There will be no separate discussion of these items unless a (1100, Councilmember or member of the public so requests. If a Councilmember or member of the public wishes to discuss an item on the consent agenda, they may request so prior to the motion to accept the consent agenda. The item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. Town Council Meeting Agenda Regular Session February 17,2000 *1.) Consideration of APPROVING THE MEETING MINUTES of February 3, 2000. *2.) Consideration of the SPECIAL EVENT LIQUOR LICENSE submitted by Kenneth Bowman for the American Legion Post 58 located at 16850 East Avenue of the Fountains. The request is for a building fund fundraiser during the Great Fair. The requested hours of operation are 9:00 a.m. to 10:00 p.m. on Friday and Saturday, February 25`h and 26th,and 10:00 a.m.to 9:00 p.m. on Sunday,February 27t. *3.) Consideration of the SPECIAL EVENT REQUEST submitted by Ed Zerambo for the Sunrise Kiwanis for the Mountain to Fountain Race to be held in conjunction with Great Fair activities on Saturday,February 26th, 2000 from 5:30 a.m.to 10:30 a.m. No additional streets will require closure other than those closed for the Fair. *4.) Consideration of the SPECIAL EVENT REQUEST submitted by Stan West for the Children's Miracle Network for an ice cream social to be held on Saturday, March 18, 2000, from 11:00 a.m. to 4:00 p.m. The purpose of the event, to be held in Fountain Park, is to raise funds and the public's awareness of the Children's Miracle Network. While no street closures will be required, officers will be stationed along Saguaro Boulevard to insure pedestrian safety. *5.) Consideration of the SPECIAL EVENT REQUEST submitted by David Evans for the Arizona Police Athletic Federation for a Bike Race to be held on April 8, 2000 from 8:00 a.m. to noon. Participants will "pass through"Fountain Hills and no street closures will be required. *6.) Consideration of a SPECIAL EVENT REQUEST submitted by Shelley Johnson, MCO Properties, for a community concert in Fountain Park featuring the Phoenix Symphony. The event is scheduled for Sunday, May 7 from 7:30 p.m. to 9:00 p.m. and will require closure of Saguaro Boulevard between Palisades and El Lago Boulevard from 6:00 p.m. to 11:00 p.m. to insure pedestrian safety. talw *7.) Consideration of the SPECIAL EVENT REQUEST submitted by Bill Beamish for the Four Peaks Rotary Club for the Fountain Hills Soap Box Derby to be held on Saturday, May 20, 2000 from 5:00 p.m. to 11:00 p.m. The event will require the closure of Palisades Boulevard from La Montana to Verde River Drive. *8.) Consideration of the LIQUOR LICENSE APPLICATION submitted by Howard LaGraffe for Billiards located at 16605 East Palisades Boulevard. The application is for the person and location transfer of a Class 7 Beer and Wine Bar license currently issued to the Desert Rose Restaurant located at 3434 East Van Buren, Phoenix. *9.) Consideration of the FINAL REPLAT of Lots 1 and 2 of Town Center I combining the lots into one lot for the Fountain View Village Senior Care Facility, Case#2000-005. *10.) You will be pleased to note that most of the items presented for your consideration appear on the consent agenda. Mr. Farrell has requested the addition of two executive sessions regarding the MCO litigation and negotiation for property in the McDowell Mountains. Per Bill's request, the Mayor has scheduled a special and executive session for Tuesday, February 15, 2000 at 4:00 p.m. The agenda for the special meeting is included in this packet. This meeting will be held in the small conference room in Building C due to the previously scheduled MMPC meeting in the large conference room. Mr. Farrell has provided a confidential memo in your packet regarding this special meeting. The second executive session will immediately follow the regular agenda on Thursday night. There are currently thirteen items on the consent agenda as follows: AGENDA ITEM #1-MINUTES: Included in your packet are minutes from the regular meeting of February 3, 2000. AGENDA ITEM #2-AMERICAN LEGION SPECIAL EVENT LIQUOR LICENSE: The American Legion, located at 16850 East Avenue of the Fountains, is again requesting a special event liquor license during the Great Fair, Friday, Saturday and Sunday, February 25th through 27th. The purpose of the event is to raise funds for their building fund. They are requesting the operating hours of 9:00 a.m. to 10:00 p.m. on Friday and Saturday and 10:00 a.m. to 9:00 p.m. on Sunday. This request is consistent with previously approved requests. There have been no violations or incidents at previous events and the Legion hopes their responsible management of the premises will support their request. The area of operation remains unchanged and includes a fenced area adjacent to the north side of the