It is the Council's desire to hear public comment on agenda items. As it is important to maintain order during the meeting, please adhere

All citizens wishing to speak must first be recognized by the Mayor.
2.) The Mayor will not call for public comment on an item until after a motion has been made and seconded and the Council has had
adequate opportunity to discuss the item.
3.) Please stand, approach the microphone and state your name and address after being called on to speak.
4.) All comments must be directed to the Mayor.

Consent Agenda:

motion and one roll call vote of the Council. All motions and subsequent approvals of consent items will include all

liquor license.
*3.) Consideration of the LIQUOR LICENSE APPLICATION submitted by Russell Owens for Pei Wei Asian Diner
to be located at 14835 E. Shea Boulevard, Suite 100. The application is for a new Series #12 Restaurant liquor
license.
*4.) Consideration of the PRELIMINARY AND FINAL PLAT for the 2-unit Red Mountain View Condominiums,
located at 12207 N. Desert Sage Dr., aka Plat 206, Block 7, Lot 20, Case Number S2002-01.

8.) PUBLIC HEARING on ORDINANCE 02-02 amending Chapter 6, Section 6.03.C.6, Section 6.07.C.4 and
6.07.D.5 of The Zoning Ordinance for the Town of Fountain Hills to add new language that would modify the
requirements for menu boards for drive-in or drive -through restaurants to allow larger menu boards, and to allow
the use of liquid crystal display (LCD) order play -back units to be installed as a part of the menu board, or
adjacent to the menu board.
9.) Consideration of ORDINANCE 02-02 amending Chapter 6, Section 6.03.C.6, Section 6.07.C.4 and 6.07.D.5 of
The Zoning Ordinance for the Town of Fountain Hills to add new language that would modify the requirements
for menu boards for drive-in or drive -through restaurants to allow larger menu boards, and to allow the use of
liquid crystal display (LCD) order play -back units to be installed as a part of the menu board, or adjacent to the
menu board.
10.) CALL TO THE PUBLIC AND ADJOURNMENT.
Pursuant to A.R.S. §38-431 -01 (G), public comment is permitted (not required) on matters not listed on the agenda but must be within the jurisdiction of
the Council. All comment is "subject to reasonable time, space and manner restrictions" and the Council will not discuss or take legal action on
matters raised during call to the public unless the matters are properly noticed for discussion and legal action. At the conclusion of the call to the
public, individual Council members may respond to criticism, ask staff to review a matter or ask that a matter be put on a future

Patty Levato has submitted an application for a new Class 12 Restaurant license for Daniel's Place
Ristorante located at 16726 E. El Pueblo. Ms. Levato is one of the new owners of the existing business.
Although the establishment previously had a Class 12 liquor license, Ms. Levato must apply for a new
license. Marshal Gendler has performed his inspection and confirms that the premise satisfies the statutory
requirements of a Class 12 license (please see attached memo from Steve). The premise has been posted
for the 20-day statutory period and no written arguments have been received at Town Hall. Their Fountain
Hills business license is current. Based on statutory compliance, staff recommends approval,

Russell Owens has submitted an application or new Class 12 Restaurant license for Pei Wei Asian Diner
to be located at 14835 E. Shea Boulevard, Suite 100. Mr. Owens is an officer/agent of the new business
that will be located in the new Fry's Shopping Center. Marshal Gendler has reviewed the application and
floor plan and confirms that the premise satisfies the statutory requirements of a Class 12 license (please
see attached memo from Steve). The property has been posted for the 20-day statutory period and no
written arguments have been received at Town Hall. Mr. Owens has not yet applied for a Fountain Hills
business license since the building is still under construction. Staff will notify Mr. Owens of the business
license requirement when advising him of his liquor license status. Based on statutory compliance with the
state liquor laws, staff recommends appro val.

