I am open- minded about the growth and development in the community. It's
an exciting time for the city of Fountain Hills. I believe the park and

a park system should be for all people of the community. I'm particularly
concerned about the community being actively involved in planning activities
for the children and young adults in our area.
I will be available for the monthly meetings. I don't know what the total park
system is like here in Fountain Hills, but I want to learn and the best way to
do that is to volunteer my time.

PARKS AND RECREATION COMMISSION
Please explain and describe why you are interested in serving on the Fountain Hills Parks and
Recreation Commission. Also please state what your goals and objectives in serving on the
Commission would be. Finally, please indicate your feelings about the growth and development you
now see taking place in our community. Attach additional sheet,if necessary.
As I begin to approach retirement age,I see my inclusion on the Parks and Recreation Commission
in the Town of Fountain Hills as a natural progression of my lifetime participation in both outdoor
activities and community involvement.
While City Photographer for the City of Cleveland Heights, I documented and participated in the
growth and evolution of a major suburban city. I worked for every city department and saw, from
the inside out, what it takes to move a city forward to meet the needs of it's citizens. Parks and
Recreation were an important part of the equation.
I feel that with my educational and personal background, I have a lot to offer Fountain Hills with
respect to moving Parks and Recreation toward the goal of meeting the needs of all of it's citizens
from birth to retirement age and beyond.
My major interests in outdoor activities include swimming (I swam at the various Scottsdale
facilities for nine years and then the Phoenix Swim Club for four years), hiking, camping and
walking.Travel is another passion.I have trekked in China and Japan and over much of Western and
Eastern Europe and parts of WestAfrica.
With friends from my former job with the Maricopa County Juvenile Courts,I have hiked the Grand
Canyon every year, except last year (knee surgery), for nine years. A loose coalition of judges,
commissioners, probation officers and support staff organize the hike each year and enjoyed not
only the joys of the Canyon, especially from the North Rim, but one another's company. The
Canyon, the wildlife and the people combined to give us a sense of wonder at the natural beauty,as
well as a sense of community.
I see the development of an Aquatics Center in Fountain Hills as a major goal of the new century.
Classes and facilities to allow old and young alike to learn to share in the joys of swimming, daily
exercise and companionship need to be developed to meet the needs of the growing population of
Fountain Hills.
Hiking and camping experiences need to be part of a comprehensive program that meets the needs
of hikers of all ages and abilities. I see the need for an*educational program to include basic
desert survival, as well as wildlife and camping instruction.
Fountain Hills is a unique community. Growth is inevitable, but the natural beauty of the mountains
and terrain should be able to accommodate the increased population. I see planning and foresight the
keys to the future.
Page 2
Children and newcomers alike need to have a place to turn for instruction and guidance with respect
to learning about and understanding the desert environment and wildlife.
I love Arizona and planned to move to Fountain Hills for the entire fifteen years I have been in the
state. I bought a small condo in March of this year and am already enjoying the many amenities of
the town.
I feel that I have a contribution to make and the Parks and Recreation Commission is where I would
like to begin.
Resume attached.
Thanks you for your consideraf on,

Robin Goodman, Director

Fountain Hills, Az 85269
Dear Ms. Goodman:
Nancy Olson asked me if I would be interested in serving on the town's Parks and -
Recreation Commission. Since I have been involved in developing programs for older
adults at the Senior Activity Center in Fountain Hills, I would like to represent the
interest of older adults on the Parks and Recreation Commission. We already have a very
good relationship begun between your department and the Senior Activity Center. I
believe that having a commissioner that represented the older adult community would
further enhance coordination of programs for older adults among various organizations
within the community.
My work experience included the responsibility to develop and analyze policy for the
•Phoenix Aging Services Administration, the Arizona Department of Transportation, and
the Arizona Department of Economic Security. I have had experience serving on policy-
making boards in a number of communities and across a broad spectrum of programs.
While at the City of Phoenix I staffed two policy-making commissions for older adults.
Since I am now retired from the State of Arizona, I have more time to devote to the
community.
Sincerely yours,
£ .

