alternatives proposed for the Via Linda extension. Enclosed is a copy of Scottsdale's
most recent staff report.
If our Council chooses to endorse one of these alternatives, I will convey this information
to the appropriate Scottsdale City the morning of April 13tn
This will allow enough time for the Scottsdale City Council to be informed of any action
that our Council takes prior to their April 18th City Council meeting.

1.) Pursuant to A.R.S. 38-431.03.A.1; VOTE TO GO INTO EXECUTIVE SESSION for discussion or
consideration of employment, assignment, appointment, promotion, demotion, dismissal, salaries, disciplining
or resignation of a public officer, appointee or employee of any public body, except that with the exception of
salary discussions,an officer,appointee or employee may demand that such discussion or consideration occur at
a public meeting. The public body must provide the officer,appointee or employee with such personal notice of
the executive session as is appropriate but not less than 24 hours for the officer, appointee or employee to
determine whether such discussion or consideration should occur at a public meeting. The Council will be
interviewing applicants for the council seat being vacated by Councilwoman Wiggishoff on April 28.

MINUTES OF THE SPECIAL SESSION OF THE
FOUNTAIN HILLS TOWN COUNCIL
April 19,2000
Mayor Morgan called the special session of the Town Council to order.
ROLL CALL - Present for roll call were the following members of the Fountain Hills Town Council: Mayor Sharon
Morgan, Vice Mayor Sid Apps, and Councilmembers John Wyman, Pen Mower, Al Poma, and Sharon Hutcheson.
Councilwoman Marianne Wiggishoff was absent. Also present were Town Manager Paul Nordin, Town Attorney Bill
Farrell,and Director of Administration/Town Clerk Cassie Hansen.
AGENDA ITEM #1 -PURSUANT TO A.R.S. §38-431.03.A.1; VOTE TO GO INTO EXECUTIVE SESSION
FOR DISCUSSION FOR CONSIDERATION OF EMPLOYMENT, ASSIGNMENT, APPOINTMENT,
PROMOTION,DEMOTION,DISMISSAL, SALARIES,DISCIPLINING OR RESIGNATION OF A PUBLIC

Councilman Poma MOVED that the Council recess the Special Session and convene the Executive Session and Vice
Mayor Apps SECONDED the motion, which CARRIED unanimously.
AGENDA ITEM#2-RETURN TO THE SPECIAL SESSION.
Mayor Morgan reconvened the Special Session of the Town Council at 8:49 p.m.
AGENDA ITEM#3-ADJOURNMENT.
Councilman Poma MOVED to adjourn the meeting. Councilman Mower SECONDED the motion, which CARRIED
unanimously. Mayor Morgan adjourned the meeting at 8:50p.m.

FOR THE FOUNTAIN HILLS TOWN COUNCIL
Council member Marianne Wiggishoff has submitted a letter of resignation from the Fountain
Hills Town Council effective April 28, 2000. The Town Council is accepting applications from
any qualified citizen who is interested in serving out the last two-years of Council member
Wiggishoff's term.
Qualifications To Serve On The Town Council:
To be eligible to serve on the Town Council, a citizen must be:
• A qualified elector of the Town of Fountain Hills;
• Eighteen (18)years of age or over;
• A resident of Fountain Hills for a minimum of one year.
Any qualified citizen wishing to apply for the position should submit a resume and a cover
letter stating their interest in serving on the Council. All applications must be received by 5:00
p.m. Tuesday, April 18, 2000. Applications can be mailed or delivered to:

Applicants should be prepared to be interviewed by the Council on Wednesday, April 19 in

be from May 4, 2000 to June 6, 2002.
All applicants must sign a form consenting to be interviewed by the Council in executive
session. This form can be signed at the time hand-delivered applications are submitted at Town
Hall. Applications must include a daytime telephone number so interviews can be scheduled
and arrangements made to execute the consent form.