SUBJECT: Liquor License Application — Daniel's Place Ristorante

The purpose of this memorandum is to provide an endorsement of the attached liquor license
application for "Daniel's Place Ristorante", located at 16726 El Pueblo. It is my understanding that
the application is scheduled for consideration at the Council session on March 7th.
This application is for a new Class 12 liquor license under the specifications of ARS 4-
205.02. A Class 12 license is for restaurant use only. This will reflect a change in the name
currently in place at the restaurant as well as a change in the license holder.
The statutes require that 40% of the business establishment be devoted to serving food and
that liquor sales be incidental to the food service. A site inspection at the facility clearly
shows that over 60% of the establishment will be devoted to service of food. In addition, the
•► Council previously approved a class 12 license on June 15, 1995 at the location which has
continuously served as a restaurant since that time.
A Class 12 license is exempt from restrictions relating to churches, schools and nearby liquor
establishments. While the site inspection did show a class 9, and two class 12 liquor licenses
in the immediate area, this would not represent a proliferation or have any effect on the
license application.
The applicant, Patty Levato, is an Arizona resident under the provisions of ARS Title 28. I
have verified that she has no outstanding wants or warrants.
Additionally, the restaurant has a Fountain Hills Business License, #4721.
Based on compliance with Title 4 relating to the Class 12 liquor license, the fact that the
applicant is an Arizona resident with no wants or warrants, and the restaurant has a valid
Fountain Hills business license; I recommend approval by the Council at the March 7t'
meeting.

The sophistication of record keeping varies from establishment to establishment. Regardless of each
licensee's accounting methods, the amount of gross revenue derived from the sale of food and liquor must
be substantially documented.
REVOCATION OF YOUR LIQUOR LICENSE MAY OCCUR IF YOU FAIL TO CONIPLY
WITH A.R.S. 210.A.7. AND A.R.S. 205.02.G.
A.R.S. 210.A.7. The licensee fails to keep for two years and make available to the department upon
reasonable request all invoices, records, bills or other papers and documents relating to the purchase, sale
and delivery of spirituous liquors and, in the case of a restaurant or hotel -motel licensee, all invoices,
records, bills or other papers and documents relating to the purchase, sale and delivery of food.

The purpose of this memorandum is to provide an endorsement of the attached liquor license
application for the "Pei Wei Asian Diner" to be located at 14835 E. Shea #100. It is my
understanding that the application is scheduled for consideration the council session on March 7th.
This application is for a new Class 12 liquor license under the specifications of ARS 4-
205.02. A Class 12 license is for restaurant use only.
The statutes require that 40% of the business establishment be devoted to serving food and
that liquor sales be incidental to the food service. The building in which this restaurant is to
be located is currently under construction, therefore a site inspection could not be completed.
However, a review of the proposed floor plan shows that over 60% of the establishment will
be devoted to service of food.
A Class 12 license is exempt from restrictions relating to churches, schools and nearby liquor
establishments. However, the local jurisdiction does have the ability to determine if there is a
proliferation of liquor establishments in the vicinity. A review of license holders in the
immediate area indicates there are two class 6s, and a class 11 within one-half mile. These
licenses are consistent with country club development as well as commercial zoning and do
not represent a proliferation issue in this case.
The applicant, Russell Owens, is an Arizona citizen under the provisions of the revised
statutes and has no outstanding wants or warrants.
Since the facility is under construction, the applicant has not yet applied for a Fountain Hills
business license.
Based on compliance with Title 4 relating to the Class 12 liquor license and the fact that the
applicant is an Arizona resident with no wants or warrants, I recommend approval by the
council at the March 7t' Council meeting.