PARKS AND RECREATION COMMISSION
Please explain and describe why you are interested in serving on the Fountain Hills Parks
and Recreation Commission. Also please state what your goals and objectives in serving
on the Commission would be. Finally, please indicate your feelings about the growth and
development you now see taking place in our community.
I have had many years of community service activities and have received great personal
enjoyment and satisfaction from them. I particularly enjoy involvement with small
growing communities. For the past 15 years I have lived in large cities; Aurora,
Colorado and Scottsdale. My job functions and extensive traveling plus the largeness of
the cities prevented me from being very active.
I am now retired and have sufficient time available to serve. Also, I now live in a
community where my background, talents and experience could be put to good use, and
one which I would enjoy serving.
As a new resident, I can fully participate without undue pressure from any group or
organization.
My first objective will be to learn more of the long term, and short term plans for the
Commission: the history of the town and recreation;the methods used to understand the
needs and wants of the population of Fountain Hills.
My goals would include providing the best facilities and programs, based on the wants
and needs, for the entire population(all ages), full-time and part-time residents. I will
want the community to understand that recreation includes commercial as well as
community sponsored facilities and activities. We must explore all avenues for financing
including taxes, grants, gifts, schools, sponsorships, community organizations and
cooperative programs. We must constantly work on effective communication and
cooperation with the community, and all levels of government (local, county and state).
We must request imput from the residents of Fountain Hills and act responsibly.
Fountain Hills will continue to grow. The Recreation Commission, with cooperation
from the other governmental entities, must be prepared to accept and understand the
growth. We must constantly look for ways to accommodate the growth in population.
Our long-term"Master Plan"must be flexible and fluid to accept these growth changes.
I have had considerable experience with recreation in two New Jersey communities,
Bound Brook and Montgomery Township.
The first, Bound Brook, was as an interested citizen. Many of our Jaycee and Rotary
activities were aimed toward recreational programs for the town. The local government
of this town of 9000 was stagnant and constantly had a problem with"money". As a
result, we sought alternate sources resulting with a donation for a community swimming
pool, corporate donations of land, materials and labor for fields and playgrounds. We
also enlisted schools, churches and service clubs to provide manpower and funds. We
succeeded in spite of the"town fathers".
The second, Montgomery Township, was an old rural, dairy farming community of 3000
population, that grew to 6500 during my 18 years there as it developed into a residential
community. We instigated several programs, gradually, as funds and interest allowed.
We began with the "loan" of property for playgrounds and within 15 years, obtained gifts
of land (about 65 acres) for a major park. We developed strong cooperative programs
with the School Board for use of facilities, utilizing each others budgets for maximum
community benefit.
We developed a professionally prepared Recreation Master Plan to guide our growth.
We conducted a complete survey with every resident of the community, a six page
mailed questionnaire and received a response of 27% of the then population of 5500. (I
was assisted by friends who worked for Opinion Research and Gallup, was told that the
survey was too big and cumbersome. They were overwhelmed with the great response
that more than doubled anything they had ever done.) This was very influent
ial in convincing the local government of our needs.
The program grew during my 15 years on the Commission. Participation increased about
800%,the budget increased about 600%. We went from a Part Time Director(250 hours
per year)to a full time Director.
I would hope that my experience could assist my new"home town"Fountain Hills during
its development.

Town of Fountain Hills
Parks and Recreation Commission
Please explain and describe why you are interested in serving on the Fountain Hills, Parks
and Recreation Commission. Also please state what your goals and objectives in serving
on the Commission would be. Finally, please indicate your feelings about the growth and
development that you now see taking place in our community.
Our community needs interested, willing, committed individuals to represent our
citizens--our current and future citizens--and to ensure excellent, desirable
recreational services are available for all age groups and interests.
I am an interested, willing, committed individual with a strong interest in ensuring
consideration of the needs of both the present and future citizens of Fountain
Hills. I have been a resident since 1994. I believe my educational background
and years of business experience working in various organizations with diverse
employee groups provides an excellent foundation for a role on the Parks and
Recreation Commission.
Our community demographics are changing. My goals would include ensuring
representation of and consideration for the needs of our seniors, families with
children of all ages, young couples and older couples with no children or none
living at home, and single men and women.
(lkw We have outstanding parks and recreational facilities today and I would work to
ensure the continued development and maintenance/management of excellent
parks and recreation activities for the enjoyment and benefit of all of our citizens.
My role in the process would include facilitating the planning process, providing
guidance in the decision-making, and ensuring the interests of the diverse citizen
groups are fairly considered.
Stimulating mental and physical activity by providing recreational opportunities
for all demographic groups is of particular interest for me.
Encouraging involvement in outdoor activities--walking, running, biking, and
special events to promote these programs--and with continuing education
programs--after school programs and adult education classes--are among my
goals and objectives.
The Town of Fountain Hills is uniquely beautiful. We have incredible natural
resources at hand. We are faced with the challenge to continue to carefully
develop and maintain these resources for the benefit of our citizens today and for
those citizens in the future. Growth must be based on thoughtful planning,
diligent resource management, continued review of our progress, and continued
evaluation of well-considered goals and objectives.
