Staff Summary (Background) At the March 23, 2021, Special Town Council meeting, staff will be presenting the projects in the proposed Five -Year Capital Improvement Program. This report summarizes staff recommended projects in FY 2021-2022 and additional capital projects in the Five -Year Capital Improvement Program. FY 2021-22 Capital Projects - $5.863.000 D6047 $50,000- Miscellaneous Drainage Improvements This project will provide for the construction of new drainage facilities, repairs, or the extension of existing facilities to prevent erosion issues and damage to private properties. A total of $50,000 is requested each year and is used as necessary to make drainage improvements. D6057: Golden Eagle Impoundment Area Improvements - $900,000 The Town Council identified this project as a priority for the last two years based on flooding that occurred in Golden Eagle Park on October 2, 2018, and on September 23, 2019. The proposed project includes a new topographic survey, design of utility relocations, and agency coordination (with ADWR and FCDMC). The project design is about 90% complete as of March 10, 2021. The hydrology and grading concepts are also nearing completion. Ongoing work still requiring to be completed are the construction details and coordination with relocating some utilities in the park, notably irrigation and the Fountain Hills Sanitary District facilities. D6058: Phase II Panorama Drive Storm Drain Improvements $80,000 Phase one of this project replaced 3000 feet of drainage pipe along Panorama Drive from Saguaro to just south of El Lago. Phase II will design the remaining section and address the ongoing issues of slow moving stagnate groundwater resulting in foul odors and mosquitos during the warmer months. D6059 $350,000 Brantley Detention Basin This project was developed after the storm events in 2018-19 flooded streets and property downstream. When constructed this project will collect and temporarily store storm water runoff to minimize downstream flooding on neighborhood streets. D6060 — Town -Wide Stormwater Infrastructure Rehabilitation $150,000 ENV/CIP The unprecedented storm events of 2018 and 2019 created a large amount of sediment and debris flows into storm drain pipes and structures. The subsequent cleaning and inspections revealed to large number of the pre -incorporation installed pipes and structures require preventative measures to avoid catastrophic failures. This project will provide funding for an engineering analyses of the inventory and provide guidance on how best to proceed with repairs and/or replacement. The engineering analyses will also provide needed information when applying for grants. The Town -owned system consists of 407 catch basins and over 73,000 linear feet of storm drains and culverts. F4037 — Community Center Improvements $550,000 CIP The Community Center was built in 2001. The efficiency and usability of the facility has changed over 20 years and requires modifications to remain relevant to all users. The Council -adopted Community Services Strategic Plan identifies the need to enhance facility utilization to promote a sense of community. The Master Plan echoes similar visions with residents requesting more options for users of all ages including dedicated fitness space, a youth/teen space and a place to gather informally for community connection. The layout and functionality of the space will be updated to provide more space for casual groups and multigenerational appeal. F4038 Community Garden Driveway Relocation $175,000 CIP The driveway leading to and from El Lago on the south side of the Community Garden is too narrow and creates line -of -sight issues for motorist and an unsafe environment for pedestrians. This project will relocate the current driveway to the west and provide for unencumbered access for larger vehicles and a safe walking path. F4039 Park Place and Town Hall Shared Parking Driveway Access $90,000 CIP This project will provide access for the underused parking lot from Avenue of the Fountains and decrease the number of vehicles using the Town Hall and MCSO parking lots as driveways. It should be noted that the parking lot was constructed by the developer of Park Place and under the development agreement, the owner of Park Place is obligated to maintain the town -owned parking lot. P3033 Video Surveillance Cameras $75,000 The Town has seen an increase in vandalism at Town parks. Additional surveillance cameras may deter vandalism or provide video evidence should vandalism occur. This ongoing multiyear project will allow Staff to install additional cameras at Four Peaks and Golden Eagle parks. P3035 Four Peaks Park Playground Upgrades $200,000 Four Peaks Park has seen significant upgrades with the addition of two new playgrounds, basketball court, new walking paths, and restroom upgrades. Additional improvements will include a shade structure and new entry for the south parking lot. P3036 — Desert Vista Skate Park Lighting $75,000 - $40,000 