Parks and Recreation Commissioners are appointed for three years and the Youth Commissioner's appointment is for one year. Since there will be a total of three Commissioner openings on the Parks & Recreation Commission, three new appointments are necessary. (rw. The Town has received one request for reappointment (Michael Fleck), 2 applications to fill Commissioner vacancies (Carol Ayres and Kathleen Connelly Nicola), and two Youth Commissioner applications (Cody Brown and Matt Paul). Attached are copies of the Commission application from each applicant. On Tuesday, December 5, 2000 at 6:00 PM in the Conference Room in Building "A", the Town Council will hold an Executive Session meeting at which time the Council will be interviewing all four candidates. Please see the attached interview schedule for that meeting. Recommendation We recommend that two applicants be appointed to fill the expired and vacated terms, and that one youth be appointed to fill the Youth Commissioner position. During my seven year membership in the Fountain Hills Walking Club,the past two years as Spokesperson, I have had significant contact with the staff of the Parks and Recreation,most recently Brian Hughes and Amy Silverman. I have attended some Commission meetings and have urged input from the Walking Club, particularly in the development of Fountain Park. I believe my background as an educator who has taught young people from Kindergarten through ninth grade,as well as teachers and administrators has given me an insight into all age groups. Further,I believe that the experience I had during the last ten years of my career when I organized, developed,and supervised a computer laboratory in a Middle School of 800 student gave me the ability to work with widely divergent groups of people and g bring them together in reasonable compromise. Now that I am retired,I believe that I can give the time and energy necessary to be a positive influence on the Commission. As property owners since 1974 and full time residents since 1992 my husband and I have watched this community grow from a pile of dirt,dust, cactus and rocks to a thriving town. I would like to be involved in the continued growth through parks and recreation for all. We've built our home here, and our business. We've volunteered for as many community service activities as our hectic schedules, finite energy and relative sanity allow. As much as we've contributed over the last seven years, I think we've probably benefited even more. Fountain Hills is a safe, comfortable, beautiful place to live. Our children are in school here. They've participated in Fountain Hills Little League and Soccer, Basketball and Gymnastics, Boys and Girls Club, the YMCA and Girl Scouts. We are involved. We are invested here. My work on the Parks and Recreation Commission over the last three years is 1/416, part of that investment. It's been both challenging and rewarding, and I've sincerely appreciated the opportunity to serve and to learn. It's important work and I'm glad to be part of it. Much of what we've planned during these last three years is close to becoming a reality. I would very much like to finish some portion of what we've begun and to help guide the process. There's also something to be said for the value of experience in a deliberative group. As more senior commissioners helped me, I can now assist others with what I have learned. My Interest In Serving,Goals and Objective: I would like to continue my service on the Parks and Recreation Commission to help finish the work we began three years ago: to conclude the master planning process currently underway,to secure the national certification of our Parks and Recreation Department, and to implement our Long Range Plan adopted in April, 2000. Working closely with Town Council and staff, I would like to see construction completed on several facilities that have been in planning for some years (most critically, Four Peaks Neighborhood Park and Fountain Park), and funding secured for the remaining facilities our community requires now and in the immediate future. - Growth and Development: Thanks to our topography and geographic location,unchecked sprawl will never become an issue in Fountain Hills. Instead, growth and development become matters of density rather than size, and I Lbelieve we have the will and the resources to manage both. Effective Town ordinances enforced by a vigilant Town Council and staff,broad public sentiment for protecting the natural environment of our community, a shrinking inventory of available land and rising land values—all of these mitigate against rampant overdevelopment. I believe that Fountain Hills is in a somewhat unique position among Arizona communities. We need not focus our attention or critical resources on programs to curb the urban sprawl or urban flight faced by larger municipalities, or the serious lack of resources and nonexistent tax bases of smaller,rural communities. Instead,we have a remarkable opportunity to create our own destiny—and ensure the continued success of our community for many years to come. The question is not will we grow,but how will we grow. What specific choices will we make? How will we define ourselves? What kind of a community will we become, and how well will we serve all of our diverse population? Intelligent, effective planning is critical for our downtown development,the Shea corridor,the few remaining residential parcels, and our precious open spaces. The same is true for the wise development of our town's infrastructure for education, community services, cultural opportunities and recreation. All of these are immutably interconnected, and all contribute directly to our quality of life. Beyond effective planning,the key to our success will be found in cooperation and compromise — working together,public and private sectors,professionals and citizen volunteers. Our vision must be inclusive,unifying, and far-sighted. The alternative is a place without a common identity or community spirit, a patchwork of isolated neighborhoods and special interests who do not know or care for each other. Our prospects for success are bright. We have the opportunity and the means. We need only develop the method. It's an exciting time to be living in Fountain Hills. The wide variety of recreational and educational opportunities available to visitors and residents for a town this size are second to none. I am proud to have watched the development since moving here in 1989. I would be (Ow honored to be part of the team that considers the future direction of the Town's recreation. I am a graduate of the College of Public Programs at Arizona State University. I hold a real estate license in the State of Arizona,and am currently working at becoming a tax specialist. The most recent concentration of my studies has been in the areas of racial justice, mediation,and the environment. In the early 1990s, I was elected as the first president of C.A.R.E.S., a Rural-Metro support auxiliary group. I was also a charter member of the Fountain Hills JAYCEES in the mid 1990s. The evening classes I took at ASU prohibited my continued membership in these groups. My strengths lie in my ability to get along well with others and being an effective team player.
