HomeMy WebLinkAbout2010.1214.TCOM.Minutes z:\council packets\2011\r1-6-11\101214m joint session with fh sanitary district board.docx Page 1 of 3 MINUTES OF THE JOINT WORK STUDY HELD BETWEEN THE FOUNTAIN HILLS TOWN COUNCIL AND THE FOUNTAIN HILLS SANITARY BOARD DECEMBER 14, 2010 The Board of Directors of the Fountain Hills Sanitary District and Town Council of the Town of Fountain Hills met in a Joint Work/Study Session on Tuesday, December 14, 2010 at 5:00 p.m. in the Town Council Chambers located at 16705 E. Avenue of the Fountains, Fountain Hills, AZ 85268. Agenda Item No. 1 Call to order and roll call Upon roll call the following Directors were present: Chairman Glenn Panaro, Vice Chairman Mike Howard, Director Bruce Hansen, Director Bob Thomson and Director Tom Reski. The following Town Council Members were present: Mayor Jay Schlum, Vice Mayor Dennis Brown, Councilmember Dennis Contino, Councilmember Henry Leger, Councilmember Cassie Hansen, Councilmember Tait Elkie, and Councilmember Ginny Dickey. The following Executive Staff members from the Sanitary District were present: Ron Huber, District Manager, Tori Sawyer, Controller, and Penny Cook, Assistant Secretary. The following Executive Staff members from the Town of Fountain Hills were present: Rick Davis, Town Manager, Andrew Maguire, Attorney, and Bev Bender, Recording Secretary. Agenda Item No. 2 Introduction. Chairman Panaro introduced the Sanitary District Board Members, District Manager Ron Huber, and Consultant Doug Kolbrick. He thanked the Mayor and Council for giving the District the opportunity to meet, share concerns and discuss lake water quality. Agenda Item No. 3 Overview. District Manager went over a few facts pertaining to the Sanitary District and Fountain Lake. He also listed the following Overview points that initiated the study of Fountain Lake water quality. Fountain Lake is Town's centerpiece, Increased odor complaints have occurred over the past several years, Lake appearance has deteriorated due to "algae blooms", Perception that FHSD reclaimed water is to blame for the odors, FHSD believes there is a problem, Study done to determine problems and potential solutions, Swimming pool analogy: Source water not the primary issue for odors - no mixing and no continuous chemical addition, Odor issues are the result of lack of mixing, and Aesthetic issues are a result of algae growth. z:\council packets\2011\r1-6-11\101214m joint session with fh sanitary district board.docx Page 2 of 3 Agenda Item No. 4 Study presentation by Doug Kobrick, P.E. Doug Kobrick was retained by the Sanitary District to do an initial evaluation as to what is going on with the lake, the water quality issues, what the issues might be and evaluate some possible ways of solving. Mr. Kobrick found the water quality issues to be preventing odors, maintaining acceptable visual quality, controlling nuisance insects and preventing fish kills. The causes of these issues are unchecked algae growth, terminal lake — no outlet, and thermal stratification. He explained that the main cause of lake eutrophication is phosphorus which comes from the reclaimed water, birds, and run-off. There were an initial set of potential alternatives that were looked at and after eliminating the ones that were not practicable, the following alternatives were considered further. 1. Resumed/increased fountain operation 2. Increased application of current practices - unlikely to fully correct the problem 3. Other mixing approaches - water feature 4. Phosphorus removal at FHSD WWTP - further study would be necessary - plant is not the only source of phosphorus 5. Lake water filtration system - assume 14 mgd capacity and supplement with periodic doses of colorant and possibly algaecide 6. Combine filtration and water feature The conclusion is that algae control in Fountain lake would require a combination of approaches: Filtration at 14 mgd Water feature Colorant dosing to reduce light penetration Possible supplemental algaecide for problem areas Mixing alone would be helpful with respect to odor reduction and preventing fish kills but would not cure appearance aspect. Agenda Item No. 5 Questions, answers, and discussion. Mr. Kobrick and District Manager answered questions from the Mayor, Councilmembers, and District Board members. Agenda Item No. 6 Closing. District Manager closed stating that there are more details and data needed and possibly pilot study. There may possibly be other options that can be pursued and asked if the Mayor, Councilmembers, and Board of Directors are interested in future meetings in pursuing a solution. Mayor Schlum and the Council agreed.
