MINUTES OF THE SPECIAL JOINT SESSION OF THE
FOUNTAIN HILLS TOWN COUNCIL AND THE
SCOTTSDALE CITY COUNCIL
April 28, 2006
Mayor Nichols called the meeting to order at 12:00 p.m.
Present from Fountain Hills: Mayor Nichols, Vice Mayor Schlum, Councilmembers Mike Archambault, John
Kavanagh, Ed Kehe, and Ginny Dickey. Councilmember Keith McMahan was absent. Town of Fountain Hills
staff: Assistant Town Attorney Chris Schmaltz, Town Manager Tim Pickering, Assistant Town Manager Ellen
Pence, Town Clerk Bev Bender, Executive Assistant to the Mayor and Council.
Present from the Scottsdale City Council: Mayor Mary Manross, Vice Mayor Ron McCullagh, Councilmembers
Betty Drake, Wayne Ecton, Jim Lane, Bob Littlefield, and Kevin Osterman. City of Scottsdale staff: City
Manager Jan Dolan, Attorney Debby Robberson, Govt. Relations Director Bridget Schwartz-Manock,
Transportation General Manager Mary O'Connor, and Assistant to the Mayor and Council Lisa Blyler.
Mayor Nichols thanked everyone for attending the first joint meeting between the Town of Fountain Hills and
the City of Scottsdale. Those present introduced themselves.
Town Manager Pickering addressed the municipalities' common areas of concern and thanked Scottsdale for
their cooperation in working with Fountain Hills in these instances. City Manager Dolan also spoke in support
of continued collaboration between neighboring communities noting that Fountain Hills provides necessary
services to Scottsdale residents.
Councilmembers and managers discussed the importance of government -to -government relations, open
communication, and continued collaboration between the two municipalities and neighboring communities; the
formation of the Northeast Valley Coalition Against Methamphetamine and how they can work together to
address the affects of this addiction, educate the public about this addictive substance, and explore the various
addict treatment options, as well as the enforcement factor.
Transportation General Manager Mary O'Connor provided a brief update on the construction yet to be done on
Shea Boulevard for emergency access stating that the work should be done by fall. Mayor Manross
acknowledged that the IGA between Scottsdale and Fountain Hills had been a good solution to allow for
continued traffic flow in an emergency. Ms. O'Connor stated that the speed on the Loop 101 had been in access
of 75 mph but with the implementation of photo radar drivers' behavior was changing and traffic was slowing.
She noted that a technical evaluation would be conducted in the near future with a progress report provided to
their Council. Mayor Nichols expressed support of photo radar on the Loop 101 stating it was a matter of public
safety.
Mayor Manross again thanked Fountain Hills for hosting this first meeting and stated that Scottsdale would host
the next joint meeting.
ADJOURNMENT.
Mayor Nichols adjourned the meeting at 1:32 p.m.