Grant offset The existing Desert Vista Skate Park is popular with youth, however, it lacks lighting to be for evening use. During summer months, evenings are the primary time to be outdoors as daytime temperatures are too extreme for most activities. Likewise, in winter months, the early sunsets severely limit the usable hours of the skate park, particularly on week days after school. The addition of lighting allows expanded use of the skate park and improves user safety. Grant funding will be requested, however, it is not guaranteed. P3040 — Splash Pad Renovation $750,000 CIP $110,00 Development Fees The Rotary Centennial Splash Pad was installed in 2007. The splash pad components have exceeded their life expectancy and showing significant wear and tear. Many fixtures are leaking and are beyond repair. The project requires significant excavation, removal of the concrete base, a new composite base, and replacement of modular fixtures. P3045 Four Peaks Parking Lot $65,000 CIP This project will resurface the parking lot at Four Peaks Park. P3046 Saguaro Park- South $150,000 Development Fees Additional park space in underserved areas of Fountain Hills has been identified as a priority by the Parks and Recreation Master Plan. Saguaro Park South provides the opportunity to develop new park space on the southern portion of the Fountain Hills town limits. The addition of this park space allows for residential access to open space and recreation amenities not currently available. The space is located on the SW corner of Technology Dr. and Saguaro Blvd, and is owned by SRP. P3047 — Linear Park Event Receptacles and Paver Rehabilitation $100,000 CIP. Staff is requesting replacement of the event receptacles along the walking path of the Avenue of the Fountains Linear Park. The current receptacles are rotting below grade and creating safety concerns. Having the receptacles in the turf causes them to be in the path of the irrigation as well as a target for dogs marking their territory which has caused them to fail. Staff recommends installing pavers from the existing walking path and around the receptacles along with using materials that can better withstand the abuse that comes with being in this environment. P3048 — Fountain Park Playground Replacement $360,000 CIP Fountain Park is the flagship park in the Fountain Hills and is the most frequented park in our system. As such, the playground is a popular and well -used amenity within the park. The existing equipment is 15 years old and showing signs of extreme wear. Failures have begun to occur and replacement efforts are ongoing. As such, the total replacement and expansion of the play space is recommended to create a new and attractive destination playground within Fountain Park. The expanded footprint will allow for additional play structures to accommodate the large volume of youth using the facility. P3049 Sun Ridge Trail Connector $85,000 CIP Additional trails and connectivity has been identified as a high priority for the residents of Fountain Hills, as seen on the public survey and Parks, Recreation, and Trails Master Plan. The addition of a new access point into the McDowell Mountain Preserve allows for alternate community access and compliments the primary trailhead entrance at Adero Canyon. The project would include a new trail connector to the Ridgeline Trail as well as a kiosk and signage for hiker education. P3050 — Desert Vista Turf Improvements Option A: 390,000 - Option B: $125,000 CIP - Current Conditions: • Bermuda grass only, no overseeding • Currently dormant, anything green is a weed • Unlevel, pitted playing surface due to vehicular damage • Upgraded irrigation efforts already in place • Existing lighting sufficient and under warranty • Can accommodate multiple sports: Soccer, Rugby, Lacrosse, Football (tackle and flag) and Ultimate Frisbee • Khakiweed (also known as creeping chaffweed or matt chaff lower): is an invasive weed, southwest. • The weed grows in patches flat to the ground and produces an abundance of prickly light colored seeds. Prefers "thinned out" areas of ground space. • The plant is extremely drought -resistant with a deep tap root that will regenerate the entire plant if only a small portion remains in the soil. • The prickly seeds easily attach themselves to clothing or animals and can easily be transported to new areas where its infestation continues. (Source of 'burrs') • Complete removal of the weed is hit and miss and currently no herbicide has been found to completely kill off the plant, although studies at the university level are continuing. Usually a combination of treatments is required. Growth regulator herbicides offer brief control of the visible foliage and then new seedlings emerge. • A pre -emergent herbicide must also be applied to keep seeds from germinating. -Option A: Resod the playing fields • Concerns regarding public access/dogs • Consideration of staged approach in order to fence sodded areas • Field laser