topo surveys.
5.. Public Notice in tomorrow's paper for Request for Proposal from architects.
6. District will provide Town opportunity to comment on conceptual design.
7. Construction targeted for May 2019.
