'n Manager SUBJECT: Special Meeting o Interview Planning and Zoning Commission Candidates The terms of Planning and Zoning Commissioners David Combs,Michael Downs and Thomas Fox will expire on or about today, October 1, 1999. Planning and Zoning Commissioners are appointed for two year, staggered terms. The Town Council needs to appoint three people to fill these three expired terms, and those people will be sworn in and seated before the Commission's first meeting of October, scheduled for October 14, 1999. The Town has advertised for applicants in The Fountain Hills Times for the last six weeks. The Town has received seven applications, including letters from the three current Commissioners,all of whom desire to be reappointed. In addition to Mr. Combs,Mr. Downs and Mr.Fox,the Town has received applications from Mr. Ken Koutsky,Mr. Hal Lucas,Mr.Jay Schlum and Mr. George Williams. Please see the attached applications for all of these gentlemen. On Tuesday, October 5, 1999 at 6:30 PM in the Large Conference Room in Building"C", the Town Council will hold an Executive Session meeting at which the Council will be interviewing all seven candidates. Please see attached the interview schedule for that meeting. On Thursday, October 7, 1999 Mayor Morgan will nominate three applicants to fill these expired terms. An affirmative majority vote of the Town Council is needed to appoint someone to the Planning and Zoning Commission. I am very encouraged over the positive actions taking place on the part of our town's responsibility to its people. In the several years my wife and I have lived here, we have seen the leadership become more responsible through the democratic process. I believe my participation as a commissioner will continue and reinforce this process. I feel it is important for citizen's to share in the process of growth and development. 2. As a commissioner I will persue the "balance" we must all have to be respectful to the property owners, the mandates of government and the environment. The action we take in the short term, impact the long term future for all of us. I have no more simple goal than to help plan and structure a community that embraces our town motto, "All that is Arizona". 3. I am concerned over many issues that have risen recently; a. The need to focus on the town center to anchor our business base. b. Development of the Shea corridor. c. Multifamily vs. single family housing. d. Cooperation in planing with the sanitary commission. e. The issue of growth vs. desert. 4. I am politically moderate and believe though we may not please all the people, we must strive to stabilize the growth of Fountain Hills. I am interested in serving on the Fountain Hills Planning and Zoning Commission for several reasons. My main motivation for joining the Commission is to become more involved in and contribute to the community I have lived in and loved since age 11. Planning and Zoning is an area I have been interested in for several years. thy Having been active in residential and commercial real estate for the past 9 years I have learned much and grown more interested in the way government can improve and protect the lifestyles of its residents. Attach additional sheet, if necessary. see fi-OC- L September 10, 1997 Town of Fountain Hills 16386 East Palisades Blvd. Building C Fountain Hills,Arizona 85268 RE: Planing&Zoning Commission To whom it may concern: I moved to Fountain Hills three years ago,from the Valley,to raise my family in what I consider the most balanced and wholesome community in the Valley.My goal in serving on the commission would be to try to insure that our community continues to develop in a balanced manner. I am tired of hearing people complain about the way things are happening and then say that they are just resigned to moving away. Personally I would rather get involved and keep this a community that I am proud to call my home. My goals and objectives for serving on the Commission would be: 1.)To seek a more balanced mix of Single Family development versus Multi Family development.I see Fountain Hills as a classy little town in the likeness of a Sedona or Carefree versus where Single Family custom developments are the rule rather than the exception. Our Town has become inundated with Multi Family developments as of late and I feel that if this trend is to continue rather than a classy little town we will be just another little Mesa or Phoenix. 2.)Density transfers have been used excessively in the last few years here and often I feel we have been short changed on what we have given up for what we have received. Often in the past we have given density transfers to preserve open space in areas that either were impossible or fmancially prohibitive to develop and rewarded the developer unjustifiably with additional densities elsewhere. Carefree has developed into a beautiful area without a great deal of density transfers. They have a great mix of large custom homes which tend to be better suited in our landscape than cluster upon cluster of tract style homes on mass graded pads. 3.)I would like to see a vegetation ordinance similar to Scottsdale or Carefree that requires builders and developers to revegatate a disturbed area prior to the issuance of a Certificate of Occupancy. I feel the chain link fence ordinance has good intentions but it is somewhat misguided, it does not insure that the site will be restored to any type of pristine state. 4.)Finally, I feel that Fountain Hills needs to be more conducive to commercial development that will generate sales tax dollars. Fountain Hills is entering its fmal stages of large scale building which may last three to five years at which point we will have to look to commercial and retail businesses to generate the much needed sales tax dollars our community will continue to need.