building. Security personnel will be provided to insure that all alcohol is kept within the event area. Marshal Gendler has performed his investigation and forwards a favorable recommendation (Please see enclosed memo from Steve.) Staff recommends approval, Page 1 of 5 Unmanager's Report Last printed February 11,2000 5:04 PM February 11,2000 February 11, 2000 AGENDA ITEM #3— SUNRISE KIWANIS SPECIAL EVENT REQUEST: Ed Zerambo has submitted the special event request for the Sunrise Kiwanis Annual Mountain to Fountain Race. The event takes place in conjunction with the Great Fair and no additional street closures are required. The race is scheduled for Saturday, February 26th from 5:30 a.m. to 10:30 a.m. and is near completion by the time the Fair activities begin. Marshal Gendler has worked with Mr. Zerambo to modify the racecourse to avoid conflicts with the Great Fair activities held on Saguaro adjacent to Fountain Park. The Marshals Department will provide traffic control points at Fountain Hills Boulevard/Saguaro, Grande/Saguaro, and Saguaro/Palisades. Marshal Gendler has worked with the event coordinators who follow his recommendations regarding the placement of additional personnel along the race route. (Please see enclosed memo from Steve). A certificate of insurance is forthcoming. Staff recommends approval. AGENDA ITEM #4— CHILDREN'S MIRACLE NETWORK SPECIAL EVENT REQUEST: Stan West has submitted a special event request on behalf of the Children's Miracle Network. The organization is sponsoring an ice cream social in Fountain Park on Saturday, March 18, 2000 from 11:00 a.m. to 4:00 p.m. The purpose of the event is to raise funds and the community's awareness of the Children's Miracle Network. Mr. West said the event will include six to seven vendors selling ice cream, hot dogs and miscellaneous items, a hot air balloon, and a MCSO helicopter. Organizers have obtained a permit from Parks and Recreation for use of Fountain Park. Parks and Recreation staff have asked that approval of the special event request include a stipulation limiting the number of vehicles allowed in the park. Park personnel will inform event organizers of the number of vehicles that will be acceptable prior to the event. (kw Based on the expected number of participants, Marshal Gendler has suggested traffic safety measures consistent with those used at the Founder's Day and Public Safety Day events. No traffic closures will be required. The speed limit will be temporarily reduced on Saguaro for the duration of the event and no parking signs will be posted on Saguaro. Marshal Gendler recommends that law enforcement personnel be stationed along Saguaro Boulevard to assist pedestrians and monitor the vehicular traffic. (Please see enclosed memo from Steve.) A certificate of insurance will be forthcoming. Staff recommends approval of the special event request with the following stipulations; a. Vehicles in the park will be limited to a number stipulated by park staff b. Law enforcement personnel will be stationed on Saguaro to insure pedestrian safety AGENDA ITEM #5—AZ POLICE ATHLETIC FEDERATION SPECIAL EVENT REQUEST: David Evans has submitted a special event request on the behalf of the Arizona Police Athletic Federation. The request is for a 50+ mile bike race that will pass through Fountain Hills on Saturday, April 8, 2000 between the hours of 8:00 a.m. and noon. Approximately 50 bicycles will originate at McDowell Mountain Park and pass through Fountain Hills on their route to Scottsdale. The route encompasses Fountain Hills Boulevard south to Palisades, Palisades Boulevard to Shea, Shea to Scottsdale. No street closures will be necessary and the Marshal's Department will have six officers monitor the route and cover the intersections. Marshal Gendler has reviewed the request 2 February 11, 2000 and forwards a favorable recommendation. (Please see enclosed memo from Steve). Staff Lor recommends approval. AGENDA ITEM #6— MCO PROPERTIES SPECIAL EVENT REQUEST: Shelley Johnson, on behalf of MCO Properties, has submitted a special event request for a concert in the park to be held on Sunday, May 7, 2000 from 7:30 p.m. to 9:00 p.m. As they have done in previous years, MCO is sponsoring the event that features the Phoenix Symphony. The concert is free to the community. Saguaro Boulevard will be closed between El Lago Boulevard and Palisades to insure pedestrian safety and to diminish the traffic noise during the concert. Ms. Johnson has coordinated with park personnel for the use of the park. Arrangements have been made with the Marshals Department and Street Department for security, traffic control and barricades. (Please see enclosed memo from Steve). A certificate of insurance will be forthcoming. Staff recommends approval. AGENDA ITEM #7— FOUR PEAKS ROTARY SPECIAL EVENT