Response to Item 18:
A Complaint was filed against P.F. Chang's China Bistro, Inc. ("PFCCBI") (not any of the
individual officers, directors, shareholders or managers) by the Michigan Liquor Control
Commission, Complaint No. 9-45361, with respect to an incident which occurred on
February 7, 1999, at the P.F. Chang's China Bistro in Troy, Michigan. The charges alleged
that PFCCBI (1) sold, served, furnished or gave away a quantity of alcoholic liquor to a
patron who was then and there in an intoxicated condition or a visibly intoxicated condition,
(2) allowed a person who was in an intoxicated condition to consume alcoholic liquor upon
the licensed premises, and (3) allowed a person who was in an intoxicated condition to
- frequent or loiter upon the licensed premises. PFCCBI denied the charges and entered pleas
of not responsible. A hearing was held on June 3, 1999, and PFCCBI (not any of the
individuai offiicers,I'd irectors, shareholders or managers) was ordered to pay fines totaling
$600. The fines were paid. There have been no other violations at this location.
A Complaint was filed against PFCCBI (not any of the individual officers, directors,
shareholders, managers or employees) by the Douglas County Sheriff's Department, with
respect to an incident that occurred on February 4, 2000, at the P.F. Chang's China Bistro
restaurant located in Littleton, Colorado. The charges alleged that an employee of PFCCBI
did sell or permit the sale of an alcoholic beverage to a person under the age of twenty-one.
At a hearing held on March 29, 2000, the Board of County Commissioners of the County of
Douglas, State of Colorado, ordered that the liquor license of PFCCBI in Littleton, Colorado,
be suspended for 15 days, with 12 days held in abeyance, on the condition that the license not
be found in violation of the Colorado Liquor Code for a period of one year from March 29,
2000. The one-year time period expired, and there were no violations of the Colorado Liquor
Code or regulations during that period.

licensee's accounting methods, the amount of gross revenue derived from the sale of food and liquor must
be substantially documented. -

A.R.S. 210.A.7. The licensee fails to keep for two years and make available to the department upon -
reasonable request all invoices, records, bills or other papers and documents relating to the purchase, sale
and delivery of spirituous liquors and, in the case of a restaurant or hotel -motel licensee, all invoices,
records, bills or other papers and documents relating to the purchase, sale and delivery of food.
A.R.S. 205.02.G. For the purpose of this section:
1. "Restaurant" means an establishment which derives at least forty percent (40 %) of its
gross revenue from the sale of food.
2. "Gross revenue" means the revenue derived from all sales of food and spirituous liquor on
the licensed premises, regardless of whether the sales of spirituous liquor are made under a
restaurant license issued pursuant to this section or under any other license that has
been issued for the premises pursuant to this article.

Following is a hypothetical case regarding an application for a variance.
Jean Benefactor who consistently makes large charitable contributions to your town wants to
build her dream home on a lot she recently purchased in the most exclusive residential
neighborhood. This neighborhood was almost entirely built -out in the 1970's except for a few
remaining vacant lots. A new zoning ordinance was adopted for our town in the early 1990's
which changed the setback requirements and height limit applicable to Jean Benefactor's
neighborhood. Approximately 60% of the existing older homes do not conform to the new
setback and hcigia restrictions.
Jean Benefactor wants a variance so that she can build in conformance with the old setback
requirements as 60% of her neighbors did. Jean Benefactor also wants a height variance so that
she can have additional sleeping quarters for many orphans she cares for. The following issues
arise at the Board of Adjustment hearing:
1. Assuming Jean's lot and her neighbors' lots are similar, would you vote to grant the

resident wants the addition to serve as a storage room and a bathroom for the swimming

accomplish his needs, but they agree that the detached building is much less desirable and
less aesthetically pleasing than the addition. Should a variance be granted because there
is not objection and the proposal is more aesthetically pleasing than the limits of other

homes. After they are in their home, they desire to do further grading to install a

Town Code willallow the grading necessary for the house to conform to the setback
requirements. The adjoining neighbor comes to the hearing asking that the variance be
granted because the desired location will allow them to continue to see the Fountain and
if the variance is not granted, the applicant will be required to locate this house in a place
that will obscure their view of the Fountain. Do you believe the Town should allow the
applicant to save site preparation costs, help maintain the natural terrain and make the

NO. The City looked at the neighborhood before changing to the
new zoning laws.01he City believed that the change was proper
and passed the ordinance. All newer homes in the area have
complied with the new ordinance and the variance would not
be in good faith with them. ALSO, a variance to the height
requirement might be harmful to a neighbor. FURTHER,
this neighborhood is most likely single family dwellings. I
would investigate to see whither or not Jean's home for
orphans fit the one family dwelling definition. Jean should
have known the zoning BEFORE she bought..
2. Will the fact that Jean is performing a tremendous public service justify the height

NO !! In my opinion - variances and laws are not for sale.
Further, the "public service" just may not be legal in
this neighborhood.

