HomeMy WebLinkAbout2003.010708.TCOM.Minutes TOWN OF FOUNTAIN HILLS MINUTES OF OFF-SITE MEETING OF THE FOUNTAIN HILLS TOWN COUNCIL January 7 and 8,2003 Tuesday,January 7,2003 Town Councilmembers, Andrew McGuire, Town Attorney, and Tim Pickering, Town Manager, met at the City of Scottsdale's Human Resource Center, 7575 East Main St., Pinnacle Room,from 8:00 a.m. to 5:00 p.m. on January 7, 2003, for an off-site meeting. Mr. George Cappannelli, President of the Information &Training Co., led the discussions as the meeting facilitator. Mr. Cappannelli began with introductions. Retreat goals, an outline, and the day's agenda were reviewed. Ground rules and guidelines for participation were set. Attendees were introduced to four primary learning frames for organizational effectiveness and learned about keys to effective leadership, and reviewed processes to achieve changes required for effective leadership. The group then discussed council relationships. Team development processes, interactive feedback process, and norms and standards of constructive interactive communications were topics of the discussions. The next discussion concerned desired roles and responsibilities of the Mayor, Town Council, and Town Manager as supportive partners in community governance, problem solving, and delivery of Town services. Attached please find summary of Roles and Responsibilities of Town Councilmembers,Mayor, and Town Manager(Exhibit A). Wednesday,January 8,2003 Town Councilmembers, Andrew McGuire, Town Attorney, and Tim Pickering, Town Manager, met at the City of Scottsdale's Human Resource Center, 7575 East Main St.,Pinnacle Room, from 8:00 a.m. to 5:00 p.m. on January 8, 2003, for an off-site meeting. Mr. George Cappannelli, President of the Ikka,,, Information&Training Co., led the discussions as the meeting facilitator. Ground rules and guidelines established in the first session were recapped, and lessons learned yesterday were reviewed and identified. Department directors in attendance this morning were: Cassie Hansen, Town Clerk/Director of Administration; Todd Tate, Acting Town Marshal; Tom Ward, Public Works Director; Mark Mayer, Parks & Recreation Director; Scott Penrose, Maricopa County Sheriffs Dept.; Scott LaGreca, Rural Metro Fire Dept.; Pat Lay, Rural Metro Fire Dept. Interactive feedback and a dialogue session on town government,relationships and primary staff initiatives followed. In the afternoon, members continued discussion and refinement of their Roles and Responsibilities. The Council's mission/vision with long-term strategic initiatives, including fiscal stability, business development, and downtown development were briefly discussed. Mr. Cappannelli summarized the two-day retreat with a review of the accomplishments and goals. (Exhibit B attached).