REQUEST Bill Beamish has submitted a special event request on behalf of the Four Peaks Rotary Club for the Soap Box Derby to be held on Saturday, May 20, 2000 from 5:00 p.m. to 11:00 p.m. The location of the event will be on Palisades Boulevard between La Montana and Verde River Drive requiring street closures on that portion of Palisades. This recurring event has proved to be successful. The late afternoon and evening hours of the event take advantage of the cooler temperatures and decrease the impact on surrounding businesses. Mr. Beamish will personally contact all businesses in the affected area that are open on Saturday afternoons. Marshal Gendler has reviewed the request and is satisfied with the arrangements made for public and traffic safety. (Please see enclosed memo from Steve). A certificate of insurance is on file. Staff recommends approval. AGENDA ITEM #8— BILLIARDS LIQUOR LICENSE APPLICATION: Howard LaGraffe has resubmitted a liquor license application for Billiards located at 16605 East Palisades Boulevard. As Council may recall, the original application was made for a Class 12 Restaurant license. The Liquor Department advised Mr. LaGraffe that a Class 12 license was not the appropriate license for the establishment and the application was withdrawn. At the direction of the Liquor Department, Mr. LaGraffe has since applied for a Class 7 Beer and Wine license. Since Class 7 licenses are "quota" licenses, no new beer and wine licenses can be issued. They must be transferred from one business to another. The license in question will be transferred from the Desert Rose Restaurant currently located at 3434 East Van Buren in Phoenix. Marshal Gendler has completed his investigation and forwards a favorable recommendation. As of February 14, the premise will have been posted for the statutory twenty-day period. To date, no written arguments have been received at Town Hall regarding the issuance of the license. Staff recommends approval. (1160, 3 February 11, 2000 AGENDA ITEM #9 — FINAL REPLAT OF LOTS 1 AND 2 IN TOWN CENTER I: Fountain View Village L.L.C. recently received a Special Use Permit for the Fountain View Village Senior Care Facility. A stipulation of that permit was to replat the property, eliminating the common lot line and joining the two lots into one. Approval of this item will satisfy the stipulation of the Special Use Permit. (Please see Geir's staff report). Staff recommends approval with stipulations as stated in the staff report, AGENDA ITEM #10 — FINAL REPLAT OF LOTS 3 AND 4 IN TOWN CENTER I: The property owner, Pederson Investment Group, LLC, has requested to reconfigure Lots 3 and 4 in Town Center I to facilitate the development of the property and avoid the construction of any structures across lot lines. The new lot will meet all C-2 Zoning District requirements. (Please see Dana's staff report). Staff recommends approval with stipulations as stated in the staff report. AGENDA ITEM #11 — CONTINUATION OF THE SPECIAL USE PERMIT ON ROCKY MOUNTAIN PLACE: This item involves the Special Use Permit application for a stealth wireless communications facility at 15944 East Rocky Mountain Place. The application was continued by the Planning and Zoning Commission to February 24 to allow the applicant more time to work with the neighbors and Chaparral City Water and the possibility of relocation. (Please see Geir's memo). Staff recommends continuation to the March 2 Council meeting. AGENDA ITEM #12— RESOLUTION 2000-03 — EASEMENT ABANDONMENT: Resolution 2000-03 is an easement abandonment at 15145 East Mustang Drive. No comments have been received by adjacent property owners and all affected utility companies have approved the proposed abandonment. (Please see Tom's staff report). Staff recommends approval of Resolution 2000-03, AGENDA ITEM #13 — RESOLUTION 2000-04— EASEMENT ABANDONMENT: On July 19, 1997, the Council approved Resolution 1997-29, an easement abandonment at 16235 East Hyde Park Drive. Staff has since discovered an error in the size of the easement designated in the earlier resolution. Resolution 2000-04 will rescind the resolution that incorrectly identified a ten foot easement and designate the proper twenty foot easement. The property owner approves of this action. (Please see Tom's staff report). Staff recommends approval of Resolution 2000- 04, AGENDA ITEM #14— BOYS AND GIRLS CLUB—INTRODUCTION OF OFFICERS: I recently met with Diane Roberts, Development Director for the Boys and Girls Club of Scottsdale. She discussed some of the developmental programs currently offered to Fountain Hills' youth and the growth that the Club has experienced over the last few years. Diane said the organization was very interested in initiating dialogue and receiving direction from the community regarding goals and objectives for the