YES. This seems to be a reasonable request. It seems that the
addition will add to the neighborhood's appearance,
there are no objections and there is nothing to
be gained by anyone if the ordinance were to be
enforced as written. This is a WIN WIN situation.

PROBABLY NO. This could be the signal for all in the same
position (on future purchases) to request the

request variances so as to circumvent zoning

2. Neighbors request should be considered but not too heavily.
3. fhere is no hardship in this case that money could not solve.
4. The neighbor could have reasonably know or guessed that
someday, the lot would be sold and a house built there which
just might block his view.
5. Ordinances are made with great study and devised to accomplish
a purpose.

SUBJECT: Consideration of an amendment to Chapter 6, Section 6.03.C.6, Section
6.07.C.4 and 6.07.D.5 of The Zoning Ordinance for the Town of Fountain
Hills to add new language that would modify the requirements for menu boards
for drive-in or drive -through restaurants to allow larger menu boards, and to
allow the use of liquid crystal display (LCD) order play -back units to be installed
as a part of the menu board, or adjacent to the menu board.
The Town Council initiated an amendment to the Zoning Ordinance to modify the requirements
for menu boards for drive-in or drive -through restaurants on January 17, 2002. The request for
the amended language has come about due partly to the fact that several businesses have installed,
without proper building permits, menu boards that are in violation of the zoning ordinance, and
partly due to a change in technology in the menu board system used by some franchise
companies.
Menu boards have increased in size because vendors are using visual graphics in place of, and in
addition to, text on the menu boards. In addition to the graphic displays, vendors are providing a
liquid crystal display (LCD) order confirmation unit that uses a scrolling text readout that replays
the requested order. The LCD unit is an attempt to reduce errors in orders and shows the
customer a visual readout of the order total.
The amended language would increase the allowable size of the menu board square footage from
the current maximum of twenty (20) square feet, to a maximum of forty-five (45) square feet, and
increase the allowable height of the menu, board to be increased from five (5) feet to seven (7)
feet. In addition, the amended language would allow the addition of an LCD order confirmation
unit, with moveable text readout, to be displayed as a part of the menu board, or to be added as a
separate unit, not to exceed eighteen inches wide by eighteen inches deep by four feet high.
Since the proposed change would permit menu boards more than twice the existing allowable
size, and the boards would be exempt from signage limitations, a visibility restriction has been
added.

Staff has surveyed the existing sign ordinance regulations in regard to menu boards in eight
Phoenix metro area communities. The results of the survey are as follows:
■ Apache Junction -the LCD unit is not allowed.
■ Chandler -menu board and LCD permitted if not directed to or readable from the
street.
■ Gilbert -the LCD unit is not allowed, but could be permitted as a part of a
Comprehensive Plan or Master Plan for a large commercial development.
■ Glendale -menu board and LCD permitted up to maximum of 45 sq. ft./6 ft. high.
■ Mesa -menu board and LCD allowed up to 45 sq. ft./6 ft. high, if not readable from
the street and not visible from the property line.
■ Phoenix -all signs not meeting the zoning' district criteria require a Use Permit or
Variance. Menu boards must be screened from the street or are considered ground
signs.
■ Scottsdale- the LCD unit is not allowed, menu board limited to 24 sq. ft./5 ft. high.
■ Tempe -the LCD unit is not allowed, menu board limited to 20 sq. ft./6 ft. high.
Two sections in Chapter Six of the current Zoning Ordinance will need modification: Section
6.03 General Regulations to allow the use of moveable text on the LCD order confirmation unit;
and Section 6.07 to change the size of the menu board and to allow the use of the LCD as a part
of the menu board system.

serve as additional advertising signs on the premises.
3. Awning signs except as otherwise provided for non-residential uses.

PLANNING AND ZONING COMMISSION REPORT:
The Planning and Zoning Commission reviewed the proposed text amendment on February 28,
2002 and recommended approval with the following two changes to sections 6.07.C4.b & c, and
6.07.D.b & c.
1. Menu board size not to exceed thirty (30) square feet.
2. Menu board height not to exceed six (6) feet.
The Planning and Zoning Commission was very opposed to legitimizing non -permitted uses
after -the -fact, and was concerned about the trend in the community to ignore zoning ordinances.

