WORK STUDY SESSION OF
THE FOUNTAIN HILLS TOWN COUNCIL
TIME: 5:00 P.M. - 7:00 P.M.
WHEN: TUESDAY, NOVEMBER 10, 2009

ALL WORK-STUDY ITEMS LISTED ARE FOR DISCUSSION ONLY. NO ACTION CAN OR WILL BE TAKEN.
The primary purpose of work session meetings is to provide the Town Council with the opportunity for in-depth discussion and
study of specific subjects. Public comment is not provided for on the Agenda and may be made only as approved by consensus
of the Council. In appropriate circumstances, a brief presentation may be permitted by a member of the public or another
interested party on an Agenda item if invited by the Mayor or the Town Manager to do so. The Presiding Officer may limit or
end the time for such presentations.
1.) CALL TO ORDER AND ROLL CALL – Mayor Schlum
2.) PRESENTATION by Parks and Recreation Director Mark Mayer and Jerry Butler regarding “THE
GREENING OF DOWNTOWN” from the Downtown Visioning Plan.
3.) PRESENTATION by Supervisor of Recreation Bryan Hughes on future weekly FARMERS
MARKETS/ART FAIRS in Fountain Hills.
4.) DISCUSSION of a TEXT AMENDMENT to Section 19.05.I of the Fountain Hills Zoning
Ordinance that would revise the “Public Art” regulations to include Performing Arts groups thereby
making such groups eligible to access the 1% Public Art Fund.
5.) ADJOURNMENT.

Bringing a Vision to Reality
Utilize trees and plants to showcase what is possible
following the spirit of the Town’s recently adopted
Low Water Ordinance
Use private donations to finance the program and
create a reserve fund for tree/plant replacements to
minimize burdens on future Town budgets
Develop a multi-year program with a goal of
completing the Greening of Downtown by February
2012, to celebrate the State’s Centennial.
Create a demonstration project as soon as possible to
show the community what is possible and to
stimulate additional enthusiasm and financial
support.

Create a plan that permits individual trees and
shrubbery to be donated by residents, businesses,
and corporations with appropriate recognitions.
Hire a Landscape Architect to generate design
alternatives; establish locations for
trees/landscaping; layout water line extensions;
identify view corridors and art exhibit locations.

Reconfigure the disc golf course; obtain approval of
the Arizona Department of Water Resources to
assure the integrity of the Lake’s dam and spillway;
and work with private land owners to spruce-up
vacant Downtown lots in a way so landscaping can
be moved to new locations when development
occurs.

Seek to have nearby home owners, clubs, or
organizations adopt finished sections of Fountain
Park similar to the Town’s ‘Adopt a Street’ program.

Art Fair Farmers’ Market
ART FAIR
Art Fair –Judi Yates’ recommendations:
24 –30 artist spaces (approximately 3’x 7’)
October –March; weekly, weekday event
Artists must be residents of Fountain Hills (Rio
Verde, Tonto Verde and Fort McDowell also
included). May also include artist’s in FH Art League
and FH Artists Gallery
Must have Town Business License and collect taxes
All artists juried (panel of qualified juries)
Include musicians
Umbrella’s only (no tent)

Logan’s recommendations:
Form a work group to determine viability
Try to determine the demographic that would attend.
Cannot count on winter visitors to support a market

ARIZONA COMMUNITY FARMERS’ MARKETS
Our Goals
Support of local growers and producers in the State of
Arizona, which means support for those who "get their
hands in the dirt", or “do it themselves” (Direct Producers)
Support for sustainable farming, including the use of
organic compost and natural fertilizers --free of chemicals,
pesticides, hormones and antibiotic supplements.
Support for those who add value to local growers crops,
such as baked goods using local grains, honey produced by
Arizona beekeepers, dried flower arrangements made by
flower growers;
Support for local cottage industries & crafts
Education of growers, producers, and the public in matters
related to these purposes.

ART FAIR & FARMERS’ MARKET
CHALLENGES
Who is coordinating it (Art Fair)?
Will it be supported? Who will come?
Where do we hold it?
When do we hold it?
Who is sponsoring the event? What is the
budget?
If the Town acts as a sponsor, do we absorb costs?
Will the businesses provide support as a sponsor?
WHAT CAN THE TOWN DO TO SUPPORT AN
ART FAIR AND FARMERS’ MARKET?
As an event sponsor:
Provide Town facilities (medians, parks) at no charge
Help to facilitate through outside coordinator
Provide marketing support though press releases,
publications, website and social media
CONCLUSION
The farmers’ market and art fair are separate
events, but could work well together
Preferred location for both events is on the
Avenue of the Fountains
The Town can help facilitate the farmers’ market
Other entity needs to be responsible for weekly
art fair
Possible to have something in place in early 2010