Dear Town Council,
I wish to apply and be considered for the vacancy created by Councilwoman
Wiggishoff s resignation. Since my families' relocation to Fountain Hills in December
of 1994 I have observed the great diversity of our residents and the need to have
leadership to help facilitate the future growth of our community. It would be my goal as
a council member to provide leadership and vision to serve all members of the
community as growth continues and Fountain Hills is fully developed.
I bring experience from many other locations of the United States. I've been involved in
Chamber of Commerce Boards, Education Advisory Committees, Church Trustee's
Leadership, Recreation Programming and Coaching, Vice-President of a Student
Association and other leadership activities at these locations. I see an incredible
community in Fountain Hills that allows us to be near nature, shop, be involved, retire,
raise a family and enjoy an incredible quality of life. I know I can build on my past
strengths and experiences to contribute effectively to Fountain Hills' positive growth.
I believe that Fountain Hills is poised to show the Phoenix metro area that most of the
quality of life issues can be met with responsible leadership, cooperation, and direction.
This means managed planned growth by intelligent forward thinking people. I believe I
have demonstrated this kind of leadership in the past for Fountain Hills and for other
locations. My knowledge, dedication and experiences make me qualified to help address
our short-term and long-range goals for the citizens of our fine community.
I am disappointed that I can not meet with you in person on Wednesday, April 19`h I
have a business commitment in Washington D. C. that has been scheduled for 45 days. I
am responsible for Motorola's Integrated Solutions effort at a trade show for the U.S.
Army Information Technology staff. I know you are following a democratic process that
has been implemented for this kind of scenario. While I am a dedicated volunteer for our
town, I take my work and family responsibilities just as seriously. I can arrange for a
telephone interview while I am in D.C. if that would be acceptable to your process.

By this letter, I am herewith applying for the Town Council seat being
vacated upon the resignation of Councilman Mary Ann Wiggishoff on April
28, 2000, and to be considered for an appointment to fill out the remainder
of her term ending on May 31 , 2002.
By virtue of the recent Town Council election campaign, all of you are
familiar with me and my positions on the vital issues confronting Fountain Hills
as it enters into the final years of its development.
For an update, however, I am enclosing a brief background on myself and
community service in Fountain Hills, and a quick overview of where I stand on
ome of today's issues. I would like to emphasize that few people in Fountain
Hills are as first-hand familiar with the development of this community over the
past 30 years as I am - both the good and the bad - experience invaluable in
helping shape our future.
I would also like to say that I could work well with new Council. The major
difference between myself and the winning candidates was "homes in the
mountains," but once beyond that we agreed on such items as downtown
development, expanding our tax base, and facilties for young and old as we
grow. I might oppose them sometimes on preservation, and would be in the
voting minority. But I would still have a public voice in presenting the position of
the "loyal opposition." I would be, with the exception of Lisa Fraverd who has a
design firm, the only representative on the council actively involved with the
business, real estate and construction communities, which contribute so much
to the economy of Fountain Hills, and will be under-represented.

"pioneers" in this new community. My participation, particularly with our new Chamber of
Commerce and with our public districts at the time, was very satisfying. I have been involved in
serving the community ever since.
• Chamber of Commerce Advertising and Tourism Chairman - 9 years. Also worked on
early economic development project, and on every Fountain Hills Festival and Great Fair
between 1974 and 1990 as a volunteer. (Since then they have been paying me.)
• Chamber of Commerce Board of Directors -3 years.
• Honored as "Business Person Of The Year"for 1997.
• Elected to Fountain Hills School Board in 1986 and served to 1990. Helped select new
School Superintendent. Worked on the promotion of Bond issues,and the early development
of our High School.

Keith McMahan - Overview of some positions on
Town Issues- April, 2000
MCDOWELL MOUNTAIN PRESERVATION. I support the most recent "Frame-
work" proposal which would ensure hiking trails and public access in the McDowells and at
the same time allow the building of million dollar homes on large estate lots which would
greatly add to sales tax revenues and property valuations over the next decade. I would
like to terminate the "war" with the developer with a compromise that would be a `win-win"
situation for all parties - and benefit all segments of our community.
TARGET CENTER. Another issue we should move to expedite immediately effecting
compromises with all parties concerned and planning now the traffic and street needs. We
should also keep insisting upon rich landscaping and attractive architecture - INCLUDING
ROOFTOP appearance. Remember, the people voted "YES" for Target and it is the only
shopping center of its type our town will ever have.
DOWNTOWN DEVELOPMENT. I support the building of the library and museum and
the sooner the better. We should also come up with plans to extend funding after these are
built for the auditorium/theater and perhaps a municipal swimming pool, again with the
bonds to be repaid through use fees and sales tax revenues. WE NEED MORE BUSINESS
DEVELOPMENT TO SUPPORT THESE PROJECTS - so I would also like to see a
Tlaquepaque or El Pedregal type of business development in the downtown area, working
with successful developers of these types of businesses. AND I WOULD SUPPORT A
JOINT EFFORT OF THE MAYOR'S COUNCIL ON ECONOMIC DEVELOPMENT,
THE ECONOMIC DEVELOPMENT COMMITTEE OF THE CHAMBER OF COM-
MERCE -AND MCO - TO COME UP WITH A DYNAMIC ADVERTISING AND PRO-
MOTION PROGRAM TO MAKE FOUNTAIN HILLS A MAJOR "TOURIST AREA"
DESTINATION. Count my services in on this project - free of charge!
LAW ENFORCEMENT . Before entering into another Sheriff's agreement we should
very carefully examine the cost and services made possible by expanding our present
Marshal's Department into a full-scale Police Department.
PARKS & RECREATION. Continue to support their programs and services in all of the
parks now under their juridiction, and work to expand the activities and facilities for
our senior citizens.
JUST A FEW ITEMS - this is already getting too long. BUT IN CLOSING I WANT TO