future. The possibility of addressing the Council and using that introduction 4 February 11, 2000 as a starting point was discussed and approved by the Mayor. Diane arranged for Jim Stratton and Ken Zadoorian to appear before the Council at the February 17th meeting. Mr. Stratton is the President and CEO of the Boys and Girls Club of Scottsdale and Mr. Zadoorian is Chairman of the Board. For those not familiar with the activities and programs provided by the Fountain Hills Branch of the Boys and Girls Club, the two gentlemen will give a brief overview of"this is where we are and this is how we got here". They are very interested in receiving suggestions from the Council and the community to achieve some clarity of purpose as they establish goals for the future. AGENDA ITEM #15 —CALL TO THE PUBLIC: AGENDA ITEM #16— EXECUTIVE SESSION: The Council will meet in executive session to discuss the MCO litigation and acquisition of real property in the McDowell Mountains. As always, if you have any questions on any items, please do not hesitate to contact the appropriate staff member. L 5 Fountain Hills Memorandum TO: Cassie Hansen FROM: Steve Gendler DATE: February 3,2000 SUBJECT: Special Event Liquor License-American Legion The purpose of this memorandum is to endorse the attached special event liquor license submitted by the American Legion Post of Fountain Hills. It is my understanding that this issue will go before the Council at their meeting on February 17th. I am recommending approval based on the following factors: The American Legion Post has a valid class 14 (club license) in place at 16850 Ave of the Fountains. According to the state liquor department, organizations with a class 14 license are permitted up to 10 days per year in which they are eligible for a special event license allowing public liquor sales. At all other times, the class 14 allows sale to members and guests only. A review of the record indicates that this will represent only the third day of the 10 allowed in 2000 under the exemption provisions. During the 9am-l0pm time frame, the permit covers only the area specified in the application. This is an important point since the diagram specifies the fenced parking area in plat 208 with two specific public entrances and security provisions. The parking lot is not normally included under their class 14 license. In previous investigations, we have found that the American Legion has met all the legal requirements under the Arizona Revised Statutes for a liquor license and temporary permit. This included covert monitoring by state liquor agents and overt monitoring by the Marshals Department to ensure compliance with provisions of the special event license. Based on compliance with the provisions of the liquor regulations, the controlled access plans enumerated in the application, and the fact that there have been no violations during previous special event requests from the American Legion, I recommend approval by the Council at their February 17th meeting. L Town of Fountain Hills Memorandum TO: Cassie Hansen FROM: Steve Gendler DATE: February 3,2000 SUBJECT: Special Event Request-Mountain to Fountain Race The purpose of this memorandum is to endorse the attached Special Event Request from Sunrise Kiwanis. As envisioned by the event organizers, this race has two components; a 15k from the Pinnacle Peak area to Fountain Park, and a 5k around Fountain Park. The event is scheduled to coincide with the Chamber of Commerce "Great Fair" and would take place on a Saturday morning so as not to interfere with the balloon lift or other morning events relating to the fair. After reviewing the plans, as well as our previous experience with this event, I do not believe it will take any additional street closures or changes in traffic patterns since the barricades will already be in place for the Great Fair. I have worked with Mr. Ed Zerambo, the Kiwanis coordinator, and the race course has been modified to avoid conflicts on Saguaro, in the area of the park, which will be in use for the Great Fair. The race organizers have moved their registration tables as well as the starting and finish lines north an area near Saguaro and Parkview where they will be behind the barricades but not interfering with artist booths. They have also agreed to use the fire lane in the vicinity of Saguaro and Avenue of the Fountains as part of the course rather than disrupt vendor activities that morning. Based on previous experience, these changes will reduce conflicts with the fair while placing race participants and spectators inside the protective barriers we have established on El Lago at Saguaro. If this event is approved, the Marshals Department will provide traffic control points at Fountain Hills and Saguaro, Grande and Saguaro, and Saguaro and at Palisades. The