These types of activities make enforcement of the code a much more difficult task for both the
planning department and the Marshals. The Commission felt that the very large increase in size
was not warranted and that their proposed changes were more in keeping with the community
character.
STAFF EVALUATION:
If it is the intent of the text amendment to legalize the existing menu boards in the community
that are in violation, then the original text amendment would need to be approved.
The changes suggested by the Planning and Zoning Commission would leave Arbys, Burger
King, Taco Bell and Wendys in violation. McDonalds menu board was granted under the County
regulations and remains a non -conforming use.

THE TOWN OF FOUNTAIN HILLS, ARIZONA, AMENDING
CHAPTER 6, SECTION 6.03.C.6, SECTION 6.07.C.4 AND 6.07.D.5 OF THE

WHEREAS, The Town of Fountain Hills adopted Ordinance #93-22, on November 18. 1993,
which adopted The Zoning Ordinance for the Town of Fountain Hills, and;
WHEREAS, Chapter 2, Section 2.01 of the Zoning Ordinance for the Town of Fountain Hills,
provides for a procedure to amend said ordinance, and;
WHEREAS, The Town of Fountain Hills desires to amend its regulations to allow for a
modification of the requirements for menu boards, if certain criteria are met, and;
WHEREAS, The Town of Fountain Hills has rewritten Chapter 6 Section 6.03.C.6, Section
6.07.C.4 and 6.07.D.5 of The Zoning Ordinance for the Town of Fountain Hills
and published these proposed text changes in the official newspaper of general
circulation, The Times of Fountain Hills and Rio Verde on February 13, 20 and
27, 2002, and;
WHEREAS, Public hearings were advertised in the February 13, 20 and 27, 2002 editions of
The Times of Fountain Hills and Rio Verde, pursuant to Arizona Revised
Statutes §9-462.04, and;
WHEREAS, Public hearings were held by the Fountain Hills Planning and Zoning
Commission on February 28, 2002 and by the Fountain Hills Town Council on
March 7, 2002.
NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND COMMON COUNCIL
OF THE TOWN OF FOUNTAIN HILLS, ARIZONA AS FOLLOWS:

Fountain Hills has three hotels,
four bed -and -breakfast inns, three
golf courses and a big fountain.
Now the small town with big
ideas has a newly formed tourism
council to market the place. The
council has penned a slogan —
"One Destination, Many Adven-
tures ... Experience it"
No longer content to get Scotts -
dale's tourist leftovers, Fountain
Hills wants to sell itself as a more
scenic — but just as upscale, —
alternative, closer to nature and out-
door recreation and away from the
city bustle and traffic.
"It's fine to be associated with

Scottsdale because Scottsdale com-
plements Fountain Hills with its
great shops, restaurants and art gal-
leries," said Roxanne Boryczki,
chairwoman of the Fountain Hills
Tourism Council. "But we are a
unique entity, different from every
other place in the Valley, with our
clean, natural setting, unrivaled any-
where in the Valley."
As town leaders worked on
Fountain Hills'
community
center opened
in late
September.
Fountain Hills' economic develop-
ment needs, they pegged tourism
as the top target industry, Boryczki
said. The lure of tourism is that it is
a clean industry that adds a lot of
cash into the coffers without taxing
residents, she said.
So Fountain Hills officials

