as it pertains to Boards and Commissions:
In order to operate an advisory board or commission in an orderly manner, it is essential
to have a
member of the body selected to serve as the Chair. The Chair assists in identifying items to
place on
future commission meeting agendas, presides over the meeting, signs meeting minutes,
and represents
the commission before the Town Council and other organizations. In addition to the need
for a Chair, it
is necessary to have a Vice Chair selected to be able to serve as Chair in the event that the

Town Manager Grady Miller reviewed and discussed the New Town Code Chapter 2A (see

In order to help standardize and streamline the operations of all the Council-appointed
boards and
commissions, the Town Council adopted new language in Chapter 2A, Boards and
Commissions.
Essentially,Town Code Chapter 2A repealed the previous bylaws that were in effect and
replaced it with
new language. From an operational standpoint, this change will have little to no impact on
the Sister
Cities Commission. However, it is important for commissioners to know this change in
status. Staff will
discuss the Town's Council repeal of the resolution for Boards and Commissions and the
adoption of the
new Town Code Chapter 2A for Boards and Commissions at the meeting on January 15,
2020.
Commissioner Vicky Derksen asked for clarification on section 2A-6-3 regarding a quorum.
Town Manager Grady Miller responded that a gathering of four or more commissioners
constitutes as a quorum and requested that this be communicated to the Town, so a
notice of possible quorum be posted for the public.