race plan, as submitted by the Kiwanis Club calls for the event to conclude at 10:00am which coincides with the opening of the Great Fair. This represents some concern due to the impact on traffic and parking for the Great Fair. One Marshall will be located at the intersection of Fountain Hills Blvd. and Saguaro Blvd.; Saguaro Blvd. and Grande Blvd.; and Saguaro Blvd. And Palisades Blvd. Also at this time, buses will begin to leave taking the 15k runners to the start of their race in the McDowell Regional Park. The runners will be running a course counter clock wise around the Fountain Park beginning near the finish line, see the map. This race consists of two loops around the Fountain Park. 7-8:00 a.m. With the aid and direction of the Town Marshall's the 15k course will be marked. The 15k course enters Fountain Hills on Fountain Hills Blvd., makes a left turn on to Saguaro Blvd., see the map. Course markings will consist of traffic cones to provide separation between the runners and automobiles; and chalk direction arrows where necessary. As well as two hazardous turns. The new proposed route would still have a hazardous turn (at Palisades and Fountain Hills) but would reduce traffic control and motorist inconvenience. It is my understanding that this will be considered by the Council at their February 17th meeting. Background: In reviewing the written request, along with information I have received from the event planners, this is a non-profit cultural event. There will be no alcohol or food sales which significantly reduces the public safety requirements. Our plan calls for five officers to be assigned to this event from 6pm to 11pm. The law enforcement resources will be provided as part of our community service commitment rather than on a fee basis used in commercial events. Traffic and Parking: (1169 Our traffic plan calls for placement of temporary "no parking" signs on both sides of Saguaro between Avenue of the Fountains and Palisades all day Sunday to prevent vehicles from becoming trapped behind the barricades when street closures occur. At approximately 6pm, Saguaro would be closed between El Lago and Palisades to accommodate anticipated pedestrian traffic from the parking lots to the west. We will assign an officer to each barricade closure. No officers will be assigned to parking or traffic control at intersections outside of the immediate area. The closures would be lifted once pedestrians have cleared the area following the event. Security: A review of the last symphony concert showed no problems with crowd control, vandalism or juvenile disturbances. This year's event does not feature any alcoholic beverage sales or food distribution which significantly reduces the need for officers. One team of uniformed officers will be assigned to the park for security purposes and to assist the Parks Department personnel. We have no plans for guarding the stage, tent, vehicles or equipment outside of the 6pm-11pm time frame specified in the request Recommendation: Based on the planning that has occurred by the event organizers, a public safety plan which will minimize inconvenience to our residents, and the community service purpose of the event itself, I recommend approval of this request. For example, ramps, pedestrian bridges, etc. These structures need to be reviewed by the town in accordance with the Uniform Building Code or AASHTO Highway Bridges Manual as appropriate. A general layout plan and elevation of the structure should be included in the special event permit application package. Structural details, and sealed structural calculations where appropriate should then be submitted in adequate time for review and kw correction—typically 3 weeks prior to the special event date. Likewise, the structure should be inspected and "green tagged" prior to its use. If the structure is located on private property, a building permit should be secured through the Building Safety Department. If the structure is located within the public right-of-way, an encroachment permit should be secured through the Engineering Department. It is my understanding that this will be on the Council agenda on February 17th. The request covers a planned "Soap Box Derby" scheduled for Saturday, May 20, 2000 and will require closure of Palisades from LaMontana to Verde River Drive for approximately 6-8 hours. This request differs from traditional soapbox derby events in that it will take place in the evening hours. However, similar evening derbys were successful in June of 1998 and 1999. Mr. Beamish has developed this as a reoccurring event following successful "derby days" beginning in 1996. Since inauguration of the Soap Box Derby in Fountain Hills, there has been considerable commercial development along Palisades which would have been adversely impacted by