and bestowed a $65,000 bud-
get on the organization. The
budget is mostly from bed
taxes, money collected from
hotel guests, Boryczki said.
The town, which lies east
of Scottsdale between the
Fort McDowell and Salt River
Pima-Maricopa Indian com-
munities, also built a combi-
nation community center -
convention center -museum to
give the tourism council
something to sell to business
groups.
The center has conference
rooms, classrooms and a
grand ballroom. It also will
house a River of Time
Museum to be completed this
summer, Boryczki said. The
museum is dedicated to the
history of the lower Verde
Valley and the Hohokam Indi-
ans, and aimed at the cultural
tourism crowd, she said.
Tho nearby Fort McDow-
ell Indian Community has
joined the Fountain Hills
Tourism Council, kicking in
another golf course to pro-
mote, along with several
attractions, including Fort
McDowell Adventures, which
offers a cowboy -like experi-
ence; Out of Africa, a wildlife
park; and a casino.
"Fountain Hills .is more
than just a fountain now,"
Boryczki said. "People can
enjoy all kinds of recreation
here and still be close to
Phoenix and Scottsdale."
To add to its $65,000 seed
money, the tourism council
got $11,000 from Proposition
302, a voter -approved tax on
hotel guests targeted to build
an Arizona Cardinals football
stadium and fund tourism
promotion, Boryczki said.
Of its total $76,000 budget.
Fountain Hills Tourism Coun-
cil handed $30,000 over to
the Scottsdale Convention S
Visitors Bureau. That lets
Fountain Hills hang on to
Scottsdale's coattails for big
promotions and have access
to meeting planners and
other groups that Scottsdale
brings into the Valley. Scotts-
dale, with its $4 million -plus
budget, will help Fountain
Hills get better mileage from
its cash, Boryczki said.
But the rest of the town's
tourism budget is pegged for
promotions that let Fountain
Hills distinguish itself from
Scottsdale and Phoenix, she
said. So far, the council has
used some of it to buy ads in
magazines such as Golf
Digest and Midwest Living,
Boryczki said. Midwestern-
ers and golfers are groups
likely to favor Fountain Hills,
she said.
And if the strategy works?
Fountain Hills has fewer than
250 rooms to house the trav-
elers it could attract. But the
town hopes to add more
hotels. Boryczki said.

Fountain Hills Tourism Council Formed
One Destination, Many Adventures... Experience It
Fountain Hills, AZ-2002—The Town of Fountain Hills has formed the Fountain Hills Tourism Council in
anticipation of being a major player in the $12.3 billion tourism industry in the State of Arizona.
Realizing that they were a premiere Valley destination, the Town embarked upon increasing their share of
the market by forming the Tourism Council. The Tourism Council's aim is to position Fountain Hills as
"the" destination of choice for travelers coming to the Valley using the campaign " One Destination, Many
Adventures... Experience It ". Tourism is now recognized as a major economic base for the Town.

adventures, magnificent vistas and sunsets and a vibrant community life makes The Town of Fountain Hills
a prime destination for in -state and out-of-state travelers.
According to Fountain Hills Mayor Sharon Morgan, " Fountain Hills really extends the entire tourism

Wonderful hiking, biking and trail rides await adventurers in the magnificence of towering mountains such

peaks in the Valley. Four Peaks is known for its amethyst mine. The mine is inaccessible except to those

opportunities. Legend has it that the mountains are the home of the "Lost Dutchman Mine" where miner

Further west, below the foothills, is the Verde River, which flows through the Sonoran Desert. The river
was designated by Congress, in 1984, as Arizona's only Wild and Scenic River. Elevations range from
1,600 feet along the Verde River to 7,903 feet on Mazatzal Peak.

We-Ko-Pa Golf Club, just east of Fountain Hills and

was Director of Golf at SunRidge Canyon Golf Club in
Fountain Hills. During Lessig's six years with SunRidge
Canyon, the golf club received national acclaim from
Golf Magazine's list of "Top 100 Courses You Can Play
in the US." Prior to SunRidge Canyon, Lessig served
as the director of golf at Superstition Springs Golf Club
in Mesa, Arizona. In addition to Lessig's woriz with
We-Ko-Pa Golf Club, he serves as chairman of the
communication committee for the PGA of America.
He has also served as president of the southwest
section of the PGA from 1997-1998. In 1999, Lessig was
named the Southwest Section PGA Professional of the
Year for his work in developing new youth programs
and promoting the Southwest Section PGA on a
national level.
Jim Willers. Mr. Jim Willers is Director of the Fountain
Hills Community Center. His facility management
career began at Saint Martin's College Pavillion in
Lacey, Washington. He then moved to Tacoma where
he managed the Bicentennial Pavilion, Cheney
Stadium and the Visitor Convention Bureau and was
responsible for the $44 million Tacoma Dome project
for the City. Mr. Willers was also Executive Vice
President and General Manager of San Francisco's
Nob Hill Masonic Center before moving to Florence,
Oregon as the General Manager of the Florence
Convention and Performing Arts Center. Mr. Willers
has a Bachelor of Science degree in business
administration from Alaska Methodist University
He is also a graduate of the Association of Assembly
Public Facility Management School.