leveling • Completion of ADA sidewalk loop • Faster timeline, install spring of 2022 • Estimated $390,000 project cost -Option B: Aggressive weed control and turf health enhancements • Multiple applications of herbicide and fertilization treatments • Field laser leveling • Completion of ADA sidewalk loop • Longer timeline, optimal by summer 2023 • Estimated $125,000 project cost -Next steps and future considerations: • Ongoing funding for water and turf maintenance program • Dogs on fields, including dogs at large and pet waste • Vehicle accessibility and proclivity for turf damage • Staffing considerations S6058 — Shea Boulevard Widening Palisades Boulevard to Technology Drive $226,000 CIP Shea Boulevard is a road of regional significance and has an average daily traffic volume of 26,000 vehicles at Palisades Boulevard. This project is a MAG Proposition 400 project that will provide for 70% of the project funding with a 30% match from the Town. The $226,000 is the Towns portion of the design cost. This segment will complete an additional section of eastbound Shea, Palisades to Fountain Hills Blvd. The ultimate build out when completed will widen Shea Boulevard to six lanes from Palisades Boulevard to Technology Drive. 56059 Wayfinding Signs $250,000 In the Fiscal Year 2017/2018 Budget, the Town approved funding for the design of a town -wide Municipal Wayfinding Sign Program, which included the graphic design of directional and gateway signage, sign location and verbiage plan, and the creation of construction documents. The wayfinding phase was deferred to outlying years in Fiscal Year 2018/2019 due to increased costs and the Monument/Gateway phase was deferred to outlying years in Fiscal year 2019-2020. 56061 Sidewalks Infill Project $200,000 This project is a multiyear and over the last 4 years over 12,000 linear feet of new sidewalk has been installed. Most pre -incorporation areas within the Town were constructed without any sidewalks, requiring pedestrians to walk in the street. Increased roadway traffic has created safety hazards; increased pedestrian usage has intensified the hazards. Town funds may be used as matching funds for future sidewalk grant applications. 56064 — Desert Vista Park Crosswalk Sidewalk Program $200,000 CIP Desert Vista Park currently has no pedestrian access. As it is located in an industrial area, there are very few homes that can access the park without a vehicle. Currently, there are no crosswalks between Shea Blvd and El Lago Blvd to allow residents west of Saguaro to access the park. (Roughly three miles) An added crosswalk would allow for increased usage for all ages as well as provide a safe crossing point. S6065 — Sidewalk Infill, Palisades & Saguaro $17,000, CIP $274,000 Grant Most pre -incorporation areas within the Town were constructed without any sidewalks. This project will Construct sidewalks using $2.1 million in grant money to infill gaps between existing sidewalks, complete full street block sidewalk lengths, connect to existing pedestrian generators (including schools, parks, churches, and commercial areas), and for pedestrian safety (hazard removal, better accessibility, curb ramp upgrades, and along arterial streets). S6068 — Town Wide Guardrail Replacement $50,000 CIP The Town owns and maintains 10, 00 linear feet of guardrail. Due to Federal guidelines changing in 2014, several segments of pre and post incorporation guardrail are no longer in compliance with Federal highway standards. With FHWA's change in guidelines for guardrail, Town staff would like to be proactive in implementing guardrail improvements to meet FHWA and ADOT guidelines. Staff would like to seek Highway Safety Improvement Program (HSIP) and other applicable Grants to help with the funding of guardrail upgrades. 56069 Saguaro and Avenue of the Fountains Roundabout Design $120,000, Construction Estimate - (Single lane) $600,000 - $900,000 (Dual lane) $800,000 - $1.2 mil The genesis of this project was the Downtown Vision Plan presented to Council in August 2009, prepared by Swaback & Associates. Recommendations were made to improve the traffic and pedestrian experience along Saguaro Boulevard and Avenue of the Fountains, in anticipation of future development in the Downtown. The Downtown development as it has occurred, has change the fabric of the area resulting in an increase in traffic and pedestrian activity. T5005 Palisades Boulevard and Eagle Ridge/Palomino Drives Traffic Signal $95,000 The Adero Canyon development, Adero Canyon Trailhead opening and the expansion of the Adero of Scottsdale Resort on Eagle Ridge Drive have necessitated the need for the construction of a traffic signal at the Palisades Eagle Ridge/Palomino intersection to improve the flow of traffic and safety for pedestrians and vehicles. This phase will provide the final design and include, cost estimates and scoping documents that will define the project improvements necessary for a fully functional four -legged traffic signal.
