Speaker Cards are located in the Council Chamber Lobby and near the Clerk’s position on the dais. If there is a Public Hearing, please submit the speaker card for that issue prior to the beginning of the Public Hearing and the Consideration of said issue. Speakers will be called in the order in which the speaker cards were received either by the Clerk or the Mayor. At that time, speakers should stand and approach the podium. Speakers are asked to state their name prior to commenting and to direct their comments to the Presiding Officer and not to individual Council Members. Speakers‟ statements should not be repetitive. In order to conduct an orderly business meeting, the Presiding Officer shall keep control of the meeting and shall require the speakers and audience to refrain from abusive or profane remarks, disruptive outbursts, applause, protests or other conduct that disrupts or interferes with the orderly conduct of the business of the meeting. Personal attacks on Council members, Town staff or members of the public are not allowed. Please be respectful when making your comments. If you do not comply with these rules, you will be asked to leave. Individual speakers will be allowed three contiguous minutes to address the Council. Time limits may be waived by (i) discretion of the Town Manager upon request by the speaker not less than 24 hours prior to a Meeting, (ii) consensus of the Council at Meeting or (iii) the Mayor either prior to or during a Meeting. If a speaker chooses not to speak when called, the speaker will be deemed to have waived his or her opportunity to speak on the matter. Speakers may not (i) reserve a portion of their time for a later time or (ii) transfer any portion of their time to another speaker. The public body shall provide the officer, appointee or employee with written notice of the executive session as is appropriate but not less than twenty-four hours for the officer, appointee or employee to determine whether the discussion or consideration should occur at a public meeting. Any such comment (i) must be within the jurisdiction of the Council and (ii) is subject to reasonable time, place, and manner restrictions. The Council will not discuss or take legal action on matters raised during “Call to the Public” unless the matters are properly noticed for discussion and legal action. At the conclusion of the call to the public, individual Councilmembers may (i) respond to criticism, (ii) ask staff to review a matter or (iii) ask that the matter be placed on a future Council agenda. CONSIDERATION of approving Cigna HealthCare as the HEALTH INSURANCE CARRIER for the Town of Fountain Hills‟ employees for 2008. 3. CONSIDERATION of RESOLUTION 2007-17, approving a MUTUAL AID AGREEMENT between the Town of Fountain Hills and the Salt-River Pima Maricopa Indian Community. CONSIDERATION of approving a PURCHASE AGREEMENT with Five Star Ford, through an existing State of Arizona contract for a 2008 Ford F-450 truck with 9‟ service body, in the amount of $52,182.78. CONSIDERATION of a CONTRACT with Skyline Builders to resurface the buildings and repair existing awnings at the Community Center, Library/Museum and Physical Plant in the amount of $125,579.00 6. Applicant: N/A Applicant Contact Information: N/A Property Location: Intersection of Avenue of the Fountains and Saguaro Boulevard Related Ordinance, Policy or Guiding Principle: N/A Staff Summary (background): At the November 15th Council Meeting it was requested that the Public Works Director provide alternatives to the existing 3-way stop at Avenue of the Fountains and Saguaro Boulevard. The following alternatives are for Council consideration: 1. Move forward with the Traffic Signal design this fiscal year and plan on construction in FY 08-09. Timeline: 18-months Cost: $450,000 to $500,000. 2. Research the feasibility design of a High intensity Activated Crosswalk(HAWK) pedestrian signal. Timeline: Feasibility 4-months, design 6-months, construct-1-year Cost:$250,000 to $350,000. 3. Direct select a consultant/roundabout specialist to provide a conceptual plan for a Roundabout design. Timeline: 6 to 8 months Cost for study: $50,000 to $75,000. Construction cost: $2 million to $2.5 million and approximately timeline: 12 to 18 months. 4. Install a U-Turn lane approximately 150 feet west of the intersection in the median (See attached map) and permit staff to complete their study with a report to Council no later than April 17th, 2008. Timeline: 3 to 4 months Cost: $40,000 to $50,000. 5. Consider a traffic study and concept plan for Ave. of the Fountains, from La Montana to Saguaro Blvd. This should include potential traffic generated by the future southside development plan with a TCCD zoning district. Timeline: one year Cost: $75,000 to $100,000. This study would help the Town to better understand what is a desireable solution for the Downtown, while looking at the impacts from surrounding land use and street design. We would have an opportunity to see the Central Business District from a more global aspect and finding solutions for traffic, pedestrians and economic development.
