MINUTES OF THE WORK STUDY SESSION OF THE
FOUNTAIN HILLS TOWN COUNCIL
February 11,2003

ayor Jon Beydler convened the work-study session at 6:00 p.m.
ROLL CALL-Present for roll call were the following members of the Fountain Hills Town Council: Mayor Jon Beydler,Vice
Mayor Susan Ralphe,Councilpersons Kathleen Nicola,Mike Archambault,Rick Melendez,Leesa Stevens,and John Kavanagh.
Also present were Town Manager Tim Pickering and Town Attorney Andrew McGuire.
AGENDA ITEM #1 — DISCUSSION WITH POSSIBLE DIRECTION TO STAFF REGARDING THE PROPOSED
SIGN ORDINANCE. Town Manager Pickering explained that sign ordinance issues are typically controversial, since local
businesses and residents are effected. The need for aesthetics and safety are additional factors that Council will consider. Sign
requirements are contained within Chapter 6 of the Town Zoning Ordinance. Town Planner Denise Ruhling briefly reviewed,
page by page, the revised sign ordinance changes. After some dialogue, it was determined that the remainder of this item
would be discussed at a future council work-study session.
AGENDA ITEM #2 - DISCUSSION WITH POSSIBLE DIRECTION TO STAFF REGARDING THE DRAFT OF
THE COUNCIL RULES OF PROCEDURES. The objective of this item is to improve Council relations and provide a set
of guidelines that Council would abide by. The original draft was re-worked and the first five chapters were discussed. For
Section 1, Town Attorney McGuire explained that the Town Code provides three source documents that currently govern
procedures. The Town uses O. Garfield Jones Parliamentary Procedure as a companion to Roberts Rules of Order, and a code
amendment would be required to revise the existing document. The Town Attorney will revise this section. The Town Code
currently contains a provision for shuffling agenda items, and for suspension of rules.
AGENDA ITEM #3 — DISCUSSION WITH POSSIBLE DIRECTION TO STAFF REGARDING THE STATUS OF
THE LAW ENFORCEMENT ISSUE. Due to time constraints,discussion on the status of the law enforcement issue did not
4160-:cur. Councilmembers requested that this item be placed on the next council work study agenda.
AGENDA ITEM #4 — ESTABLISH NEXT MEETING DATE. The next work-study session has been scheduled for
Tuesday,March 11, 2003,beginning at 5:00 p.m. to 7:30 p.m. at the Community Center.
AGENDA ITEM#4-ADJOURNMENT.
Councilman Archambault MOVED to adjourn the meeting and Councilwoman Stevens SECONDED the motion. The
motion CARRIED unanimously. Mayor Beydler adjourned the meeting at 7:35 p.m.