the original plans to close Palisades at Saguaro. However,Bill Beamish has addressed this concern by modifying his course to run only between La Montana and Verde River Drive. In addition, he is attempting to move the event to the late afternoon and evening hours to reduce the impact on businesses along Palisades. Based on previously successful events, I am satisfied that adequate provisions are in place to accommodate parking, security, traffic control and emergency medical services. With that in mind, I recommend approval based on the following factors: 1. The proposed route will still allow access to business interests in the shopping center at Palisades and LaMontana where the Goodwill Store and Village Pub Restaurant are possibly open that evening. Bill Beamish has indicated his intention to personally alert these businesses of the event so they can prepare for any impact on their operations; 2. Motorists will have clearly defined alternate routes around the event using LaMontana and Parkview. Therefore, disruption of traffic will be minimized; 3. The time that Palisades will be closed was reduced, at my request, and will not require an overnight closure as part of the event; 4. Holding the event in the evening hours may potentially enhance safety due to the reduced flow of traffic and the higher visibility of lights and warning devices; and, 5. The event will bring recognition to our community,possibly benefit business interests, and provide a youth oriented activity. The application is for a transfer of a current license issued to "Desert Rose Restaurant" in Phoenix to Sasparilla's Billiards located in the Bashas Plaza at 16605 E. Palisades. It is my understanding that this application is scheduled for consideration by the Council at their February 17th meeting. Background Investigation This application represents a request to transfer an existing Class 7 liquor license purchased by Tumbleweed Partners Inc. to their business in Fountain Hills. The license, which is held jointly by Howard and Francine LaGraffe, is currently issued to the "Desert Rose Restaurant" at 3434 E. Van Buren in Phoenix. Under this application, it would be transferred to "Sasparilla's Billiards" at 16605 E. Palisades. A Class 7 license allows on premise sale of beer and wine as well as a beer and wine "to go" privilege for take out purposes. A Class 7 license under state statute ARS 4-207A is a "quota" license with no new ones available in Maricopa County. Therefore, a transfer from one business to another is common with this classification. A Class 7 license is prohibited within 300 feet of a church or school. The local jurisdiction also has to decide whether or not there is a proliferation of liquor establishments in the vicinity. A review of the location indicates no churches or schools in the vicinity and the closest establishments authorized to sell liquor are class 06 (2), class 07 (2),class 09 (1), class 10(1), class 12 (1), and class 14 (1). The applicant, Howard LaGraffe, is an Arizona resident residing at 16018 Tumbleweed Drive in Fountain Hills. He and his corporate partner, Francine LaGraffe, comply with all state regulations relating to residency. I have conducted a background check which revealed no wants or warrants. Mustang Drive). The property owner of Lot 24 desires the assurance that any future improvements made to the lot will not be infringed upon by the construction of utilities. Staff has received no comments to date from the err adjacent property owners. The Engineering Department has reviewed the site to ascertain any drainage issues in addition to the Town's general interest in the easement. It is the professional opinion of the Engineering Department that there is no need for the Town to retain the drainage easement proposed to be abandoned, with the understanding that certain lots within this subdivision are subject to lot-to-lot drainage runoff. Hyde Park Drive), as shown in Exhibit "A". An error in the staff report and the resolution placed the easement abandonment as a ten (10') rather than a twenty (20') foot easement abandonment. CO '.<-. 14' v - - - . 