I believe that this town can reach "build out" within the next 10 to 12 years in a
way that not only preserves our environment but also provides for all of our
residents the recreational, school, and cultural amenities we desire and deserve.
I believe that we can accomplish this goal by using long-range planning with
itow optimum public input and prudent spending.
To accomplish all this, a town council member needs expertise in a wide
range of areas including budgeting, parks and recreation, planning and zoning,
law enforcement, land preservation, and staffing. My past government service as
a police sergeant, administrator, educator, and public official has prepared me to
perform these tasks. I have prepared million dollar police and municipal budgets,
planned and evaluated government programs, staffed positions, supervised
employees, and coordinated multi-agency activities. I believe my education and
experience make me capable of stepping up to the challenge of leading our town
into the new millennium.
I also believe that I should be chosen to fill the vacant seat because in the
recent election, I was the first runner-up and lost by only about 4% of the vote. I

Experience For the past nine years I have worked on a variety of science projects
affiliated with NASA and the US Geologic Survey as a software
engineer. At the request of NASA's Jet Propulsion Laboratory(JPL), I
am currently developing a mission simulation package for the joint US-
Japanese Advanced Spaceborne Thermal Emission and Reflection
Radiometer(ASTER)project. ASTER is a remote sensing instrument
onboard the first Earth Observing System(EOS)satellite named Terra.
EOS is an international effort to better understand the interactions
between the biosphere, hydrosphere, lithosphere and atmosphere over a
6-year period. Prior to my mission simulation work,JPL asked me to
design a restricted access website where approved researchers could
submit Science Team Acquisition Requests(STARs), which will soon be
used to target ASTER observations. Before joining the ASTER project, I
was a programmer for the Mars Global Surveyor(MGS)Thermal
Emission Spectrometer(TES)project. There I developed a variety of
software tools used for data acquisition and analysis. Concurrent with
the tasks listed above, I remain the systems administrator for the MGS
Space Flight Facility at Arizona State University. My duties include
maintaining network security/integrity, software/hardware maintenance
and training of new users. In addition, I make purchasing
recommendations for new hardware such as large UNIX-base
workgroup servers and peripherals.

Letter of Interest for the position of Fountain Hills Town Council
The position of Council Member is of interest to me because of the importance of
the next two years in regards to the parcels of land left to be developed. The
high visibility of the Eagles Nest and Eagles Ridge North areas demand the
projects utmost attention in this period of time. These are the last areas in town
to be built as large parcels and must be handled carefully. Since I have some
knowledge of these areas due to my Planning and Zoning experience, I feel I
would be an asset to the Council.
ikay Another vital area coming into focus is the Town Center with the new Community
Center and Town Library project soon to be started. This is an important and
exciting commercial venture for our Town. The revenues to be gained for
Fountain Hills with this evolution will be needed in the future to ensure our
viability. Again my experience on P & Z and participation on the Community
Center Advisor Commission gives me a history with this endeavor.
The water quality and availability as well as disposal of the effluent are other
Issues that our town is facing. Hopefully the injection system will work and that
will end our constant problem of sprinkling parcels of land. Eventually our land
will be developed and these stopgap methods will need to be resolved.
I can work well with anyone and will have an open mind on matters brought
before the Council. I know the town staff and can communicate well with them.
The past four years on P & Z have been rewarding and taught me a lot about the
Town ordinances. I would look forward to serving on the Town Council and
continue learning more about the working of our departments.
