Mayer, Director of Parks and Recreation DATE: January 11, 2002 RE: Appointment of Parks and Recreation Commissioners for January 2002-through December 2004 The terms for Commissioners Meta Brinton, Al Lorenz, Kim Marshburn, and Michael Fleck (who resigned December 2001), and Youth Commissioner Matt Paul expired on December 31, 2001. Parks and Recreation Commissioners are appointed for three years and the Youth Commissioner's appointment is for one year. There will be a total of five Commissioner openings on the Parks and Recreation Commission. (W However, the Council will be reviewing a request to reduce the Parks and Recreation Commission membership from nine members to seven members. Therefore, three appointments are necessary (two adult Commissioners and one Youth Commissioner). The Town has received one request for reappointment (Matt Paul) and four applications to fill Commissioner vacancies (Mary -Alice Bivens, Noreen Kurdzialek, Barbara Panzica, and Joe Pinter). Attached are copies of the Commission applications and Consent to Executive Session from each applicant (Matt Paul did not sign a Consent since he will not be interviewed). On Tuesday, January 15, 2002 at 5:45 PM in the Video Conference Room in Building A, the Town Council will hold an Executive Session meeting at which time the Council will be interviewing all four candidates. Subject: Application for Commissioner Position, 2002/2004 Dear Michelle, Please accept my application for consideration to fill one of the upcoming positions of Adult Commissioner for the Parks & Recreation Commission. With our recent location to Fountain Hills, I am enthusiastic about becoming involved with my new community. What a better way to get involved than to help out with an organization that I admire. The service provided by this organization greatly benefits the entire community (catering to all age groups), and creates a unity throughout. In order to serve with the public in mind, I would research data pertaining to the issue being addressed and back up my viewpoints accordingly. My goal would include learning the history of our community and try to improve upon current programs, implement new programs that would enhance community involvement, and do away with programs that are stagnant. My objective would include maintaining a balance within the community so all age groups are comfortable residing. `r► Considered a new kid on the block (moved to FH in mid August), I have not seen the fast paced growth over the past several years, but can imagine what growing pains the community has suffered to some degree. The growth is still ongoing, although the pace may have slowed just slightly. This opportunity for a breather is a great time to regroup as a community and take control of the steering wheel once again on development and involvement. On a volunteer basis, I would love to help guide the wheel in the direction that will maintain the balance. With balance in Fountain Hills, the youth (which is the community's future) will have a place to call home, and the elderly (the wiser needed to advise the youth) will want to continue to make Fountain Hills their home. Development needs to be closely monitored and a variety of input will allow the issues to be debated properly, hopefully resulting in what's best for the community's present and future. Health, safety, preservation, and education would be at the top of my list during debates. I love the outdoors and would expect to continue to enjoy our town's surroundings without development or society spoiling it. Please find attached a copy of my resume. My volunteer work while living in Malaysia will show that I have been involved with the international organizations which did also benefit the local community. My capability of dealing with local officials at all levels helped with the success of several events. I would like to take a moment to introduce myself to you and the Town Council members. My family and I relocated to Fountain Hills from New Jersey in the latter part of 2000. We had vacationed in the Valley since the early 1990's and had hoped to someday enjoy the beauty and climate year-round. After the birth of our two sons, Miles (8) and Corbin (4), my wife and I decided that it was time for a complete lifestyle change and that Fountain Hills would be the perfect community to raise our children. Since our arrival our children have participated in a number of activities that the community has offered, basketball, in -line skating, tennis, etc., and have been thoroughly pleased with each. I have previously had limited involvement as a Coach of the Little League but would now like to take a more active role in the evolution of the programs that the Parks & Recreation Department provides for our community. As a Commissioner I believe I would be able to provide both a parental viewpoint of the needs of the community as well as that of a cost conscious taxpayer. I would hope to expand participation in the program offerings to provide the youth a constructive outlet for their energies as well as beginning to establish their sense of ownership in the community. The town currently provides an excellent core offering, which could be enhanced or expanded through additional parental involvement and out of community partnerships such as the YMCA and other youth groups. I also believe that additional support of the commission could be derived through a greater involvement of the extended family members whose experience and past accomplishments could add direction, guidance and values to today's youth. My professional background will lend itself to thorough and sound recommendations to the governing bodies. My career has been comprised of evaluating the cost/risk of business decisions versus their potential rewards, which could be used to the towns advantage in this environment of shrinking revenues. Having had the opportunity to follow the growth of Fountain Hills over the past decade and most recently to be part of the community, I feel the town must continue to develop its resources to maintain its image as a desirable upscale community that welcomes families and is dedicated to providing for the needs of all its residents. The duties and responsibilities included but were not limited to: • Established and maintained an office staff appropriate to carry out the duties and responsibilities of the Commission; established policies, procedures and strategies for the agency's operation; established and implemented an agency budget within