The City of Fountain Hills has gained a national

• Fountain Hills Festival of Arts and Crafts Every
November the Fountain Hills Festival of Arts and
Crafts attracts more than 100,000 visitors and many
well-known artisans line the Avenue of the Fountains
Friday through Sunday. Hosted by the Fountain Hills
Chamber of Commerce, The Fountain Festival is one
of the largest outdoor juried art shows in the
southwest and many nationally known artists are
attracted to the Festival. Wonderful entertainment is
provided by a variety of musical groups. Food booths
with everything from popcorn to hot dogs to special
Arizona taste treats abound throughout the Festival.
It's a family affair for the entire community and
visitors from all over return every year to tape part
in the Festival. The Fountain Hills Festival of Arts and
Crafts is a wonderful place to find holiday gifts for
everyone on your list.
Fountain Hills Great Fair Each February the
Fountain Hills Chamber of Commerce hosts the
Fountain Hills Great Fair Friday through Sunday.
Over 500 artists and artisans line the Avenue of the
Fountains Boulevard and a variety of music and food
make this Fair another 'must do' event for the Town.
The annual Hot Air Balloon Rally, which is a highlight
of the Fair, takes off at 7:00 a.m. on Sunday. This
colorful balloon rally is great for photographers as
the brightly colored and individually designed
balloons start their burn and ascend into the shy.
• Thanksgiving Day Parade There's nothing like a
real old-fashioned community event. Parada de Los
Ceros (Parade of the Hills) Thanksgiving Day Parade
brings together the citizens of Fountain Hills to
involve all the community in celebration of this
joyful day. Everyone can participate including
schools, clubs, organizations, commercial enterprises
and chamber members. Parades, floats, music,
marching groups, equestrian and motorized entries
step off Thanksgiving morning before everyone goes
home for traditional turkey and all the trimmings.
Holiday Luminaries For three evenings in late
December, each year the Fountain Hills Chamber of
Commerce hosts the lighting of the luminaries. The
glow of thousands of luminaries lines the shore
around the famous Fountain Hills fountain as well as
many of the major streets and roads in the
community. Putting a small candle in paper bags
makes the luminaries, an historic Southwest
tradition. They are then lit each evening to provide
bright little stars of light for the holiday season.

