MCDOWELL MOUNTAIN PRESERVATION COMMISSION OCTOBER 24 2017 t4at is xe o AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE A public meeting of the McDowell Mountain Preservation Commission was convened and called to order by Chair Bill Myers at 5:00 p.m., Tuesday, October 24, 2017 in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. AGENDA ITEM#2: ROLL CALL Present at roll call were Chair Bill Myers, Vice-Chair Tom Barberic, Commissioners Tom Aiello, Bill Craig, Stan Ruden, Klaus Schadle and Ken Thornton. Staff members present were Director Rachael Goodwin and Executive Assistant Jennifer Lyons. AGENDA ITEM#3: CALL TO THE PUBLIC kw No one from the public wished to speak. AGENDA ITEM #4: CONSIDERATION OF APPROVING THE SEPTEMBER 26, 2017 MEETING MINUTES Chair Myers gave updates on the following items discussed in the minutes before calling for a motion: • Trail counters: Chair Myers is in discussions with Parks Supervisor Kevin Snipes about what type of units are needed and was made aware the Town would like monthly information from these trail counters. • Trail sharpening tools: Commissioner Craig will be meeting with Parks Supervisor Kevin Snipes tomorrow to discuss the Town staff sharpening the tools. • Testing 911 in the Preserve: The Commission is looking to coordinate the testing with Assistant Fire Chief Jason Payne within the next 10-20 days. • The Commission was given a list of organizations in Town that might be interested in hearing about the upcoming Trailhead. • Map stocking schedule has been approved by parties listed. A copy of the stocking schedule is attached to the minutes. • The"Lake Overlook Trail" signs have been ordered. • The"Open Meeting Law"workshop is still scheduled for February 6th • MMPC extension is on the November 21st Council agenda, specifics of the extension are still under legal review. Commissioner Schadle made a motion to accept the minutes of the September 26, 2017 meeting, Vice-Chair Barberic seconded and the motion passed by unanimous vote. McDowell Mountain Preservation Commission Page 1 of 4 G:Commission MMPCIAgenda&Minutes1Minutes1201 711 0241 7 Nvid AGENDA ITEM#5: UPDATE ON THE 2017 MMPC OBJECTIVES • Coordinate with Scottsdale and the Regional Park: They will be coming for the two fairs and bringing their animals. Chair Myers has been looking into the types of trail counters Scottsdale is using. • Quarterly update to Council: Chair Myers recalled that the Town Manager had mentioned possibly doing a 10 minute update in November. Director Goodwin responded that it would probably not be in November since there is only one Council meeting because of elections,but it may be possible for either the December 5th or 19th meeting. AGENDA ITEM #6: UPDATE ON THE 2018 MMPC OBJECTIVES Chair Myers hopes to have a revised list of objectives for the next meeting. AGENDA ITEM#7: UPDATE ON THE SONORAN CONSERVANCY Commissioner Craig reported that there had been a meeting on October 2nd and items discussed are listed below: 1. The status of Adero Canyon Trailhead. 2. Trailblazers will start on November 11th and go on Saturdays. 3. The hike schedule has started. 4. The Botanical Garden ladies are working on the brown dirt area on the hill by the end of parking lot with suggestions from Conservancy members. 5. Working on getting timeslots filled for the fair booth. AGENDA ITEM#8: DISCUSSION ON QR CODES AND SIGNS_ Commissioner Thornton reviewed that the codes were developed and installed on the trails in 2016. Toward the end of that year it was discussed having the Town take over the website, which would require the Town contacting gentleman that developed the website under his account. What is critical is whether or not the account that holds the website has been transferred to the Town. Currently the website does not come up (on line) but it is possible it has been transferred. Chair Myers offered to go up and test the codes. Director Goodwin will check with the Town's IT department to clarify the status of the website. AGENDA ITEM#9: DISCUSSION ON MAPS Commissioner Aiello has been working with Ken Valverde the Town's GIS Technician/CAD Operator on signs for the Lower Sonoran Trail. We want a sign on the north side of the trail on the McDowell Mountain Park side at the entrance of the Sonoran and Lower Sonoran Trails and also on the south side. These would be temporary signs that would need to be replaced and there will also be some crossover signs. Ken has updated the map of the connecting trails. Technically the new trail is there but the new map cannot be printed until the trail naming has been approved by Council. The naming of the trail is on the November 21st Council agenda as a consent item. AGENDA ITEM#10: DISCUSSION OF THE TOWN FAIRS Commissioner Thornton is recruiting 18 volunteers and has seven signed up so far. Vice-Chair Barberic mentioned using Paul Garvey's video where it would continually repeat, but there is no electricity to the booth. Discussion ensued among the Commissioners and they will continue to research electricity and screen options to see if using the video is possible. AGENDA ITEM#12: DISCUSSION ON THE 2018-2019 MMPC BUDGET Chair Myers has a preliminary budget that goes with the objectives of the group. By the next meeting Chair Myers will have a proposal ready for the Town. AGENDA ITEM #13: UPDATE ON THE ADERO CANYON TRAILHEAD CONSTRUCTION PROJECT Director Goodwin expressed that is was disappointing to say that we have not had the preconstruction meeting with Blucor. They were scheduled to meet with us about a week and a half ago but they didn't seem to realize what the preconstruction meeting was to consist of They need to have permits ready to go, have a schedule, a timeline and benchmarks ready for us to review. The meeting has been postponed and will probably happen in early November. Once we have that meeting Director Goodwin will update the Commission with a timeline. There are a definite number of days that they have to complete the project and they are bound by that or there are penalties. Once the notice proceed is handed to them the clock starts ticking. It will likely be early June before the project is done. Commissioner Craig asked about contacting/coordinating with the construction company so the Trailblazers could go up and continue their work on the trails. Director Goodwin replied that the any glow coordination would need to go through herself or the project manager, but there cannot be any contact between Town groups and the contractor. The contractor can have only one point of contact for anything to do with the project. Access will be completely cut off during construction. Assuming we have our preconstruction meeting in early November, a notice to proceed will likely follow ten days after and then access would be cut off Commissioner Schadle asked for clarification on if MCO still owns the Adero Community. Director Goodwin explained that to her knowledge it is still a work in progress and the sale has not been completed yet. It is an amendment to the Master Plan and it has to happen before the end of the year or they have to start the process all over again. At some point there will be a new settlement agreement that finalizes the road and the utilities. AGENDA ITEM #14: DISCUSSION ON THE ADERO CANYON TRAILHEAD GROUNDBREAKING Chair Myers declared that there will not be a groundbreaking because the Town Manager said there would be too much liability with that. AGENDA ITEM#15: CONSIDERATION OF ADJOURNMENT Commissioner Ruden made a motion to adjourn at 5:58 p.m., Vice-Chair Barberic seconded and the motion passed by unanimous vote.