9'V ' Fountain Hills Progress Report The Fountain Hills branch opened in September of 1996 in four rooms at Four Peaks Elementary School. It started with an attendance of approximately 23 after school program members. The staff consisted of one full time employee,Branch Manager, and three part time program staff. Students from McDowell Mountain Elementary School and Four Peaks Elementary School attended the program. Programs included; arts& crafts, homework room with Power Hour, outdoor sports and physical education, learning center games and activities and weekly special events. As an attempt to recruit more members `Bring a Friend" days were offered once a month and special interest classes were offered at McDowell Mountain Elementary for students that didn't need every day after school programs. In December of 1996 a two week full day Holiday Camp was offered. Membership began to grow, by January of 1997 the after school program was up to 50 members daily. The Boys& Girls Clubs also partnered with the High School and the Sheriff's Department to assist with the Midnight Madness Teen program offered on weekends for middle school and high school age students. In the spring of 1997 the Fountain Hills branch's Torch Club was chartered. Middle school students rode the bus to the Club to participate in Torch Club. Preparation for the LIT program began. In May of 1997 the first Youth Town Hall program was introduced at Fountain Hills High School. The Youth Town Hall program is a one-day conference offered to 9th— 12th graders dealing with teen issues pertaining to school and the community. Students were broken into focus groups discussing a particular topic to be brainstormed and possible solutions developed with the aide of an adult facilitator. School Administrators such as the principal, assistant principle and the superintendent as well as town officials such as the mayor,town manager, town clerk, and the deputy sheriff were all in attendance. The first summer day camp program was held at the high school in June of 1997. Working with the school district's schedule summer camp had to be planned around - summer school. The first 6 weeks of camp was a split schedule offering before school hours (7:00 am—8:30 am) and after school camp hours (2:00 pm—6:00 pm). Full summer camp began in the middle of July. The Fountain Hills Charter School was built in the fall of 1997. The Club began picking members up from the Charter School. Enrollment started with 6 members and quickly climbed to 14 members and van capacity. With the additional members from the Charter School and summer day camp as well as the increasing number of kids attending from the fikiw middle school, ASP registration was at 85 members in September of 1997. A program emphasis was placed on middle school and teen programming. A part time Teen Coordinator was hired to develop and implement these programs. Many new programs were started in partnership with the Fountain Hills Parks and Recreation Department. A lunchtime intramural program began at the park adjacent to the high school for students to enjoy supervised time off campus. A Power Hour program was offered to middle school students in the cafeteria two days per week. Field trips and special events were scheduled to enhance the Midnight Madness program. As the after school program enrollment continued to increase so did the programs. The BUDS program was offered to the 4th& 5th graders. Smart Moves, Operation Smart, Nike Play,Ultimate Journey, cooking clubs, computers, and Spanish classes were all incorporated into the daily programs. The Fountain Hills branch swept the State Spelling Bee Tournament with first place in each of the three age divisions. The second Youth Town Hall program was held in the May of 1998 with double the enrollment of the previous year. The event was given front-page coverage in the Fountain Hills Times. Students participating in Youth Town Hall developed a drug& alcohol free group called "One Life Make it Real"to encourage healthy living and peer leadership to students on campus. The 1998 summer day camp program was a complete partnership with the Parks& Recreation department. Expenses, revenue and staff were split between our two agencies. Using the intergovernmental agreement the Parks&Rec. department had allowed us to offer full day camp at the high school without a split schedule. In July of 1998 the Boys& Girls Club was approached by the Sunset Kiwanis Club to participate in a joint facility with Kiwanis, Red Cross, and the Senior Center. An office was built for the Club as well as designated space for evening and weekend activities at no expense to our organization. The office allowed the Branch Manager and program staff a private, secured space to work during non-school hours. Evening and weekend access allowed the Club to offer more middle school and teen programming. As the 1998 after school program began its 3rd year the enrollment was well past 100 kids with members being added to a waiting list. Strong relations continued with the Parks& Rec. department, while new programs and events were being added to the daily schedule. Today the Fountain Hills branch continues to expand on programs to better serve the youth and family in the community. Total membership is at .... with increasing outreach teen members. While there is still only one full time staff member, the team has grown to include a membership secretary, teen coordinator, six part time program staff, and two junior staff.