• River of Time Museum About 800 years ago, the

Library in the new Fountain Hills Town Center
complex. The museum is being developed by
members of the Fountain Hills and Lower Verde
River Valley Historical Society.
Celebrations of the Fountain Each Saturday
evening from 6 p.m. to 8 p.m. at Fountain Park, the
arts are represented at "Celebration of the Fountain".
Live music serenades visitors at the plaza lakeside on
the patio. Music is represented with jazz, R&B,
classical and rock. Each week different artistic
endeavors in Fountain Hills are highlighted with
Youth Arts, Indian Art from the Ft. McDowell
Reservation, Fountain Hills Performing Arts and
Visual Arts. The third Saturday of each month during
the winter season, from noon to 6 p.m. at The
Fountain, features an art walk with local artists and
crafts people. All festivities take place at Fountain
Plaza, located at 12645 N. Saguaro Blvd.
COMMUNITY CENTER
The new Fountain Hills Community Center provides
the latest 'jewel in the desert' for the Valley and
especially Fountain Hills. The Community Center
will serve as a new facility for valley -wide corporate
meetings, local civic programming, art and
educational classes as well as black tie events and
wedding receptions. The Community Center serves
as the focal point in a new Town development, which
also includes the newly opened County Library, with a
local history museum slated to open in the spring of 2002.
The Community Center has a total of 31,000 square
feet of space with rooms designed to accommodate a
variety of meeting needs. The 5,000 square foot lobby
can be used for receptions or displays and flows
smoothly into the Grand Ballroom. Throughout the
Center, a revolving art display will provide an added
dimension to this already beautiful facility. Future
exhibits will include local artists' invitationals, holiday
theme exhibits and a local youth art exhibit.
The Grand Ballroom, provides 8,200 square feet
of elegant space for meetings, banquets and other
social functions, can hold up to 600 people in a
banquet style setting or 800 theater style. Adjacent to
the ballroom is a 990 square foot fully equipped prep
kitchen that allows caterers to make their final food
preparations. All rooms include tables, chairs, staging
and public address system.
The Conference Room, with its large oak table and
lumbar support chairs, can accommodate up to 15
persons for meetings in a boardroom setting. The
room is equipped with audio-visual equipment, a
projection screen and is arranged to accommodate
banquet and beverage services as well.
• The "Daycare/Classroom" contains 1,030 square feet
of ample space for playtime and child-care. Groups
may provide a child-care professional to watch the
children while parents attend a function at the
Center. The room is equipped with fun activities for
the kids, a private restroom facility and secured
outside play area.
Two classrooms are a significant addition to the
Center and can easily be divided into separate rooms
each holding 50 people in a classroom setting. The tile
floor is ideal for dance, aerobic classes, Tai Chi or Yoga.
Two Seminar Rooms are fully appointed and
carpeted, offering meeting space for organizations
and corporations who are in need of space for
smaller, more intimate groups. The rooms work
equally well for local homeowner organizations or
other community meeting needs.
Two Art Rooms are fully equipped, one for drawing
and painting classes, the other includes full pottery
equipment, potters wheels and kiln. A variety of
classes are offered through the Parks and Recreation
Department and will include topics for arts and
crafts, mosaics and other mediums.

• The Fountain: Built 30 years ago, this dramatic

but finds beauty in our lakes like Saguaro. Saguaro Lake

Salt River Recreation: One of the favorite pastimes
in the Phoenix area is riding an inner tube down the
Verde and Salt rivers just southeast of Fountain Hills.
Inner tube rentals are available for visitors who wish
to cool off when our temperatures rise, by floating
down the Salt River, enjoying the scenic beauty of
the mountains and desert flora and fauna.
Four Peaks: A Fountain Hills landmark visible from
much of the Valley. The peaks rise from 1,600 to
7,657 feet and are the highest peaks in the Valley.
Four Peaks is located on the far side of Tonto Basin
and Roosevelt Lake. Known for its amethyst mine
which has produced some of the worlds finest jewels,
Four Peaks Mine is located just below the cleft of the
two southern most peaks. Discovered in the 1700's by
the Spanish, the mine has produced gems found in
the crown jewels of several European countries. Today
the mine is owned by a local company and is off-limits
to hikers. The Four Peaks area offers many scenic trails
that vary in difficulty. The area is open to hiking,
biking and trail rides.
• Superstition Mountains: Known as the home of the
"Lost Dutchman Mine" where miner Jacob Waltz found

curiosity seekers have tried to find the mine in the

mountains, and narrow vertical -walled canyons.
The area serves many levels of hikers and it is wise
to research maps and levels of hiking expertise
before starting out on a trail. Further west below the
brush -covered foothills, is the Verde River, which
flows through the Sonoran Desert. Designated by
Congress in 1984 as Arizona's only Wild & Scenic
River, elevations range from 1,600 feet along the

McDowell Mountain Regional Park: This 20,000-acre
park borders the northwestern section of Fountain
Hills, providing a vast expanse of unspoiled Arizona

Park brings people and animals together in a

• Fort McDowell Casino located on the Fort McDowell
Indian Reservation, the Casino brings fun and

About 800 years ago, the area near the convergence
of the Salt and Verde rivers was home to between
4,000 and 10,000 Hohokam Indians. Artifacts from the
area show that the Hohokam were a thriving civilization.
The Community Center hosts events in its ballroom

civic groups and individual use. In addition, the
multi -building center will soon be home to the new
library/museum complex slated to open in spring of
2002. The Community Center is a 31,000 square foot