state guidelines; directly supervised office personnel and their activities; monitored and evaluated office personnel performances; established realistic agency goals and objectives; annually reviewed and amended review processes; and, recommended new or discontinuation of program activities to the Commission. • Under provision of the U.S. statutes, administered for the State of Arizona the Land and Water Conservation Fund which provided millions of dollars to Arizona that were matched by local and state general funds for the development of outdoor recreation resources and facilities throughout the State. • Under provisions of State statutes, administered the State Lake Improvement Fund which provided thousands of dollars for the acquisition and development of resources and facilities which aided the Arizona boating public. • Coordinated and supervised the preparation and implementation of the Statewide Comprehensive Outdoor Recreation Plan, the State Lake Improvement Fund Plan and, the boating safety plan; all requirements necessary for the administration of funds preparation for grant distribution; organized and conducted various public workshops, forums and meetings; ascertained public needs for outdoor recreation resources and facilities, and received recommendations from the public, community volunteers and elected officials, members of the legislature, user and special interest groups, and the Governor's office; utilized acquired data to establish priorities and criteria for fund allocations. • Developed and implemented criteria for application and grants of federal and state funds for recreational land acquisition and development. • Designated staff responsibilities and supervised, coordinated, monitored and evaluated project review procedures. 4 • Established internal and external project request review criteria, designated staffing responsibilities and coordinated and supervised review procedures, and made specific funding recommendations to the Commission for action. • Maintained a liaison with all federal, state and local agency personnel responsible for recreation resource development and maintenance; maintained current contacts with special interest and user groups; served as a member of the Governor's Commission on Arizona Environment, acted as the State Liaison Officer on behalf of the State. ARIZONA OUTDOOR RECREATION COORDINATING COMMISSION, Phoenix, AZ, Mar. 1973 - Feb. 1976 Planning, Officer: Directly responsible to the Director for the development and implementation of the Statewide Comprehensive Outdoor Recreation Plan and the State Lake Development and Improvement Fund Plan. The production of these plans included both a consultant contract for the basic plan development and the establishment and 5 conduct of statewide public participation workshops to determine public outdoor recreation resource and facility needs. The final plan product was the result of staff brain storming, consultant input, public response and suggestions, inter -agency assessments and recommendations, Coryunission review and comment, and staff editing. The Statewide Comprehensive Outdoor Recreation Plan was also subject to federal review and approval to assure the State's eligibility for participation in the Land and Water Conservation Fund program. The duties of this position included but were not limited to: • Developed methodology to be used in producing the Statewide Comprehensive Outdoor Recreation Plan and the State Lake Improvement and Development Plan; drafted requests for proposals for Director's approval; reviewed and recommended consultants for contract; monitored and evaluated work progress; and, approved final draft for publication. • Coordinated the review process with those agencies and organizations directly involved in the process; presented final draft document to Commission for approval, production and distribution. • Directly responsible for the writing, production and distribution of other statewide planning documents including `Boating in Ariz. na, A Strategy for Safety", "Recreation Planning Guidelines", "Arizona. Lakes Guide", and assisted with development and production of the "State Parks Plan", among others. • Developed close working relationship with various federal, state, and local agencies having outdoor recreation responsibilities. This network was essential to the success of the agency and the effective distribution of funds from both federal and state sources. Personal management and communication skills were used in establishing the cooperative working relationship essential to the success of the fund programs. As a result, and during the time I held the position of Planning Officer, Arizona enjoyed an excellent reputation with federal agencies responsible for outdoor recreation resources and facilities. Intra-agency cooperation within the State as well as with and among local governments equaled that of the relationship with federal programs. • Served on various committees, organizations and task forces both on the state and the national levels; organized, conducted and facilitated various meetings, workshops, and forums as well as spoke before civic groups and testified before the State Legislature. While I was the Planning Officer, I was directly responsible for organizing and sponsoring Arizona's first Off -highway Vehicle Workshop and assisted in drafting the first piece of legislation which resulted, eventually, in the Off -highway Vehicle legislation in effect to date. In addition, I produced the first "Boating in Arizona; A Strategy in Safety" as a guide for the distribution of the State's boating safety funds. Also, I was responsible for introducing the first public participation process to the statewide recreation needs assessment as a critical component to the Statewide Outdoor Recreation Plan. This process was among the first in the nation and often used a model for other states in their planning process. Since I am in high school, I believe that it is my duty to give back to my community for the blessed life that I have lived so far. Last year, after I was accepted to the Parks and Recreation Commission, I found that it was a truly unique opportunity to achieve my goal of service. I realized that I could actually do something to impact my world through this body. With the blessing of the town, I would like to continue my service to Fountain Hills. My one and only goal for myself on the Parks and Recreation Commission is to fairly voice the concerns of the youth of Fountain Hills.
